The meeting was called to order by Mayor Gaines. Councilmen present: Kline, Sonnemann, Bailey, Fitzsimmons, Blakeney, Darling and Nickson. APPROVAL OF MINUTES The following Planning Commission recommendations should be included in the November 18, 1968 Council Minutes under "PUBLIC HEARINGS": United Homes Corporation Request No. 32-68: The Planning Commission recommends to the City Council approval of the request to rezone from R-2 to SPU with 30 ft. streets instead of 20 ft., and that the 30 ft. streets be required with on-street parking to be designated and marked on one side of the streets on the final plans, and the extreme easterly portion be designated as storage and/or green belt for recreational purposes. United Homes Corporation Application No. P-8-68: The Planning Commission recommends to the City Council approval of the preliminary plat with 30 ft. streets instead of 20 ft., and that the)O ft. streets be required with on- street parking to be designated and marked on one side of the streets on the final plans, and the extreme easterly portion be designated as storage and/or green belt for recrea- tional purposes. D. A. Botting Request No. 31-68: The Planning Commission recommends to the City Council that the request be granted. A. Bergh, I. Treiger, P. Friedlander Request No. 33-68: The Planning Commission recommends to the City Council that the request be approved, as this request conforms to the comprehensive plan for the City of Auburn, with con- sideration being given to the Westerly 5 feet for future widening of Auburn Way South. The words "MOTION CARRIED" should be added in the November 18, 1968 Council Minutes as follows: Page 3, Progress Estimate No. 1 and Progress Estimate No.3. Page 4, New Business, Airport Bonds, Ordinance No. 2290, Ordinance No. 2291, Ordinance No. 2292. Page 5, Ordinance No. 2293, Vouchers, and Adjournment of Meeting. The following correction should be made on Page 7, December 16, 1968 Council Minutes, the words "MOTION CARRIED" Should be added under Ordinance No. 2301. Councilman Nickson noted correction should be made on Page 2, "and further that all streets adjacent be developed and the Planning Commission Recommendations be adopted," should read as follows: "and further that all streets adjacent be developed and the Planning Commission Recommendations 1, 2 and 5 be adopted." It was moved by Blakeney, seconded by Nickson, that the Minutes of November 18, 1968 and December 16, 1968 as mailed and corrected and amended and corrected at this meeting be approved. MOTION CARRIED PUBLIC HEARINGS Mayor Gaines declared Public Hearing open on Final Assessment Roll for L.I.D. No. 218, (Water-A St. S. E.). It was moved by Blakeney, seconded by Bailey, that Public Hearing be closed. MOTION CARRIED It was moved by Kline, seconded by Blakeney, that the Final Assessment Roll for L.I.D. No. 218 (Water-A st. S. E.) be approved, and the City Attorney be instructed to draw up the necessary ordinance approving and confirming the assessments and assessment roll. MOTION CARRIED 2 AUBURN. WASHINGTON MONDAY JANUARY 6, 1969 Mayor Gaines declared Public Hearing open on Final Assessment Roll for L.I.D. No. 220, (Streets-21st st. S. ~. and D st. S. E.). City Clerk Williams read letter from Frank Possola, 1930 A St. S. E., Auburn, Wash., objecting to this assessment. It was moved by Blakeney, seconded by Bailey, that the Public Hearing be closed. It was moved by Blakeney, seconded by Darling, that the Final Assessment Roll for L.I.D. No. 220 (Streets- 21st st. S.~. and D St. S. E.), be approved, and the City Attorney be instructed to draw up the necessary ordinance approving and confirming the assessments and assessment roll. MOTION CARRIED I CORRESPONDENCE City C1efkW:iJllìams read Zone Change Application from Halvard Thormod and Pearl V. Thormod, 411 Clay Street, Auburn, Washington, to rezone from A-I to M-2. It was moved by Blakeney, seconded by Nickson, that Zone Change Application from Halvard Thormod and Pearl V. Thormod, be referred to the Planning Commission. MOTION CARRIED City Clerk Will iams read letter from Water Pollution Control Commission and letter from State of Washington, Department of ~eelth, regarding Lea Hil I Village Division No. I, Water Main and Sewer Extensions. Mayor Gaines requested the letters be fi led with copies to the Engineering Department. City Clerk Wi I Iiams read letter request of Hugh Darby, Chief of Pol ice, for permission to cal I for bids for Police Vehicles. Counci Iman Kline made a motion to defer action on this letter unti I there is a report of the Police Committee. RECOMMENDATIONS AND BID OPENINGS The fol lowing application was submitted by the Auburn Planning Commission: I Request of Jeffs' Orphans Home to rezone from Unclassified