HomeMy WebLinkAbout03-03-1969 AUBURN. WASHINGTON MONDAY 31 MARCH 3, 1969 The regular meeting of the City Council of the City of Auburn convened at 8:00 P.M., in the Council Chambers of the City Hall. The meeting was cal led to order by Mayor Gaines. Councilmen present: KI ine, Sonnemann, Bailey. Fitzsimmons, Blakeney, Darl ing and Nickson. APPROVAL OF MINUTES It was moved by Blakeney, seconded by Nickson, that the Minutes of February 17, 1969 be approved as mailed. MOTION CARRIED I PUBLIC HEARINGS Mayor Gaines declared Publ ic Hearing open on request of the First Christian Church to rezone from R-2 to SPU for housing for the elderly on pr¡éoperty located on "F" St. S.E. between 17th and 19th St. S.E. The Planning Commission recommend to the City Counci I that this request be granted as it conforms to the Comprehensive Plan for the City of Auburn with the fol lowing pro- visions: I. An additional 20 off-street parking spaces should be provided on site or committed from the Church property lying immediately north. 2. An agreement should be signed with the City including the fol lowing: a. The development shal I be restricted to housing for the elderly and/or handicapped. b. The development shat I pay in I ieu of taxes, at the same rate as private development. c. The development agrees to participate in their pro-rated share of a local improvement district for the improvement of "F" St. $.E. between 17th and I 9t h S t. S. E . 3. A 20 ft. fire lane be provided along the south and west side of the development. I 4. The water main located at 17th and "F" St. be extended north to provide a fire hydrant in front of the development. 5. The dedication of the necessary right-of-way for "F" St. S.E. between 17th and 19th St. S.E. It was moved by Blakeney, seconded by Darl ing, that the Publ ic Hearing be closed. MOTl ON CARR I ED It was moved by Blakeney, seconded by Sonnemann, that the recommendations of the Planning Commission be concurred with and the City Attorney be instructed to draw up the necessary ordinance granting rezone. MOTION CARRIED Mayor Gaines declared Publ ic Hearing open on request of Halvard & Pearl Thormod to rezone from A-I to M-I a parcel of land approximately 75 acres in size lying between the Chicago Milwaukee Railway right-of-way and the west line of Section 13, Township 21 N., Range 4, EV~^. I The Planning Commission recommends to the City Council that this request to rezone from A-I to fA-I be granted as it conforms to the Comprehensive Plan for the City of Auburn with consideration being given to the dedication of a 60 ft. right-of-way for the extension of Clay St. northerly on the present al ignment and also the north 30 ft. of that portion of the property lying in the NEh of the ~V~ of Section 13-21-4 be dedicated for the future developørnent of 8th St. N.W. MOTION CARRIED cor~RESPONDENCE City Clerk Williams read letter from Robert E. Merriman and Archie J. Fry, Architects, regarding architectural services. Mayor Gaines requested the letter be referred to the Street Committee. City Clerk Wi' Iiams read Zone Change Appl ication from Brannon, Campbel I and Smith, to rezone property from A-I to R-4, property located at 2830 I St. N.E. It was moved by Blakeney, seconded by Darling, that Zone Change Appl ication from Brannon, Campbell and Smith to rezone property from A-I to F~-4,property located at 2830 I St. N.E., be referred to the Planning Commission. I MOTION CARRIED City Clerk Wil Iiams read application for Massage Operator or Massage Parlor Attendant License from Judith Ann Ernest. Mayor Gaines requested the appl ication from Judith Ann Ernest for Massage Operator or Massage Parlor Attendant License be referred to the License Committee. AUDIENCE PARTICIPATION Mrs. Robert Dowd, 2205 Dogwood S.E., from audience asked what is being done on the Indian land. Mr. Poe, City Engineer, advised that some persons have it leased to remove gravel. Mrs. Dowd asked if there is anything the City can do with regard to nuisance. Mr. Robert Smythe, City Attorney, advised that this being federal property we cannot do much and that overal I control is limited. I Mr. Leonard Bruski, 1305 32nd St. S.E., from audience asked what developments were being made with regard to the airport. Mr. Bruski was advised that bids wil I be opened on the 26th of March on the Airport construction of runways and taxiways. Mr. Frank Kessner, 602 21st St. S.E., from audience, complained that his garbage rate has gone up 135% and was given an explanation by Mr. Kef Iy with regard to bids on garbage, etc. RECOt'N,^.ENDA T IONS The fol lowing applications were submitted by the Auburn Planning Commission: A. Request of M. C. Clark to rezone from R-2 to R-3, property located on the N.E. corner of 29th and "M" St. S.E. The Planning Commission recommends to the City Counci I that the request be granted with consideration being given to the dedication of 10 ft. on the easterly boundary as it conforms to the Comprehensive Plan of the City of Auburn. B. Request of Commonwealth Investors Group/Investment Exchange for a special property use on a parcel of land in the 1900 Block on the west side of