WASH I NGTON NOND~Y S;?] FEBRUARY 19. 1968 The Regular Meeting of the City Counci I of the City of Auburn convened at 8:00 p.m. in the Council Chambers at the City Hall. Mayor Gaines called the meeting to order. Councilmen present: Kline, Sonnemann, Bailey, Fitzsimmons, Blakeney, Darling and Nickson. It was moved by Blakeney, seconded by Darling, that the Minutes of the February 5, 1968 Council Meeting be approved. I PUBLIC HEARINGS Mayor Gaines declared the public hearing open on the request of James C. Downey to rezone from R-3 to C-I a parcel of land on the east side of the Enumclaw Highway In the 1900 block. (Rezone Request No. 62-67) The APC recommends that Rezone Request No. 62-67 be granted with consideration being given to the dedication of the westerly five feet for the highway expansion, as it fits in with the Comprehensive Plan of the City for Enumclaw Highway. It was moved by Blakeney, seconded by Nickson, that public hearing be closed. MOT ION CARR I ED It was moved by Kline, seconded by Blakeney, that the City Attorney be instructed to draw up the necessary ordinance to implement this rezone request. NOTION CARRIED Mayor Gaines declared the public hearing open on the request of W. J. Horn to rezone from SPU for Apartments to SPU for Professional Offices a parcel of land on the east side of Harvey Road in the 1100 block. (Rezone Request No. 63-67) The APC recommends that Rezone Request No. 63-67 be granted providing the applicant remove the garage to front of the building thereby adding extra customer parking space. I Sidney Lewis (audience) asked if sufficient parking could be utilized on the side of property so garage could remal:n. It was moved by Blakeney, seconded by Sonnemann, that public hearing be closed. N()TION CARRIED It was moved by Blakeney, seconded by Sonnemann, that discussion prior to a motion be held. Nl>T ION CARR I ED It was moved by Fitzsimmons, seconded by Bailey, that the Rezone Request No. 63-67 be referred back to the Planning Commission for review of new plot plan. MOTION CARRIED Mayor Gaines declared the public hearing open on the request of N. Van Hoosen and C. Jiftneman to rezone from R-2 to C-I a parcel of land at the N.E. corner of 21st St. S.E. and Howard Road. (Rezone Request No. 64-67) I The APC recommends that the Rezone Request No. 64-67 be granted with consideration being given to the dedication of the easterly 30' for Street purposes,as this is adjacent to C-I to the North and across Howard Road from C-I and C-3 and is on a major arterial and fits in the Comprehensive Plan of the City. It was moved by Sonnemann, seconded by Blakeney, that public hearing be closed. MOTION CARRIED It was moved by Sonnemann, seconded by Nickson, that recommendation of APC be concurred with ånd the necessary ordinance be drawn up implementing this rezone. NlQTION CARRIED Mayor Gaines declared the public hearing open on the request of George McLaughlin to rezone from Unclassified to R-4 property located at 2335 "I" St. N.E. (Rezone Request No. 60-67) The APe recommends that Rezone Request No. 60-67 be granted on condition that the building Is bui It as aubmitted, and in accordance with the requirements of the Public Works in the dedication of the southerly five fèet for Street purposes, as it falls in with the overall Comprehensive Plan of the City. Mr. Jack Hawkins, representing Mr. M. L. Bland, cited advantages of the rezoning. It was moved by Nickson, seconded by Blakeney, that public hearing be closed. NtJTION CARRIED It was moved by Nickson, seconded by Sonnemann, that recommendation of the Planning Commission be concurred with, and the necessary ordinance be drawn up implementing this rezone. MOT I ON CARR I ED Mayor Gaines declared the public hearing open on Final Assessment Roll of LID 198 for the street construction on 11M" St. N.E. from 22nd St. N.E. to 26th st. N.E., sanitary I side sewers on 11M" St. N.E. from 22nd Sf. to 24th St. N.E. and sanitary sewers with side sewers on the east side of "M" St. N.E. from 24th Sf. to 26th St. N.E. except the North 195 feet thereof. It was moved by Blakeney, seconded by Sonnemann, that public hearing be closed. NtJTION CARRIED It was moved by Kline, seconded by Blakeney, that the City Attorney be authorized to draw up the necessary ordinance confirming the Final Assessment Roll of liD 198. MOTION CARRIED Mayor Gaines declared public hearing open on Final Assessment Roll of LID 200 for excavation, ballasting, curb and gutter and paving for the "0" St. S.E. between 25th and 26th St. S.E. It was moved by Bai ley, seconded by Blakeney, that public hearing be closed. NOTION CARRIED It was moved by Kline, seconded by Nickson, that the City Attorney be authorized to draw up the necessary ordinance confirming the Final Assessment Roll of LID 200. MOTION CARRIED I Final Assessment Rolls of liD's 186, 187, 199 and 201, originally set for March 4, 1968, were rescheduled for March 18, 1968 because sufficient time will not have elapsed between the final date of publication and the date of public hearing. It was moved by Sonnemann, seconded by Blakeney, that public hearing on liD's 186, J87, 199 and 201 be re-scheduled for March 18, 1968, at 8:00 p.m. NOTION CARRIED CORRESPONDENCE City Clerk Williams announced that the Convention of Association of Washington Cities would be held In Spokane, Washington, May 14, through May 17, 1968. A Notice of Claim was read by Attorney Ernest Crane in behalf of his client, Grace M. Wirth of