Mayor Gaines cal led the meeting to order. Counci Imen present: Councilman absent: Hoyt, Kline, Fitzsimmons, Nickson, Sonnemann, and Aaby. Lea. Bids on L.I .0. No. 187 and Street Improvement No. 84 were referred to the Engineering Department, at time of bid opening, for study and recommendation. PUBL IC HEAR I NGS Mayor Gaines declared the public hearing open on the Assessment Rol I of Local Improvement District No. 176. Letters were received from Mr. and Mrs. Marvin Bunker, Clair p. Sabo, and Monarch Investment Co., objecting to their assessments. It was moved by Kline, seconded by Hoyt, that the public hearing be closed. MOTION CARRIED It was moved by Aaby, seconded by Kline, that the Assessment Rol I of Local Improvement No. 176 be approved as presented to the Council, and the city attorney be instructed I' to draw up the necessary ordinance confirming same. MOTION CARRIED Mayor Gaines declared the public hearing open on the request of Dr. H. T. Hughes to rezone from R-3 to C-I property at the S. E. corner of Main and L sts. S.E. (No. 24-67) Dr. Hughes explained plans for this property. The A. P. C. recommended this request be granted as it falls within the pattern that is being developed on East Main Street and conforms to the existing C-I, zoning in the area. It was moved by Sonnemann, seconded by Fitzsimmons, that the public hearing be closed. Þ/OT ION CARR I EO AUBURN. WASHINGTON MONDAY JUNE 19. 19~ 2'~ It was moved by Sonnemann, seconded by KI ine, that Rezone Request No. 24-67 be granted and the city attorney be instructed to draw up the necessary ordinance to provide for this rezoning. MOT ION CARR I ED Mayor Gaines declared the public hearing open on a petition for annexation of an area adjacent to the present South City Limits and North of Stuck River. Mr. McCormick protested annexation of this area. It was moved by Hoyt, seconded by Sonnemann, that the publ ic hearing be closed. I MOT ION CARR I ED It was moved by Sonnemann, seconded by Fitzsimmons, that the petition for annexation be approved and the Mayor be directed to convene a Board of Review, and upon receipt of approval from the Board of Review the City Attorney be instructed to draw up the necessary ordinance to provide for this annexation. MOT I ON CARR I ED Mayor Gaines declared the publ ic hearing open on the petition of Nei I Reitman for vacation of 0 St. S.E. between 25th and 26th St. S.E. It was moved by Sonnemann, seconded by Fitzsimmons, that the public hearing be closed. MOTION CARRIED It was moved by Sonnemann, seconded by Nickson, that the city attorney be instructed to draw up the necessary ordinance to provide for the vacation of 0 St. S.E. between 25th & 26th St. S.E. MOTION CARRIED CORRESPONDENCE A letter received from protested the bui Iding I C. D. Maxwel I, resident of the east side of Dogwood St. S.E., of two story apartments along their back fence. Mayor Gaines asked that a copy of this letter be given to the Planning Director, and original copy be placed on fi Ie. The Auburn Planning Commission made the fol lowing recommendations at their June 6, 1967 meeting: I. That the request of H. Torrens to rezone from Unclassified to C-3 property located on Auburn Avenue North of 22nd N.E. be granted. (No. 26-67) 2. That the request of Charles Jovich to rezone from R-2 to SPU (triplex) on 27th St. S.E. be den i ed. (No. 27-67) 3. That the request of E. Spencer to rezone from A-I to C-3 property located approxi- mately in the 800 block of West Val ley Hwy, South of Peasley Canyón Road be granted. (No. 29-67) 4. That the request of M. A. Gunderson to rezone from R-2 to SPU (apts.) on a resubmittal, property on 14th Street N.E. be denied. (No. 12-67) It was moved by Kline, seconded by Sonnemann, that the City Clerk be instructed to cal I for a public hearing to be held 8 p. m. Thursday, July 6, 1967, on the foregoing rezone requests. MOT I ON CARR I ED Fred Poe, City Engineer, submitted the Final Assessment Rol I on L.I .D.s I 78-A, 179, and 180. I It was moved by Hoyt, seconded by Fitzsimmons, that the City Clerk be instructed to call for a public hearing to be held 8 p. m. Monday, July 17, 1967, on the Final Assessment Roll of L.I .D.s I 78-A, 179, and 180. MOT ION CARR I ED It was moved by Fitzsimmons, seconded by Nickson, that the fol lowing recommendations submitted by City Engineer Fred W. Poe be approved. I. Payment of $4,268.60 to Richard E. Wolff for engineering services. 