Dogwood St. S.E. The Planning Commission recommends to the City Counci I the approval of this request I because it would conform to the City Counci lís intent to create a transitional zone between the R-4 and R-2 classification. It was moved by Blakeney, seconded by Sonnemann, that applications A and B above be scheduled for Public Hearing at 8:00 P.M. on March 17, 1969. Permission for George Schuler and Chuck Smith to attend the National Association Housing Redevelopment Officials conference in Salem, Oregon on March 10, I I and 12, 1969. It was moved by Nickson, seconded by Blakeney, that permission be granted for George Schuler and Chuck Smith to attend the National Association Housing Redevelopment Officials conference in Salem, Oregon on March 10, II and 12, 1969. MOTION CARRIED PROCLAMATIONS, ANNOUNCEMENTS AND APPOINTMENTS Mayor Gaines announced that the first meeting of the Mayor's Counci I Conference Committee wi I I be held March 19, 1969 at 7:30 P.M., in the Conference Room at the Library. Mayor Gaines proclaimed Apri I 4 and 5, 1969 as "WHITE CANE DAYS" and urge the people of the City of Auburn to support the members of the Lions Club of the City of Auburn in their effort to conserve sight and give aid to the blind. COUNCIL COMMITTEE REPORTS I FINANCE COMMITTEE - KLINE Counci Iman Kline, reporting for Finance Committee, stated a meeting of the Finance Committee Was held on February 28, 1969 and made a report regarding same. It was moved by Kline, seconded by Nickson, that the Finance Director be authorized to advance the 75% required from the Park Construction Fund for the acquisition of Cedar Lanes Park, pending receipt of State and Federal Funds. LICENSE CO.tvIMITTEE - SONNEHANN Councilman Sonnemann, reporting for License Committee, stated the Code and License Com- mittee held a joint meeting of the two committees and had met with two gentlemen from the Olympic Health Spa and the committee voted to forward to Mr. Smythe a proposal for an amendment to the bathhouse ordinance. It was moved by Sonnemann, seconded by Nickson, that the application for massage parlor or public bathhouse license of J. E. Houplin dba Auburn Sauna be approved. MO'1'ION CARRIED It was moved by Sonnemann, seconded by Nickson, that the applications of Sharon D. Jones, Brenda Diane Nerbovig and JoAnne Williams be approved for Massage Operator or Massage Par- lor Attendant License. MOTION CARRIED It was moved by Sonnemann, seconded by Nickson, that the application for amusement device license be approved to Hit Parade Music Corporation and Pastirne Tavern. Man ON CARRIED It was moved by Sonnemann, seconded by Blakeney, that the application of Raymond E. Shaffer, as a Merchant Patrolman be approved. I MOTION CARRIED It was moved by Sonnemann, seconded by Blakeney, that the application for Veterinary Hospital License from Nyles W. VanHoosen, DVM, located at 718 Auburn Way North, Auburn, Washington, be approved. MOTION CARRIED It was moved by Sonnemann, seconded by Blakeney, that the application for Massage Operator or Massage Parlor Attendant License of Judith A. Ernest be denied and the City Clerk notify the Auburn Sauna of this action. MOTION CARRIED P AH.K BOARD - BAILEY Councilman Bailey, reporting for Park Board, reported that the Park Board is busy inter- viewing applicants for the position of Director of Parks and Recreation and they have agreed on the outline of responsibility of that position. HOUSING ADVISORY CO~~rrTTEE - BAILEY Councilman Bailey reporting for Housing Advisory Committee, recommends approval of the latest revision of Resolution No. 340. UTILITY COMMITTEE - FITZSIMMONS I It was moved by Fitzsimmons, seconded by Darling, that the Mayor and City Clerk be author- ized to sign a contract with Stevens, Thompson and Runyan for No. 2 Well, 5th & K Line, to increase availability of water, subject to approval of the City Attorney. (Mobil Sweeper 2TE-4) $15,285.22 14,738.35 It was moved by Blakeney, seconded by Nickson, that we accept the lowest bidder, Sàhlberg Equipment, Inc., for $14,738.35. Councilman Darling abstained from voting. MOTION CARRIED FIRE COMMITTEE - DARLING It was moved by Darling, seconded by Blakeney, that we accept the bid of Bothell Chevrolet Cadillac, Inc. for the total bid of $2,591.65 for a Station Hagon for the Fire Department. MOTION CARRIED MUNICIPAL BUILDING COI1MITTEE - DARLING Councilman Darling, reporting for Municipal Building Committee, gave a report on the proposed municipal building site recom~endation and advised that a Public Hearing will be held March 31st at 7:30 P.M. in the Council Chambers on the Municipal Building Site. CODE AND ORDINANCE CO~lITTEE - NICKSON Councilman Nickson, reporting for Code and Ordinance Committee, stated the changes had been made in Ordinance No. 2319 and the Committee recommends the passage. CounciL~an Nickson stated the Committee had discussed Darking ordinance and off-street parking and a proposed ordinance was referred to the Street Committee for study. There being no further business to come before the Council, it was moved by Blakeney, I seconded by Fitzsimmons, that the meeting be adjourned at 9:45 P.M.
