The regular meeting of the City Council of the City of Auburn convened at 8:00 P.M.
in the Council Chambers of the City Hall.
Mayor Gaines cal led the meeting to order.
Councilmen present: Kline, Sonnemann, Bailey, Fitzsimmons, Blakeney, Darling & Nickson.
It was moved by Blakeney, seconded by Nickson, that the Minutes of the December 18, 1967
Council Meeting be approved as mailed, with the following amendment to Page 3:
lilt was moved by Kline, seconded by Blakeney, that $26,927.50 be loaned from the Street
Construction Fund to the Arterial Street Bond Redemption Fund to cover interest coupons
due in 1967 and not previously provided for, said loan to bear interest at the rate of
4% and be repaid on or before June 30, 1968."

CORRESPONDENCE
Information was received and read by City Clerk Williams, that the playground equipment
in the amount of $1,654.41 has been ordered and will be donated to the City of Auburn
for use at the Rotary Park located in Forest Ridge.
It was moved by Nickson, seconded by Blakeney, that a letter of appreciation be
drafted to the Rotari ans.

A Claim for Damages filed by John p. Cassedy for alleged damages to his vehicle, driven
by his step-daughter, Vickie Gehrig, was read. One estimate listed repair of damages in
the amount of $119.13 and the other estimate in the amount of $156.75. Mayor Gaines
instructed that the claim be filed with the City Attorney and the insurance carrier.
A submittal of a preliminary plat for approval of Armstrong Addition by Sleavin-Kors
was read. Mayor Gaines instructed that it be referred to the Planning Commission.
Request for Zone Change by DMKW Investment Co. to rezone from C-3 to M-I property,
located at B Street S. W. between 1st and 2nd S. W.; and Valley Supply Co-op request to
rezone from R-3 to C-3 property located at 238-8th S.E., was read by City Clerk Williams.
It was moved by Kline, seconded by 8lakeney, that the rezone requests and the
preliminary plat be referred to the Planning Commission for recommendation.

The Auburn Planning Commission recommends that Rezone Re~uest No. 57-67 be denied
as it is bordered on sub-normal city streets and it is in the heart of a residential
district. (Request of Robert Nelson to rezone from R-2 to SPU property located on
N. W.comer of 12th and M St. N. E.)
The Auburn Planning Commission recommends that Rezone Request No. 56-67 be granted as
this zoning conforms to the commercial uses for Auburn Avenue and is in a commercial
area, with consideration being given to the dedication of the east 30 feet for the fu-
ture development of "I" St. N.L, the south 30 feet for the future development of 35th
St. N.E. and the west 5 ft. for the future widening of Auburn Ave. (Request of Mardel
Investment Co. to rezone from A-I to C-3 property located on 3500 block of Auburn Ave.)
The Auburn Planning Commission recommends that Rezone Request No. 55-67 be granted in
conformance to the plans as herein submitted, as it conforms to the Comprehensive Plan
for the City. (Request of L. J. Hi Idebrand to rezone from R-2 to SPU property located
on 1315 29th St. S.E.)
It was moved by Kline, seconded by Nickson, that Public Hearing be held on Rezone
Requests Nos. 57-67, 56-67 and 55-67 on January 15, 1968 at 8:00 p.m.

Petition for vacation of street by Opal A. and Otis Love "as read and locatiòn of
street was explained by City Engineer Poe.
It was moved by Nickson, seconded by Blakeney, that a resolution be drawn up for
the Public Hearing to be held on February 5, 1968 at 8:00 p.m.

Mrs. Roberta Morley, City Historian, presented an antique plate to Mayor Gaines in
appreciation of his interest in preserving Auburn's past history.

in amount of $5,894.13, be paid.

PROCLAMATIONS, APPOINTMENTS AND ANNOUNCEMENTS
Mayor Gaines presented a reflection of his feelings on the reversal of the origJnal
Interstate Commerce Commission decision concerning the Northern Pacific-Great Northern
and Chicago-Burlington-Quincy Railroad merger account~ He further stated that he will
continue to be in total agreement with senators such as Magnuson, Jackson, Etc. in
support of Senate Bill No. 2822.
Mayor Gaines outlined his desires for the materialization of the following projects
within various departments.
PLANNING - Creation of Off-Street Parking Committee.
Creation of a Business District Modernization Committee.
Creation of a Civic Center Committee. Finalization of the Workable Program.
UTILITIES - Equipment, Shops and Central Stores Building. Cover East Hill Reservoir.
Garbage Collection and Disposal to be performed by Cityop~ration.
Municipal Airport. Munic:ipal Golf Course.
FINANCE - Legislation adopting Optional Municipal Code.
Creation of Finance Department.

CIVIL DEFENSE - Creation of a Civil Defense Director's position.
75TH ANNIVERSARY OF THE CITY OF AUBURN - Diamond Jubilee Year.
FORWARD THRUST CAPITAL IMPROVEMENT PROGRAM - Invite the Public to register to vote
before Jan~ary 12, 1968 for Forward Thrust package on February 13, 1968.
PARK -
GSA Park Program to be enacted this year; converting the reservoir to
a Municipal Swimming Pool.
RECREATION DEPARTMENT -More programming involving all citizens.
POLICE DEPARTMENT - Installation of a new Communication System.

CODE AND ORDINANCE COMMITTEE - Nickson
Counci Iman Nickson recommended that a Vacation Ordinance be drawn up authorizing
accrual of vacation time from the anniversary date of employment, accumulating
one day for each month worked for a total of 12 days per year, recommending 5 days
carry-over with the approval of the Department Head and 5 days pay in I ieu of
vacation granted with the approval of the Department Head and the Mayor.
DE PARTNlENT HEAD RE PORTS
Librarian Cook reported progress during the last two months in newmethods of fi ling
and cataloging which has taken place.
A copy machine has been acquired for the use by the publ ic. The expense of this
machine wil I soon be met by charging 10¢ for each letter size copy and 15¢ for each
legal size copy. An effort is being made to control conduct of the publ ic while
using the library faci I ities. The suggested use of drive-in I ibrary book drops
around town was discussed. It was requested that a typing room be made available
to students for use at a smal I cost, such as is avai lable at the University of
Washington. Also, the desire for a build-up of a collection of long-playing
records was discussed.
City Engineer Poe discussed al location of duties among personnel and the use that
wo~ld be made of the Assistant City Engineer to increase efficiency and effective- I
ness of the Engineering Department.
Bruce Bil Ie, Recreation Director, reported án increase in the attendance of the
recreational facil ities from 9000 in 1966 to 16,200 in 1967.
