The regular meeting of the City Council of the City of Auburn convened at 8:00 p.m. in
the Council Chambers at the City Hal I.
Mayor Gaines cal led the meeting to order.
Councilmen present: Hoyt, Blakeney, KI ine, Fitzsimmons, Nickson, Sonnemann and Aaby.
It was moved by Hoyt, seconded by Blakeney, that the Minutes of the November 6, 1967
Council Meeting be approved as mailed.

PUBLIC HEARINGS
Mayor Gaines declared the publ ic hearing open on the Assessment Rol I of L.I.D. No. 181
for sanitary sewer on R St. S.E., 29th to R PI. and 29th St. S.E. from M to R Sts.
It was moved by Blakeney, seconded by Sonnemann, that the publ ic hearing be closed.

It was moved by Sonnemann, seconded by Nickson, that the City Attorney be instructed
to draw up the necessary ordinance on the final assessment rol I of L. 1.0. No. 181.

Mayor Gaines declared the publ ic hearing open on the Assessment Rol I of L.I.D. No.
188 for water mains on 104th S.E. from Lea Hi I I Road 270 ft. north.

Mayor Gaines declared the public hearing open on the Assessment Rol I of L.I.D. No. 189
for sanitary sewer and street repair on 21st St. S.E. from H to K Sts. S.E.

to draw up the necessary ordinance on the final assessment rol I of L. 1.0. No. 189.

Mayor Gaines declared the publ ic hearing open on the Assessment Rol I of L.I.D. No. 194 for
curb, gutter and street and storm drainage on 13th St. S.E. between Band C Sts. S.E. Ivan
Hanson in the audience asked about the assessment he had received in the amount of $10.40
for tree removal, as he had no trees on his property. City Engineer Poe answered that the
estimate for tree removal was distributed among the property owners along the street.
It was moved by Hoyt, seconded by Blakeney, that the publ ic hearing be closed.

It was moved by Sonnemann, seconded by Aaby, that the City Attorney be instructed to
draw up the necessary ordinance on the final assessment rol I of L. 1.0. No. 194.

Mayor Gaines declared the publ ic hearing open on the request of Martin C. Yang to rezone
Parcel A from R-2 to C-I on approx. 1900 block of Auburn Ave. (Rezone Request No. 52-67~
The Auburn Planning Commission recommends that the request to rezone Parcel A be
granted. Consideration should be oiven to the dedication of the Wly 5 ft. for the
future widening of East Val ley Highway and the dedication of the Ely 60 ft. for the
continuation of "I" St., and that the owner participate in any L.t.D. proposed for
the development of water, sewer and street on al I right-of-ways abutting this parcel.
It was moved by Blakeney, seconded by Hoyt, that the publ ic hearing be closed.

It was moved by KI ine, seconded by Aaby, that we concur with the Planning Commis-
sion's recommendation granting Parcel A of Rezone Request No. 52-67 and instruct
the City Attorney to draw up the necessary ordinance to provide for this rezoning.
Nickson asked for verification of the location of the rezoning.

CORRESPONDENCE
Letter from Murray E. Horton, Major, USA, Ret., Chairman of Veterans Memorial Day
Committee, commending the City on the impressive Veteran's Day Parade was read by
City Clerk Wi I Iiams.
Letter from Mrs. Lester Wehmhoff, Tacoma, Washington, congratulating the City on
the wonderful Veteran's Day Parade, was read by City Clerk Wi II iams.

A "Thank You Message" from the tenants of Wayland Arms and attached letter from Mrs.
Vi Baldwin of King County Housing Authority was read by City Clerk Wi I Iiams.
Claims for Damages filed by Miss Janet M. Nelson for alleged damages to her vehicle
on the N.P.R.R. tracks was read by City Clerk Wi I I iams. City Engineer Poe stated
that the damage in the amount of $137.88 was done at the railroad crossing where con-
struction has taken place. No barriers were put up to warn traffic coming up the hil I
to cross over the railroad tracks. fAayor Gaines instructed that the claim be turned
over to our insurance company.
It was moved by Blak~ney, seconded by Hoyt, that the publ ic hearing on L.I.D. No.
196 and the bid opening date concerning the replacement of police vehicles be changed
from December4, 1967 to December 18, 1967, and from November 16, 1967 to November 27,
1967, respectively, because sufficient time did not elapse between the time of final
publ ication and the date of public hearing and bid opening. '

A letter from the Stadium Commission regarding the City's recommendation for the site
of a multi-purpose stadium was read by City Clerk Wi I I iams. The Stadium Commission is
considering al I site proposals and it wi I I be several months before a location Is sel- I
ected.
Letter from Schneider, Smythe & Sal ley with attached zone change appl ication was
read by City Clerk Wi I Iiams. On behalf of their cl ients, Klontz, Knickerbocker and
Hansen, owners of the properties adjacent to the intersection of 8th St. N.E. and E.
E. Harvey Road, they asked that the attached zone change appl ication be referred to
the Planning Commission for consideration. The letter and zone change appl ication
were received after the agenda was distributed. After discussion, the Council stated
that if a letter of routine nature is received too late for the agenda, it should be
brought up under Correspondence and the Counci I wi I I decide whether or not to act on it.
It was moved by Sonnemann, seconded by Aaby, that the zone change appl ication of
Klontz, Knickerbocker and Hansen be referred to the Planning Commission.

