AUBURN , WASHINGTON MONDAY OCTOBER 2l ~ 1968 The regular meeting of the City Council of the City of Auburn convened at 8:00 P.M. in the Council Chambers of the City Hall. Mayor Gaines called the meeting to order. Councilmen present: Kline, Sonnemann, Bailey, Fitzsimmons, Blakeney, Darling and Nickson. APPROVAL OF MINUTES It was moved by Blakeney, seconded by Fitzsimmons, that the Minutes of the October 7, 1968 Council Meeting be approved as mailed. MOTION CARRIED I PUBLIC HEARINGS Mayor Gaines declared the Public Hearing open on Final Assessment Roll on L.I.D. 213 (Riverside South #2). It was moved by Blakeney, seconded by Nickson, that the Public Hearing be closed, there being no audience participation. MOTION CARRIED It was moved by Bailey, seconded by Blakeney, to approve Final Assessment Roll on L.I.D. 213 (Riverside South #2) and the City Attorney be instructed to draw up the necessary ordinance approving and confirming the assessments and assessment roll. MOTION CARRIED CORRESPONDENCE City Clerk Williams read letter from Harold Y Hopkins, Executive Director, King County Housing Authority, regarding low cost housing need. Mayor Gaines requested the letter be referred to the Council for further discussion. City Clerk Williams read letter from C. G. Anderson, regarding L.I.D. NO. 225, request- I ing that he not be reassessed. Mayor Gaines requested the letter be filed with a copy made available to City Attorney, Robert Smythe. City Clerk Williams read Zone Change Application from the City of Auburn, to rezone from M-2 tô P-l, property located immediately South of the existing sewerage facilities. It was moved by Blakeney, seconded by Sonnemann, that Zone Change Application from the City of Auburn to rezone from M-2 to P-l, property located immediately South of the existing sewerage facilities, be referred to the Planning Commission. MOTION CARRIED RECOMMENDATIONS The following applications were submitted by the Auburn Planning Commission: (1) The request of United Homes Corporation to rezone from R-2 to SPU a parcel of land located on the west side of Elm street, south of existing Sherwood Apart- ments. (Application No. 32-68) The Planning Commission recanmends to the City Council approval of the request to rezone from R-2 to SPU with 30 ft. streets instead of 20 ft., and that the 30 ft. streets be required with on-street parking to be designated and marked I on one side of the street on the final plans, and the extreme easterly portion be designated as storage and/or green belt for recreational purposes. (2) The request of United Homes Corporation to consider the Preliminary Plat of Forest Ridge Townhouses Unit No.2, located on the west side of Elm Street, south of existing Sherwood Apartments. (Application No. P-8-68) The Planning Commission recommend to the City Council approval of the preliminary plat with 30 ft. streets instead of 20 ft., and that the 30 ft. streets be required with on-street parking to be designated and marked on one side of the street on the final plans, and the extreme easterly portion be designated as storage and/or green belt for recreational purposes. It was moved by Blakeney, seconded by Nickson, that request (1) and (2) of United Homes Corporation to rezone be scheduled for Public Hearing on November 18, 1968 at 8:00 P.M. M0TION CARRIED I I I AUBURN, WASHINGTON MONDAY OCTOBER 21, 1968 1 .-4 "::' 4' The following items were submitted by City Engineer Fred W. Poe for approval: Progress Payment No.2 (Final) to Morris Construction Co., Inc. for L.I.D. No. 214 (Dogwood st. S. E.) for $14,850.44. It was moved by Blakeney, seconded by Nickson, that Progress Payment No. 2 (Final) to Morris Construction Co., Inc., for L.I.D. No. 214 (Dogwood st. S. E.) be paid in the sum of $14,850.44 and that the project be accepted by the City as completed, and that the retained percentage amounting to $2,910.24, including sales tax, be paid in 30 days provided no liens or claims are filed and clearance is secured from t he state Tax Commission and the Department of Labor and Industries. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Progress Payment No.3 (Final) to Morris Construction Co., Inc., for L.I.D. No. 215 (17th st. N. E.) for $7,522.53. It was moved by Nickson, seconded by Darling, that Progress Payment No. 3 (Final) to Morris Construction Co., Inc. for L.I.D. #215 (17th street N. E.) in the sum of $7,522.53 be paid and that the project be accepted by the City as completed, and that the retained percentage amounting to $5,179.82, including sales tax, be paid in 30 days provided no liens or claims are filed and clearance is secured from the state Tax Commission and the Department of Labor and Industries. ROLL 'CALL VOTE: All Councilmen voting YES. MOTION CARRIED Authorization for Skip Kelly to attend the Building Official's Short Course in Pullman, November 4th through 7th. It was moved by Blakeney, seconded by Bailey, that Skip Kelly be authorized to attend the Building Officials Short Course in PW.lman, November 4th through 7th. MOTION CARRIED Authorization to advertise for bids for one pickup for the 'tiater Department. It was moved by Blakeney, seconded by Sonnemann, that authorization be granted to advertise for bids for one pickup for t he Water Department. ROLL CALL VOTE: Councilmen