Mayor Gaines cal led the meeting to order. Counci Imen present: Kline, Sonnemann, Bai ley, Fitzsimmons, Blakeney, Darling and Nickson. APPROVAL OF MINUTES It was moved by Blakeney, seconded by Darl ing, that the Minutes of the City Counci I meeting held June 3, 1968 be approved as mai led. MOTION CARRIED I PUBLI C HEAR I NGS Mayor Gaines declared the Public Hearing open on the request of Robert H. Steinberg to rezone from R-2 to C-3; property located at 106-1 Ith Street S. E. The Auburn Planning Commission recommends to the City Counci I that this request be granted as it conforms to the Comprehensive Plan of the City of Auburn and I ies adjacent to presently zoned commercial area. It was moved by Blakeney, seconded by Kline, that the Public Hearing be closed. ¡\fIOT ION CARR I ED It was moved by Blakeney, seconded by Fitzsimmons, that this rezone request be granted and that the City Attorney be authorized to draw up the necessary ordinance implementing this rezone request. NOT ION CARR I ED Mayor Gaines declared the Public Hearing open on request of Hart and Solak to rezone from R-2 to C-I¡ property located at intersection of J St. S. E. and Auburn Way South. The Auburn Planning Commission recommends to the City Counci I that the request of Hart and Solak to rezone from R-2 to C-1 be approved as it fal Is in with the Comprehensive Plan of the City of Auburn, with consideration being given to the dedication of the northerly 5 feet abutting Auburn Way South to provide the necessary right-of-way for the construction of future sidewalks. I It was moved by Blakeney, seconded by Nickson, that the public hearing be closed. MOTION CARRIED It was moved by Blakeney, seconded by Fitzsimmons, that this rezone request be granted and that the City Attorney be authorized to draw up the necessary ordinance implementing this rezone request. MOTION CARRIED City Clerk Wi I Iiams stated that the letter from the Auburn City Employees Ass'n. which had been presented for the Counci I meeting had been withdrawn at the request of the Auburn City Employees Ass'n. City Clerk Williams read letter from United States Department of Agriculture explaining the Food Stamp Program. I I I f' /1 AUBURN, WASHINGTON MONDAY JUNE 17, 1968 AUD I ENCE Mayor Gaines introduced Mr. Cliff Webb from the audience who introduced Mr. George Tersiiski, National Chairman of the Lions Club Exchange Program. He explained the advantages of having a sister city in Japan. The City of Kasuga-Cho, Japan has been selected as alike Auburn in many ways, in agricultural, scenery, etc. He explained that there would be a cultural exchange of ideas, students, visits, advice, etc., and that the program is supported by the Lions Club. Mr. Tersiisky then gave a brief history of his background, experience and education. He graduated from the University of Washington, taught in Renton and now has taught at Kent-Meridian High School for 7 years. Mayor Gaines introduced Mr. Phi I Aspinwal I who introduced Mr. Bob Radnich, who wi I I take his place with Puget Sound Power and Light Co., due to retirement of Phi I Aspinwa II. RECOM'v\ENDA T IONS The fol lowing applications were submitted by the Auburn Planning Commission: (I) Request of David F. Morgan to rezone from M-2 to SPU a parcel of land on the corner of 37th and "A" Sf. S. E. (App' ¡cation No. 18-68) The Auburn Planning Commission recommends to the City Council that this request be granted subject to signing of agreement between Morgan and City of Auburn. (2) Request of J. F~. McLean to rezone from R-2 to C-3 a parcel of land on the S. E. corner of 28th and Auburn Way North. (App I i cat i on No. 19-68) The Auburn Planning Commission recommends to the City Counci I that this request be granted as it has C-3 zoning to the East and North and M-J across the highway and conforms to the Comprehensive Plan. (3) Request of W. E. Peters to rezone from R-2 to R-4 a parcel of land on the S.W. corner of 19th and "H" Sf. S. E. (Application No. 22-68) The Auburn Planning Commission recommends to the City Counci I that the request be denied as it does not fal I within the Comprehensive Plan of the City of Auburn. (4) Request of Gary A. Yost to rezone from R-3 to R-4. (App I ¡cat i on No. 10-68) The Auburn Planning Commission recommends to the City Counci I that this request be denied because it is surrounded by R-3. (5) Request of Robert G. Malek to rezone from R-2 to M-J a parcel of land on Western Avenue approximately 700 ft. north of West Main St. (Application No. 17-68) The Auburn Planning Commission recommends to the City Counci I that this request be granted with a restrictive cOV2oant covering the fencing of the area to be uti lized for non-residential uses with a suitable screen fence and with con- sideration being given to the dedication of the Westerly 10' for fa~ur~ widening of Western Avenue to a 60' right-of-way as this request fal Is within the averal I Comprehensive Plan of the City of Auburn. It was moved by Kline, seconded by Blakeney, that Public Hearings on applications (I) through (5) by the Auburn Planning Comrnission be held at 8:00 P.M. on July I, 1968. MOTION CARRIED The fol lowing items were submitted by City Engineer Fred Poe for approval: Progress Estimate No.8 for EDA Street, Phase II, for $/1,421.76 to M.A. Sega Ie, I nc. It was moved by Kline, seconded by Nickson, that the Counci I go on record as accepting Progress Estimate No.8, and that the retained percentage amounting to $15,000.00, including sales tax, be paid to M.A. Segale, Inc., at the expiration of 30 days provided no I iens or claims are fi led and clearance is secured from the State Tax Commission and the Department of Labor & Industries, and that the City Attorney be instructed to draw up the necessary resolution indicating counci I acceptance. MOTION CARRIED Approval of supplemental agreement for EDA Street, Phase II, for installation of traffic controllers after formal acceptance of project. ,:0 Ji .