Mayor Gaines called the meeting to order. Councilmen present: Hoyt, Lea, Kline, Fitzsimmons, Nickson, Sonnemann, and Aaby. N{H ION CARR I ED Mayor Gaines declared the public hearing open on the request of E. B. LaRosa to rezone from R-2 to SPU (Apartment Purposes) property at 1202 14th Street N.E., legally described as Lots 19 to 23, inclusive, Block 18, C.D. Hillman's Auburndale Addition to the City of Seattle, Division No.2 King County, Washington. (No. 13-67) Art Stolen, representing a client who wishes to put twenty-eight units of town houses on this property, asked the council to give this request favorable conslder- I atlon. The Auburn Planning Commission recommended this request be denied, as it does not fit in with the environments of the surrounding property nor with the overall comprehensive plan of the City of Auburn. It was moved by Aaby, seconded by Nickson that the public Hearing be closed. Ní)TION CARRIED Mayor Gaines declared the public hearing open on the request of Church of the Nazarene to rezone from SPU for nursing home purposes to SPU for church purposes property located at the HE corner of 29th and M St. S.E., legally described as the SWt of the SWt of the NEt of the NEt, Section 30-21-5 E.W.M., King County, Washington. (No. 16-67) The Auburn Planning Commission recommended this request be granted, as it falls within the Comprehensive Plan of the City of Auburn and Is surrounded by comparable land sites commensurate with the proposed land useage. It was moved by Aaby, seconded by Nickson, that the public hearing be closed. (No. 18-67) The Auburn Planning Commission recommended this request be granted, suggesting provisions be arranged for the dedication of III" Street N.E. to continue through the owner's property from the Southerly boundary to the Northerly boundary and the dedication of properties for street purposes for 28th Street N.E. to begin with Auburn Avenue and terminate with IIMII Street just South of the property In question. It is felt that this zoning will be detrimental to any of the surrounding property I it is within the over-all Comprehensive Plan of the City of Auburn. It was moved by Aaby, seconded by Sonnemann, that the public hearing be closed. NOTION CARRIED It was moved by Hoyt, seconded by Aaby, that we concur with the Planning Commission's recommendation and grant the ~ezonefRequest No. 18-67 of Fred L. Brannon and the city attorney be instructed to draw up the necessary ordinance to provide for this rezoning. NOTION CARRIED Mayor Gaines declared the public hearing open on the request of Archie Meade to rezone from R-2 to C-3 property located top of the Enumclaw Hil' (triangle property between new and old highway), legally described the NWi of NEi LESS State Hwy. in Section 20-21-5. (No. 19..7) Paul Sencevicky presented a petition to the council<signed by property owners on 24th Street S.E. against the proposed rezone. The Auburn Planning Commission recommended this request be granted provided adequate right-of-way be dedicated on the West side of the property to allow Howard Rd. to be brought In at right angles to the Enumclaw Hwy. as this property is not suitable for any other purpose. It was moved by Hoyt, seconded by Fitzsimmons, that the public hearing be closed. (No. 20-67) The Auburn Planning Commission recommended this request be granted, feeling that it would not be detrimental to the surrounding property, he is also one of the residents to the East of the property, it is situated on one of the major arterials of the City, "Mt' Street, and fits in with the over-all Comprehensive Plan of the City. ~2 9 ~UB~N. MOTION CARRIED It was moved by Lea, seconded by Aaby, that we concur with the Planning Commission's recommendation and grant the rezone request No. 20-67 of George McLaughlin, and the city attorney be instructed to draw up the necessary ordinance to provide for this rezoning. It ..s moved by Nickson, seconded by Hoyt, to ~end the motion to rezone from R-2 to I R-3 the two parcels of property which border M Street, and to deny the rezone from R-2 to R-3 on the two parcels at the rear of the property. It was moved by Lea, seconded by Aaby, that the McLaughlin rezone be tabled. Ní)T I ON CARR I ED It was moved by Nickson, seconded by Sonnemann, that the Swanson rezone be brought off the tab Ie. MOTION CARRIED Mayor Gaines yielded the floor to interested parties to discuss this rezone. Mr. Kammeyer, representing the Swansons and Debland Development Company, presented plot plan for the area. Mr. Sage, attorney representing the Sea Port Development Company, stated he felt the area was of too high density and did not provide any buffer between R-2 zoned areas. Mr. Swanson said the roads in their plat would aide the development started by the Sea Port Company. It was moved by Kline, seconded by Sonnemann, that a general discussion be held on the Swanson rezone at the next