The regular meeting of the City Council of the City of Auburn convened at B:OO p.m. in
the Council Chambers at the City Hal I.
Mayor Gaines called the meeting to order.
Councilmen present:

It was moved by Blakeney, seconded by Hoyt, that the minutes of the September 18,
1967 Council Meeting be approved as mailed.

PUBLIC HEARINGS
Mayor Gaines declared the public hearing open on the request of Gerard-Alles to
rezone from Unc I ass if i ed to R-5, property located at 31 st and "M" Street S.E., I ega II y
described as the E~ of the S~ of the S~ of the SW~ of the NE~, Sec 30-21-5 E.W.M.
EX the E 230' thof, together with the S 30' of the East 230' EX County Rds. and the
W~ of the S~ of the S~ of the SW~ of the NE~, Sec 30-21-5, E.W.M. together with an
easement over the N 30' of the E~ of the E~ of the ~N~ of the SE~, Sec. 30-21-5
E.W.M., EX Co. Rds. (Rezone No. 42-67)
The Auburn Planning Commission recommended this request be granted as it will
conform to the comprehensive development plan for the area. Consideration should be
given to the dedication of 30 feet running East and West on the Southerly boundary.
It was moved by Blakeney, seconded by Nickson, that the public hearing be closed.

It was moved by Sonnemann, seconded by Blakeney, that we concur with the Planning
Commission's recommendation granting Rezone Request No. 42-67, and instruct the
city attorney to draw up the necessary ordinance to provide for this rezoning.

Mayor Gaines declared the publ ic hearing open on the request of Standard Mining &
Development to amend special use permit to allow rock crushing on property adjacent
to the West Hill Reservoir, legally described as the MV~ of the SE~ in Sec 11-21-4
E.W.M., King County, Washington. (Rezone No. 44-67)
The Auburn Planning Commission recommended this request be granted subject to the
condition that before any operations involving washing of rock or any water oper-
ation be undertaken, that the Standard Mining Company submit a formal request to
the Publ ic Works Department for permission to proceed.
It was moved by Blakeney, seconded by KI ine, that the publ ic hearing be closed.

It was moved by Nickson, seconded by Blakeney, that we concur with the Planning
Commission's recommendation granting Rezone Request No. 44-67, and instruct the city
attorney to draw up the necessary ordinance to provide for this rezoning.

Mayor Gaines declared the public hearing open on the Assessment Roll of L.I.D. No.

Calvin W. Radtke protested his assessment.
A letter from L. Dennis White was read in which he requested the corner survey
stake on his property be replaced.
It was moved by Nickson, seconded by Blakeney, that the public hearing be ad-
journed until the next council meeting.

MOTION CARR lED
Hill, Ingman, Chase & Company submitted a proposal for preparation of a comprehensive·
study and report in connection with solid waste collection and disposal.
Mayor Gaines referred this proposal to the Uti I ities Committee.
Claim for Damages, in the amount of $591.86, was filed by United Pacific Insurance
Company against the City of Auburn for alleged damages to a Pozzi Brothers Truck and
Tr a i I er .
Mayor Gaines referred this matter to our Liability Insurance Company.
I
A letter from Elden D. Unruh, Pastor for the White River United Presbyterian Church,
expressed appreciation for the very excel lent program achieved at the Mountain View
Cemetery.
Mayor Gaines asked that a copy of this letter be sent the Cemetery Board.
Mrs. Olga Adolph, President of the Auburn Women's Club, presented a letter requesting
some action be taken to provide parking spaces in front of their club house.
Mayor Gaines referred this matter to the Street Committee.

The fol lowing recommendations were made by the Auburn Planning Commission:
I. That the request of Nickum Properties to rezone from C-I to C-3 property lying
east of "M" St. S. E. and South of 17th St. S. E. be granted. (Rezone No. 37-67)
2. That the request of Christoph Geiszler to rezone from Unci. to R-5, property
located at 37th St. S.E. approximately 600' East of "A" St. S.E. be granted.
(Rezone No. 43-67)
3. That the request of Donald L. Martindale to rezone from Unci. to R-5 property
located at 404 37th St. S.E. be granted. (Rezone No. 45-67)
4. That the request of Lester Olsen to rezone from Unci. to R-5 property located

to call for a public hearing to be held 8 p.m. October 16, 1967, on the foregoing.

