Mayor Gaines cal led the meeting to order. Councilmen present: Kline, Sonnemann, Bai ley, Fitzsimmons, Blakeney, Darling and Nickson. APPROVAL OF MINUTES Amendment to Engineer's Recommendations of January 2, Engineer's Certification that King Construction Co.'s been completed in conformance with specifications and no liens or claims are fi led within 30 days, retained paid. 1968 Council minutes. contract for L.I.D. No. 182 should be accepted by City; percentage of $8,052.82 may has that II be ~¡.. It was moved by Blakeney, seconded by Bai ley, that the minutes of the February 19, 1968 Council meeting be approved as corrected. NOTION CARRIED PUBL I C HEAR I NGS Mayor Gaines declared public hearing open on the request of DMKW Investment Comp~y to rezone from C-3 Commercial to M-I Lig~ Industrial, a parcel of land on the west side of "B" St. S.W. between 1st and 2nd Streets S.W. (Rezone Request No. 1-68). The APC recommends that Rezone Request No. 1-68 be granted with consideration being given to the dedication of the N.E. corner for future right-of-way for "BHI St. S.W. as the entire area to the east is zoned C-3 and to the West M-I and makes a desirable location for this use classification. It was moved by Fitzsimmons, seconded by Blakeney, that public hearing be closed. NOTION CARR I ED. It was moved by Fitzsimmons, seconded by Blakeney, that the Rezone Request No. 1-68 be approved and that the City Attorney be instructed to draw up the necessary ordinance to implement this rezone request. MOTION CARRIED Mayor Gaines declared public hearing open on the request of Valley Co-op to rezone from I R-3 Residential (duplex) to C-3 Commercial, a parcel of land on the south side of 8th St. S.E. between Band C Streets S.E. (rezone request No. 2-68). TheAPC recommends .that Rezone Request No. 2-68 be grant:ed as it has .C-3 zon i ng to the north and south and taking into consideration that the property ownerS have signed a petition stating they have no objections. It was moved by Blakeney, seconded by Kline, that public hearing be closed. MOTION CARRIED It was moved by Blakeney, seconded by Fitzsimmons, that the Rezone Request No. 2-68 be approved and that the City Attorney be instructèdrto draw up the necessary ordinance to implement this rezone request. MOTION CARRIED CORRESPONDENCE City Clerk Wi I Iiams read a letter from Frances Lust, Secretary of the Auburn Diamond Jubi lee, Inc., requesting permission to bring in the Rainier Shows on July 22nd to 27th as part of the Auburn Jubi lee celebration. Location requested was Trojan Field. Mayor Gaines recommended the request be turned over to the License Committee. City Clerk Wi Iliams read a notice of hearings from the Joint Committee on Highways, Subcommittee on Extensions, on the fol lowing highway extensions study: Connection between PSH No.5 (SR 167) and PSH No.2 (SR 18), Echo Lake cutoff, in the vicinity of the east city limits of Auburn. I Hearing to be held at the Elk's Club, 1314 Auburn Avenue, 10:00 a.m., Tuesday, March 12, 1968. City Clerk wi I Iiams read request for rezone by Don J. Scatara's rezone request be referred to the Planning Commission for recommendation. MOTION CARRIED City Clerk Wil Iiams read letter from Weyerhaeuser Company to City of Auburn granting permission to test pump the well near southeast of Section 15, Township 21 North, Range 5 east of W.MI It was moved by Fitzsimmons, seconded by Nickson, that the Mayor and City Clerk be authorized to sign contract with Weyerhaeuser Company. City Clerk Wi I Iiams read request for rezone by David W. Pratt, Harry A. McCutchen, and Brunhilda McCutchen to rezone from unclassified to C-3 Heavy Commerci~, located at 29015 West Val ley Highway. It was moved by Blakeney, seconded by Darling, that Rezone Request be referred to the Planning Commission for recommendation. MOTION CARRIED I AUDIENCE PARTICIPATION Mrs. Virginia Manning, Mrs. Wanda Peterson, and Mrs. Clemmons Baker voiced their objections to the annexation of Lea Hi I I of which they were residents. Chief Calkins