meeting of the Auburn City Council, May 15, 1967, I at 8 p. m. in the Council Chambers, and that in the interim the developer meet with the Street Committee to discuss the streets in the proposed plat. MOT I ON CARR I ED CORRESPONDENCE Submitted from the Office of the State Auditor was the annual report on examination of Water-Sewer Utilities for 1965. Mayor Gaines asked that this report be placed on file. The executed lease covering the Isaac-Evans Park was received from The Board of County Commissioners. Mayor Gaines asked that the lease be given to City Attorney Smythe for recording. A request for Resolution authorizing King County as its representative as contracting agent with the tJ. S. Soil Conservation Service In furtherance of the Watershed Work Plans was submitted. City Clerk Elisabeth Heritage stated that a copy of this Resolution had been referred to City Attorney Smythe. The Housing Authority of the County of King submitted a letter stating they would give definite preference to elderly families and families of low income who reside within the City of Auburn. Torrens to rezone from Unclassified to C-3 property located at 22nd N. E. and Auburn Avenue. (No. 26-67) 2. Request of James Kane to rezone from R-2 to R-4 property located at 21st & 0 St. S.E. on the S.E. corner. (No. 28-67) 3. Request of Charles Jovich to rezone f"om R-2 to SPU (apartments) property located at 27th & D St. S.E. (No. 27-67) 4. Request of Elmer L. MOTION CARR I ED The Auburn J?lanning Commission at their April 18, 1967 meeting recommended that the request of John Bocek to rezone from Unclassified and R-5 to R-4 a parcel of land lying East of Hemlock Street S.E., South of Enumclaw Highway to White River be granted. It was moved by Sonnemann, seconded by Fitzsimmons, that the city clerk be instructed to call for a public hearing to be held 8 p. m. May 15, 1967, on the request of John Bocek to rezone. I MOTION CARRIED Engineers Estimate No. I in favor of Heisserman Construction Company, Inc. in the amount of $7,182.64 for work on L.I.D. No. 181 was submitted for approval. It was moved by Sonnemann, seconded by Aaby, that Heisserman Construction Company, Inc. be paid $7,182.64 for work on L.I.D. No. 181 as per Engineers Estimate No. I. ROLL CALL VOTE: All Councilmen voting YES. NOTION CARRIED Engineers Estimate No. I In favor of Select Contractors, Inc. in the amount of $4,400.28 for work on tlCII St. S.W. and 15th St. S.W. was submitted for approval. It was moved by Lea, seconded by Sonnemann, that Select Contractors, Inc. be paid $4,400.28 for \\Crk on liCit St. S.W. and 15th St. S.W. as per Engineers Estimate No. ROLL CALL VOTE: All Counci Imen voting YES. foI()TION CARRIED Submitted for approval, Engineers Final Estimate in favor of Frank Coluccio Construction Co., Inc. in the amount of $87,934.45 for work on the Central Valley Water Line. The Engineer's Certification of completion accompanied the final estimate. I It was moved by Kline, seconded by Nickson, that Frank Coluccio Construction Co., Inc. be paid $87,934.45 for work on the Central Valley Water Line, and that the contract be accepted as of this date and if no liens or claims are filed within 30 days after acceptance and upon receipt of clearance from the Tax Commission and Dept. of Labor and Industries the retårned7percentage of $15,517.84 be paid. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED City Engineer Fred Poe submitted Change Order No. I, $46.00 to Lone Bros. Const. Co. for Sewage Treatment Plant Shop Building. It was moved by Sonnemann, seconded by Fitzsimmons that Change Order No. I, $46.00 to Lone Bros. Const. Co. for Sewage Treatment Plant Shop Building be approved. Construction Co., in the amount of $5,508.64 for Sewage Treatment Plant Bui Iding was submitted for approval. The Engineer's Certification of completion accompanied the final estimate. It was moved by Sonnemann, seconded by Aaby, that Lone Bros. Construction Co. be paid $5,508.64 for Sewage Treatment Plant Bui Iding. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED I It was moved by Sonnemann, seconded by Fitzsimmons, that the contract with Lone Bros. Construction Co. for the Sewage Treatment Plant Building be accepted as of this date and if no liens 9r claims are filed within 30 days after acceptance and upon receipt of clearance from the Tax Commission and Dept. of Labor and Industries the retained percentage of $612.07 be paid. The Engineer's Certification of completion accompanied the final estimate. Wolff, Consulting Engineer, in the amount of $2,579.38 for plans, specifications, contract documents, and general supervision, EDA Project, Phase 2A, and $422.00 for geophysical survey and report on Test Well '3 were submit- ted for approval by City Engineer Fred Poe. It was moved by Fitzsimmons, seconded by Nickson that Richard E. Wolff, Consulting Engineer, be paid $2,579.38 for plans, specifications, contract