The regular meeting of the City Council of the City of Auburn convened at g:OO P.~. in
the Council Chambers of the City Hall.
The meeting was called to order by Mayor Gaines.
Councilmen present: Kline, Sonnemann, Bailey, Fitzsirnmons, Blakeney, Darling and Nickson.
APPROVAL OF MINUTES
It was moved by Blakeney, seconded by Nickson, that the Minutes of January 6, 1969 Council
meeting be approved.
MOTION CARRIED
PUBLIC HEARINGS
Mayor Gaines declared Public Hearing open on vacation of alley east of "A" st. S. E.,
immediately south of lOth St. S. E.
Mr. Agee, representing Mr. and Mrs. Russell and Mr. and Mrs. Morisky, spoke briefly for
vacation of alley, and recorrunended the sewer be kept in with reservations to the City.
It was moved by Blakeney, seconded by Nickson, that the Public Hearing be closed.
MOTION CARRIED
Councilman Blakeney requested the recommendations of the Engineering Division be read.
The Engineering Division does not have any objections to this vacation. It is recommended
the Cit~l retain an easement for operation, maintenance and repair of water and sanitary
sewer lines with a hold harmless clause and a provision that any Dlture buildings placed
over the existing lines be only upon the approval of the City Engineer and be removed and
replaced as required by the City at the expense of the property owners.
It was moved by Blakeney, seconded by Nickson, that the recommendations of the Engineering
Division be concurred with and the City Attorney be instructed to draw up the necessary
ordinance vacating the alley east of "A" st. S. E., immediately South of lOth St. ~). E.,
with recrunmendations of the Engineering Division incorporated in the ordinance.

Mayor Gaines declared the Public Hearing open on request of Jeff's Orphans Home to rezone
from Unclassified to M-l Light Industrial, property located West of West Valley Highway
end of 15th N. W.
The Planning Commission recommend to the City Council that this request to rezone from
Unclassified to M-l be approved with consideration being given to the dedication of the
South 10 ft. and the East 5 ft. for future streets.
Mr. Weeks, a Trustee of Jeff's Orphans' Home spoke with regard to rezone request and
dedication.
It was moved by Nickson, seconded by Blakeney, that the Public Hearing be closed.

It was moved by Nickson, seconded by Darling, that the request of Jeff's Orphans' Home
to rezone from Unclassified to M-l Light Industrial, be granted, and the City Attorney
be instructed to draw up the necessary ordinance including the Planning Commission recom-
mendations and agreement in rezone.

CORRESPONDENCE
City Clerk Williams read letter from R. J. Webster, 207 Cross Street, Auburn, Washington,
9g002, relative to continued and excessive noise from busses at 221 Auburn Way South.
Mayor Gaines had turned this letter over to the City Attorney and Police Department and
the matter has been resolved at this time.
City Clerk Williams read letter from Alex Sonnichsen, Sonnichsen & Hayden, Engineers, Inc.
submitting Plat of Great Western Addition.
Mayor Gaines requested Plat of Great Western Addition be referred to the Planning Commis-
sion and the Engineering Department.
City Clerk Williams read Zone Change Application from Fred L. Brannon, to rezone Parcel B
property from A-I to R-4 and Parcel C property from A-I to R-2, property located at
24th N. E. adjacent to Cascade Jr. High.

It was moved by Blakeney, seconded by Nickson, that Zone Change Application from Fred L.
Brannon, to rezone Parcel B property from A-I to R-4. and Parcel C property from A-I to
R-2, property located at 24th N. E. adjacent to Cascade Jr. High, be referred to the
Planning Commission.

City Clerk Williams read letter from Dan Narodick, Hebb & Narodick Construction Co.,
Inc., regarding Riverside South, complimenting and thanking employees of the City of
Auburn.
Mayor Gaines requested that copies of the letter be given to the employees and depart-
ments specifically mentioned in the letter.
AUDIENCE PARTICIPATION

Mayor Gaines recognized C. H. Schuler, President of the Auburn Fire Fighter Local 1352,
in accordance with the letter request for time under Audience Participation.
Mr. Schuler, from audience, thanked the council for the opportunity to address the Council
and introduced Mr. Harry Williams, representative for the Fire Fighter International, who
spoke briefly with regard to the Auburn Fire Department.
RECOMMENDATIONS AND BID OPENINGS
The following applications were submitted by the Auburn Planning Commission:
Request of Donald A. Rottle to rezone from R-2 to C-3, property located at 2626 Auburn
Way North.
The Planning Commission recommend to the City Council that this request be approved,
as it conforms to our comprehensive plan for highway oriented business.
It was moved by Kline, seconded by Nickson, that Public Hearing be held February 3, 1969
at 8:00 P.M. on request of Donald A. Rottle to rezone from R-2 to C-3 property located
at 2626 Auburn Way North.

