WASHINGTON MONDAY NOVEMBER 18. 1968 The regular meeting of the City Counci I of the City of Auburn convened at 8:00 P.M. in the Council Chambers of the City Hall. The meeting was cal led to order by Mayor Gaines. The Mayor led the flag salute. Councilmen present: Kline, Sonnemann, Bailey, Fitzsimmons, Blakeney, Darling and Nickson. APPROVAL OF MINUTES MOTION CARRIED I It was moved by Blakeney, seconded by Darling, that the Minutes of the previous meeting held November 4, 1968 be approved as mailed. BID OPENING AIRPORT BOND SALE City Clerk Gene Wi I Iiams opened the bids for the sale of $450,000.00 of G. O. Bonds for the construction of a Municipal Airport. Bids were received from the National Bank of Commerce, Seattle, for 4.805.25%; National Bank of Washington for 4.934.02%; and the Seattle First National Bank for 5.0423%. AI I Bids had bid checks attached. The Mayor referred these bids to the City Treasurer, Mr. Kelly, and the City's Bond Consultant, Mr. Sims, for study and to report back later in the meeting. PUBLIC HEARINGS Mayor Gaines declared the Publ ic Hearing open on the request of United Homes Corpor- ation to rezone from R-2 to SPU a parcel of land located on the west side of Elm St., south of existing Sherwood Apartments. (Request No. 32-68) The Planning Commission recommends to the City Council approval of the request to rezone from R-2 to SPU with 30 ft. streets instead of 20 ft., and that the 30 ft. streets be required with on-street parking to be designated and marked on one side of the streets on the final plans, and the extreme easterly portion be designated as storage and/or green belt for recreational purposes. It was moved by Blakeney, seconded by Darling, that the public hearing be closed. I MOTION CARRIED It was moved by KI ine, seconded by Fitzsimmons, that the request of United Homes Corporation to rezone from R-2 to SPU, a parcel of land located on the west side of Elm St., south of existing Sherwood Apartments be granted subject to the recom- mendations of the Planning Commission and prior to issuance of a building permit, satisfactory fire hydrant location and water mains of sufficient size, for neces- sary water flow to be met. MOTION CARRIED Mayor Gaines declared the Public Hearing open on the request of United Homes Corpor- ation to consider the Prel iminary Plat of Forest Ridge Townhouses, Unit No.2, located on the west side of Elm St., south of existing Sherwood Apartments. (Appl ication No. P-8-68) The Planning Commission recommend to the City Council approval of the preliminary plat with 30 ft. st~eets instead of 20 ft., and that the 30 ft. streets be required with on-street parking to be designated and marked on one side of the streets on the final plans, and the extreme easterly protion be designated as storage and/or green belt for recreational purposes. MOTION CARRIED Mayor Gaines declared the Publ ic Hearing open on the request of D. A. Botting to rezone from C-2 to C-3 a parcel of land located on the N. E. corner of 2nd and A St. S.E. It was moved by Blakeney, seconded by Nickson, that the Public Hearing be closed. MOT I ON CARR I ED It was moved by Kline, seconded by Darling that the request of D. A. Botting to rezone from C-2 to C-3, a parcel of land located on the N.E. corner of 2nd and A St. S.E. be denied. MOTION CARRIED Mayor Gaines declared the Public Hearing open on the request of A. Bergh, I. Treiger, and p. Friedlander, to rezone from R-2 to C~3~ property located on Auburn Way South, west of M St. S.E. (Request No. 33-68) The Planning Commission recommends to the City Counci I that the request be approved, as this request conforms to the comprehensive plan for the City of Auburn, with consideration being given to the westerly 5 feet for future widening of Auburn Way South. It was moved by Nickson, seconded by Bai ley that the public hearing be closed. MOTION CARRIED It was moved by Kline, seconded by Bai ley, that the request of A. Bergh, I. Treiger, and p. Friedlander to rezone from R-2 to C-3, property locatèd on Auburn Way South, west of M St. S.E., be tabled for further study. MOTION CARRIED CORRESPONDENCE The City Clerk read a letter from the Department of Transportation, F.A.A., regarding proposed establishment of the Airport at Auburn. The Mayor requested a copy of this letter be posted on the Bulletin Board. City Clerk Wi I Iiams read a letter from John W. Kelly withdrawing a rezone application No. 26-68. It was moved by Blakeney, seconded by Nickson, that the request be accepted. MOTION CARRIED AUD I ENCE Mr. Sera Ie of Forest Ridge said that on October 2, 1968 a bui Iding