documents, and I general supervision, EDA Project, Phase 2A, and $422.00 for geophysical survey and report on Test Well '3. ROLL CALL VOTE: All Councilmen voting YES. NOTION CARRIED City Engineer Fred Poe recommended that contracts be awarded to Heissennan Construction Company, Inc. for L.I.D. No. 184 and 185. It was moved by Fitzsimmons, seconded by Sonnemann, that contracts be awarded to HeissenmaA Construction Co., Inc. for L.I.D. No. 184 for $11,218.80 and L.I.D. No. 185 for $5,959.00, (neither figure including sales tax) as recommended by the City Engineer. ROLL CALL VOTE: Fitzsimmons, Nickson, Aaby, Sonnemann, Hoyt, Lea, YES; Kline, NO. NOT I ON CARR I ED The Finance Committee recommended the following for approval: I. That $775.00 be appropriated from unbudgeted funds by Emergency Ordinance to provide salaries for two junior leaders'for use in the Recreation Program. 2. That $8,500.00 be appropriated by Emergency Ordinance from unbudgeted funds for care and development of Evans park. 3. That the City Treasurer be authorized to à. Firemen Relief & Pension Fund Ö. WASHINGTON NONDAY MAY I. 1967 2BI'¡ It was moved by Sonnemann, seconded by Fitzsimmons, that the city attorney be Instructed to draw up the necessary emergency ordinances to appropriate $775.00 from unbudgeted funds to provide salaries for two junior leaders for use In the Recreation Program, and appropriate $8,500.00 from unbudgeted funds for care and development of Evans Park. Ní)T I ON CARR I ED City Engineer Fred Poe requested the council advertise for bids on L.I.D. Nos. 188 and 190 with bid opening on May 31st. It was moved by Kline, seconded by Aaby, that the city ¢Ierk be Instructed to call for bids on L.I.D. Nos. 188 and 190, bid opening to be held 2 p. m. May 31, 1967. I NOTION CARRIED A copy of a letter submitted to the Economic Development Administration by Fred Poe, City Engineer, accepting as complete and satisfactory E.D.A. Project No. 07-1-00108 2A was read. Mayor Gaines asked that this letter be placed on file. A letter was 'received from the Interagency Committee for Outdoor Recreation approving application for funding assistance for the Green River Golf Course Acquisition project in the amount of $118,000. The breakdown of project costs was read as fol lows: t.A.C. ,$29,500 or 25%, B.O.R. $59,000 or 50%, and local agency share to be $29,500 or 25%. Mayor Gaines asked that this letter be placed on file. Seattle-First National Bank submitted a letter requesting permission to have an alarm cabinet installed in the City of Auburn Police Department for their branch in the town of Algona. Mayor Gaines referred this request to the Police Committee for study and recommendatlen. An invitation was received from the Puget Sound Governmental Conference for the city to participate in the regional planning program. I It was moved by Nickson, seconded by Sonnemann, that the Mayor write a letter to the Puget Bound Governmental Conference stating that the City of Auburn is very much interested in partiéipating in the regional planning program and requesting a representàtive from their organization come to the City of Auburn to explain the program. NOT ION CARR I ED PROCLAMAT IONS Mayor Gaines proclaimed May 19 and 20 as Buddy Poppy and Memorial Poppy days. APPOINTMENTS Mayor Gaines appointed Jack Sprenger and AI Rossi to the Golf Course Committee and asked Councilman Aaby to serve as liaison between the City Council and the Golf Course Committee. Mayor Gaines announced the city will start their annual "Clean Up Week" May 15, 1967. AlD I ENCE Dave Schuur submitted a petition signed by Mrs. Frank H. Cavanaugh requesting permission to circulate an annexation petition on property located at 106 R Street Southeast. I Engineer's Certification that the petition contained signatures of owners of property constituting 100% in value of the property within the area proposed to annex accompanied the petition. Mayor Gaines referred this petition to the Annexation Committee. COMMITTEE REPORTS HOUSING COMMITTEE - COUNCILMAN HOYT Councilman Hoyt called for a public meeting to be held 8 p. m. May II, 1967 in the Council Chambers on the Cooperation Agreement between the Housing Authority of the County of King and the City of Auburn. ~2 9 &UBURN. WASH I NGTON NONDA Y /MY I. 1967 tù ~.~ ~ þ,:¡r>1'4W STREET COMMITTEE - COUNCILMAN LEA Councilman Lea reported that the Street Committee had met with the property owners along the Enumclaw Highway to discuss the fonmation of an L.I.D. for widening the Enumclaw Highway to five lanes, and five persons have already signed said petition. COUNCILMAN NICKSON reported that the Legislature passed the optional Municipal Code. Mayor Gaines declared a five minute recess at 10: 10 p. m. During the recess the Annexation Committee held a meeting on the petition to circulate an annexation petition as presented by Mrs. Frank H. Cavanaugh.
