The regular meeting of the City Counci I of the City of Auburn convened at 8:00 p. m.
in the Council Chambers at the City Hall.
Mayor Gaines cal led the meeting to order.
Counci Imen present: Hoyt, Blakeney, KI ine, Fitzsimmons, Nickson, Sonnemann, and Aaby.
It was moved by Blakeney, seconded by Hoyt, that the minutes of the September 5, 1967

PUBLIC HEARINGS
Mayor Gaines declared the public hearing open on the request of Carl Cruson to rezone
from R-2 to SPU for apartment purposes property located on the South side of 29th St.
S.E., 300 feet East of "M" St. S.E. and legally described as The NEt. of NW,!¡ of SE,!¡
of NE~ of Section 30-21-5. (Rezone No. 89-66)
The Auburn Planning Commission recommended this request be granted as there is
simi lar zoning in the area. It is also recommended that consideration be given to
the dedication of the Easterly 25 feet for the future development of "0" St. S.E.,
and that zoning should be granted subject to the passage of plot plan by the Public
Works Department.
It was moved by Aaby, seconded by Hoyt, that the public hearing be closed.
MOTION CARRIED
It was moved by Aaby, seconded by Blakeney, that we concur with the Planning
Commission's recommendation granting Rezone Request No. 89-66, and instruct the
City Attorney to draw up the necessary ordinance to provide for this rezoning.

Mayor Gaines declared the public hearing open on the request of Mi Iburn & Levoy Lynch
to rezone from R-3 to R-4 a parcel of land located on the N.E. corner of 17th and "ß"
Sts. S.E. and legally described as Lots I, 2, 3, 4, Block 6, Boyd's 1st Addition to
Auburn. (Rezone No. 41-67)
The Auburn Planning Commission recommended this request be granted inasmuch as the
environments surrounding the site are of like zoning.
It was moved by Blakeney, seconded by Nickson, that the publ ic hearing be closed.
MOTION CARRIED
It was moved by Hoyt, seconded by Blakeney, that we concur with the Planning
Commission's recommendation granting Rezone Request No. 41-67, and instruct the
City Attorney to draw up the necessary ordinance to provide for this rezoning.

N.E. and between 5th St. N.E. and 7th St. N.E. and legally described as Beg at the
SW cor of Lot I, Block 2 New Auburn Addition to the City of Auburn; thence west to
the SE cor Lot 15, Block 2 of aforesaid Add.; thence NEly along the E line of Lots
9 thru 15, Block 2 of aforesaid Add. to the NE cor of Lot 9; thence E to the NW
cor Lot 8, Block 2 of aforesaid Add.; thence S along the W I ine of Lots I thru 8,
Block 2 of aforesaid Add. to the point of beginning.
The Auburn Planning Commission recommended the request of Robert W., Della F., and

CORRESPONDENCE
Police Chief Hugh R. Darby requested permission to attend a Pol ice Management School
in Yakima, October 3, 4, and 5, 1967.
It was moved by Sonnemann, seconded by Nickson, that Police Chief Hugh R. Darby
be granted permission to attend the Pol ice Management School.
MOTION CARRIED
Wel Is & Sons Construction submitted a request for Side Sewer Contractors License.
Mayor Gaines referred this request to the License Committee.
Letters were received from the Department of Health approving Water Main Extensions I
on the Plat of College Green, L.I.D. 199 and L.I.D. 197.
Mayor Gaines asked that copies of these letters be given the Engineering Office
and then placed on fi Ie.
City Engineer Fred W. Poe submitted Progress Payment No.2 for L.I .0. No. 195 and
St. Imp. No. 83 in favor of R. L. Moss Company for $57,494.31.
It was moved by Sonnemann, seconded by KI ine, that R. L. ^bss Company be paid
$57,494.31 as per Progress Payment No.2 for work on L.I .D. No. 195 and St.
Imp. No. 83.

MOTION CARRIED
An agreement with NPRR for the inter-connection of traffic signals and rai Iroad
signals at 3rd St. S.W. and CSt. S.W. was received.
It was moved by Nickson, seconded by Sonnemann, that the City Attorney be
instructed to draw up the necessary Resolution authorizing the Mayor and City
Clerk to sign an agreement with NPRR for the inter-connection of traffic signals
and rai Iroad signals at 3rd st. S.W. and CSt. S.W.

The City Engineer recommended the contract for L.I .D. 202 be awarded to Cascade
Asphalt Paving Co. for $6,292.00.
It was moved by Sonnemann, seconded by Aaby, that Cascade Asphalt Paving Co. be
awarded the contract for L.I .D. 202 in the amount of $6,292.00.

That the request of Vera Gerard & Ted p. Alles to rezone from R-2 to R-5 be granted.

It was moved by Nickson, seconded by KI ine, that the City Clerk be instructed to cal I
for a publ ic hearing on the foregoing requests to be held at 8 P.M. October 2, 1967.

Report of the Finance Committee was read as fol lows:
The Finance Committee concurred with the request of the Library Board to hire Mrs.
Ann M. Saltzer as Assistant Librarian.
It was moved by Kline, seconded by Nickson, that Mrs. Ann M. Saltzer be hired as
Assistant Librarian as recommended by the Library Board and the Finance Committee.

