Qþ -,,~- The regular meeting of the City Counci I of the City of Auburn convened at 8:00 p.m. in the Counci I Chambers at the City Hal I. Mayor Gaines cal led the meeting to order. Counci Imen present: Hoyt, Blakeney, Kline, Fitzsimmons, Nickson, Sonnemann, and Aaby. It was moved by Hoyt, seconded by Blakeney, that the minutes of the August 7, 1967 Counci I Meeting be approved as mai led. MOT I ON CARR I ED AIRPORT FEASIBiliTY STUDY PRESENTATION I James Heron and Don Roe, representatives of Northwest American, Inc., Real Estate Investment and Marketing Consultnats, presented the Auburn Municipal Airport Study to the Counci I, outlining their findings and answering questions. Mayor Gaines declared a recess at 9: I I p.m., and reconvened the meeting at 9:18 p.m. BIDS Bids opened at 2 p.m. August 16,1967 on l.I.D. 199 for approximately 1000 l.F. of 8" C. K. (Rezone No. 74-66) I The Auburn Planning Commission recommended this request be granted subject to the Planning Director's recommendations, preliminary plat, and review of final plat. The Planning Director recommended that rear yard setbacks on units be the same as adjacent single fami Iy dwel ling lots, and property be platted according to subdivision ordinance. Paul ^bote, consulting engineer for United Homes (the developers) answered questions concerning development of the property. Frank Polsak, Edward Sui livan, and Allen Jensen, opposed the rezoning of this property for a Towhhouse complex. It was moved by Kline, seconded by Sonnemann, that the public hearing be closed. MOTION CARRIED It was moved by Sonnemann, seconded by Blakeney, that we concur with the Planning Commission's recommendation granting Rezone Request No. 74-66, and instruct the city attorney to draw up the necessary ordinance to provide for this rezoning. MOTION CARRIED CORRESPONDENCE I h~ote & stewart, consulting civi I engineers, submitted to the counci I for consideration the Preliminary Plat on the Belfoy Property Special Property Use. tAayor Gaines referred the Preliminary Plat to the Planning Commission. The fol lowing Zone Change Applications were submitted to the Counci I: I. Request of Donald R. Nack to rezone from R-2 to R-3 property located on N.E. corner of D & 27th Street Southeast. 2. Request of United Homes Corp. to rezone from R-I to R-2 Plat of Sherman Acres located East of Dogwood Street and North of Forest Vi I la. It was moved by KI ine, seconded by Sonnemann, that the foregoing request for zone change be referred to the Planning Commission. MOTION CARRIED The Auburn Planning Commission made the fol lowing recommendations at a public hearing held August 8, 1967. I. That the request of Joseph E. Klontz to rezone from C-I & R-I to C-3 property located at the SE corner of Auburn Avenue and 22nd Street N.E. be granted (35-67) I 2. That the request of Joseph DePietro & Arthur R. Anderson to rezone from Unclassified to R-4 property lying on the East side of "R" Street S.E. in the 100 block be denied. (36-67 ) 3. That the request of Redi Gas Service of Auburn, Inc., to rezone from R-2 to M-I property located at the NW corner of West Main and Clay Street be granted. (38-67) 4. That the request of Robert W. Bozich to rezone from R-2 to SPU (duplex) property located on Hemlock Street S.E. in the 2400 block be granted. (40-67) It was moved by Blakeney, seconded by Sonnemann, that the city clerk be instructed to cal I for a public hearing to be held 8 P.M. September 5, 1967, on the foregoing requests to rezone. MOT I ON CARR I ED :3 54 AUBURN, WASH I NGTON ~,~:J MONDAY AUGUST 21, 1967 ~ Fire Chief Calkins submitted a letter requesting permission to attend the International Association of Fire Chiefs Convention in San Francisco during the month of September. It was moved by Aaby, seconded by Kline, that this request be granted. MOTION CARRIED A letter received from Hos Brothers Bulldozing, Inc. notified the city that they have temporarily stopped work on golf course s'ite due to fire restrictions, and submitted an invoice in the amount of $3,135.00 for work completed. It was moved by Aaby, seconded by Sonnemann, that Hos Brothers Bulldozing, Inc. be I $3,135.00 less 10% retainage or $2,821.50 upon receipt of written approval of the architect. ROLL CALL VOTE: AI I Counci Imen voting YES. MOT ION CARR I ED Mr. & Mrs. R. G. Hi I 1 istad submitted a request for a one-hour parking zone in front of their Antique Shop at 15 2nd Street Southwest. Mayor Gaines referred this request to the Street Committee. Letters were received from the Washington State Pollution Control Commission approv- ing plans and specifications for L.I .D.s 182 and 187. Letters were received from the Department of Health approving plans and specifications for L.I.D.s 182, 188, 199, 187 (Sewer Extensions) and 187 (Water Main Extensions). Mayor Gaines asked that the Engineering Department be given copies of the letters from the Washington State Pollution Control Commission and the Department of Health. Western A'Ionumental & Marble, Inc., submitted an invoice in the amount of $3,000.00 for work completed at the Mt. View Cemetery. The Auburn Cemetery Board recommended that Western Monumental & Marble, Inc. be paid $3,000.00 as folloVB: ($2,542.18 upper entrance, and $457.82 lower entrance, and that contract on upper entrance be accepted. I It was moved by Kline, seconded by Nickson, that Western Monumental & Marble, Inc. be paid $2,542.18 upper entrance, and $457.82 lower entrance, and that the contract on the upper entrance be accepted and if no I iens or claims are fi led within 30 days, the retained percentage of $504.69 be paid. ROLL CALL VOTE: All Counci Imen voting YES. Letters were received from the Department of Health accepting preliminary sewer design of Algona and Pacific. Mayor Gaines asked that copies of these letters be given Hi I I & Ingman, consulting engineers, Engineering Department and Uti Ii ties Committee. The Washington State Highway Commission submitted the final report of the Green River Val ley Transportation Plan. Mayor Gaines stated that a copy of the Green River Val ley Transportation Plan had been placed on fi Ie in the City Clerk's Office. The fol lowing items were submitted to the counci I for approval as recommended by the City Engineer: L. I .D. 195 and St. Imp. No. 83, Progress Payment No. I, R. L. Noss & Company, $28,373.90. It was moved by Sonnemann, seconded by Hoyt, that R. L. Moss & Company be paid $28,373.90 as per Progress Payment No. I, St. Imp. No. 83 and L.I.D. 195. ROLL CALL VOTE: AI I Counci Imen voting YES. I MOTION CARRIED L.I.D. No. 183, Progress Payment No.3 (Final), South End Concrete Products, Inc., $1,554. 17. Engineer's Certification that South End Concrete Products contract for L.I .D. No. 183 has been completed in conformance with specifications and should be accepted by City: It was moved by Blakeney, seconded by Sonnemann, that South End Concrete Products, Inc. be paid $1,554.17 as per Progress Payment No.3 (Final) on L.I.D. MOTION CARRIED The City Engineer recommended that contracts be awarded as fol lows: L.I.D. No. 199, General Pipel ine Construction, $8,004.00. It was moved by Sonnemann, seconded by Aaby, that General Pipeline Construction be awarded the contract for L.I.D. No. 199 in the amount of $8,004.00. ROLL CALL VOTE: AI I Counci Imen voting YES. MOTION CARRIED L.I.D. No. 200, Heisserman Construction Co., $3,976.25 It was moved by Aaby, seconded by Sonnemann, that Heisserman Construction Co., be awarded the contract for L.I .D. No. 200 in the amount of $3,976.25. ROLL CALL VOTE: Aaby, Sonnemann, Hoyt, Fitzsimmons, and Nickson, YES; Blakeney and Kline, NO. MOTION CARRIED L.I.D. No. 201, General Pipel ine Construction, $6,680.00. It was moved by Nickson, seconded by Hoyt, that General Pipeline Construction be awarded the contract for L.I .D. No. 201 in the amount of $6,680.00. ROLL CALL VOTE: AI I Counci Imen voting YES. MOTION CARRIED City Engineer Fred Poe recommended that we advertise for bids for L.I .D. No. 202, bid opening to be September 13, It was moved by Nickson, seconded by Aaby, that the City Clerk be instructed to cal I for bids on L.I.D. No. 202, bids to be opened September 13, 1967. MOTION CARRIED The Department of General Administration for the State of Washington submitted a letter requesting amendment of the City's Trailer Coach Ordinance. (Sec. 5.41 - City Code) I t was moved by Sonnemann, seconded by Hoyt, that the city at torney be instructed to draw up the necessary ordinance to amend Sec. 5.41 of theAuburn City Code, to al low the Department of ^~tor Vehicles to park a trai ler on industrial or commercial zoned propert y. MOTION CARR I ED A petition was received for the vacation of an al ley lying between Auburn Avenue and B St. N.E. and between 5th St. N.E. and 7th St. N.E. Accompanying the petition was the Engineer's Certification that the petition containes signatures of 100% of the property owners abutting the al ley. I t was moved by Sonnemann, seconded b\' Hoyt, that the city at torney be instructed to draw up the necessary resolution cal ling for a public hearing to be held on this al ley vacation September 18, 1967. MOT I ON CARR I ED Hi 1 I & Ingman submitted a letter recommending that t^. A. Segale Inc. be awarded the contract for Street Improvements 15th St. S.W. (EDA Project 07-1-00107) for $240,878.21. It was moved by Nickson, seconded by Sonnemann, that the city attorney be instructed to draw up the necessary resolution awarding the contract for Street Improvements 15th St. S.W. (EDA Project 07-1-00107) to t^. A. Segale Inc. for $240,878.21 subject to approval of EDA, and authorizing the mayor and city clerk to sign same. MOTION CARRIED AUD I ENCE Mrs. Richard Anderson, and Mrs. Richard Gahl, both of whom reside in Riverside South, requested some action be taken to control the excessive speed of vehicles on "R" St. S.E. from 29th to the Levi Bal lard Bridge. Mayor Gaines asked City Engineer Poe to request the State Highway Department to take another traffic count at this intersection to see if the condition v~uld warrant a traffic light. ORDINANCES AND RESOLUTIONS It was moved by Kline, seconded by Nickson, that the city attorney be authorized to read the ordinances and resolutions that appear on the agenda and supplement agenda by title only excluding Ordinance No. 2117.