Recommendations of the Finance Committee were read as fol lows:
I. That East Val ley Construction Company be hired to remodel the 2nd floor of City
Hal I to afford more room for the Municipal Court at an estimated cost of $1,835.00.
2. That an emergency appropriation of $1,835.00 be made for the purpose of this
remodeling.
Permission was requested for City Clerk Gene Will iams and City Treasurer John Kelly to
attend the annual Washington State Finance Officer's Convention to be held in Yakima,
October 18, 19 and 20, 1967.
It was moved by Nickson, seconded by Hoyt, that City Clerk Gene Wil Iiams and City
Treasurer John Kelly be granted permission to attend the annual Washington State
Finance Officer's Convention.

on petition constitutes 54.44% total frontage and area in proposed district.

draw up the necessary ordinance to create L.I.D. No. 204.

A petition was submitted for the formation of Local Improvement District No. 205, in-
cluding sanitary sewer and appurtenances in alley lying East of "I" Street between 22nd
N.E. and 24th St. N.E.
Engineer's Certification stated estimate of cost to be $8,827.00 and that signatures
on petition constitute 94.10% total frontage and 92.56% total area in proposed district.
It was moved by Nickson, seconded by Sonnemann, that the city attorney be instructed
to draw up the necessary ordinance to create L.I.O. No. 205.

A petition was submitted for the formation of Local Improvement District No. 206, in-
cluding water mains and fire hydrants on 28th St. N.E., Auburn Avenue to "I" St. N.E.
and III" St. N.E., 28th to 30th St. N.E.
Engineer's Certification stated estimate of cost to be $6,625.51 and that signatures
on petition constitute 88.04% total frontage and area in proposed district.
It was moved by Kline, seconded by Sonnemann, that the city attorney be instructed to
draw up the necessary ordinance to create L.I.D. No. 206.

The Auburn Cemetery Board recommended that Western Monumental & Marble, Inc. be paid
$2,231.84 for design & rebuild of the old entrance to the cemetery, and that the con-
tract be accepted as of this date and if no I iens or claims are filed within 30 days,
the retained percentage of $298.85 be paid.

be paid $2,231.84 for design & rebuild of the old entrance to the cemetery, and that

CODE COMMITTEE - COUNCILMAN NICKSON
Councilman Nickson reported that the City Attorney has ready for presentation three
ordinances which will establish a Department of Finance, create the Office of Direc-
tor of Finance, create the Office of Administrative Assistant, and dèsignate an Au-
diting Officer to audit claims against the city.
It was moved by Nickson, seconded by Kline, that the city attorney be Instructed to
draw up an ordinance codifying the duties of assistant City Attorney.

STREET COMMITTEE - COUNCILMAN NICKSON
Councilman Nickson stated that it was the recommendation of the Street Còmmittee that
the al ley lying West of Auburn Avenue, between Auburn Avenue and B St. N.E. from 5th
and 7th Sts. N.E. be vacated, but that the easement for utilities be retained.
Councilman Nickson reported that the Street Committee had reviewed the ordinance which
provides for the issuance of extended parking permits for contractors and recommends
that the ordinance be adopted.
Councilman Nickson reported that the Arterial Priority Program was stil I being studied,
and that Lewis-Redford Engineers, Inc. would make their final presentation, on traffic
study of the street configuration in south Auburn in the vicinity of the intersection of
M St. S. E., with the Enumclaw Highway, in about a week.
OLD BUSINESS
It was moved by Sonnemann, seconded by Nickson, that the request of Robert W., Della
F., and Carrol I E. Scarff for vacation of an al ley lying between Auburn Avenue and B
St. N.E. and between 5th St. N.E. and 7th St. N.E. be brought off the table.

city retaining the utility easement.

mittee, Fire Committee, and liaison between the Planning Commission and the City

from State Aid to Cities.
