The r'egular meeting of the City Council of the City of Auburn convened at 8:00 P. M.
in the Council Chambers at the City Hall.
Mayor Gaines called the meeting to order.
Councilmen present: Kline, Sonnemann, Bailey, Fitzsimmons, Blakeney, Darling and Nickson.
APPROVAL OF MINUTES
The f~llowing addition should be made on Page 7 of May, 1968 COQ~cil Minutes:
"UTILITIES COMMIT'rEE - Fitzsimmons
Councilman Fitzsimmons moved, seconded by Blakeney, that the Mayor and City Clerk
be authorized to sign an application to HUD for matching funds for the raising and
covering of the East Hill Reservoir.

It was moved by Blakeney, seconded by Nickson, that the Minutes of the May 6, 1968
Council Meeting be approved as corrected.

PUBLIC HEARINGS
Mayor Gaines declared the public hearing open on the request of Don J. Scalara to re-
zone from M=l to M-2, 8 acres located directly behind 3321 Auburn Avenue.
The Auburn Planning Commission recommends to the City Council that this request
be denied as it would not conform to the comprehensive zoning plan for the area.
It was moved by Blakeney, seconded by Nickson, that the public hearing be closed.
MOTION CARRIED
It was moved by Kline, seconded by Nicksom, that this rezone request be denied
in accordance with the Planning Commission recommendation.

Mayor Gaines declared the public hearing open on the request of Charles K. Conner to
rezone from R-2 to SPU for apartments; property located at 936 - 10th N. E.
The Planning Commission recommends to the City Council that the request be
granted as it falls within the overall comprehensive plan for the area, and is
in accordance with single story multi-family zoning existing within the area,
with consideration being given to the dedication of the northerly five feet for
street purposes as recommended by the Public Works Department.
It was moved by Blakeney, seconded by Sonnemann, that the public hearing be
closed.
MOTION CARRIED
It was moved by Blakeney, seconded by Sonnemann, that this rezone request be
granted in accordance with the Planning Commission recommendations, and that
the City Attorney be instructed to draw up the necessary ordinance to provide
for this rezoning.

Mayor Gaines declared the public hearing open on the request of W. Cashman &
M. Schaff to rezone from R-2 to R-4, property located at 421 and 501 21st S. E.
The Planning Commission recommends to the City Council that the request be
granted as it falls within the overall comprehensive plan of the City of Auburn, I
with consideration being given to the dedication of the northerly 30 feet for
future street development, as recommended by the Public Works Department.
It was moved by Blakeney, seconded by Sonnemann, that the public hearing be
closed.
MOTION CARRIED
It was moved by Sonnemann, seconded by Bailey, that this rezone request be
granted in accordance with the Planning Commission recommendations, and that the
City Attorney be instructed to draw up the necessary ordinance to implement this
rezone request.
ROLL CALL VOTE: Kline, Sonnemann, Bailey, Fitzsimmons, Darling, Nickson
voting YES.

CORRESPONDENCE
City Clerk Williams read letter from Tribune Publishing Company, Tacoma, Washington,
requesting the City Council to renew their CATV Franchise.
Mayor Gaines requested that the letter be referred to the License Committee.
City Clerk Williams read letter from Gerden J. Clark, Manager of Investment Exchange
Realty, regarding preliminary plat of Auburn East Hill.
Mayor Gaines requested that the letter be referred to the Planning Cornmission and
Engineering Department.
City Clerk Williams read application of Jackaline Jean Conrad for a Massage Operator's
License. Sonnemann stated that the License Committee has this application on file and
will make a recommendation under Council Committee Reports.
AUDIENCE PARTICIPATION
Mr. Charles Hough from the audience stated that he would like to personally thank the
Council and the Mayor for their participation in the much-discussed railroad merger.
Mr. Ralph Hamlin, 308 Clay street N. 1,¡/., Auburn, requested action on the drain situation
on the east side of Clay street. Mr. Lange of Public Works Department stated that
several attempts have been made to remedy the situation, and the matter will be looked
into again.
Mr. James Shaughnessy stated that he is again submitting a request for a building permit
for a museum and the Historical Society is anxious to get started on the building,
using the money that is available and constructing as much of the building as possible
so historical items can be housed in safety. The present location of the museum at
Thomas is not fireproof or burglar-proof and most valuable items cannot be housed there,
but have to be kept at the homes of various members of the Society.
The Housing Advisory Committee has reviewed plans for a building and recommended
approval with a few minor changes. After discussion it was moved by Bailey, seconded
by Sonnemann, that the City Council authorize the Historical Society to proceed with
the building as per the plans and recommendations of the Housing Advisory Committee.

