'\ MONDAY OCTOBER 7, 1968 The regular meeti~g of the City Council of the City of Auburn convened at 8:00 P.M. in the Council Chambers at the City Hal I. Mayor Gaines cal led the meeting to order. Councilmen present: Kline, Sonnemann, Bailey, Fitzsimmons, Blakeney, Darling and Nickson. APPROVAL OF MINUTES The following correction should be made on Page 4, September 16, 1968 Counci I Minutes: "that Progress Estimate No.2, final, to Coluccio Const. Co., for $1,074.72 for L.I .D. 217" The fol lowing correction should be made on Page 10, Council Minutes for September 16, 1968: AIRPORT COMMITTEE - KLINE "Counci lman KI ine, Bai ley, Fitzsimmons, Blakeney, Darl ing and Nickson voting YES. MOTION CARRIED" It was moved by Blakeney, seconded by Nickson, that the Minutes of the City Council Meeting held September 16, 1968 be approved as mai led and corrected. MOTl ON CARR lED PUBLIC HEARINGS It was moved by Blakeney, seconded by Fitzsimmons, that the Public Hearing on the 1969 Budget for the City of Auburn be considered later on the agenda under "New Business". MOT ION CARR 1 ED It was moved by Kline, seconded by Blakeney, that the Cooncil deviate from the agenda and consider "Old Business" at this time. MOTION CARRIED OLD BUSINESS It was moved by KI ine, seconded by Blakeney, that Ordinance No. 2006 passed in January, 1967 and Ordinance No. 2272 passed in September, 1968 be rescinded. MOTl ON CARR I ED Mayor Gaines asked Councilman Kline to review what has happened on the airport in the past four years. Councilman Kline gave a review of the Municipal Airport issue and a brief history and then asked for audience participation in the discussion. He explained the construction of the proposed municipal airport and the expected outgo and income. City Clerk Williams read letter received from Mr. Gene Kasper, protesting manner in which the airport ordinance was passed by City Council without being put on an agenda and taken up during the regular session of the City Council Meeting. Mr. Gene Kasper, 257 East Main Streèt, Auburn, Washington, stated he would like to thank the Council for taking the action of rescinding the previous actions on the airport issue. Mr. Kasper then outlined four objections by the Citizens' Committee for a Fair Airport Decision: (I) Airport is not an emergency installation. (2) Tfie pulse of the community was not felt. (31 Issue was not on agenda for publication. (4) The endorsements received have not affected the feeling of the public. Mr. Steiner, 207 M Street, Auburn, from audience, spoke as a property owner, stating he had no real quarrel with regard to an airport. Mr. Ron Brannon, 308 M Street N.E., Auburn, read a letter addressed to Mayor Gaines, stating that the Chamber of Commerce supported the airport ordinance and construction of same and requested that the letter be made a part of the meeting. 1 , " . AUBURN, WASHINGTON MONDAY OCTOBER 7, 1968 Mr. Leonard Bruski, 1305 32nd S.E., Auburn, stated he had devoted fifteen years to aviation and wished to contribute to the meeting. He questioned the requirement of a three inch asphalt for runway when six inches is required for streets. He gave facts regarding the increase in airports in the U. S. and the facts of federal airports com- pared to privately owned airports. Mr. Lone stated that he was protesting any airport. If the airport is put In a new road wil I have to be constructed to get to the sewer plant. He stated that he and his family objected to the airport. Mr. Ken Mounts, I I 12 0 Street N.E., Auburn, Washington, stated he hoped that consideration would be given as to whether or not A~burn needed an airport and that Auburn is not an industrial area ànd he could see no benefits to be derived from Auburn having an airport. He did not think the income to be real ized would be as anticip~ted. I Mr. Robert Tollefson, 3355 Scenic Drive, Auburn, stated that Mr. Kuzmer had triéd to uti lize this property as an airport on a private basis and it was turned down because (I) of a ten year lease and (2) transmission line lies to the north and would be a