Mayor Gaines cal led the meeting to order. Counci Imen present: Hoyt, Blakeney, Kline, Fitzsimmons, Nickson, Sonnemann, and Aaby. It was moved by Kline, seconded bv Nickson, that the minutes of the July 17, 1967 Counci I Meeting be approved as mai led. MOT 1 ON CARR I ED BIDS Bids were opened at 2 p.m. August 2,1967 on L.I.D. 197, St, Imp. 87, incl., for 3850 L.F. of 44 ft. wide arterial street including 7750 L.F. curb and gutter, 3000 tons asphalt concrete, storm sewers, curb & gutter removal and pavement removal. PUBLIC HEARINGS Mayor Gaines declared the public hearing open on the request of Mabel L. Ehle to rezone from R-2 to R-4 property on I St, Northeast, legally described as Lot 55, less the E 120 ft. thof and Lot 56 less the E 120 ft. thof and S 35 ft., al I of Lots 57 and 58, Block I, Maplewood Addition. (No. 34-67) The Auburn Planning Commission recommended this request be granted as it fal Is within the Comprehensive Plan of the City of Auburn. It was moved by Hoyt, seconded by Sonnemann, that the public hearing be closed. MOT I ON CARR I ED It was moved by Sonnemann, seconded by Aaby, that we concur with the Planning Commission's recommendation granting Rezone Request No. 34-67, and instruct the city attorney to draw up the necessary ordinance to provide for this rezoning. MOT I ON CARR I ED Mayor Gaines declared the public hearing open on the petition of Melvin W. Bromley and Max Weinstein for vacation of al ley between 2nd and 3rd Street Northwest immediately east of the N.P.R.R. right-of-way. It was moved by Nickson, seconded by Aaby, that the publ ic hearing be closed. MOTION CARRIED It was moved by Sonnemann, seconded by Nickson, that the city attorney be instructed to draw up the necessary ordinance to provide for this vacation. MOT ION CARR I ED CORRESPONDENCE The fol lowing Zone Change Applications were submitted to the Counci I: I. Request of Christoph and Mary Geiszler to rezone from Unclassified to R-5 property located at 208 37th Street Southeast. 2. Request of Frank W. Payne, agent for Jeff's Orphans Home and Standard Mining and Development, to amend special use permit to al low rock crushing on property located adjacent to West Hi I I Reservoir. 3. Request of Donald L. Martindale to rezone from unclassified to R-5 property located at 404 37th Street Southeast. 4. Request of Lester Olsen to rezone from unclassified to R-5 property located at 204 37th St. S.E. It was moved by Sonnemann, seconded by Kline, that the foregoing requests for zone change be referred to the Planning Commission. MOT ION CARR I ED 34 H AUBURN, WASH I NGTON MONDAY AUGUST 7, 1967 ç:,~~ œ The Auburn Planning Commission at a public hearing held July 18, 1967, recommended the request of Del Belfoy to rezone from R-2 to SPU (town hose complex) area South of Sherwood Apts. be granted. It was moved by Nickson, seconded by Sonnemann, that the city clerk be instructed to cal I for a public hearing to be held 8 P.M. August 21, 1967, on the request of Del Belfoy to rezone. MOT I ON CARR I ED The Auburn Cemetery Board recommended that $4,000.00 be transferred from unbudgeted funds in the Cemetery Fund to the Capital Outlay Account in the Cemetery Fund to provide funds to complete the major improvements being made at Mountain View Cemetery. It was moved by Kline, seconded by Sonnemann, that the city attorney be instruCted to draw up the necessary ordinance to provide for this transfer of funds. I MOT I ON CARR I ED Western Monumental & Marble, Inc. submitted a proposal to design and rebui Id old Cemetery entrance with new name panel for $2,859.82. It waS moved by Kline, seconded by Nickson, that the mayor and city clerk be author- ized to sign the proposal with Western Monumental & Marble, Inc. to design and rebui Id old Cemetery entrance with new name panel for $2,859.82. MOTION CARRIED The State Highway Commission at their regular meeting on July 24, 1967 approved Ordinance No. 2000 (Traffic Ordinance). Owners of property abutting al ley between 24th St. N.E. and 26th St. N.E. east of "I" Street N.E. submitted a petition for vacation of same. Engineer's Certification that petition contains signatures of 75% of the property owners abutting the al ley accompanied the petition. It was moved by Sonnemann, seconded