The regular meeting of the City Counci! of the City of Auburn convened at 8:00 p.m.,
in the Counc i I Chambers at the City Ha II.
Mayor Gaines cal led the meeting to order.
Counci Imen present: KI ine, Sonnemann, Bai ley, Fi tzsimmons, Blakeney, Darl ing & Nickson.
APPROVAL OF MINUTES
It was moved by Blakeney, seconded by Fitzsimmons, that the Minutes of the City Counci I
meeting held May 20, 1968 be approved as mai led.

Mayor Gaines declared the Public Hearing open on the request of H. Palmer, Don G.
Spencer & Sally S. Cochran to rezone from R-3 to C-I; property located at the corner
of East Main and J Street.
The Auburn Planning Commission recommends to the City Counci I that the request of
H. Palmer, Don G. Spencer and Sally Cochran to rezone from R-3 to C-I be granted,
as it falls within the overal I plan of the City of Auburn a nd the extension of the
CBD growth of Main Street.
It was moved by Blakeney, seconded by Sonnemann, that the public hearing be closed.

I t was moved by Kline, seconded by Sonnemann, that this rezone request be granted,
and that the City Attorney be authorized to draw up the necessary ordinance imple-
menting this rezone request.

of Charles E. and Lavonne K. Anderson to rezone from R-I to R-4, property located
on S. E. corner of "I" and 22nd Sf. N. E. be continued later in the meeting to

205 providing for sanitary sewers and appurtenances in alley lying east of "I" Street
N. E. between 22nd Street Northeast and 24th Street Northeast.
It was moved by Blakeney, seconded by Nickson, that the public hearing be closed.

It was moved by Nickson, seconded by Blakeney, that the Final Assessment Rol I of
L.I.D. No. 205 be approved and that the City Attorney b~ instructed to draw up the
necessary ordinance confirming same.

212 providing for sanitary sewers on Harvey Road from 6th Street N. E. to a point
approximately 300 feet north.

CORRESPONDENCE
City Clerk Wi' Iiams read letter from John C. O'Rourke, Attorney for Investment Exchange
Realty, Inc., giving notice of appeal on behalf of his client as a result of the Plan-
ning Commission denying their application for a preliminary plat approval.
City Attorney Smythe stated that they could not appeal to the City Council, but must
appeal directly to the Superior Court.
Robert M. Young, representing Auburn-East Hi I I Development Company and Monarch Invest-
ment Company, read portions of letter of intent stating that the termination date of

the two year time limit in which the plat must be submitted for approval was erroneous.
He asked that his letter be filed with the City Clerk.
AUDIENCE PARTICIPATION
Ed Garre, President of Chamber of Commerce, expressed his gratitude for the cooper-
ation he has received from the Mayor and City Council and department heads during the
past year in all of their projects. Mr. Garre introduced John W. (Bill) Johnson, the
new Manager of Chamber of Commerce, who is replacing Frances Lust.
John Lea introduced three girls who will represent Auburn at Girls State in Ellensburg;
they are Robin Weese, Virginia Smith and Ann Lea.
RECOMMENDA T IONS
I
The following applications were submitted by the Auburn Planning Commission:
Request of Bernice R. Hart, Floyd & Lorraine Salak to rezone from R-2 to
C-I a parcel of land lying at the SW corner of the intersection of "J" Street
S.E. and Auburn Way South. (Appl ication No. 15-68).
The Auburn Planning Commission recommends to the City Council that the request
of Hart and Salak to rezone from R-2 to C-I be approved as it falls in with the
Comprehensive Plan of the City of Auburn, with consideration being given to
the dedication of the northerly 5 feet abutting Auburn Way South to provide
the necessary right-of-way for the construction of future sidewalks.
Request of Robert H. Steinberg to rezone from C-I to C-3 property located at 106
11th Street S.E. (Application No. 16-68)
The AUburnPlanning Commission recommends to the City Council that this request
be granted as it conforms to the Comprehensive Plan of the City of Auburn and
lies adjacent to presently zoned commercial area.
It was moved by Kline, seconded by Blakeney, that public hearings be held on the rezone
requests of Hart and Salak and Steinberg on June 17, 1968, at 8 p.m.

It was moved by KI ine, seconded by Nickson, that Progress Estimate No. I to King
Construction Co. for L.I.D. No. 21 I in the amount of $13,225.83 be paid.

