The regular meeting of the CityCounci I of the City of Auburn convened at 8':00 P.M. in
the Counci I Chambers of the City Hal I.
Mayor Gaines cal led the meeting to order.
Counci Imen present: Kline, Sonnemann, Bailey, Fitzsimmons, Blakeney, Darling and
Nickson.

It was moved by Blakeney, seconded by Kline, that the Minutes of the City Counci I
Meeting held August 19, 1968 be approved as mailed and corrected and that the cor-
rection be made on Page 9 of August 5, 1968 Counci I Minutes.

Mayor Gaines declared the Public Hearing open on final assessment roll for l.I.Ð. No. I
21 I, sanitary sewers along 21st S.E. from A St. S.E. to F St. S.E. and D St. S.E. from

It was moved by Blakeney, seconded by Kline, that Public Hearing on final assessment
rol I for L.I.D. No. 21 I, sanitary sewers along 21st S.E. from A St. S.E. to F St. S.E.
AND D St. S.E. from 21st to 22nd St. S.E. be closed.
MOTION CARRIED
It was moved by Kline, seconded by Sonnemann, that final assessment rol I for l.1 .D.
No. 211 be êonfirmed and the City Attorney be directed to draw up the necessary
ordinance approving and confirming the assessments and assessment rol I.

Mayor Gaines declared the Public Hearing open on Resolution ~.I .D. No. 328, creating
a local improvement district for the purpose of the construction and installation of
a 6 inch cast iron water main and booster station with appurtenances along Knickerbocker
Drive from West Val ley Highway to Aaby Drive and along Aaby Drive.
Mr. R. J. Talen from audience asked if his property would be involved.
City Engineer Fred Poe replied that it would not be involved.
Mr. Stanley Reider from audience asked about increase in the cost of the two estimates I
and why the number of lots had been reduced from 33 to 25. He also asked about assess-
ments that would be made if some property subdivided in the futre.
Mr. Poe answered that because of topography some lots were removed because it was
impossible to get more than one bui Iding site from them. The increase in cost was
due to fewer number of lots being involved and assessment wi I I be made only on actual
cost. lots that are subdivided in the future would pay what one lot is now paying,
otherwise the city would never recover the cost of booster station. Only the actual
costs wi I I be assessed.
Clifford Anderson from audience stated he paid an assessment in 1957.
Mr. Poe told him that if he paid one assessment he would not have to pay another one.

Sigmond Moe from audience stated it would increase fire protection.
Hersey Remington from audience asked the capacity of the pump.
Mr. Poe answered that there would be two pumps, one small and one large. The sma I lone
would serve domestic needs and the large one would be for fire protection. The sma I I
one would pump 50 to 60 gal Ions per minute, and the large one 500 gal Ions per minute.
Mr. Remington asked from audience why Highcrest Addition was not included in the area.
He was told there was not much building in Highcr.st Addition and they had not complained
about the water pressure.

Mr. Fitzslmmons reminded the audience that there would be maintenance and electricity
that would have to be maintained by the City.
There was a brief discussion about the iabil ity of the developer, Mr. Aaby.
It was moved by Blakeney, seconded by Sonnemann, that the Public Hearing on Resolution
No. 328, creating a local improvement district for the purpose of the construction and
installation of a 6 inch cast iron water main and booster station with appurtenances
along Kñickerbocker Drive from West Val ley Highway to Aaby Drive and along Aaby Drive
be closed.

It was moved by Fitzsimmons, seconded by Sonnemann, that Resolution No. 32B creating
local improvement district for the purpose of the construction and installation of a
6 inch cast iron water main and booster station with appurtenances along Knickerbocker
Drive from West Val ley Highway to Aaby Drive and along Aaby Drive be approved and the
City pay thé total cost of the pump, and the City Attorney be directed to draw up the
necessary ordinance to create l.I.D. No. 225.

City Clerk Wi I I iams read letter from Jack l. Sprenger, regarding Catastrophe liabiltty
Insurance for the City of Auburn.
Mayor Gaines requested that the letter be turned over to the Finance Committee for
review.
City Clerk Wil Iiams read letter from Margie Mann requesting the bus be permitted to
stop before it gets to the Auburn Bus Depot to accommodate passeng~rs.
Mayor Gaines requested that letter be presented to Street Committee for review.
AUDIENCE PARTICIPATION
I
Gordon Dick gave a report on his recent trip to Japan where he visited Auburn's Sister
City. He thanked the City Council for their help and support in his preparation for the
trip. He stated he was impressed with the beauty of the surrounding country in Japan
and the care that was taken to preserve the beauty, also with the respect that is
shown by the children of Japan for their parents.

