The regular meeting of the City Counci I of the City of Auburn convened at 8:00 p.m. in the
Counc i I Chamb(?rs at the City Ha I I.
Mayor Gaines cal led the meeting to order.
Councilmen present: Kline, Sonnemann, Bailey, Fitzsimmons, BI'3keney, Darling and Nickson.

Counci I Meeting be approved as mai led with the fol lowing corrections:
Page 5; the bid from Auburn Globe-News, 1st insertion, should read $2.90 rather than
$3.30; and second insertion $2.20 rather than $2.40.
Page 5; Ordinance ~o. 2175, the motion as amended to be introduced only, was carried.
Page 6; Resolutiun ~jo. 297 should be included "to set a public hearing".

Letters of protest were read by City Clerk Wi I Iiams from Mrs. Susie Benish and Mrs.
Etta Calkins. Both were present at the meeting.
City Engineer Poe explained that the assessment was at the rate of $4.45 per
frontage foot and the assessment to the Benish property amounted to $112.00,
and to the Calkins property $56.00, to be paid over a 10-year period.
It was moved by Blakeney, seconded by Sonnemann, that the public hearing be closed.

It was moved by Nickson, seconded by Sonnemann, that the City Attorney be instructed
to draw up the necessary ordinance on the final assessment rol I of L.I .D. 190.

Mayor Gaines declared the public hearing open on Resolution No. 295 to create L.I .0.
for sanitary sewer on 21st S.E. from A Sf. S.E. to F Sf. S.E. and D Sf. S.E. from 21st
St. S.E. to 22nd St. S.E.
Clyde Simrr¡ons(audience) representing his father, Bob Simmons, requested information
as to the payment of assessment on both D and F Streets. He was told assessment would
not be made for both streèts.
F. Valentine from audience asked if there was a difference in the size of the sewer for
apartments and residence. He was informed there was none.
Mrs. Cashman from audiencE' asked question regarding constructior of main and side sewers.
Mr. Hubert from audience asked if it was necessary to hook up to the sewer immediately
if present septic tank was in good working order". City Engineer Poe answered that it
was not necessary right now, but if trouble developed it would have to be hooked up
to the sewer line immediately.
Mrs. Cashman from audience asked for the length of time payments could be made. City
Engineer Poe replied: over a 10-year poriod with interast at 6 per cent.
It was moved by Sonnemanr, seconded by Nickson, that Public Hearing be closed.

It was moved by Sonnemann, seconded by Nickson, that City Attorney Smythe be instructed
to draw up the necessary ordinance to create L.I.ú. implemented by Resolution No. 295.

Mayor Gaines declared the public hearing open on the request of f-;obert Nelson to r"ezone
from R-2 to SPU property located on NW corner of 12th and M St. N.E. (Rezone Request
Ì'!o. 57-671
Mr. Lane of Val ley Land Office (audience) asked that the matter be tabled. Don Mor-
rison (audience) presented petition from residences of the street asking that the
request be denied.
The Auburn Planning Corrmission recommends that the r-equest be denied, as it is bordered
on subnormal City st~eets and it is in the heart of the residential district.
It was moved by Blakeney, seconded by Darling, that the public hearing be closed.

discussion.

It was moved by Blakeney, seconded by Fitzsimmons, that the matter be referred
back to the Planning Commission for further study. It was discussed whether it was
a matter for the Board of Adjustment or for Planning Commission.

Mayor Gaines declared the publ ic hearing open on the request of Mardel Investment I
Co. to rezone from A-I to ~-3 property located on 3500 block of Auburn Avenue.
(Request No. 56-67)
The Auburn Planning Commission recommends that the request be granted as this
zoning conforms to the commercial uses for Auburn Avenue and is in a commercial
area, with consideration being given to the dedication of the East 30 feet for
the future development of "¡" Sf. N.f:., the South 30 feet for the future devel-
opment of 35th St. ~J.E. and the West 5 feet for the future wi den i ng of Auburn
Avenue.
It was moved by Blakeney, seconded by Fitzsimmons, that publ ic hearing be closed.

the Planning Commission be approved and that the City Attorney be instructed
to draw up the necessary ordinance to implement this rezone request.

Mayor Gaines declared the publ ic hearing open on the request of L. J. Hildebrand
to rezone from R-2 to SPU property located on 1315 29th St. S.E. (Rezone Request
No. 55-67)
Lloyd Burnson (audience) representing property owners submitted petition re-
questing that immediate area remain single family residences. Mike Cal labrey
(audience) requested that rezone request be denied.
L. Hildebrand (audience) offered advantage of the rezone request.
Norm Wi I Iiams (audience) stated that the title to his place stated that street
should be single dwel I ing with attached garage.
Col. Pierce (audience) stated that property is ideally located for a complex
dwell ing building and requested that request be given favorable attention.
Mr. Burnson (audience) stated that neighbors wished street to remain as is
with single family dwel lings.

The Auburn Planning Commission recommends that the request be granted in con-
formance to the plans as herein submitted, as it conforms to the Comprehensive
Plan for the City.
It was moved by Blakeney, seconded by Fitzsimmons, that public hearing be closed.

It was moved by Blakeney, seconded by Nickson, that the rezone requests be
referred to the Planning Commission for recommendation.

ChaJrman Nickson reported on the meeting held on January 9, 1968 regarding changes to
the preliminary draft of Resolution No. 296.

It was moved by Kline, seconded by Darling, that necessary ordinance be drawn up to
provide that preliminary plats and final plats be submitted to the City Council and
then submitted to Planning Commission for recommendation and then submitted back to
Council for action.