letter from Myron Massey regarding leasing a strip of land behind the Val ley Motors
building to be used for parking was read by City Clerk Wi I Iiams. Sonnemann re-
quested that the letter be turned over to the Uti I ities Committee for consideration.
Some of the Council members have not been getting the mail that is put in their
boxes at City Hal I and after discussion it was decided that al I correspondence
would be mailed out in the future.
RECOMMENDATIONS

The fol lowing were submitted for approval by the City Engineer:
Change Order No.2, L.I.D. No. 182, to King Construction, an increase of $417.00.
It was moved by KI ine, seconded by Nickson, that the increase be approved.

MOTION CARRIED
Change Order No.2, L.I.D. No. 195, to R. L. Moss & Co. for an increase of $1800.00.
It was moved by Fitzsimmons, seconded by Sonnemann, that the increase be approved.
Blakeney asked for a reason for the costs. It was explained that it was the removal
of the median strip on an off-ramp and replacing it with a single curb.

ments as submitted by City Engineer Poe be paid:
Progress Payment No.4, L.I.D. No. 195, to R. L. Moss & Co. for $41,325.41.
Progress Payment No.4, L.I.D. No. 182, to King Construction Co. for $13,634.31.
Progress Payment No.2, EDA Street, Phase I I, to M. A. Segale, Inc. for $97,180.39.

City Engineer Poe requested approval of a "Danger Tree Agreement" with Bonneville
Power Administration for a length of 100 feet along the BPA transmission line
through the Coal Creek Watershed.
It was moved by Sonnemann, seconded by Aaby, that the Mayor and City Clerk be
authorized to sign agreement with Bonnevil Ie Power Administration for a length

City Engineer Poe requested authorization to advertise for bids on L.I.D. No. 209.
It was moved by Nickson, seconded by Fitzsimmons, that authorization be granted
to advertise for bids on L.I.D. No. 209.

Letter from the Park & Recreation Board recommending that the City consider purchasing
approximately 8~ acres offered for sale by Auburn Realty Company for park purposes was
read by City Clerk Wil Iiams. The property is offered for sale at $90,000.00 with house
on it, or $60,000.00 without the house. Mayor Gaines invited the Council members to
look over the property. The Mayor then referred the matter to the Planning Department
to investigate the possibility of getting matching funds from the State.
PROCLAMATIONS, APPOINTMENTS & ANNOUNCEMENTS
Mayor Gaines proclaimed the month of November as Community Development Month.
Announcement by Jack Lange of Annual Fal I Clean-up, beginning December 5, 1967. Mr.
Lange reported that he has been working with the Chamber of Commerce to get interest
in the clean-up program. The program wi I I last unti I al I trash has been collected
and disposed of.
Mayor Gaines stated that there wi I I be an election in February and thought should be
given to putting a new city hal I on the February bal lot. Forty-five days would be
needed to put it on the bal lot. AI I Councilmen were asked to give it thought.
COUNCIL CO^V^ITTEE REPORTS
STREET CO^~AITTEE - Blakeney
Councilman Blakeney reported that the Street Committee feels that the Peasley Canyon
traffic signals should be on a 50/50 cost basis with the State Highway Department.
It was moved by Blakeney, seconded by Nickson, that the Mayor and City Clerk be auth-
orized to sign an agreement with the State Highway Commission for installation of
traffic signals at this location on a 50/50 basis.

UTILITIES CO^~~ITTEE - Fitzsimmons
It was moved by Fitzsimmons, seconded by Sonnemann, that the Mayor and City Clerk
be authorized to sign a water agreement with Hil I & Ingman for east side water
extensions, subject to approval of form by the City Attorney.

CODE COfM\ITTEE - Nickson
Councilman Nickson reported that various rules of order are being considered and
the code committee hopes to have a recommendation at the next meeting.
OLD BUSINESS
Contract between City of Auburn and Planning & Community Affairs Agency to be signed -
tabled October 16, 1967.
It was moved by Sonnemann, seconded by Blakeney, that the contract be taken off
the table.

Planning Director Schuler asked to bring the matter up to date as to the Comprehensive
Plan. The Planning Agency, Clark, Coleman & Rupeiks, has been working on this project
since July 1st and they cannot be paid until the contract is signed. After discussion
regarding what should be included in the Comprehensive Plan, it was moved by KI ine,
seconded by Nickson, that the matter be tabled until the December 4th meeting.

NEW BUSINESS
I
Due to the delay in getting certifications from King County, the administration
of oath to al I recently elected officials of the City was delayed until the
December 4, 1967 Council meeting.
