In the absence of the Mayor and City Counci I at the regular meeting of the City Counci I
of the City of Auburn 8:00 p. m. July 3, 1967, the City Clerk announced that the meeting
would be continued to July 6, 1967.
The continued meeting of the City Counci I of the City of Auburn convened at 8:00 p. m. in
the Counci I Chambers at the City Hall July 6, 1967.
Mayor Gaines cal led the meeting to order.

Mayor Gaines declared the publ ic hearing open on the request of H. Torrens to rezone from
Unclassified to C-3 property on Auburn Avenue North of 22nd N.E., legally described as
Lots 30, 31, 32, and 33, Block I of Maplewood Addition to the City of Auburn as per plat
recorded in Volume 17 of Plats, Page 98 records of King County, Washington. (No. 26-67)
The Auburn Planning Commission recommended this request be granted with consideration
given to dedication of 10 feet on the southerly portion of this property and 5 feet on
westerly portion bordering Auburn Avenue for future street widening for the reason that
this rezoning would be within the scope of the over-a 1 I comprehensive plan of the city.

Mayor Gaines declared the public hearing open on the request of Charles Jovich to
rezone from R-2 to SPU (triplex) on 27th St. S.E., legally described as the East
20' of Lot 12 and the West 50' of Lot 13, Block 3 of the Hi len's Park Addition to
the City of Auburn. (No. 27-67)
The Auburn Planning Commission recommended this request be denied as property is
adjacent to a solid block of R-2. R-2 zoning is also to the North.
It was moved by Sonnemann, seconded by Aaby, that the public hearing be closed.

It was moved by Sonnemann, seconded by Hoyt, that we concur with the Planning
Commission's recommendation and deny Rezone Request No. 27-67.

The Auburn Planning Commission recommended this request be granted as it conforms
with the comprehensive plan of the city and is bordered on the east by major
highway.
It was moved by Aaby, seconded by Nickson, that the public hearing be closed.

Commission's recommendation granting Rezone Request No. 29-67, and instruct the
city attorney to draw up the necessary ordinance to provide for this rezoning.

Mayor Gaines declared the public hearing open on the request of M. A. Gunderson to
rezone from R-2 to SPU (apts) on a resubmittal, property on 14th St. N.E., legally
described as Lots 12 and 13, and 21 to 28 inclusive, Block 19, C. D. Hi I Iman's
Auburndale Addition to the City of Seattle, Division #2, King County, Washington.
(No. 12-67)
The Auburn Planning Commission recommended this request be denied for the reason
there are too many nice homes in the area and there is R-2 zoning on either side
and to the southeast.
Hal D. Murtland, attorney for M. A. Gunderson, pointed out reasons why this SPU
request should be granted Mr. Gunderson.
Robert Pedersen, resident at 1221 K Street N.E., and Harold Spence, resident at
1021 12th St. N.E., spoke in opposition to the granting of this SPU request.
M. A. Gunderson, owner of the property, along with Art Stolen and Mr. Walker,
developer of the property, explained plans for the property.
It was moved by Sonnemann, seconded by Nickson, that the public hearing be closed.
It was moved by Sonnemann, seconded by KI ine, that SPU Request No. 12-67 be
granted with the provisions: that an adequate screen fence with redwood inserts be
installed along the entire easterly boundary of the property from 12th to 14th I
Streets N.E. and that, subject to the approval of the Engineering Department, adequat
driveways have been provided; and, that the city attorney be instructed to draw up
the necessary ordinance to provide for same.

AUDIENCE
Attorney Alva Long who recently represented Auburn in Northern Pacific - Great Northern
proposed railroad merger proceedings in Washington, D. C. reported on the status of
railroad mergers in the United States, and requested that city adopt a resolution to
be sent our legislators requesting they work for legislation which would prohibit any
more mergers in the transportation industry unti I some sort of transportation policy
is adopted for the Western United States.

CORRESPONDENCE
Judge George Fiori of the Aukeen District Justice Court submitted a letter stating he
was resigning his elective position as judge effective August I, 1967, and expressing
his appreciation to the Mayor and councilmen for their consideration in placing the
municipal court under the jurisdiction of the King County District Justice Court System.
The fol lowing Zone Change and Special Property Use Appl ications were submitted to the
Counci I:
I. Request of Joseph Klontz to rezone from C-I and R-I to C-3 property located at
2104 Auburn Avenue.
2. Request of Joseph DePietro and Arthur R. Anderson to rezone from unclassified to
R-4 property at 104 R St. N.E.
3. Request of E. J. Sheman to rezone from C-I to C-3 property at 17th S. E. &
Enumclaw Highway.
4. Request of Robert W. Bozich for Special Property Use on property at 2430 Hemlock
St. S.E.
5. Request of Redi Gas Service to rezone from R-2 to M-I property at 935 West Main.
It was moved by Sonnemann, seconded by KI ine, that the foregoing requests for Zone
Change and Special Property Use be referred to the Planning Commission.