Blakeney, Darling, Nickson, Sonnemann, Bailey and Fitz- simmons voting YES. Councilman Kline voting NO. MOTION CARRIED BID OPENINGS Bids were opened at:,ll:OO A.M. on October 16, 1968, on Call for Bids for the construc- tion of "Maintenance Building for the City of Auburn". BIDDER BASIC BID $258,400.00 209,834.00 237,734.00 239,900.00 211,045.00 214,399.00 Freigang Construction eo. Leonard Construction Co. Lincoln Construction Co. Puget Sound Construction Co. Rushforth Construction Co. Saxon Enterprises, Inc. The above bids did not include sales tax and all bids were accompanied by 5% Bid Bond. It was moved by Blakeney, seconded by Nickson, that the bids for the construction of "Maintenance Building for City of Auburn" be referred back to the committee for further study for a two week period of time. MOTION CARRIED PROCLAMATIONS, APPOINTSMENTS AND ANNOUNCEMENTS Mayor Gaines urged that all Councilmen attend the Association of Washington Cities District Meeting to be held Tuesday evening at the Hyatt House. COUNCIL COMMITTEE REPORTS UTILITIES COMMITTEE - FITZSIMMONS Councilman Fitzsimmons reporting for the Utilities Committee stated there is need for a comprehensive water study. MOTION CARRIED CODE AND ORDINANCE COMMITTEE - NICKSON Councilman Nickson, reporting for the Code and Ordinance Committee stated a meeting would be set up with his committee to set up legislation to create a full tim~ mayor. OLD BUSINESS City Clerk Williams read Zone Change Applications of John W. Kelly am stanton, Mary, Kazuo, and Harumi Tsujikawa to rezone a parcel of land lying between 35th and 40th st. N. E.; 1 "I" st. N. E. and the Green River from A-l to R-5, which were tabled at September 16, 1968, Council Meeting. CouncilmanDirling, in connection with the Mayor's interest and concern for a Youth Service Council and that the ~~. C.'s would like a speaker for Thursday at 8 :00 P.M. . Auburn/ Mayor Gaines stated that he would take care of the request and would take further action on the matter. NEW BUSINESS Mayor Gaines announed that Governor Evans would be in Auburn on Tuesday at 11:00 A.M. for the dêdication of the Isaac Evans Park. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2281 Ordinance No. 2281 entitled "AN ORDINANCE OF 'mE CITY OF AUBURN, WASHINGTON, PROVIDING FOR THE IMPROVEMENT OF A PORTION OF A CERTAIN STREET IN THE CITY OF AUBURN BY THE CONSTRUCTION AND INSTALLATION OF CAST IRON WATER MAINS AND FIRE HYDRANTS, CREATING AND ESTABLISHING LOCAL IMPROVEMENT DISTRICT NO. 227; PROVIDIN1 THE METHOD OF ASSESSMENT IN SAID DISTRICT AND THE MODE OF PAYMENT THEREOF, AND CREATING A LOCAL IMPROVEMENT DISTRICT FUND." It was moved by Nickson, seconded by Bailey, that Ordinance No. 2281 be introduced and 1 adopted. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED ORDINANCE NO. 2282 ORDINANCE No. 2282 entitled "AN ORDINANCE OF THE CITY OF AUBURN, W ASHIIDTON, PROVIDING FOR THE IMPROVEMENT OF A PORTION OF A CERTAIN STREET IN THE CITY OF AUBURN BY THE CONSTRUCTION AND INSTALLATION OF SANITARY SEWER AND APPURTENANCES, ffiEATING AND ESTAB- LISHING LOCAL IMPROVEMENT DISTRICT NO. 228; PROVIDING THE METHOD OF ASSESSMENT IN SAID DISTRICT AND THE MODE OF PAYMENT THEREOF, AND CREATING A LOCAL IMPROVEMENT DISTRICT FUND. II It was moved by Fitzsimmons, seconded by Blakeney, that Ordinance No. 2282 be introduced and adopted. ROLL CALL VOTE: All 'Councilmen voting YES. " It was moved by Fitzsimmons, seconded by Nickson, that Ordinance No. 2283 be introduced and adopted. ROLL GALL VOTE: All Councilmen voting YES. MOTION GARRIED RESOLUTION NO. 334 It was moved by Blakeney, seconded by Fitzsimmons, that Resolution No. 334 entitled "A RESOLUTION OF THE CITY OF AUBURN, Kð.SHINGTON, AU'1'HORIZING AND DIRECTING '!'HE MAYOR AND CITY CLERK '1'0 EXECUTE, ON BEHALF OF THE G1'1'Y, A GARBAGE t,.;OLllit;'1'ION t;ON'1'RAt,.;'l' BITWEEN THE CITY AND R. MOTION CARRIED It was moved by Kline, seconded by Blakeney, that the City Clerklbe authorized to record the deeds and easements. MOTION CARRIED APPROVAL OF VOUCHERS AND TRANSFERS It was moved by Sonnemann, seconded by Blakeney, that the voucher for fees for Warren Pugh for professional services submitted in the sum of $5,280.00 be paid one-half the amount or $2,640.00. City Attorney Smythe asked for the opportunity to further study the charge before the redesign or discussion with regard to same. MOTION CARRIED It was moved by Sonnemann, seconded by Bailey, that the Vouchers and Transfers as listed be paid with the above-mentioned change. CLAIMS #1928-2054, $89,107.20. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED MISCELLANEOUS BUSINESS City Clerk Williams read a petition for a cross walk to be installed across Auburn Way South in front of Piggly Wiggly. Petition signed by 120 people and initiated by Chinook School PTA. Mayor Gaines requested the petition be filed with the Street Committee for study. City Clerk Williams read letter from J{Í)hn ¥. Porter, County Administrator for King County, regarding King County Forward Thrust Capital Improvement Program and resolution. Councilman Darling asked that copies of the letter be made available to the Council. Mayor Gaines asked Councilman Bailey to take charge of this program. There being no further business, it was moved by Nickson, seconded by Sonnemann, that the meeting be adjourned at 9:10 P.M.
