HomeMy WebLinkAbout11-04-1968 ¡ ~URN: WASHINGTON MONDAY NOVEMBER 4, 1968 The regular meeting of the City Council of the City of Auburn convened at 8:00 P.M. in the Council Chambers at the City Hall. In the absence of Mayor Gaines, Councilman Fitzsimmons called the meeting to order. Councilmen present: Bailey, Fitzsimmons, Blakeney and Nickson. Councilman Fitzsimmons stated that due to the absence of several members of the City Council and the Mayor at the commencement of the Council Meeting that Public Hearings would be considered first on the agenda. PUBLIC HEARINGS Councilman Fitzsimmons declared the Public Hearing open on Urban Arterial Development 1 Program. City Engineer, Fred Poe, presented and explained Urban Arterial Development Program. The question was asked from the audience if certain improvements would be considered first on the program as it was certain that all of the development program would not be funded. Fred Poe stated that certain development projects would have priority according to need. It was moved by Nickson, seconded by Blakeney, that Public Hearing on Urban Arterial Development Program be closed. MOTION CARRIED Councilman Fitzsimmons declared the Public Hearing open on Final Assessment Roll for L.I.D. No. 191, a part of the EDA Street, Phase II Project. There being no audience participation on Public Hearing on Final Assessment Roll for L.I.D. No. 191, a part of the EDA Street, Phase II Project, it was moved by Blakeney, seconded by Nickson, that Public Hearing be closed. MOTION CARRIED It was moved by Blakeney, seconded by Nickson, that Final Assessment Roll on L.I.D. No. 191, a part of the EDA Street, Phase II Project, be approved, and the City Attorney 1 be instructed to draw up the necessary ordinance approving and confirming the assess- ments and assessment roll. MOTION CARRIED Councilman Fitzsimmons declared the Public Hearing open on Final Assessment Rol I for L.I.D. No. 208, Phase I. City Engineer Fred Poe, stated there had been two corrections made on the Final Assess- ment Rol I for L.I.D. No. 208, Phase I. There being no audience participation, it was moved by Nickson, seconded by Blakeney, that Pub I ic Hearing on Final Assessment Rol I for L.I D~ No. 208, Phase I, be closed. MOTION CARRIED It was moved by Blakeney, seconded by Bailey, that the Final Assessment Rol I on L.I.D. No. 208, Phase I, be approved, and the City Attorney be instructed to draw up the necessary ordinance approving and confirming the assessments and assessment rol I. MOTl ON CARR I ED. CORRESPONDENCE City Clerk Wi I Iiams read letter from CI iff Webb, Auburn-Kasuga-Cho Sister City Committee, 1- requesting funds be made available for the committee to use to entertain guests from the sister city when they are visiting here. Councilman Fitzsimmons requested that the City Clerk answer the letter. It was moved by Blakeney, seconded by Nickson, that Zone Change Appl ication from Jeffs Orphans Home be referred to the Planning Commission for recommendation. MOTION CARRIED RECOMMENDATIONS AND BID OPENINGS The following applications were submitted by the Auburn Planning Commission: (II The request of D. A. Botting to rezone from C-2 to C-3, a parcel of land located on the N.E. corner of 2nd and "A" St. S.E. The Planning Commission recommends to the City Council that the request be granted. (21 The request of A. Bergh, I. Treiger, p. Friedlander, to r~zone from R-2 to C-3, property located on Auburn Way South, west of "M" St. S.E. The Planning Commission recommend to the City Council that the request be approved, as this request conforms to the comprehensive plan for the City of Auburn, with con- sideration being given to the westerly 5 feet for future widening of Auburn Way South. It was moved by Blakeney, seconded by Nickson, that requests (II and (21 be referred for Public Hearing on November 18, 1968 at 8:00 P.M. MOTION CARRIED The following items were submitted by City Engineer Fred W. Poe for approval: Pay Estimate No. I to Morris Const. Co. for LID 221 (J St. N.E.I for $4,406.92. It was moved by Bailey, seconded by Nickson, that Morris Const. Co. be paid Estimate No. I for LID 221 (J St. N.E.) in the sum of $4,406.92. ROLL CALL VOTE: Councilmen Bailey, Fitzsimmons, Blakeney and Nickson voting YES. MOTl ON CARR lED Pay Estimate No. I to Morris Const. Co. for LID 222 (Auburn Way No.1 for $54,978.53. It was moved by Nickson, seconded by Blakeney, that Estimate No. I to Morris Const. Co. for LID 222 (Auburn Way No.1 for $54,978.53 be paid. ROLL CALL VOTE: Councilmen Nickson, Bailey, Fitzsimmons and Blakeney voting YES. MOTION CARRIED Pay Estimate No.3 to R. L. Moss & Co. for LID 193 (final) for $5,088.63. It was moved by Bailey, seconded by Nickson, that Estimate No.3 to R. L. Moss & Co. for LID 193 (final I for $5,088.63 be paid as completed and that the retained per- centage amounting to $3,795.16, including sales tax be paid in 30 days provided no liens or claims are filed and clearance is secured from the State Tax Commission and the Department of Labor and Industries. MOTION CARRIED Mr. Shaughnessy submitted a letter requesting certain decorations on the historical bui Iding for the City of Aubur n. It was moved by Bai ley that the construction as designed by the architects be approved. There was no second to the motion. It was moved by Blakeney, seconded by NIckson, that the matter be tabled and considered 1 ' later in the meeting under Miscel laneous Business. Objectionsby Bai ley. MOT I ON CARR I ED It was moved by Nickson, seconded by Bai ley, that the meeting be recessed unti) 9:30 P.M. when the otherimembers of the City Counci I would be present. MOTION CARR I ED The City Counci I Meeting reconvened at 9:30 P.M., with Mayor Gaines, Counci Iman Kline, Counci Iman Sonnemann, and Councilman Darling in attendance in addition to Counci Imen Fitzsimmons, Blakeney, and Nickson. Counci Iman Bai ley was not able to return to the Counci I Meeting at 9:30 P.M. PROCLAMATIONS, APPOINTMENTS AND ANNOUNCEMENTS Mayor Gaines proclaimed November I I, 1968 to be Veterans Day and everyone should show appreciation for sacrifice by displaying the flag. COONC I L COMMI TTEE REPORTS UTILITIES COMMITTEE - FITZSIMMONS Counci Iman F itzslnmons, reporting for Uti I i ties Conmi ttee, made a motion that two pieces 1 of property known as H Street N.W. and 8th Street N.E., be declared surplus, and the City Attorney be instructed to draw up the necessary ordinance so they might be offered for sale, seconded by Nickson. MOTION CARRIED It was moved by Fitzsimmons, seconded by Nickson, that a Cal I for Bids be advertised so the property could be sold and a minimum price of $2,000.00 be set on one piece of prop- erty and $2,500.00 on the other piece of property. MOT ION CARR I ED STREET COMMITTEE - BLAKENEY Counci Iman Blakeney, reporting for the Street Committee stated the Bids for the Public Works Building should be rejected. It was moved by Blakeney, seconded by Nickson, that the Urban Development Program be adopted and the City Attorney be instructed to draw up the necessary ordinance. MOTION CARRIED Counci Iman Blakeney reported also that traffic signals should be revised on stated streets and that property on rai Iroad easement had been leased at a price of $75.00 for the first five years and $50.00 thereafter for each five years. It was moved by Blakeney, seconded by Nickson, that the City Clerk be authorized to sign the agreement with the railroad. 1 MOTION CARRIED CODE AND ORDINANCE COMMITTEE - NICKSON Counci Iman NicksoQ, reporting for the Code and Ordinance Committee, reported that the study was being carried forth as to the advisabi lity of a ful I time Mayor with commen~ surate pay and the Committee would consider recommendations as to pay at the next meeting. The ful I time Mayor would start with the next term. OLD BUSINESS APPROVAL OF MINUTES 1 1 1 AUBURN, WASHINGTON MONDAY NOVEMBER 4. 1968 It was moved by Blakeney, seconded by Nickson, that the Minutes of the October 21, 1968 Counci hMeeting be approved as mai led with a correction on Page 4, second para- graph under Old 8usiness, showing Counci Iman "Darl ing" in place of Counci Iman "Bai ley" and "Auburn" J. C.'s rather than "Kent" J. C.'s. MOTION CARRIED It was considered that al I Counci Imen were present at the November 4, 1968 Counci I Meeting. It was moved by Blakeney, seconded by Nickson, that the Bids on Public Works Bui Iding be cast out and the Bid Bonds be returned. MOTION CARRIED It was moved by Blakeney, seconded by Nickson, that the City Engineer be authorized to advertise for bids for traffic signals as designated. Discussion was carried forth and City Attorney Smythe stated that buses could make stops other than those two designated. It was moved by Blakeney, seconded by Fitzsimmons, that the matter be tabled until the next meeting, so a study could be made. Crowthers and Associates on request of White 1 River Valley Historical Society that beams have end treatment of glu-Iam (decorated) rather than cut off square as previously planned. The cost would be approximately $100.00 more. Discussion was carried forth as to the reason for the change and continuous action that was necessary in City Council Meetings due to changes, etc. It was moved by Sonnemann, seconded by Fitzsimmons, that the change in beam decoration be granted.