Melvin W. Bromley and Max Weinstein submitted a petition for vacation of an alley
immediately east of the N. p. Ry right-of-way between 2nd and 3rd Sts. N.W.
It was moved by Sonnemann, seconded by Aaby, that the city attorney be instructed
to draw up the necessary resolution cal ling for a public hearing to be held on this
alley vacation request.

Notification was received from the Department of Commerce and Economic Development that
the City of Auburn's application for an Urban Planning Assistance Grant had been approved.
An invitation for city officals to attend the 44th Annual Congress of Cities July 29
to August 2, 1967, in Boston, Mass, was read.
The Auburn Planning Commission made the following recommendations at their June 20, 1967
meeting:
I. That the request of J. Kane to rezone from R-2 to R-4 property located at 19th and
"D" sts. S.L be granted. (No. 28-67).
2. That the request of Chris Klontz to rezone from R-2 to R-4 property on Harvey Road
at 7th be granted. (No. 30-67)
3. That the request of Fami Iy Investors to rezone from R-3 to R-4 property on "F" St.
S.E. and 5th be granted. (No. 31-67)
4. That the request of Western Washington Corporation of 7th Day Adventists to rezone
from R-2 to R-4 property on III" St. N.E. between 9th and lOth be denied. (No. 32-67)
5. That the request of Gertrude Hintz to rezone from C-I to C-3 property at 1335 "M"
St. S.E. be denied. (No. 33-67)

It was moved by Sonnemann, seconded by Nickson, that the city clerk be instructed to

for $2,075.00
It was moved by Sonnemann, seconded by Hoyt, that Heisserman Construction be awarded
the contract for L.I.D. No. 194 for $6,856.50, and the contract for L.r.D. No. 196
for $15,571.50.

Petitions were received for creation of L.I.D.s as fol lows:

the petition stated estimate of cost to be $5,372.15 and that signatures on
petition constituted 73.38% of total frontage and 72.83% total area.

accompanied the petition stated estimate of cost to be $5,670.00 and that

Mayor Gaines referred this contract to the Finance Committee for study and recommendation,
and asked that copies of this contract be given councilmen.
A petition was submitted requesting permission to circulate an annexation petition on
property located north of the Cavanaugh property on R Street Southeast.
Engineer's Certification that the petition contained signatures of owners of property
constituting 75.13% in value of the property within the area proposed to annex
accompanied the petition.
Mayor Gaines referred this petition to the Annexation Committee.
The Auburn Planning Commission at a public hearing held July 5, 1967, recommended the
request of Mabel L. Ehle to rezone from R-2 to R-4 property located on I st. N.E. be
granted.

A letter from the Puget Sound Governmental Conference inviting Mayor Gaines to become
an active participant in planning for the Central Puget Sound region and submitting a
Resolution for approval of City Council providing for city participation in the
Conference was read.
Mayor Gaines asked the Counci 1 to take action on this at the next meeting.
ANNOUNCEMENTS
Mayor Gaines announced the Levi Bal lard Bridge would be opened August II, 1967, and that
the opening of the Wayland Arms has been set for September 15, 1967.

Floyd Taylor, secretary of Chamber of Commerce, asked permission for the Retai I Trade
Bureau to hold a sidewalk bazaar sale July 27, 28, and 29 in the City of Auburn.
It was moved by Aaby, seconded by Fitzsimmons, that the Retai I Trade Bureau of the
Auburn Chamber of Commerce be granted permission to hold a sidewalk bazaar sale
~uly 27, 28, and 29.

Counci Iman Nickson reported that the Street Committee had approved the recommendation of
the Engineering Department that property north of the fire station be developed as a

Counci'man Nickson reported that the Street Committee had discussed the possibi lity of
eliminating the Taxi Zone on Main Street and establishing a Taxi Zone on Auburn
Avenue.

GOLF COURSE COMMITTEE - COUNCILMAN AABY
Counci'man Aaby reported that the recommendation of the Golf Course Committee was
that Hos Bros. Bulldozing, Inc. be asked to furnish the city with a bid bond.
Mayor Gaines referred the bids on golf course clearing to Goss, Bauman, and Proctor,
Golf Course Architects.
Mayor Gaines stated that copies of the new contract with Goss, Bauman, and Proctor,
Golf Course Architects, wi I I be given to the Counci I.