City Clerk Williams read proclamation by Mayor Gaines proclaiming June 14, 1968

FINANCE COMMITTEE - Kline
Councilman Kline reported for the Finance Committee on their meeting of May 29, 1968.
The Finance Committee recommends approval of City Engineer Fred Poets requests for
additional personnel and funds to cover the additional salaries.
The Finance Committee recommends approval be given the City Treasurer to purchase
the following U. S. Treasury Obligations; from Street Construction Funds $50,bOO.OO-
91 day obligations, from Current Expense Fund $100,000.00 - 60 day obligations.

POLICE & LICENSE COMMITTEE - Sonnemann
Counci ¡man Sonnemann gave a report on the Police & License Committee meeting held
May 29, 1968. The License Committee recommends that the f~anchise of KTNT-TV
granted by Ordinance No. 2042 as amended, be extended for six months dated from
the time of their acceptance, provided they take out a pe~mit for a portion of
their service area within the six months period of time.
The Police & License Committee recommends that the Police Department be al lowed
to trade in patrol cars every year for new ones because of the high mileage and
the costs of operation after a car travels 50,000 mi les.
The Police & License Committee recommends that a Mutual Aid Agreement with other
law enforcement agencies in King County be approved.
STREET, ENGINEERING & PLANNING COMMITTEE - Blakeney
Counci Iman Blakeney reported that the Street, Engineering & Planning Committee
recommends that an ordinance be prepared changing the speed limit between the
Mi Iwaukee right-of-way and the West Val ley Road from the present 35 m.p.h. to
45 m.p.h. on 15th Street S. W.
FIRE COMMITTEE - Darling
Counci Iman Darling reported on outdoor burning and issuance of fire permits
concerning air pollution and the possible future restrictions that might be
imposed in South King County.
The proposed location and size of the Auburn East Hi II Addition Fire Station
location was reviewed.
CODE AND ORDINANCE COMMITTEE - Nickson
Counci Iman Nickson repo~ted that the Code & Ordinance Committee recommends
introduction only of the Subdivision Ordinance at this time.
The Code & Ordinance Committee recommends that the Traffic Violations Bureau
Ordinance be adopted at this time. It was introduced Apri I I, 1968.
DEPARTMENT HEAD REPORTS
Fire Chief Calkins reported that the Fire Department now has a recorder which wi I I
record the time an alarm was tu~ned in and wi I I also record both sides of conver-
sation on the telephone pertaining to tu~ning in a fire alarm. It wi II also assist
in solving false fire alarms.
OLD BUS I NESS
Mayor Gaines declared the Public Hearing open on the request of Cha~les E. and
Lavonne K. Anderson to ~ezone from R-I to R-4 p~operty located on S. E. corner
of "I" Street N. E. between 22nd Street N. E. and 24th Street N. E.; this rezone
was continued from earl ier in the meeting.
The Planning Commission recommends to the City Counci I that the request of Charles
E. Anderson to rezone from R-2 to R-4 be granted, in view of the fact that it is
surrounded by R-4 zoning and fa I Is in with the Comprehensive Plan of the City of
Auburn. Consideration should be given to the dedication of the Westerly 30 feet
for future development of "I" Street N. E. and the ~Jo~th 5 feet for future widening
of 22nd St. N. E.
Attorney Bonjorni, representing his clients, Charles and Lavonne Anderson, requested
favorable consideration be given the rezone request.
It was moved by Blakeney, seconded by Sonnemann, that the public hearing be closed.
MOTION CARRIED
Considerable discussion fol lowed regarding dedication of land for street purposes.
It was moved by Nickson, seconded by Blakeney, that this rezone request be tabled
pending further study by the Engineering Department and Street Committee.

It was moved by Blakeney, seconded by Sonnemann, that an ordinance be prepared
changing the speed limit between the Mi Iwaukee right-of-way and the West Val ley
Road from the present 35 m.p.h. to 45 m.p.h. on 15th Street S. W.

It was moved by Darling, seconded by Nickson, that the Mayor and City Clerk be
authorized to sign a letter of intent to the firm of Shorett, Heideman and
Lecair for the design of the new Civic Center.

to draw up the necessary ordinance extending the franchise of KTNT-TV for six months
dated from the time of their acceptance, provided they take out a permit for a
portion of their service area within the six months period of time.

authorized to sign a Mutual Aid Agreement with other law enforcement agencies in

City Clerk Wi I Iiams read letter from Auburn Softbal I Association of Auburn requesting
that fences be installed along the fir;st and third foul lines for protection of the
spectators at the 5th and K Street Ba II Park.
Mayor Gaines referred this letter to the Park Board Chairman.
City Clerk Wi I I iams read letter from Knights of Columbus requesting immediate
legislation forbidding discrimination in the sale or rental of housing.
Mayor Gaines referred this letter to the Housing Advisory Committee for study
pending an ordinance on discrimination.
