The regular meeting of the City Council of the City of Auburn convened at 8:00 P.M. in the
Council Chambers of the City Hall.
The meeting was called to order by Mayor Gaines.
Councilmen present: Kline, Sonnemann, Bailey, Fitzsimmons, Blakeney, Darling and Nickson.
APPROVAL OF MINUTES
It was moved by Blakeney, seconded by Darling, that the Minutes of January 20, 1969
Council Meeting be approved as mailed.

PUBLIC HEARINGS
Mayor Gaines declared Public Hearing open on final assessment roll for L.T.D. No. 193;
excavation, ballasting, asphalt concrete surfacing, curb & gutter and storm drainage on
"M" St. S. E. between 17th St. S. E. and a Point 560 ft. south of 17th st. S. E.
It was moved by Blakeney, seconded by Nickson, that the Public Hearing be closed.
MOTION CARRIED
It was moved by Blakeney, seconded by Nickson, that final assessment roll for L.LD. No.
193 be confirmed and the City Attorney be directed to draw up necessary ordinance approv-
ing and confirming the assessments and assessment roll.

Mayor Gaines declared Public Hearing open on final assessment roll for L.r.D. No. 214;
curb and gutter, a£phalt concrete pavement and storm sewer on Dogwood st. from south
line NE* Sec. 20 TWP 21 N R 5E, to a point 1164.62 ft. north thereof.
It was moved by Sonnemann, seconded by Blakeney, that the Public Hearing be closed.

It was moved by Sonnemann, seconded by Blakeney, that final assessment roll for L.I.D. I
No. 214 be confirmed and the City Attorney be directed to draw up necessary ordinance
approving and confirming the assessments and assessment roll.

Mayor Gaines declared Public Hearing open on final assessment roll for L.T.D. No. 215;
sanitary sewers, side sewers, curb and gutter, ballast, crushed rock, asphalt pavement
and sidewalks on 17th st. N. E. from I St. N. E. to M st. N. E.
Mr. Kent McCurdy, from audience, asked about the original prices and bid for construction
work for L.T.D. No. 215, for his information only and not as an objection.
Mr. Poe, City Engineer, explained the assessment roll.
It was moved by Blakeney, seconded by Sonnemann, that Public Hearing be closed.

It was moved by Blakeney, seconded by Sonnemann, that final assessment roll for L.T.D.
No. 215 be confirmed and the City Attorney be directed to draw up necessary ordinance
approving and confirming the assessments and assessment roll.

Mayor Gaines declared Public Hearing open on request of Donald A. Rottle to rezone from I
R-2 to C-3, property located at 2626 Auburn Way North.
The Planning Commission recommends to the City Council that this request be
approved as it conforms to our Comprehensive Plan for highway-oriented business.
It was moved by Nickson, seconded by Blakeney, that Public Hearing be closed.

Commission be concurred with and the City Attorney be instructed to draw UD the necess-

Mayor Gaines declared Public Hearing open on request of Michael Kramer to rezone from
M-2 to R-2, property located at 2415 Forest Ridge Drive.
The Planning Commission recommends to the City Council that this request be
granted, provided the petitioner dedicates the South 60 ft. to the City for
right-of-way for street purposes and an agreement be signed by the property
owner to pay his equitable share for street, water and sewer costs when these
improvements are extended.
It was moved by Sonnemann, seconded by Bailey, that Public Hearing be closed.

It was moved by Sonnemann, seconded by Blakeney, that the recommendation of the Planning
Commission be concurred with and the City Attorney be instructed to draw up the necessary
ordinance granting rezone.

The Planning Commission recommends to the City Council that the request of
Worthen Mossey and Marion Cummins be denied because there are lots proposed
that do not face on a dedicated right-of-way.
It was moved by Kline, seconded by Nickson, that the request of W. W. l-1ossey and
Marion W. Clli~ins to rezone from Unclassified to ~-4, property located on the corner
of 37th st. & "M" st. S. E. be denied.
City Clerk Williams read the recommendations of the Planning Director.

CORRESPONDENCE
City Clerk Williams read letter from Gordon L. Hall, President of Valley Regional
Planning Commission extending congratulations to Mayor Gaines upon election to President
of Suburban Mayor's Association of King and Pierce Counties.
Mayor Gaines requested the letter be filed.
City Clerk Williams read letter from Gordon L. Hall, President of Valley Regional
Planning Commission regarding annexation laws.
Mayor Gaines requested this matter be turned over to the Annexation Committee.
City Clerk ¡"¡illiams read letter from Robert Wooding, submitting Preliminary Plat of
Robert Wooding 1st Addition.
It was moved by Blakeney, seconded by Kline, that letter and Preliminary Plat of
Robert Wooding 1st Addition be referred to the Planning Co@nission.