hazard. Mr. Bi I I Murphy, 3315 0 Sf, S.E., Auburn, stated that as a land owner he was "tax poor" and the people of Auburn are being led to believe that the airport would be self-sustain- ing and he asked if the City Counci I would pick up the tab if it goes in the red. Chip Field, 1920 Elm Street S.E, Auburn, stated that the city was growing fast and most large cities have an airport. He stated that any city with an airport draws big business. Mr. Robert Hoyt, 2220 Auburn Way North, Auburn, stated that the airport issue should have been decided at the last election as those elected .stated prior to election that they were in favor of an airport. Mr. Jim Shaughnessy, 119 M St. N.E., Auburn, wants what is best for theCity. He thought it was necessary to have time to study the information and facts should be supplied; some of the fi9ures do not look right to him. Mr. Ron Petty from the State Aeronautics Division stated the division had made a pre- liminary study of the site, and there are good and bad points. He hoped the Counci I and the people can agree that you need an airport. I Mr. Dave Morgan stated that he personally would like to endorse the airport. Several airports in the area are being closed and it would be a money making proposition. Mrs. Joan Tollefson, 3355 Scenic Drive, Auburn, asked if there is any reason why the issue couJd not be put on a bal lot to be voted on. City Attorney Smythe stated that the airport would be expected to pay for itself and any deficiencies wi I I be taken out of the City 8udget. There would be no additional tax on the airport that would come from the people. Mr. Ralph Rennemo, 105 M Street, Auburn, stated he fl ies for fun and he has to base his plane away due to lack of a city airport. Mr. John Versolenko, 105 E Street S.E., Auburn, stated he flies too and spends approx- imately $250.00 per month to maintain his airplane. He stated the area is growing end Auburn needs an airport. Mr. Bob Scheubel, 1221 Harvey Road, Auburn, asked why so many airports are being closed if they are money makers. Mr. James Davis, 2901 Auburn Way S., Auburn, stated he was a mew resident in Auburn and stated if Auburn has an ideal site and needs an airport it would be good for the corrmunity. Mr. Allen Jensen, 2240 Dogwood S.E., Auburn, stated there are other things that are needed much more, such as street lights, etc., before an airport. I Mayor Gaines stated that lights for the streets had been on order for approximately two years and were just now being· received due to strikes and other complications. Mr. Herman Hershel, 4055 AUburn Way North, Auburn, Washington, stated that he has thirty five acres out of the city and has an airplane that he has to keep stored away. He thinks that an airport would be a valuable asset, and is in favor of it even if it raises his taxes. I I I AUBURN, WASHINGTON OCTOBER 7, 19681 ~'- MONDAY Mr. Glen Oberg, 3370 Scenic Drive, Auburn, stated he has yet to see an airport that functioned wel I unless city poplulation was in excess of 50,000. He stated that rarely does a private airport break even. He stated that schools should come ahead of an airport. Mr. Jim Strecker, 412 Pike N.E., Auburn, stated that the area population is in excess of 100,000 people. He has an airplane and bases it in Renton and pays $40.00 per month. Mr. Charles Knecht, 3345 21st S.E., Auburn, added that Renton was not far away. Mr. Ray Jensen, 1614 14th S.E., Auburn, stated that everyone in Auburn should have a voice in this. Mr. Kenneth Mounts again stated that it was only 20 minutes from Auburn to Sea-Tac and that is a shorter distance than most people have to go to an airport. Mr. Tollefson again stated that most private airports were being closed. Mr. Lone again stated that most large companies would not be interested in coming this distance for a local airport, and it would just accommodate sma I I aircraft. Mr. Kasper asked about his request in his letter read by City Clerk Will iams for a 60 day moratorium to have the issue looked into. Mayor Gaines then declared a 10 minute recess at 10:30 