requested, that due to numerous pi Ifering and other disorderly incidents carnivals be granted a location for operation farther out from City center than Trojan Field. RECOtNÆ NDA T IONS City Engineer Fred Poe recommended approval of the following: L.I.D. No. 197 - The Public Hearing on theFinal Assessment Roll of LID 197 should be set for April I, 1968 at 8 p.m. (I) Payment to Hi I I, Ingman, Chase & Co., of $3,551.66 for engineering services for EDA streets, Phase II. It was moved by Kline, seconded by Blakeney, that payment be authorized. Roll Call Vote: AI I Counci Imen voting YES. MOTION CARRIED. (2) Payment to Argentieri Construction Co. for Progress Estimate No. I for LID 210 for $ 14, 773.30 It was moved by Bailey, seconded by Blakeney, that payment be authorized. MOTION CARRIED I (3) That a resolution be passed stating the City of Auburn's support of the proposed connection between SR 167 (Enumclaw Hwy.) east of the Auburn Academy to SR 18 in the vicinity of the Green River. It was moved by Nickson, seconded by Bailey, that the City Attorney be instructed to draw the necessary resolution to implement same. MOTION CARRIED (4) An engineering contract with Stevens, Thompson and Runyan, Inc. for a study to enlarge and cover the East Hi I I Reservoir. It was moved by Fitzsimmons, seconded by Darling, that the Mayor and City Clerk be authorized to sign contract for a study to enlarge and cover the East Hill Reservoir. MOTION CARRIED (5) Request for Formation of LID 215 for sanitary sewers, side sewers, curb and gutter, bal last, crushed rock, asphalt pavement and sidewalks on 17th St. N.E. from "'" St. N.E. to "M" Sf. N.E. Engineer's Certification: 53.83% of the owners based on land and improvements and 54.14% of the frontage have signed the petition. Authorization to advertise for bids requested. It was moved by !<~ine, seconded by Fitzsimmons, that the City Attorney be instructed to draw up the necessary Ordinance for formation of LID 215 and that permission be granted to advertise for bids. MOTION CARRIED I COUNC I L COtWiHìfTEE REPORTS LICENSE COMMITTEE - Chairman Sonnemann It was moved by Sonnemann, seconded by Nickson, that the application for Amusement License, submitted by Servomation of Washington, Inc. at the February 19, 1968 Counci I minutes, be denied due to non-compliance with C,ty of Auburn Ordinance No. 1141. MOTION CARRIED It was moved by Sonnemann, seconded by Blakeney, that the request for license by Rainier Shows be approved with the Counci 1 reserving final approval of the location. MOTION CARRIED. BID OPENINGS AND RECOMMENDATIONS Bids were opened at II a.m. on February 29, 1968 on a Call for Bids for the in stallation of sanitary sewer on Harvey Road from 6th St. N.E. to a point approximately 300 feet north, Auburn, Washington, for LID no. 212. City Engineer Fred Poe recommends that the bid be awarded to Morris Construction, Inc. for the installation of Sanifary Sewer on Harvey Road from 6th St. N.E. to a point approximately 300 feet north, Auburn, Washington, for LID No. 212. It was moved by Kline, seconded by Blakeney, that the bid for LID No. 212 be awarded to Norris Construction, Inc. in the amount of $3,919.00 and that upon execution of the contract the·5% Bid Bonds of the unsuccessful bidders be returned to same. It was moved by Kline, seconded by Nickson, that the bid for LID No. 213 be awarded to Norris Construction, Inc, in the amount of $81,658.10 and that the Bid Bond of the R.L. Noss Co. be returned immediately and that, after examination and with the approval of the City AttorneY7 the Mayor and City Clerk sign the contract, and upon execution of contract the 5% Bid Bonds be refunded to the other two bidders-,Argentieri Construction Co. and Tonneson Construction & Sleads Septic Systems. MOTION CARRIED RESOLUTION NO. 304 - A RESOLUTION OF THE CITY OF AUBURN, WASHINGTON, STATING THE CITY OF AUBURN SUPPORT OF THE PROPOSED CONNECTION BETWEEN SR 167 (ENUMClAW HIGHWAY) EAST OF THE AUBURN ACADEMY TO SR 18 IN THE VICINITY OF THE GRE~ RIVER.