City Clerk vJilliams read application for Veterinary Hospital License from Nyles 'd.
VanHoosen, DVM, located at 718 Auburn Way North, Auburn, Washington.
Mayor Gaines requested the application be referred to License Committee.
City Clerk Williams read special property use permit application from Commonwealth
Investors Group and Investment Exchange Corporation, property located at Dogwood St. S. E.
and proposed Street (21st st. S. E.).
It was moved by Kline, seconded by Nickson, that special property use permit application
fræn Commonwealth Investors Group and Investment Exchange Corporation, be referred to
Planning Commission.

RECOI1MENDATIONS AND BID OPENINGS
The following applications were submitted by the Auburn Planning Commission:
A. The request of Glen Vig to rezone from A-I to M-l, property located on the corner of
37th st. N. E. and Auburn Way North.
The Planning Commission recommends to the City Council the denial of the request
change from A-l to M-l and suggests to the City Council that this zoning be changed

from A-I to C-3 for the following reasons:
1. The C-3 zoning meets with the overall Comprehensive Plan of the City of Auburn.
2. Continues the continuity of C-3 zoning abutting Auburn Way North.
with the following provisions:
1. The dedication of the easterly 5 ft. on Auburn Way North for street purposes.
2. The dedication of a 20 ft. radius on the SE corner for street purposes.
The Planning Director was instructed by the Planning Commission to contact the petitioner
and explain the zoning change from M-l to C-3.

B. The request of Fred Brannan to rezone from A-l to R-4 and R-2 property located on
24th St. N. E. adjacent to Cascade Jr. High School.
The Planning Commission recommends to the City Council this request for aDproval
with the provisions that the petitioner dedicate to the City of Auburn a 60 ft.
right-of-way for the relocation of 28th st. N. E., on the alignment of the existing
28th st. between Auburn Way North and "I" st. N. E. on that portion requesting
R-4 and the South 30 feet of that portion requesting R-4 be dedicated for the
future development of 26th St. N. E. These dedications to be improved in conjunction
with the improvements to be installed within the proposed plat of Great Western
Addition that has been submitted covering that area requesting R-2 zoning. Also,
the density of the R-4 zoning should be limited to a maximum of 25 units per acre and
the multiple family dwellings adjacent to the single family area be limited to single
story construction. This request conforms to our Comprehensive Plan for the City of
Auburn.
It was moved by Blakeney, seconded by Nickson, that Public Hearing be held February 17,
1969 at 8:00 P.M. on request of Glen Vig to rezone from A-I to M-l, property located on
the corner of 37th St. N. E. and Auburn Way North, and request of Fred Brannan to rezone
from A-I to R-4. and R-2 property located on 24th St. N. E. adjacent to Cascade Jr. High
School.

5. Certification of first petition of proposed annexation (Auburn Academy area) to
City of Auburn. Petitions are for 43.44% of assessed valuation of property involved.
To be considered under Committee Reports.
6. Authorization to advertise for five pick-ups for the Water, street and Sewer Divisions
and a one-ton utility dump truck and a backhoe-loader for the Street Division, all to
be advertised upon approval of the respective Council Committees.

It was moved by Blakeney, seconded by Nickson, that Fred Poe be authorized to advertise
for five pick-ups for the Water, street and Sewer Divisions and a one-ton utility dump
truck and a backhoe-loader for the street Division, all to be advertised UDon approval of

AIRPORT COMMITTEE - KLINE
Councilman Kline, reporting for Airport Committee, stated the plans, design and specifica-
tions for the proposed airport will be ready for call for bids, hopefully by February 17,
1969 at the next regularly scheduled Council Meeting.
FINANCE COp~rrTTEE - KLINE
Councilman Kline, reporting for Éinance Committee, stated the Finance Committee held a
meeting on January 31st, at 4:00 P.M., at which time Mr. Kelly, City Treasurer, requested
authorization to make the fol lowing temporary loans.
From Arterial Street Fund to Water-Sewer Construction Fund, the sum of $10,798.56.
It was moved by Kline, seconded by Nickson, that the City Treasurer be authorized
to make temporary loan of $10,798.56 from Arterial Street Fund to Water-Sewer
Construction Fund at the rate of 5% interest.