to M-I, property lying west of West Val ley Road, North of 15th St. N.W. (Application No. 37-6B) The Planning Commission recommend to the City Counci I that this request to rezone from Unclassified to M-I be approved with consideration being given to the dedi- cation of the South 10 ft. and the East 5 ft. for future streets. It was moved by Blakeney, seconded by Sonnemann, that a Public Hearing on request of Jeffs' Orphans Home to rezone from Unclassified to M-I, property lying West of West Val ley Road, North of 15th St. N.W. (Application No. 37-68), be held at 8:00 P.M., on January 20, 1969. MOT ION CARR I ED The fol lowing items were submitted by City Engineer Fred Poe for approval: I. Formation of L.I.D. No. 230 for sanitary sewers on Lea Hill on 124th Ave. S.E. and S. E. 316th Street. It was moved by KI ine, seconded by Nickson, that L.I.D. No. 230 for sanitary sewers on Lea Hil I on 124th Ave. S.E. and S.~. 316th Street, be created, and the City Attorney be authorized to draw up the necessary ordinance for the formation of L.I.D. No. 230 and that authorization be granted to advertise for bids for sani- tary sewers on Lea Hil I on 124th Ave. S.E. and S.E. 316th Street. MOTION CARRIED I 2. Change Order No.2, St. Imp. 105, R. L. Moss & Co., West Val ley Hwy. for addi- tional $1,289.64. It was moved by Sonnemann, seconded by Bailey, that Change Order No.2, for St. Imp. 105, R.L. Progress Estimate No.4, St. Imp. 89 (Signal at Auburn Way South & M st. S. E.O to Signal Electric, Inc., for $7,673.40. It was moved by Bailey, seconded by Blakeney, that Progress Estimate No.4, st. Imp. 89 (Signal at Auburn Way South & M St. S. E.) to Signal Electric, Inc., for $7,673.40, be paid. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED. 5. Progress Estimate No.2, L.I.D. No. 208, Phase II (Sanitary Sewers, Auburn Way No. & 37th st. N. E.) to Frank Coluccio Construction Co. for $16,217.70. It was moved by FitzsL~ons, seconded by Blakeney, that Progress Estimate No.2, L.I.D. No. 208, Phase II (Sanitary Sewers, Auburn Way No. & 37th st. N. E.) to Frank Coluccio Construction Co. for $16,217.70, be paid. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED 6. Progress Estimate No.3, st. Imp. 106, Phase I (37th St. N. E. & N.W.) to Frank Coluccio Construction Co.:for -.$40,238.91. It was moved by Nickson, seconded by Darling, that Progress Estimate No.3, st. Imp. 106, Phase I (37th st. N. E. & N.\.oJ.) to Frank Coluccio Construction Co. for $40,238.91 be paid. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED 7. Progress Estimate No.3, L.I.D. 222 (Auburn Way North) to Morris Construction Co. for $82,137.67. It was moved by Nickson, seconded by Blakeney, that Progress Estlinate No.3, L.I.D. 222 (Auburn Way North) to Morris Construction Co. for $82,137.67, be paid. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED 8. Progress Estlinate No.1, Green River Golf Course, Landscaping, to Spragues, Inc. for $17,373.85. It was moved by Fitzsimmons, seconded by Blakeney, that Progress Estimate No.1, Green River Golf Course, Landscaping, to Spragues, Inc. for $17,373.85, be paid. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED 9. Recommend awwarding contract for one 3/4 ton pick-up to Bothell Cnevrolet Cadillac, Inc., for $2,220.53, plus sales tax. Bids were as follows: BIDDER Bothell Chevrolet Cadillac, Inc. Tom Mattson's Valley Motors Brewer Chrysler-Plymouth Scarff Motors BASIC BID $2,220.53 + tax 2,390.97 + tax 2,431.80 + tax 2,433.23 + tax All bidders met or exceeded the minimum specifications. It was moved by Blakeney, seconded by Nickson, that bid contract be awarded to Bothell Chevrolet Cadillac, Inc., for one 3/4 ton pick-up for $2,220.53 plus tax. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED 10. Set Public Hearings for L.I.D. Nos. 193, 214, and 215 Assessment Rolls, for February 3, 1969. It was moved by Blakeney, seconded by Nickson, that Public Hearing be held for L.I.D. Nos. 193, 214, and 215 at 8:00 P.M., February 3, 1969. PROCLAMATIONS, APPOINTMENTS AND ANNOUNCE~¡TS Fred Poe, City Engineer, introduced Chuck Smith, the new Building Inspector, in the Engineering Department. 4 AUBURN, WASHINGTON MONDAY JANUARY 6, 1969 COUNCIL COMMITTEE REPORTS FINANCE COMMITTEE - KLINE Councilman Kline, reporting for l'inance Committee, reported a meeting of the Finance Committee was held on January 3, 1969 and the Finance Director had requested authority to purchase the following L.I.D. Warrants as listed. MOTION CARRIED Councilman Kline reported further the Finance Uirector had requested permission to loan temporary funds from the Street Construction Fund on a note basis as follows: L.LD. #208 L.l.D. #219 $139,999.40 69,518.13 $209,517.53 It was moved by Kline, seconded by Nickson, that the temporary loan on a note basis be made on L.I.D. #208 and L.I.D. #219. MOTION CARRIED Councilman Kline reported that Finance Director had requested authorization to purchase $100,000.00 in Treasury Obligations from Current Expense Fund. I It was moved by Kline, seconded by Nickson, that l"inance Director be authorized to I purchase Treasury Obligation Bonds in the sum of > IJ,OOJ, 000. 