Request of Michael Kramer to rezone from M-2 to R-2, property located at 2415 Forest
Ridge Drive.
The Planning Corrunission recommend to the City Council that this request be granted,
provided the petitioner dedicates the South 60 ft. to the City for right of way for
street purposes and an agreement be signed by the property owner to pay his equitable
share for street, water and sewer costs when these improvements are extended.
It was moved by Kline, seconded by Nickson, that Public Hearing be held February 3, 1969
at g:OO P.M. on request of Michael Kramer to rezone from M~2 to R-2, property located at
2415 Forest Ridge Drive.

Request of W. W. Mossey and Marion W. Cummins to rezone from Unclassified to R-4 property
located on the corner of 37th St. ,& "M" St. S. E.
The Planning Commission reeommend to the City Council that the request of Worthen
Mossey and Marion Cummins be denied because there are lots proposed that do not
face on the dedicated right-of-way.
It was movêd by Kline, seconded by Nickson, that Public Hearing be held February 3, 1969
at 8:00 P.M. on request of W. W. Mossey and Marion W. Cummins to rezone from Unclassified
to R-4 property located on the corner of 37th st. & "11" St. S. E.

The following items were submitted by City Engineer, Fred Poe, for approval:
1. ApDrove letter agreement with Hill, Ingman, Chase & Co. for engineering services
for planning and design of sewer line crossings of the proposed Valley Freeway.
It was moved by Kline, seconded by Fitzsimmons, that the Mayor and City Clerk be authorized
to sign agreement with Hill, Ingman, Chase & Co. for engineering services for planning
and design of sewer line crossings of the proposed Valley Freeway.
MOTION CARRIED
2. Pass resolution authorizing Mayor and City Clerk to sign agreement with Puget Power
for power service to Well No. 1 subject to approval by City Attorney.

It was moved by Nickson, seconded by Blakeney, that resolution be adopted authorizing
Mayor and City Clerk to sign agreement with Puget Power for power service to Well No. 1

Pacific Railway Company for revised installation of traffic signal and railroad
signal at 3rd st. S.W.
It was moved by Kline, seconded by Blakeney, that resolution be passed authorizing
Mayor and City Clerk to sign agreement with Northern Pacific Railway ComDany for re-
vised installation of traffic signal and railroad signal at 3rd street S. W.

Progress Estimate No. 1 (Final) for Water ImDrovement No. 68 (Pressure Reducing
Valve Installation at Lea Hill Pumping Stati~n) to W. C. Frost Construction for
$4,287.74.
It was moved by Nickson, seconded by Fitzsimmons, that Progress Estimate No. 1 (Fìnal)
for Water Improvement No. 68 (Pressure Reducing Valve Installation at Lea Hill PumDing
Station) to W. C. Frost Construction for $4,287.74 be paid and that the project be
accepted by the City as completed, and that the retained Dercentage amounting to $476.42,
including sales tax, be paid in 30 days provided no liens or claims are filed and
clearance is secured from the State Tax Commission and the Department of Labor and
Industries.
ROLL CALL VOTE: All Councilmen voting YES.

5. Authorization to advertise for bids for Street ImDrovement No. 107 (traffic signals
at Auburn Way South and 12th st. S. E.; Auburn Way South and Fir Street; Main and

February 5th and open bids at 11:00 A.H. on February 12th.
It was moved by Blakeney, seconded by Nickson, that authorization be granted to advertise

tise for bids for five 3/4 ton pickups for the Water, Sewer and Street Departments until
February 3, 1969 Council meeting.

7. The bid of Mardel Investment Company, for Parcel No.2 of the property offered for
sale by the Water-Sewer Utility, be rejected because the minimum bid Drice stated in
the bid specifications was not met.
It was moved by Blakeney, seconded by Fitzsimmons, the bid of Mardel Investment Company
for Parcel No. 2 of the property offered for sale by the Water-Sewer Utility, be rejected,
and the bid bonds be returned.