permit was issued to Michael W. Cramer of 446 M St. N.E. to bui Id a dwel I ing on heavy industrial use land. City Engineer Fred Poe stated that the permit had been issued in error and that a stop work order has been issued. He further stated that in order to bui Id resi- dences on this property it would have to be rezoned. Jim Fletcher asked how long the freeze on the bui Iding would be. City Engineer Poe stated that unti I the property is properly zoned no further building would be permitted. Other residents objecting to the bui Iding were Arthur Gifford, Ron Craig, Mr. Frederick and Mr. Lawrence. Mr. Benson recommended therCounci I take a look at the R-I zoning. PLANNING COMMISSION RECOMMENDATIONS The Planning Commission recommended the request of Richard O. Fordice to rezone from R-2 to R-3, property located on the northeast corner of 21st St. and F St. S.E., Application No. 34-68 be granted. It was moved by Blakeney, seconded by Sonnemann, that a public hearing be held on December 2, 1968 at 8:00 P.M. on the above request. MOT I ON CARR ED "I ¡.-:- " i." No. 1/6 (Pike St. N.E. outfall) for $16,493.12, (excise tax forms and Engr's. certification enclosed) be paid as completed and the retained percentage of $1,832.57 including sales tax be paid in 30 days provided no liens or claims are fi led and clearance is secured from the State Tax Commission and the Department of Labor and Industries. It was moved by Kline, seconded by Nickson, that the City Attorney be instructed to draw up the necessary ordinance creating LID 229 cal ling for the installation of curb and gutter, street, storm sewer and water mains within Plat of Meadowood and Pike St. N.E. to 12th St. N.E. for an est. cost of $53,797.23, with 83.1% of front footage signatures. NlJTION CARRIED COUNCIL COMMITTEE REPORTS F I NANCE ,: COMM I TT E E - K LI N E I Counci Iman Kline reported for the Finance Committee recommending that the City turn over to the Historical Committee the $5,000.00 held in trust by the City in accordance with the bequest of the late Ed Hart. It was moved by Kline, seconded by Bai ley, that the City Attorney be instructed to draw up the necessary resolution. NOTION CARRIED The Finance Committee recommends to the City Counci I that a temporary loan, not to exceed $170,000.00, from the Street Construction Fund to the Water Sewer Construction Fund be made to enable the Water Sewer Construction Fund to make the final payment on the Lambuth, Si I I & Sprague Contract. It was moved by Kline, seconded by Blakeney, that the request be granted. NOTION CARRIt:.D The Finance Committee recommended that the Counci I authorize $200.00 for the Sister City Program from Current Expense Fund, other Contractual Services, Special Event. It was moved by Kline, seconded by Sonnemann, that the recommendation be granted. HOUSING ADVISORY COMMITTEE - BAILEY Counci Iman Bai ley reported a Housing Advisory Committee meeting wi II be held December 12, 196B at 8:00 P.M. to discuss the workable program. FIRE COMMITTEE - DARLING Counci Iman Darling reported for the Fire Committee stating that the Committee has discussed the purchase of a station wagon replacement, with the cost coming out of the Cumulative Reserve Fun~and the need for an Aerial Fire Truck. I~~ 5 CIVIC CENTER COMMITTEE - DARLING Counci Iman Darling reported for the Civic Center Committee, saying that since the City Hal I bond issue had fai led, the Committee has been meeting and considering sites and considering architects models, etc. Jack Lange stated that the Fal I Clean Up is being held November 18th thru December 4th. NEW BUS I NESS Mr. Sims, the City's Bond Consultant of Blythe and Co., Inc. reported on the $450,000.00 Airport Bond bids recommending the City accept the low bid of National Bank of Commerce. It was moved by Fitzsimmons, seconded by Bai ley, that the recommendation be accepted and the bid checks of the unsuccessful bidders be returned. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED MISCELLANEOUS BUSINESS A letter was received from the Northern Pacific Rai Iroad Safety Committee asking that a crosswalk be painted at A and 6th St. S.E. This request was referred to the Street Committee with a copy of the request given to the Police Chief. A letter was received from Mr. Murakami regarding LID 217, objecting to his assessment because the property does not belong to him. This letter was referred to the City Engineer and City Treasurer, Mr . Kelly. There being no further business to come before the Counci I, it was moved by Blakeney. seconded by Nickson, that the meeting be adjourned at 9:50 P.M.