00 from the Current Expense Fund. MOTION CARRIED Councilman Kline, reporting further, the Finance Director requested authorization to purchase a maximum of twenty back-up buzzers from Equipment Rental Fund for City-owned equipment, at a cost of approximately $25.00 each. It was moved by Kline, seconded by Blakeney, that Finance Director be authorized to purchase up to twenty back-up buzzers from Equipment Rental Fund for City-owned equipment at a cost of approximately $25.00 each. MOTION CARRIED Councilman Kline, reporting further for the Finance Committee, reported all departments had done an excellent job of staying within their budget and the funds for 1968 will have been in balance with the 1968 budget. LICENSE COMMITTEE- SONNEMANN Councilman Sonnemann reporting for the License Committee reported the committee had met on December 19, 1968 to review outstanding licenses that are issued by the City and after considerable discussion it was the recommendation of the committee to renew all outstand- ing licenses when application is made and fees are paid for the coming year. It was moved by Sonnemann, seconded by Nickson, that all licenses be renewed for the I coming year and new applications will be handled through committee as in the past. MOTION CARRIED Councilman Sonnemann reporting for the License Committee, reported further the committee has discussed the taxicab service in town and they will make an attempt to improve the service. Councilman Sonnemann, reporting further, consideration had been given to Chief Darby's request for purchase of new police cars on call for bids. It was moved by Sonnemann, seconded by Blakeney, that the City Clerk call for bids for five four-door sedan police patrol type vehicles for 1969 models per specTIffieations, with bids to be opened January 23, 1969 at 11:00 A.H. MOTION CARRIED 5 AUBURN, WASHINGTON HOUSING ADVISORY COMMITTEE - BAILEY MONDAY JANUARY 6, 1969 I I I Councilman Bailey, reporting for Housing Advisory Com~ttee, reported the Committee will meet at 8:00 P.M., January 16, 1969, on Workable Program. STREET COMMITTEE - BLAKENEY Councilman Blakeney reported the Street Committee will meet on Wednesday, January 8, 1969 at 7:30 P.M. CODE AND ORDINANCE COMMITTEE - NICKSON Councilman Nickson reporting for Code and Ordinance Committee, stated they had given considerable consideration to the letter from Puget Sound Power and Light regarding underground installation of wires, cable, etc., and it was the recommendation of the Code and Ordinance Committee that this matter be forwarded to the Utility Committee for study. Councilman Nickson stated the request of George A. Schuler, referred to this Committee at December 2, 1968 meeting, with regard to Mobile Home Subdivision in the area abutting the South Bank of the White River, East of R St. S. E., was still being studied with the Planning Director. DEPARTMENT HEAD REPORTS Frëa Poe, reporting for Engineering Department, reported there are load limits in effect and will be in effect until the road conditions improve as a result of the snow and rain. Fire Chief Calkins reported on burning restriction now being enforced within King County for Air Pollution Contol Program. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2308 Ordinance No. 2308 entitled "AN OHDINANCE OF THE CITY OF AUBURN, WASHINGTON, PROVIDING FOR THE REZONING OF CERTAIN PROPERTY IN THE CITY OF AUBURN, CHANGING THE ZONING CLASSIFI- CATION FROM C-l to C-3, L-F to R-3, L-F to R-3, L-F to R-4, L-F to R-2, L-F to R-2, R-l to R-2, R-l to R-2." (Introduced December 16, 1968) It was moved by Blakeney, seconded by Kline, that Ordinance No. 2308 be adopted. It was moved by Kline, seconded by Sonnemann, that Ordinance No. 2308 introduced December 16, 1968 be amended to reflect the Planning Commission recommendations and restrictions adopted, and Ordinance No. 2308 be adopted with amendments. MOTION CARRIED APPROVAL OF VOUCHERS AND TRANSFERS It was moved by Blakeney, seconded by Fitzsimmons, that the transfers and vouchers as listed in the sum of $249,600.45 be approved for payment. City Clerk Williams read letter from The Boeing Company and attached brochure "Boeing in Brief" distributed to the CounciL There being no further business to come before the Council, it was moved by Blakeney, seconded by Fitzsimmons, that the meeting be adjourned at 9:25 P.M.