P.M. Mayor Gaines reconvened the meeting at 10:40 P.M. There being no further evidence of public discussion, it was moved by Kline, seconded by Sonnemann, that discussion prior to a motion be granted. MOTION CARRIED Councilman Blakeney requested that John W. Kelly, City Treasurer, or City Clerk Williams explain the general levy bond. Treasurer John W. Kelly gave an explanation of a general levy bond. Councilman Nickson responded to some statements and questions gathered during the public discussion and presented factual statements. Councilman Fitzsimmons gave further discussion regarding objections raised to the airport. He stated that the property had been purchased in question for expansion of the sewer lagoon. He gave some reasons for failure of various commercial airports. Councilman Darl ing reported on various points that were brought out in the public discussion, particularly the letter from Mr. Kasper. He stated that the airport is financially feasible. Councilman Nickson referred to questions raised by Mr. Olberg and gave further discussion pointing out that schools are out of the control of the city. Councilman Kline answered questions that he noted during the discussion and stated the road leading to the sewer lagoon would remain in use. The Bonnevil Ie Power Lines would not present a problem. Every airport has a few disadvantages such as power lines, etc. He stated that most airports close when the land becomes valuable for other uses. It was moved by Kline, seconded by Fitzsimmons, that the City Attorney be instructed to prepare the necessary ordinance to provide for the issuance of $450,000.00 inside levy general obligation bonds to construct a municipal airport and that said bonds come to publ ic sale. Mayor Gaines requested that letter be referred to the Street Committee for study, and to file a copy. City Clerk Wil Iiams read letter from Robert Kuvara, Beckman, Kuvara & Gooding, Attorneys at Law, regarding street condition at Fifteenth Southeast from A Street, approximately 3 blocks. HOTION CARRIED It was moved by Kline, seconded by Bailey, that items under "Nel'i Business" be considered at this time. HOTION CARRIED NEW BUSINESS The 1969 Budget for the City of Auburn was presented and the Fire Dept. Budget was read by City Attorney Smythe. Chief Calkins asked about flOther Salaries" being $3,600.00 when original showed $3,000.00 City Clerk Williams explained that the increase was to pay volunteer firemen if the need I arose. Mr. rrank Shaughnessy, 1414 lOth N. E., Auburn, from audience, asked about the difference in pay for firemen and policemen \men firemen put in long hours and "rork odd shifts. ~~. Ray Nickson, 1027 28th s. E., Auburn, Washington, would like to have the firemen's budget reconsidered. Mr. Bob Snyder, stated that the Fire Department is good and should not be paid lower than the Police Department. Hr. Jim Shaughnessy, retired from the Fire Department, stated that he might have to go back to work if they lose all the good men because of low pay. 11r. Charles Schuler, President of Local 1532, spoke and stated that the Fire Department is excellent. I I I AUBURN. ìvASHINGTON OCTOBER 7, 1968 , ·'·7 , '. MONDAY Judge Murray McLeod ~~s then questioned ,dth regard to Profession~l Services and Witness Fees under Contractual Services, in the sum of $1500.00, which Judge McLeod explained was for professional services. Councilman Nickson asked about sum of $3,050.00 under Other Contractual Servides and Judge lvIcLeod stated it included his fees. ~æ. Ted Schutte, Library Board, with regard to the Library Department Budget, referred to Other Salaries under Salaries and 1iJages a.l1d made minor change in allocation of request- ed funds. Councilman Kline asked }~. Schutte if he \IDuld call this matter to the attention of the Council about mid-year 1969. Councilman Kline stated he wished to return to the matter of the firemen's wages and salaries. Mrs. Dorothy Hansen, wife of Captain Hansen of the Fire Department, asked re~son for disparity between firemen and policemen rate of pay. Asst. City Attorney