Councilman Kline, reporting further for Finance Committee, stated the Finance Director
further requested authorization to make temporary loan from Current Expense Fund to
Golf Construction Fund the sum of $18,000.00.
It was moved by KI ine, seconded by Sonnemann, that the Finance Director be authorized
to make temporary loan of $18,000.00 from Current Expense Fund to Golf Construction
Fund at the rate of 5% interest.

Councilman Kline, reporting further for Finance Committee, stated discussion was held
on year end budget transfers and revenues and expenditures for the year 1968.
It was moved by KI ine, seconded by Blakeney, that year end budget transfers per memo
from John Kelly, Finance Director, be approved.

ANNEXATION CO~~ITTEE - SONNEfMNN
Councilman Sonnemann, reporting for Annexation Committee, stated that petition of pro-
posed annexation (Auburn Academy area) to the City of Auburn, previously presented
under Recommendations by City Engineer Fred Poe, announced there would be a meeting
with the public from the proposed area Monday, February 10, 1969, at 7:30 P.M. in the
Counci I Chambers, and at that time it would be determined whether a second petition
wi I I be permitted and the Annexation Committee wi I I make recommendation at the next
Council Meeting.
LICENSE COMMITTEE - SONNEMANN
Counci Iman Sonnemann, reporting for License Committee, stated the appl ication for
Veterinary License submitted by Nyles W. VanHoosen, DVM, located at 718 Auburn Way
North, Auburn, Washington, had been considered at committee meeting.
It was moved by Sonnemann, seconded by Blakeney, that application for Veterinary
License for Nyles W. VanHoosen, DVM, located at 718 Auburn Way North, Auburn,
Washington, be approved.

Councilman Sonnemann, reporting for Police Committee, stated the bids submitted for
the purchase of five pol ice vehicles had been discussed and reviewed and the lowest
bidder was Seattle Pol ice Bid (Northwest Chrysler), for $1 I ,083.07.
It was moved by Sonnemann, seconded by Blakeney, that the city purchase the five
new pol ice vehicles from Seattle Pol ice Bid (Northwest Chrysler) for the total
sum of $11,083.07.

Councilman Bailey, reporting for Housing Advisory Committee, stated the Committee had
discussed recertification of workable program and improvement, and further discussed
Resolution No. 304 and recommends revisions and further study and presentation at the
next Counctl Meeting February 17, 1969. The next Housing Advisory Committee meeting
wi I I be held February 13, 1969 at 8:00 P.M. in the Engineering Department.
STREET COMMITTEE - BLAKENEY
Counci Imen Blakeney, reporting for the Street Committee, referred to request of Moote
& Stewart with reference to Forest Ridge Townhouses No.2 under Recommendations by I
City Engineer Fred Poe, stated United Homes Corporation has submitted a revised plan
suggesting the street width of one dead...end street, approximately 320' long be re-
duced in width from 30' to 20'.
It was moved by Blakeney, seconded by Bailey, that the plot plan be changed to 20'.
Councilman Kline opposed the motion.

Counci Iman Blakeney stated further discussion and investigation had been made re-
garding one way traffic on B Street S.E.
It was moved by Blakeney, seconded by Nickson, that the City Attorney be instructed
to prepare necessary ordinance creating a one-way street on B Street S.L from the
south property line of Main Street to 100' south thereof, being the first paral lei
al ley south of Main Street.

Councilman Darl ing, reporting for the Fire Committee, stated that discussion would
be had under Old Business with regard to this committee.
CODE AND ORDINANCE CO^~~ITTEE - NICKSON
Councilman Nickson reporting for Code and Ordinance Committee, reported on discussion I
and study on salaries of elected officials and the committee recommends the increase
in salary for the Mayor from $250.00 to $675.00 a month, which wi I I require an emer-
gency ordinance.
It was moved by Nickson, seconded by Blakeney, that the City Attorney be instructed
to prepare necessary emergency ordinance to raise the Mayor's salary from $250.00
to $675.00 a month, effective the effective date of the ordinance.
It was moved by KI ine, seconded by Nickson, that a five minute recess be declared.

Wi 1 I iams to speak in behalf of the Auburn Fire Fighter Local 1352.

Mr. Harry Williams thanked the Fire Committee for al lowing them to present points of
the agreement which they would like to propose be changed in the arbitration contract.
The four points are as fol lows:
I. The date of signing be left blank.
2. Remove the words "wage parity".
3. Retroactive pay to January I, 1969.
4. That City have the sole choice of selecting 3rd arbitrator.

to sign an agreement to engage the services of C. Carey Donworth & Associates, Inc.,
to serve as Arbitrator for the ctty of Auburn with the Fire Fighter Local 1352.
