Mayor Gaines cal led the meeting to order. Councilmen present: Kline, Sonnemann, Bailey, Fitzsimmons, Blakeney, Darling and Nickson. APPROVAL OF MINUTES It was moved by Blakeney, seconded by Darling, that the Minutes of the City Council Meeting held July 15, 1968 be approved as mailed. MOTl ON CARR lED I PUBLIC HEARINGS Mayor Gaines declared the Publ ic Hearing open on Comprehensive Land Use Plan of the City of Auburn and vicinity. It was moved by Sonnemann, seconded by Kline, that Public Hearing on Comprehensive Land Use Plan of the City of Auburn and vicinity be held later in the meeting under New Business due to the absence of City Engineer Fred Poe, who was not present at the time the meeting convened. MOTION CARRIED Mayor Gaines declared the Publ ic Hearing open on final assessment rol I for L.I.D No. 210, sanitary sewers on Hemlock St. S.E., 20th St. S.E. and adjotning areas. It was moved by Blakeney, seconded by KI ine, that Pub I ic Hearing on final assessment roll for L.I.D. No. 210, sanitary sewers on Hemlock St. S.E., 20th St. S.E. and adjoining areas be closed. No. 210, sanitary sewers on Hemlock St. S.E., 20th St. S.E. and adjoining areas, and the City Attorney be instructed to draw up the necessary ordinance to create L.I.D. No. 210. AUDIENCE PARTICIPATION Helen Ebert requested information regarding Comprehensive Land Use Plan and was told that the matter would be discussed under "New Business." ROLL CALL VOTE: All Councilmen voting YES. MOT I ON CARR I ED The Auburn Planning Commission submitted the following appl ications: (I) The request of M. Mastro to rezone from A-I to C-3 & R-4, a parcel of land approximately at 14th St. S.W. and West Valley Highway. (Application No. 24-68) The Planning Commission recommend to the City Council that the request be approved, and the City Engineer specify to the Council a definite number of feet for the set 1- back of the proposed building, the exact number of feet for the width of the right- of -way for the widening of West Val ley Highway and recommend a proper slope to protect the property owners on the west side of the proposed rezoning. (2) The request of Heath, Parker and Larrabee to rezone from R-2 to R-4, a parcel of land lying at the northwest corner of intersection of 19th Sf. S.E. and "G" St. S.E. (application No. 25-68) The Planning Commission recommend to the City Council that the request be accepted; conditioned upon the fol lowing recommendations: I. That the property be subdivided in accordance with the platting ordinance of the City of Auburn. 2. Lots 1,3 and 14 be left as R-2 Classification, lots 2, 4, ~ 12 and 13 be restricted to Duplexes and lots 6,7,8,9, 10 and II be restricted to Four- plexes in accordance with the exterior elevations submitted by the Developer. 3. The developer sign an agreement with the City of Auburn restricting the lots to the use classification as recommended. 4. The rezone be made subject to the acceptance of the final plat by the City of Auburn, conforming to al I the requirements of the Subdivision Ordinance. 5. Smith, dba Val ley Metals for wrecking yard, seconded by Nickson. 1 NOTION CARRIED Councilman Sonnemann reporting for License Committee recommended that Ordinance No. 2250 and 2257 be referred back to the committee and no action taken at-this time. PARK AND RECREATION BOARD - BAILEY Councilman Bai ley reporting for Park Board stated that GSA Ball-Park was ready for the soft ball tournament. HOUSING ADVISORY-COMMITTEE - BAILEY Counci-Iman Bai ley reporting for Housing Committee stated that Ordinance No. 2248 had been slightly revised and Ordinance No. 2249 remained intact. UTILITIES COMMITTEE - FITZSIMMONS Counci'lman Fitzsimmons reporting for Uti I ities Committee made motion that City Attorney be instructed to draw up necessary resolution for L.I.D. for water line to Knickerbocker and Aaby Drive and Public Hearing be held Sept. 3, 1968. Motion seconded by Darling. MOTION CARRIED - DEPARTMENT HEAD REPORTS 1 Roberta Morley, City Hjstorian, reported that her committee had been collecting photo- graphs of past Mayors of the City of Auburn and their pictures would be displayed in the window of Rottle's Department Sto~e. OLD BUSINESS In the matter of the request of Gary A. Yost to rezone from R-3 to R-4, property located between 5th and 6th on ilL" Street., which was- tabled during the Council Meeting of July I, 1968 for further study, it was moved by Blakeney, seconded by Sonnemann, that the matter be brought off the table. MOTl ON CARR lED It was moved by Blakeney, seconded by Nickson, that the request of Gary Yost to rezone from R-3 to R-4, be denied upon the recommendation of the Planning Commission. MOT I ON CARR I ED NEW BUSINESS Mayor Gaines declared the Public Hearing on Comprehensive land Use Plan of the City of Auburn and vicinity that was postponed awaiting the arrival of City Engineer Fred Poe re-opened at this time. Mrs. Helen Ebert from audience, acting as agent for Mr. and Mrs. Clarence Swanson and Mr. and Mrs. Virgil Swanson, protested the Comprehensive Plan as being discriminatory in that it might hamper planned sale of the property due to inabi lity to have it re- zoned. I Councilman Nickson explained the color coding on the Comprehensive land Use Plan Map and the building restrictions and the fact that rezone could be requested; this was merely a recommendation on land use and not a zone map. Mrs. Ronald Brock, from audience, asked for explanation for N-S zoning and was told that it was neighborhood shopping zone. AUBURN. WASHINGTON MONDAY AUGUST 5. 1968 J7 Mrs. Clarence Swanson wanted to know why prospective buyers coming to City Hal I were merely told steps to take to request rezoning and what chances of rezoning would be. Virgil Swanson asked about road between property and was told this would be at his own expense.; Clemmence Baker asked about bridge at foot of hil I in Comprehensive Plan and who would stand cost of it. City Engineer Poe stated it would probably be a joint city and county project. It was moved by Blakeney, seconded by Nickson, that Public Hearing be closed. I MOTl ON CARR I ED It was moved by Blakeney, seconded by Fitzsimmons, that the City Attorney be instructed to draw up the necessary ordinance to adopt the Comprehensive Land Use Plan. The matter was discussed. It was moved by Kline, seconded by Nickson, that Comprehensive Land Use Plan be amended so tha~ other than the property of Rohr Company and other property zoned light indus- trial, the Comprehensive Land Use Plan be high density and multiple family dwel ling at South Auburn Garden Tracts. ROLL CALL VOTE ON AMENDMENT: Councilmen Kline, Bailey, Fitzsimmons, Darling and Nickson voting YES. Councilmen Sonnemann and Blakeney voting NO.