8. Change Order No. 1 for L.I.D. No. 219 to Slead-Tonneson for additional work required
for installation of the lift station be authorized.
It was moved by Fitzsimmons, seconded by Blakeney, that Change Order No.1 for L.I.D.

ANNEXATION COMMITTEE - SONNEMANN
It was moved by Aonnemann, seconded by Darling, that the Council go on record of directing
and authorizing George Schuler to represent the Council at the Boundary Review Board
hearing regarding Federal Way.

HOUSING ADVISORY COI~TTEE - BAILEY
Councilman Bailey reported the last meeting which was cancelled would be rescheduled for
Thursday evening, January 23, 1969 at 8:00 P.M.
STREET COl~~ITTEE - BLAKENEY
Councilman Blakeney, reporting for the Street CŒ~~ittee reported the committee has I
requested the Engineering Division make recOIrunendations relative to Darking for one-way
traffic on B Street S. E.
It was moved by Blakeney, seconded by Nickson, that the City Attorney be instructed to
prepare necessary resolution appealing to the Washington State Highway Commission to review
the access features of the West Auburn Interchange on state Route No. 167, Valley Freeway,
considering the study recently completed by Jobn Graham and Company, dated January 14,
1969, entitled "Southwest Auburn Traffic Analysis."

Councilman Bailey reported the next meeting of the Street Committee would be 7:30 P.M.
January 22, 1969.
FIRE COMMI'ITEE - DARLING
Councilman Darling, reporting for the Fire Committee, requested authorization to call for
bids for the Fire Department for a station wagon, advertising Jan~ary 29th, February 5th,
and open bids at 11:00 A. M. Fêbruary 12th.

Councilman Darling, reporting further for the Fire ~Œnmittee, read the Dress release
which had been released on the City of' Auburn Fire Fighters, and went on to give a state-
ment and report on study the Fire Committee had made on the wage dispute.
Councilman Darling asked City Attorney VanSiclen to read the law with regard to strikes.

Councilman Darling asked for comments from others at this time, and Councilman Nickson,
Councilman Sonnemann, Councilman Bailey, Councilman Blakeney and Councilman Fitzsimmons
made brief comments with regard to the subject.
Councilman Darling then asked Mr. VanSiclen to read the Agreement to Arbitrate.
It was moved by Darling, seconded by Bailey, that the Mayor and City Clerk execute the
agreement as read bet'tleen the City of Auburn and Fire Fighter Local 1352, and present to
the Fire Fighter Local representative.
ROLL CALL VOTE: All Councilmen voting YES.

Mr. Williams stated the Fire Fighters Local of Auburn are prepared to accept bargaining
arbitration but they felt they should have an opportunity to review the agreement and study
same before it is signed.
Mr. Williams reported they would read the agreement over and have a meeting and advise the
Fire Corrunittee with regard to the agreement.
CODE AND ORDINANCE COMMITTEE - NICKSON
Councilman Nickson, reporting for the Code and Ordinance Öo~~ttee, stated the committee
had discussed the Comprehensive Zoning Ordinance and the ordinance on holidays and sick-
leave and recommend its passage.

OLD BUSINESS
It was moved by Nickson, seconded by Bailey, that Resolution No. 340, being resolution
authorizing the Mayor and City Clerk to enter into an agreement with the King County
Housing Authority to provide low-rent dwelling units pursuant to Section 23 of the
United states Housing Act of 1957, as amended, be taken off the table.

It was moved by Nickson, seconded by Blakeney, that Resolution No. 340 be referred to the
Housing Advisory Committee.

City Clerk Williams read memorandum from Director of Finance, John Kelly, requesting the
City Clerk call for sealed bids for the City of Auburn advertising and printing for the
ensuing year in accordance with the Auburn City Code, 1.32.010.
It was moved by Blakeney, seconded by Nickson, that the City Clerk be authorized to call
for sealed bids for the advertising and printing for the City of Auburn for the ensuing
year in accordance with the Auburn City Code, 1.32.010.

City Clerk Williams read the following:

M sts. S. E.
It was moved by Blakeney, seconded by Nickson, that Special Property Use Permit Applica-

It was moved by Kline, seconded by Blakeney, that a letter of appreciation De sent to
Mr. steve Lone in recognition of his long service on the Planning Commission.