[) AUBURN, WASHINGTON MONDAY JUNE 17, 1968 It was moved by Nickson, seconded by Blakeney, that approval of supplemental agreement for EDA Street, Phase I I, for installation of traffic controllers be given ~nd that the City Attorney be instructed to draw up the necessary resolution. MOTION CARRIED Award of contract for L.I.D. No. 215 to Morris Const. Co. for $48,953.00 be made. It was moved by Fitzsimmons, seconded by Blakeney, that award of contract for L.I.D. No. 215 to Morris Const. Co. for $48,953.00 be made and that the Mayor and City Clerk be authorIzed to sign the contract and that the bid bonds of the unsuccessful bidders be returned. MOTION CARRIED Authorize Mayor and City Clerk to sign a supplemental agreement for the inter- connection of the traffic signals and rai Iroad signal at 15th St. S.W~ and Mi Iwaukee Pai Iroad and pass a resolution therefor. It was moved by Blakeney, seconded by Kline, that final payment to Hos Brothers for clearing contract for Green River Golf Course for $907.83 be made and that the retained percentage amounting to $496.58, including sales tax, be paid to Hos Brothers, at the expiration of 30 days provided no liens or claims are fi led and clearance is secured from the State Tax Commission and the Department of Labor and Industries. Petition (100% Signatures) It was moved by Kline, seconded by Blakeney, that the City Attorney be instructed to prepare necessary ordinance creating L.I .D. No. 221. POLICE & LICENSE CO~~ITTEE - Sonnemann Counci Iman Sonnemann reporting for License Committee made a motion, seconded by Nickson, that a Public Hearing be held at 8:00 p.m. on July I, 1968 to consider the request of the Corner Pocket to lower the age limit from 18 years to 16 years. Mr. Paul McCurdy wi I I attend the convention and has requested authority to pay travel expenses for a prospect to be brought to Auburn for an interview if necessary. It was moved by Bai ley, seconded by Blakeney, that the Library Board offer trans- portation expenses to prospective applicants and also moving expenses, if necessary. MOT I ON CARR I ED Motion was amended by Darling, seconded by Kline to read: "If the City hires a Librarian and if he voluntari Iy leaves the service of the City within a one year period of time from date of hire that he would be required by contract to reimburse the City of Auburn for his relocation expense. MOTION AS AMENDED CARRIED UTILITY CONVAITTEE - Fitzsimmons Counci Iman Fitzsimmons reporting for Uti lity Committee stated that the final draft on Sewer Committee would be ready in about six weeks. DEPARTMENT HEAD FŒPORTS Counci Iman Sonnemann reporting for Fire Department stated that Fire Chief Calkins and nine men had attended a fire convention in Walla Walla and brought home the Captain Cook Trophy. The Fire Chief and three men went to Missoula, Montana to see aerial device. OLD BUSINESS It was moved by Blakeney, seconded by Kline, that the Lane Use Plan be referred to the Planning Commission to cal I for Public Hearing. MOTION CARRIED BID OPENINGS AND RECO~~^ENDATIONS Bids were opened at I I :00 A .m. on June 12, 1968 on a Ca II for Bids for the installation of sanitary sewers, side sewers, curb and gutter, ballast, crushed rock, asphalt pavement and sidewalks on 17th Sf. N.E. from I St. N.E. to M St. N.E., L.I.D. 215. BIDDER Morris Construction Co. W.C. Frost Construction Co. R. L. Moss & Co. TOTAL BID $48,953.00 $49,326.00 $54,619.20 The above bids did not include sales tax; al I bids were accompanied by a 5% ßid Bond. City Engineer Fred Poe recommends that the bid be awarded to Morris Construction Co. for L.I.D. No. 215. It was moved by Fitzsimmons, seconded by Blakeney, that bid be awarded to Morris Construction Co., in the amount of $48,953.00, and that the Mayor and City Clerk be authorized to sign the contract and that the bid bonds of the unsuccessful bidders be returned. MOT ION CARR I ED NEW BUSINESS Counci Iman Blakeney made request that the Rai Iroad and State Highway Department be requested to bui Id fences along the rai Iroad tracks to prevent further accidents. The MaYQr. stated that he would write fetters requesting that this be done. It was moved by Blakeney, seconded by Sai ley, that City Attorney be instructed to draw up a resolution adopting Kasuga-Cho, Japan as a Sister City. MOT ION CARR I ED ORDINANCE AND RESOLUTIONS ORDINANCE NO. 2233 Ordinance No. 2233 entitled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, DECLARING A PUBLIC EMERGENCY TO EXIST AND CREATING THE POSITION OF ASSISTANT BUILDING INSPECTOK IN THE SALARY CLASSIFICATION OF THE ENGINEERING DEPARTMENT AND APPROPRIATING THE SUM OF $10,566.00 FROM "UNBUDGETED FUNDS" IN THE CURRENT EXPENSE FUND TO THE "SALARIES I DIVISION" OF THE ENGINEERlr~G DEPARTMENT. Treasurer John Kelly requested permission to sell lawn mower for Cemetery Department for $300.00. It was moved by Blakeney, seconded by Bai ley, that permission be granted.