Bob VanSiclen stated that certain proposals ,~re offered to the firemen and they had turned the proposals down. That furt,her the committee had made a study on disparity and the trend now is to go to disparity, and it is noted the policemen face greater danger than the firemen. This statement brought a series of denials from the audience by Don Black. Captain Hansen of the Fire Department suggested that the Council come out and see how the firemen have to operate. It was moved by Nickson, seconded by Blakeney, that the Public Hearing on the 1969 Budget be closed. IvIOTION CARRIED It was moved by Kline, seconded by Sonnemann, that the 1969 Budget be amended to include the operational budget for the Municipal Airport. MOTION CARRIED It was moved by Blakeney, seconded by Nickson, that the 1969 Budget be adopted as amended and the City Attorney be directed to draw up the necessary ordinance. ROLL CALL VOTE: Councilmen Blakene~r, D~rling, Nickson, Kline, Bailey, Fitzsimmons, voting YES. Councilman Sonnemann voting NO. HOTION CARRIED RECOHHENDATIONS AND BID OPENINGS The following items were subnntted by Fred W. Poe, City Engineer for approval: Creation of L.l.D. 227 (water mains, Academy area) estimated cost $32,769.31 and 54.1% of frontage property ovmers signed. It ,~s moved by Sonnemann, seconded by Nickson, that L.I.D. No. 227 be created, and that the City Attorney be authorized to draw up the necessary ordinance for the formation of L.I.D. 227 and that authorization be granted to advertise for bids for water mains, Academy area. HOTION CARRIED Creation of L.LD. 228 (se¡..¡er, sanitary in Academy area) cost $107,202.50 containing 66.2% of total accessable frontage signatures. It was moved by Sonnemann, seconded by Fitzsimmons, that L.I.D. No. 228 be created, and that the City Attorney be authorized to draw up the necessary ordinance for the formation of L.I.D. No. 228 and that authorization be granted to advertise for bids for sewer, sanitary, in the Academy area. HOTION CARRIED Estimate No. 3 (final) to R. L. Hoss & Co. for L.LD. 220 (21st S. E. Street Con- struction) for $13,541.15. It was moved by Kline, seconded by Sonnemann, that Estimate No.3, (final) to R. L. Moss & Co., for $13,541.15 for L.l.D. No. 220 (21st S. TOTAiL BID $10,449.50 9,422.60 The above bids did not include sales tax and bids were accompanied by 5% bid bond. It was moved by Bailey, seconded by Blakeney, that contract be awarded to Morris Construction Co. for L.I.D. 221 on their low bid of $9,422.60 not including sales tax, and the Mayor and City Clerk be authorized to sign contract. HOTION CARRIED PROCLAMATIONS, APPOINTMENTS AND ANNOUNCEMENTS Mayor Gaines proclaimed the month of October as Country Music Month. COUNCIL CO~1ITTEE REPORTS AIRPORT CŒJll'1ITTEE - KLINE It was moved by Kline, seconded by Nickson, that the City Attorney be authorized to draw up the necessary ordinance for the airport construction. MOTION CARRIED STREET COI~TTEE - BLAKErÆY Councilman Blakeney reporting for Street Committee asked Þœ. ~red Poe, City Engineer about bridge on Auburn Way South. Mr. Poe gave an explanation on bridge at Auburn Way South and requested that a restricted speed limit be placed from the South City Limits North to a point 500 feet North of the 1;/est Main Street to 40 MPH, and that the speed limit of the Orzvetz Road from the West City Limits to its intersection with IIR" Street extended, South of stuck River, be established at 35 MPH, and to reduce the speed limit from 35 MPH to 20 11PH on 29th Street N. W. - West Valley Highway to NP Railroad. It was moved by Blakeney, seconded by Nickson, that the City Attorney be instructed to draw up the necessary ordinance providing for the restricted speed limits. MOTION CARRIED Mr. Fred Poe then gave a report on the Urban Arterial Development program ana requested that a Public Hearing be held on November 4, 1968 at 8:00 P.M. It was moved by Blakeney, seconded by Nickson, that a Public Hearing be held on November 4, 1969 at 8:00 P.M. on the 6-year progrœn submitted to Urban Arterial Development Program.
