Mayor Gaines cal led the meeting to order.

APPROVAL OF MINUTES
The date on the first page of the Minutes of February 19, 1968 should show "February 19,
1968" instead of February 5, 1968. I
The Final Assessment Rol I for LID 197 was omitted from the March 4, 1968 Counci I Minutes
The Public Hearing on the Final Assessment Roll for LID 197 should be set for Apri I I,
1969 at 8 p.m.
Correction to January 2, 1968 Counci I Minutes as amended January 15, 1968:
The bid of the Auburn Globe-News for legal advertising during 1968 was accepted in an
8 point type as follows:

Amendment to Bid Openings and Recommendations in March 4, 1968 Minutes:

Mayor Gaines declared public hearing open on Final Assessment Rol I of LID 186 for
construction and installation of curb, gutter, asphalt paving, storm drainage, water I
mains, fire hydrants, sanitary sewers on 30th and 31st Streets S.E. between "M" and IIR"
Streets S.E. and "a" St. S.E. between 30th and 31st Streets S.E.
It was moved by Blakeney, seconded by Sonnemann, that public hearing be closed.

be accepted and that the City Attorney be instructed to draw up the necessary ordinance
to imp~~ment LID 186. MOTION CARRIED
Mayor Gaines declared public hearing open on Final Assessment Roll of LID 187 for the
improvement of certain streets in the City of Auburn (Plat of Riverside South Division
No. I) by construction of 8" sanitary sewers, 6" C.I. water mains, fire hydrants, storm
sewers, curb and gutter, excavation, bal lasting and surfacing.
It was moved by Sonnemann, seconded by §'akeney, that public hearing be closed.

City Clerk Wi I Iiams read letter from Mr. J.R. Mclean, Auburn, protesting against
charges and stating that LID 206 would not increase the value of the property.
It was moved by Kline, seconded by Nickson, that public hearing be continued at the
next Council Meeting on Apri I I, 1968 at 8 p.m. MOTION CARRIED
CORRESPONDENCE
City Clerk Wi I Iiams read a letter from Auburn Fire Fighter Local 1352, dated 3-6-68, to
Mayor Gaines informing him of reorganization and affi liation with the Washington State
Counci I of Fire Fighters and requesting recognition of their labor organization under
House Bi I I No. 483.
Mayor Gaines asked that the letter be referred to the Code Committee for further
discussion.

City Clerk Wi I Iiams read a letter from Thomas E. Colger, Chairman, Citizens Decision Day
Committee and James R. EI lis, President of Forward Thrust, Inc., dated 2-27-68, to Mayor
Gaines expressing their thanks for the help in the "Forward Thrusttl prograrg.
Mayor Gaines requested that the letter be fi led.
City Clerk Wi I Iiams read letter of application submitted for Massage Parlor license and
Public Bathhouse License by Edmond L. Mi Iler for Auburn Health Center. City Clerk
Wi I Iiams stated, that report of investigation by the Police Department was favorable.
Mayor Gaines requested that the request be referred to the License Committee.
City Clerk Wi I Iiams submitted application for Amusement Device License for Juke Box
Machine by John S. Gri I I, Jr., at Hillside Bowl Cafe in Auburn and stated that report of
investigation by Auburn Police Department was favorable.
Mayor Gaines requested that the request be referred to the License Committee.

Mrs. Roberta Morley, City Historian, reported that a possibility exists for the Auburn
Publtt Library to be affi liated with King County Library.

RECOMMENDATIONS
The fol lowing Zone Requests were submitted by the Planning Commission for approval:
a. Request of James Strecker to rezone from R-2 to C-I a parcel of land on the SE
corner of 9th and tlD" Sf. S.E. (rezone request No. 3-68)
The Planning Commission recommends that the request be granted, as this parcel abuts
the Enumclaw Highway to the North and there is an existing service station across
"0" St. to the west and is in keeping with the Comprehensive Development Plan.

Request of Joseph and Betty Crain to rezone from R-2 tp R-4 a parcel of land on
the south side of Enumclaw Highway in the 3400 block. (Rezone Request No. 4-681

The Planning Commission recommends that the request be granted with consideration
being given to the dedication of the northerly 5 feet for future widening of PSH #5
as it fits in with the Comprehensive Plan for the area.
c. Request of Eric Van Haartman to reione from R-2 to SPU a parcel of land on the
north side of 29th St. S.E. in the 900 block. (rezone request No. 6-68).
The Planning Commission recommends that the request be denied and that this p.roperty be
recommended for R-3 transitional zoning. MOTION CARRIED
d. Request of Sea Port Development Co. to rezone from R-2 to R-3 a parcel of land
on the west side of "Mil St. N.E. between 22nd and 24th St S E (rezone request

The fol lowing items were submitted by City Engineer Fred Poe for ap~roval:
a. Progress Payment No.4 to Morris Construction Co. in the amount of $16,872.47 for
LID 208.
It was moved by Fitzsimmons, seconded by Sonnemann, that Progress Payment No.4 to
Morris Construction Co. in the amount of $16,872.47 for LID 208 be made.

$2,667.54 for work on LID 212 and that the contract be accepted as of this date and
if no liens or claims are fi led within 30 days after acceptance and upon receipt of
clearance from the Tax Commission and Department of Labor and Industries, the retained
percentage of $296.39 be paid.

The Park and Recreation Board recommends to accept the bid of Evergreen Equipment Co.
for the purchase of the Massey-Ferguson tractor, because this model is inter-changeable
and adaptable to the present equipment.
It was moved by Bai ley, seconded by Blakeney, that the bid of the Evergreen Equipment
Co. in the amount of $4,722.87 be accepted for a tractor for the Park Department.

It was moved by Blakeney, seconded by Fitzsimmons, that the Rezone Request be referred
to the Planning Commission for recommendation. MOTION CARRIED