The Planning Commission recommend to the City Council that the request to rezone from I

The area lying between the proposed "M" St. N.E. and Green River, as
shown on the plot plan submitted shal I be improved to the City of
Auburn's Park Board specification and be dedicated to the City for
Public Park purposes.
TRASH STORAGE
Containers for Trash storage shall be provided and placed so as to
be concealed from any Public Street and easily accessible to the
mobile home sites.
STREETS
I
All public streets or portions thereof lying within the boundaries of
the property being developed shal I be dedicated and improved to the
specifications of the City of Auburn by the Council.
All private streets shall be constructed and paved to a width of a
minimum of 30 ft. including curbs.
Si1eW~lks shal I be constructed to City specifications abutting all
publ ic streets.
TRAVEL TRAilER SITES
No travel trai ler sites for living purposes shall be allowed within
the site proposed. A suitable site shall be provided and fenced for
the storage only of travel trailers. No travel trailers shal I be
stored on sites containing mobile homes.
Consideration should also be given to the Public Works Departments recommendations
in regard to right of way dedications of streets as per plot plan submitted by the
developers and approved by the Publ ic Works Department.

located in the 3400 block Enumclaw Highway, legally described as fol lows:

The Planning Commission recommend to the City Council that the request be
granted as this conforms to the Comprehensive Land Use Plan for the area,
with consideration being given to the Nly 5' of the property for future
widening of Auburn Way South.
3. The request of Albert Morrison & Kenneth Mounts to rezone from R-2 to R-4
property located at 1535 Bth St. N.E. legally described as fol lows:
Beginning at the SE corner of Section 7, Township 21 North,
Range5 E.W.M.; thence 97.01 ft. along the south I ine of Section
7; thence North parallel to the East I ine of said Section 7 to
the bank of the Green River; thence in a southeasterly direction
along said bank to a point on the Easterly line.
The Planning Commission recommend to the City Council that the request be granted
and that the al ley adjacent to the east be constructed and paved to the City of
Auburn's standards for alleys.

GOLF COMMITTEE - FITZSIMMONS
Councilman Fitzsimmons reporting for Golf Committee stated that'bids would be opened
for the sprinkler system on September 13,.1968.
CIVIC CENTER COMMITTEE - DARLING
Counci Iman Darling reporting for Civic Center Committee, made a motion that study be
continued on the future and proposed site for the Civic Center, seconded by Kline.

CODE AND ORDINANCE COMMITTEE - NICKSON

Counci Iman Nickson reporting for Code and Ordinance Committee reported regarding the
assessment by King County Public Health in the amount of $74,000.00 was being looked
into to find some way of fighting it because it cannot be seen where any benefit can
be derived from it. Auburn's Public Health problems are being taken care of at present
at much less cost. This information has been supplied by Dr. Thomas. Public Health
Officer for the City of Auburn.

Mr. lange introduced Orvil Ie Greer as Street Supervisor.
OLD BUS I NESS
City Clerk Wil Iiams stated that Zone Change Application of Charles E. and lavonne K.
Anderson to rezone from R-I to R-4 which was tabled at June 3, 1968 Counci I Meeting
sti I I stands as old business to be taken care of.
NEW BUSINESS
It was moved by Kline, seconded by Fitzsimmons, that the City of Auburn refer to
appropriate committees and embark on a program to have al I power lines, wires, TV
cables, etc., put underground.
It was suggested it be referred to License Committee, Street Committee and Uti lity
Commi ttee.

responsibi lity and the Street Committee and otherxcommittees consider it as it
affects their committees. Councilman Nickson also suggested that a study be
made as to what other cities are doing in this respect.
Counci Iman Kline withdrew his motion and Counci Iman Fitzsimmons withdrew his second.
I t was moved by KI ine, seconded by Nickson, that the Uti I ity Committee act as prime
committee with the City Counci I and begin investigation of underground installation
of all feasible power lines, telephone and cable TV lines.

Bids were opened at 3:00 P.M. on August 26, 1968 on a Call for Bids for Street Improve-
ment 105 (UAB) Widening of West Vål ley Highway from SR 18 to South City limits.

City Engineer Fred Poe recommends that the bid be awarded to R. L. Moss & Co. for

which would add $339.50 to the contract if exercised.

fines be imposed on parking violators to improve parking facilities during the coming

MISCELLANEOUS BUSINESS
Councilman Fitzsimmons made a report on the Golf Course to bring everyone up-to-date on
the meetings held with the architect, Golf Course Committee and Mr. Peluso, the pro at
the Golf Course.
It was moved by Nickson, seconded by Fitzsimmons, to authorize the Mayor and City Clerk
to sign the contract with Spr,agues, subject to the recommendations of the Golf Course
Committee and within the scope of the City Engineer's recommendations of September 9,
196B.
After discussion the motion was withdrawn with the approval of the second.
It was moved by Fitzsimmons, seconded by Blakeney to award a contract for the Golf
Course Construct ton to Spragues and authorize the Mayor and City Clerk to sign the con-
tract upon the approval and recommendation of the Gôlf Course Committee and the City
Engineer and architects.
The vote was unanimous.