by Nickson, that the city attorney be instructed to draw up the necessary resolution cal ling for a publ ic hearing to be held on this al ley vacation request. MOT ION CARR I ED I Mayor Gaines asked that a copy of this Resolution be given the Planning Commission. A letter was received from Mrs. L. H. Paulsen thanking the city for théir prompt action in control ling dust condition on 5th St. N.E. Mayor Gaines referred this letter to the City Engineer. The fol lowing items were submitted to the counci I for approval as recommended by the City Engineer: It was moved by KI ine, seconded by Nickson, that Geotronics be paid $6,900.00 for Aerial Survey. ROLL CALL VOTE: KI ine, Fitzsimmons, Nickson, Aaby, Sonnemann, and Hoyt, YES; Blakeney, ABSTAIN. MOTION CARRIED It was moved by Sonnemann, seconded by Hoyt, that Morris Construction be paid $16,524.49 as per Progress Payment No. I, L.I.D. No. 187. ROLL CALL VOTE: AI I Counci Imen voting YES. No. 84 be accepted as of this date, and if no liens or claims are fi led within 30 days after acceptance and upon receipt of clearance from the Tax Commission and Dept. of Labor and Industries the retained percentage of $630.70 be paid. MOT I ON CARR I ED It was moved by Sonnemann, seconded by Nickson, that Cascade Asphalt Paving Company be awarded the contract for L.I.D. No. 197 and Sf, IMP. No. 87 for $63,337~50, and the mayor and city clerk be authorized to sign same. ROLL CALL VOTE: All Counci Imen voting YES. MOT I ON CARR 1 ED It was moved by Kline, seconded by Sonnemann, that bid bonds be returned to al I but the three lowest bidders, and upon signing of the contract and posting bond the remaining bid bonds be returned. MOTION CARRIED It was moved by Kline, seconded bv Blakeney, that the city clerk be instructed to cal I for bids on L.I.D; No. 200, bids to be opened August 17, 1967. MOTION CARRIED A petition was submitted for creation of L.I .D. 202, curb & gutter on Cross Street between A St. and C Sts. S.E. Engineer's Certification which accompanied the petition stated estimate of cost to be $3,376.16 and that signatures on petition constituted 100% total frontage and area. It waS moved by Nickson, seconded by Sonnemann, that the city attorney be instructed to draw up the necessary ordinance to create L.I .D. No. 202. MOT ION CARR I ED A lease agreement with option to purchase between Bothel I Chevrolet Cadi I lac, Inc. and the City of Auburn for 1966 Chev. Sport-Van for the Engineering Dept. was submitted to the counci I for approval. It was moved by Nickson, seconded by Blakeney, that the city attorney be instructed to draw up the necessary resolution authorizing the mayor and city clerk to sign this lease agreement. COUNCIL COffl^ITTEE REPORTS HOUSING ADVISORY COt~ITTEE - COUNCILMAN HOYT It was moved by Hoyt, seconded by Sonnemann, that the plans for the White River Historical Society's proposed new bur Iding be returned to the Historical Society to be redesigned to conform to ghe general architectural appearance and simi lar structural specifications as that of the City Library. MOTION CARRIED AIRPORT COMMITTEE - COUNCILMAN KLINE Counci Iman Kline reported that Northwest American, Inc. would have report on airport feasibi lity ready for presentation at the next counci I meeting, August 21, 1967. STREET CO~M~ITTEE - COUNCIL~MN NICKSON It was moved by Nickson, seconded by Sonnemann, that the city enter into a contract with Lewis - Redford - Engineers, Inc. to conduct a traffic study of the street I configuration in south Auburn in the vicinity of the intersection of M Street S.E., with the Enumclaw Highway, and the mayor and city clerk be authorized to sign same. MOT I ON CARR I ED DEPARTMENT HEAD REPORTS RECREATION DEPARTMENT - RECREATION DIRECTOR BRUCE BILLE Recreation Director Bruce Bi I Ie reported on activites of his department. Mayor Gaines declared a 5 min. recess at 9:03 p.m. Mayor Gaines reconvened the meeting at 9:08 p.m. FINANCE CO~^ITTEE - CITY TREASURER JOHN KELLY Recommendations of the Finance Committee made at thèir August 7, 1967 meeting were read as fo I lows : I. That a transfer of $4,000.00 be made from unbudgeted funds to Capital Outlay in the Cemetery Fund. 2. That the City Treasurer be authorized to make the fol lowing investments: a.