The Finance Committee recommended that funds not to exceed $40,000.00 be made
avai lable from the Water Sewer Construction Fund to the Municipal Golf Course Fund.
It was moved by KI ine, seconded by Fitzsimmons, that $35,000.00 be loaned from the
Water Sewer Construction Fund to the Municipal Golf Course Fund at a rate of 6%
interest for a period not to exceed twelve months, and that $29,000.00 of said
amount be earmarked to match open space funds.
It was moved by Aaby, seconded by Fitzsimmons, that the motion be amended so that
$29,500.00 of said amount be earmarked to match open space funds.

The Finance Committee requested that the Counci I authorize the City Treasurer to
purchase L. I .D. Financing Warrants as fol lows: Water Fund $3,678.93, General Cumulative
Reserve Fund $766.90, L.I.D. Guaranty Fund $6,165.72, Cemetery Endowed Care Fund
$7~210.76, Current Expense Fund $144,50, Fire Department Cumulative Reserve Fund
$8,309.22, Sewer Cumulative Reserve Fund $13,560.62.
It was moved by Nickson, seconded by Sonncmann, that the City Treasurer be
authorized to purchase L.I .0. Financing Vlarrants as out I ined by the Finance Committee.

The Finance Committee reported that the Street Consturction Fund wi I I purchase Finance
Notes from L.I .0. 182 in the amount of $23,383.44, and from L.I .0. 186 in the amount
of $46, I I 2.80.
A certification of City Engineer that contract with King Const. Co. for L.I.D. 189
has been complèted in conformance with specifications and should be accepted by the
city; that if no I iens or claims are fi led within 30 days, and upon receipt of release
from the tax commission and the Department of Labor and Industries the retained
percentage of $320.52 be paid.

for L.I.D. 189 be accepted as of this date, and if no 1 iens or claims are fi led

It was moved by Fitzsimmons, seconded by Nickson, that Jerry Keesee and Robert
Kinderknect be al lowed to attend the Annual Meeting of the Pacific Northwest
Pollution Control Ass'n. at Yakima.

An Incident Report and State of Washington Investigators Accident Report of Accident
in which a vehicle driven by Glenn Rockey allegedly backed into the left rear panel
of a city vehicle driven by Earl H. Vanderhoof were read.
Mayor Gaines referred this matter to our insurance company and requested a copy of
these reports be given Attorney Smythe.
An Incident Report fi led by Jerry Keesee, disposal plant operator, regarding damage I
to a sewer pipe allegedly caused by the puring of concrete by Pacific Northwest Bel'
was read.
Mayor Gaines asked that a copy of this report be given attorney SmyHne.
A letter was received from D. A. Hogan & Associates recommending that the low bid
of Spragues' Inc., for the Automatic Irrigation System, $119,793.00, be accepted.
PROCLAfM T I ON
Mayor Gaines proclaimed the week from October 8 through 14, 1967 as Oi I Heat Week.
COUNCIL COfNAITTEE REPORTS

Counci Iman Nickson reported that ordinaoces would be presented next meeting to
appoint Gene Wi I Iiams Administrative Assistant, Purchasing Agent, and Certifying
Officer; to create a Finance Department; and to appoint John Kelly Finance Director.
STREET CO^~\lTTEE - COUNCILfMN NICKSON
Counci Iman Nickson reported that the Street Committee is now in the process of
updating the City's arterial priority program.

GOLF COURSE COW^ITTEE - COUNCIL^~N AABY
Counci Iman Aaby reported that it was the recommendation of Goss, Bauman and Proctor,
golf course designers, that Heisserman Construction Company, Inc. be awarded bid for
Equipment Rental for Grading and Shaping at the Green River Golf Course in the amount
of $20,600.00; that Lloyd's of Washington be awarded bid for Earth Moving and Soil
Mixing at the Green River Golf Course in the amount of $36,770.00.
It was moved by Aaby, seconded by Sonnemann, that awarding of contracts for work
on the Green River Golf Course be brought off the table.

PUBLIC WORKS DEPARTMENT - CITY ENGINEER FRED POE
City Engineer Fred Poe reported that his department has been working with the State I
Highway Department in an effort to provide two lanes for traffic on the off ramp of
the Echo Lake Cut Off located at C and 6th Sts. S.E.

It was moved by Kline, seconded by Sonnemann, that the City Attorney be authorized
to read the ordinances and resolutions on his desk by title only, and that he be
authorized to record the fol lowing: Quit Claim Deed for Street Purposes from Redi-

Mayor Gaines asked the City Clerk to prepare a report on the Municipal Golf Course
showing how much money has been spent, how much money is presently obligated,
and what the total overal I cost of the project wi I I be.
It was moved by Fitzsimmons, seconded by Blakeney, that we offer the King County
Stadium Committee a 200 acre site located above the Coal Creek Water Shed near
Lake Tapps, the City to receive ~¢ on each ticket sold for the next 20 years.