Auburn, Washington, who fell in front of Node-O-Day Shop on January 22, 1968. The amount of the claim against the City of Auburn is stated as $20,000.00. Requests ( I ) (2) for Zone Changes submitted as follows: Ty Alquist, Mr. Joseph W. and Mrs. Betty J. Crain from R-2 to R-4, located at 3442 Enumclaw Highway, Auburn, Washington. George Speerstra, Nellie M. Fleming, Frank W. Bartholmew and W. D. Mayor Gaines referred the application to the license Committee. Request for Zone Change by DMKW Investment Co. to rezone from C-3 Commercial to M-I L.ight Industrial a parcel of land on the West side of tlB" St. S.W., between 1st and 2nd streets S.E. (Zone Request No. 1-68) It was moved by Blakeney, seconded by Sonnemann, that Rezone Request No. 1-68 be set for public hearing on March 4, 1968, at 8:00 p.m. IKJT ION CARR I ED Request for Zone Change by Valley Supply Co-op to rezone from R-3 Residential (duplex) to C-3 Coomercial a parcel of land on the South side òf 8th Sf. It was moved by Kline, seconded by Blakeney, that plat suBmitted by Basil Hill be submitted to Planning Commission for recommendation. City Attorney should be authorized to create a resolution to implement same. The City will supervise and inspect construction work. It was moved by Nickson, seconded by Blakeney, that the Mayor and City Clerk be authorized to sign an agreement between City of Auburn and Hill, Ingman, Chase & Co. for the design of West Valley Highway from SR 18 to South City \imits. MOT I ON CARR I ED Contract with lewis Redford Engineers for the design of 17th St. S.E. and R St. S.E. in the vicinity of Auburn Way South. It was moved by Nickson, seconded by Blakeney, that the Mayor and City Clerk be authorized to sign an agreement with lewis Redford Engineers for the design of 17th St~ S.E. and R St. S.E. In the vicinity of Auburn Way South. MOTION CARRIED Pursuant to successful test drilling of Well No.3, it is recommended that the option previously signed for acquisition of the property for the site of a permanent future well be exercised. It was moved by Fitzsimmons, seconded by Darling, that City exercise option for the acquisition of the property for the site of a permanent future well. WASH I NGTON NONDAY FEBRUARY 19. 1968 City Engineer Fred Poe submitted the following letter: The State Highway Department Is planning a full diamond interchange at 15th St. N.W. on the forthcoming Valley Freeway. They, having noticed this project was not app~oved for funding by the Urban Arterial Board, have requested the City commit the construction of 15th St. N.W. and N.E. prior to or coincident with the Valley Freeway construction. They need this commitment from the City to justify this interchange to the State Highway Commission and the Bureau of Public Roads. I It Is hereby requested a resolution be passed by the Council indicating the intent of the City to construct this facility. It was moved by Kline, seconded by Blakeney, that City Attorney be instructed to draw up necessary resolution indicating intent of City of construction of a full diamond interchange at 15th St. N.W. on the forthcoming Valley Freeway. COONClt COAYAtTTEE.REPORTS ~, FINANCE COMMITTEE - Kline, Chainman I The Committee recommends that $10,000.00 be transferred to the E~uipment Rental from the Street Fund out of the $40,000.00 budgeted from the Street Fund. This amounts to one quarter of the total budgeted. Nl>TION CARRIED ANNEXATION COMMITTEE - Sonnemann, Chairman Petition for annexation to City of Auburn of area South of 37th St. S.E. and Stuck River to the Pierce County line. Engineer's Certification - Proposed Annexation to City of Auburn that property owners representing 13.19% of the value of property according to the assessed valuation for general taxation of the property for which annexation to the City of Auburn Is petitioned. It was recommended, that property owners be notified of a meeting on Thursday, February 15, 1968, 7:30 P.M. regarding proposed annexation to City of Auburn. Sonnemann recommended and moved, seconded by Nickson, that the committee recommend the circulation of a second petition. NrOTION CARRIED I ANNEXATION COMMITTEE - Sonnemann, Chainman (continued) Lea Hill petition for anaexation for the eity of Auburn of a portion of the Lea Hi II area. It was moved by Kline, seconded by Nickson, that City Clerk be authorized to send a letter to the Board of King County Commissioner stating, that no further action on future rezones in the Lea Hill area be taken until the ou~come of this annexation is known. NrOTION C~RIED CIVIC CENTER COMMITTEE - Darling, Chairman. Mr. Darling reported that local architects will be contacted to discuss the proposed Civic Center. It was moved by KI ine, seconded by Bai ley, that plat of Bashi II be brought off the table and referred to Planning Commission for recommendation. NOTION CARRIED NEW BUS I NESS Letter from AI Rðšii, Chahhnan, Park and Recreation Board reconvnending that the I City of Auburn consider purchasing the 8~ acres, which property is being offered for sale by the Auburn Realty Co. for the sum of $90,000.00. The property is very desirable as a park site, being the only parcel of ground its size within the City Limits that has the natural setting for a park. This parcel includes a brick home that should be acquired with the property as it is felt to best utilize the property, the whole piece should be purchased. The price minus the house is $60,000.00 and including the house is $90,000.00.