RECOl-IMENDA TIONS
The following items were submitted by the Auburn Planning Commission:
Request of H. Palmer, Don G. Spencer & Sally S. Cochran to rezone from R-3 to C-l.
(Application No. 13-68)
The Planning Commission recommends to the City Council that the request of H. Palmer,
Don G. Spencer and Sally Cochran to rezone from R-3 to C-l be granted, as it falls
within the overall plan of the City of Auburn and the extension of the CBD growth
of Main Street.
Request of Charles E. Anderson and LaVonne K. Anderson to rezone from R-l to R-4.
(Application No. 14-68)
The Planning Commission recommends to the City Council that the request of Charles
E. Anderson to rezone from R-2 to R-4 be granted, in view of the fact that it is
surrounded by R-4 zoning and falls in with the Comprehensive Plan of the City of
Auburn. Consideration should be given to the dedication of the Westerly 30 ft.
for future development of I street N. E. and the North 5 feet for future widening
of 22nd st. N. E.
It was moved by Blakeney, seconded by Nickson, that the rezone requests of Palmer,
Spencer & Cochran and the request of Anderson be set for public hearing on June 3,
1968, at 8:00 P.M.

The following items were submitted by City Engineer Poe for approval:
Award to Signal Electric, Inc. the contract for the traffic signal at West Valley
Highway for $16,800 subject to approval of award by the State Highway Department.
It was moved by Blakeney, seconded by Sonnemann~ that the contract for the traffic
signal at West Valley Highway be awarded to Signal Electric, Inc. in the amount of
$16,800, subject to approval of award by the State Highway Department.

PROCLAMATIONS, APPOINTMENTS AND ANNOUNCEMENTS
Mayor Gaines proclaimed Friday, May 24th and Saturday, May 25th to be Poppy Days
in the City of Auburn.
Mayor Gaines announced that the Auburn Branch of the Boeing Company would hold
open house Sunday, May 26th from II a.m. to 5 p.m., and he urged all citizens
to visit the plant.
COUNCIL COMMITTEE REPORTS
FINANCE CO~^ITTEE - Kline I
Counci Iman Kline reported that no meeting had been held last week because every-
one was at the Association of Washington Cities convention in Spokane.
LICENSE COMMITTEE - Sonnemann
Counci Iman Sonnemann stated that the License Committee recommends approval of
the application for Massage Operator's License by Jackaline Jean Conrad. It
was moved by Sonnemann, seconded by Nickson, that this application for Massage
Operator's License be granted.

ANNEXATION COMMITTEE - Sonnemann
Sonnemann moved, seconded by Nickson, that the Mayor and City Clerk be authorized
to sign the annexation petition on behalf of the City as owners of the Coal Creek
property lying within the annexation area south of the Stuck River.

HOUSING ADVISORY COMMITTEE - Bai ley
Counci Iman Bai ley announced that the Housing Advisory Committee meeting would
be held Thursday, May 23, 1968, at 7:30 p.m.
STREET COMMITTEE --Fitzsimmons
Counci Iman Fitzsimmons had no report.

Counci Iman Blakeney reported as a d21egate to the Association of Washington
Cities convention, that Mayor Gaines had been elected to the office of Director-
at-large for the Association of Washington Cities.
CIVIC CENTER COI~\lTTEE - Darl ing
Counci Iman Darl ing reported that before a Civic Center site can be selected an
architect must be selected. A meeting wi II be held on Thursday, May 23, 1968, at
7:30 p.m.
CODE COMMITTEE - Nickson
Counci Iman Nickson stated that a meeting wi II be held the evening of May 28, /968
at which time they wi I I go over the proposed subdivision ordinance.

Mayor Gaines compl imented the Council members on their behavior at the Association of
Washington Cities convention in Spokane; they were wel I informed and asked pertinent
questions.
City Clerk Wil Iiams read a letter from Alex Sonnichsen & Associates requeSnðg approval
of the preliminary plat of Taylor Addition.
It was moved by Blakeney, seconded by Darl ing, that the matter be referred to the
Planning Commission.

City Clerk Williams read a letter from Green River College Education Association
asking that the City Council pass an Open Occupancy Ordinance prohibiting discrim-
ination in housing.
Mayor Gaines referred this letter to the Housing Advisory Committee.
City Clerk Willlàms read letter from Jack Ancock thanking the City Council for action
regarding the railroad merger.
City Clerk Williams read letter from Auburn Area Chamber of Commerce thanking the City
for assistance in the creation of their mall and the clean-up job after it was dis-
assembled.
City Clerk Williams read letter from Department of Housing and Urban Development
regarding the City's request for federal assistance on a water storage project.
Mayor Gaines requested that a copy of the letter be given to City Engineer Poe.
The Mayor declared the City Council meeting adjourned at 9:35 p.m.