2. Change Order No. I, L.I.D. No. 189, to King Construction Company, a decrease in contract of $770.00. 3. Change Order No.2, L.I.D. Morris Construction Co., Inc. for L.I.D. No. 187 for $60,214.60. 2. R. L. Moss Co. for Street Improvement No. 84 for $5,907.00. It was moved by Kline, seconded by Fitzsimmons, that the motion be amended to include that bid bonds be returned to al I but the three lowest bidders, and upon signing of the contract and posting of bond the remaining bid bonds be returned. July 12, 1967. MOT ION CARR I ED A telegram was received from Senator WarrenG. Magnuson stating Department of Housing & Urban Development had announced approval of the application of the City of Auburn's request for grant for planning in the amount of $31,000.00. Recommendations of the Finance Committee made at their June 16, 1967 meeting were read as fo I lows: I. That the City of Auburn provide $200.00 toward the expenses of Attorney Alva long, (ICC hearing at Washington DC on the Northern Pacific, Great Northerh, Chicago, Burlington & Quincy railroad merger) 2. That the Counci I review the matter of temporary financing for the golf course. "I 3. That consideration be given to financing of Comprehensive Plan. A petition was submitted by residents of M St. N.E. and S.E. protesting noise of cement trucks during the hours from 6 p. m. to 2:30 a.m. Mayor Gaines asked that a copy of this petition be given to the Chief of Police, and orignal copy placed on fi Ie. A petition was received for formation of local Improvement District No. 198 for construction of excavation,ballast, storm drain & curb & gutter and asphaltic concrete surfacing to a width of 44 ft. on M St. N.E. between 22nd & 26th St. N.E. Engineer's certification which accompanied the petition states estimate of cost to be $17,628.00 and that signatures on petition constitutes 100% of total frontage and area within proposed district. AUBURN, WASHINGTON MONDAY JUNE 19, 1967 323 It was moved by Kline, seconded by Sonnemann, that the city attorney be instructed to draw up the necessary ordinance to create l.1 .0. No. 198. MOTION CARRIED Ted Lea submitted his resignation as Counci Iman for the City of Auburn. It was moved by Sonnemann, seconded by Aaby, that the resignation of Ted Lea as Counci Iman for the City of Auburn be accepted. MOTION CARRIED A letter was received from Mclean & Company, Inc. offering their services as bonding Iconsultnats in the development of a municipally owned golf course and accomodarions. Mayor Gaines asked that this letter be placed on file. Mrs. L. H. Paulsen, resident at 1120 5th st. N.E., submitted letter in which she pointed out a dust condition and traffic problem on 5th Street N.E. Mayor Gaines referred this matter to the Street Committee. COUNCIL COMMITTEE REPORTS CODE COMMITTEE - COUNCILtAAN NICKSON It was moved by Nickson, seconded by Hoyt, that the city attorney be instructed to draw up the necessary ordinance to provide for an increase in wages for the City Treasurer, making the salary for this position $975.00 effective at beginning of new term of office, and providing for raises based on cost of living index. MOTION CARRIED GOLF COURSE COMMITTEE - COUNCILMAN AABY It was moved by Aaby, seconded by Sonnemann, that the city clerk be instructed to cal I for bids for clearing approximately 15 acres of young reproduction fir for municipal golf course, specifications to be obtained from the office of the city clerk, bids to be opened 10:00 a.m. Wednesday, July 5, 1967. II It was moved by Fitzsimmons, seconded by Sonnemann, that the motion be amended to include that bids wi 1 I be awarded within sixty days from date of bid opening, and work is to be completed within twenty-five days after signing the contract.
