WASH I NGTON MONDA Y AUGUST 19. 1968 The regular meeting of the City Council of the City of Auburn convened at 8:00 p.m. in the Council Chambers of the City Hal I. Mayor Gaines called the meeting to order. Councilmen present: KI ine, Sonnemann, Bailey, Fitzsimmons, Blakeney, Darl ing and Nickson. APPROVAL OF MINUTES It was moved by Darling, seconded by Nickson, that the Minutes of the City Council Meeting held August 5, 1968 be approved as mailed with the correction on Page 6, Paragraph 6, from "R-4" zoning to "NS" zoning. MOTION CARRIED I PUBLIC HEARINGS Mayor Gaines declared the Public Hearing open on request of M. Mastro to rezone from A-I to C-3 & R-4, a parcel of land approximately at 14th St. S.W. and West Valley Hwy. William Tsao, representing client M. Mastro, urged rezone approval. The Planning Commission recommend to the City Council that the request be approved, and the City Engineer specify to the Council a definite number of feet for the set back of the proposed building, the exact number of feet for the width of the right- of-way for the widening of West Val ley Highway and recommend a proper slope to pro- tect the property owners on the west side of the proposed rezoning. It was moved by Blakeney, seconded by Darling, that Public Hearing on request of M. Mastro to rezone from A-I to C-3 & R-4, a parcel of land approximately at 14th St. S.W. and West Valley Highway, be çlosed. MOTION CARRIED It was moved by Kline, seconded by Blakeney, that City Attorney prepare necessary ordinance implementing this rezone request and that prior to adoption the said ordinance contain Planning Commission recommendations. MOT I ON CARR I ED Mayor Gaines declared the Publ ic Hearing open on request of Heath, Parker & Larrabee to rezone from R-2 to R-4, a parcel of land lying at the northwest corner of inter- section of 19th St. S.E. and "G" St. S.E. I The Planning Commission recommend to the City Council that the request be accepted, conditioned upon the fol lowing recommendations: I. That the property be subdivided in accordance with the Platting Ordinance of the City of Auburn. 2. Lots 1,3 and 14 be left as R-2 Classification, lots 2,4,5, 12 and 13 be restricted to Duplexes and lots 6,7,8,9, 10 and II be restricted to Four- plexes in accordance with the exterior elevations submitted by the developer. 3. The Developer sign an agreement with the'City of Auburn restricting the lots to the use classification as recommended. 4. The rezone be made sUbject to the acceptance of the final plat by the City of Auburn, conforming to al I the requirements of the Subdivision ordinance. 5. A time limit of 2 years from effective date of ordinance for the initiation of construction proceedings; if not, the property would revert back to R-2. It was moved by Kline, seconded by Sonnemann, that the Public Hearing be closed. MOTION CARRIED I . I t was moved by KI ine,seconded by Bai ley, that City Atforney be instructed to draw up necessary ordinance to implement the rezoning of Heath, Parker'& Larrabee rezone request and that rezoning be as fol lows: Lots I, 3 and 14 be zoned R-2; lots 2, 4, 5, 12 and 13 be zoned R-3 and lots 6, 7, 8, 9, 10 and I I be zoned R-4 as recommended by Planning Commission and said R-4 zoning be Fourplexes. That all said zoning be conditional upon the final plat being submitted and approved by the City Counci I and Planning Commission and that if two years to date said final plat is not submitted the zoning shal I revert to original zoning. MONDAY AUGUST 19, 1968 CORRESPONDENCE City Clerk Wi I Iiams read letter resolution from Auburn Sister City in Japan passed July 29, 1968, to create better international understanding and good wi II of the people of Auburn and Kasuga-cho. City Clerk Wi Iliams read memorandum from Department of Transportation, Federal Aviation Administration, Seattle Area Office, regarding proposed private use heliport at Auburn, Washington. Mayor Gaines requested that the memorandum be turned over to the Airport Committee. City Clerk Wi I Iiams read letters from State Department of Health and Water Pollution Control Commission regarding approval of plans and specifications for Sewer Extension, Hi Ilcrest Estates - Division No.2. Mayor Gaines requested that letters be fi led and Engineering Department informed of the letters. City Clerk Wi I Iiams read petition for vacation of street submitted by Valley Assoc- iates, a limited partnership. It was moved by Kline, seconded by Nickson, that City Attorney prepare a resolution and the matter be placed on agenda for Public Hearing. 1NJT I ON CARR I ED REC01M\ENDATIONS The fol lowing items were submitted by City Engineer Fred Poe, for approval: Change Order No. I for L.I.D. No. 217 for $6,050.00 to Frank Coluccio Const. Co. It was moved by Fitzsimmons, seconded by Blakeney, that Change Order No. I for L.I.D. No. 217 for $6,050.00 to Frank Coluccio Const. I STREET COMMITTEE - BLAKENEY Counci Iman Blakeney reporting for Street Committee stated a meeting would be held Wednesday at 7:30 p.m. and then asked City Engineer Fred Poe to report on what is happening on Auburn Way North. City Engineer Fred Poe reported that contract wi I I be awarded to Morris Construction subject to approval by Highway Department and that it appears the construction wi I I be delayed due to the telephone and power line relocation which has not yet begun. Mr. Poe also stated that if the City Contractor cannot begin his work due to delays caused by uti lity line relocation the project may not be completed unti I the summer of 1969. Mr. Poe also reported'that the poles and mast arms for the traffic signals being constructed under a State contract are scheduled for delivery about September 1st and construction should be completed in September. FIRE COMMITTEE - DARLING NQ report. CIVIC CENTER COMPLEX COMMITTEE - DARLING Counci Iman Darling reporting.for.Civic Center Complex Committee stated that the new City Hal I location is in the present Auburn City Park, located at 405 E Street N.E. with the City Hall to be located so as not to disturb the present landscaping and trees which would surround this landmark. This would be centrally located.
