The regular meeting of the City Counci I of the City of Auburn convened at 8:00 P.M. in
the Counci I Chambers of the City Hal I.
The meeting was cal led to order by Mayor Gaines.
Counci Imen present: Kline, Sonnemann, Bai ley, Fitzsimmons, Blakeney, Darl ing and
Nickson.
APPROVAL OF MINUTES
Mayor Gaines declared Public Hearing open on petition for vacation of a certain street,
petition of Robert R. Lloyd and Chris L. Cosgrove, for vacation of street situate in a
portion of "c" street Southeast.
It was moved by Blakeney, seconded by Darling, that Public Hearing be closed.
MOTION CARRIED
It was moved by Blakeney, seconded by Nickson, that petition of Robert R. Lloyd and Chris
L. Cosgrove, for vacation of street situate in a portion of "C" street Southeast be denied.

Mayor Gaines declared Public Hearing open on Final Assessment Roll for Local Improvement
District No. 207, water mains on 37th st. N. E. from Auburn Way to B St. N. E. & CSt. N.E.
from 35th st. N. E. to 37th St. N. E.
It was moved by Sonnemann, seconded by Bailey, that the Public Hearing be closed.
MOTION CARRIED
It was moved by Sonnemann, seconded by Nickson, that Final Assessment Roll for Local Improve
ment District No. 207, water mains on 37th st. N. E. from Auburn Way to B St. N. E. &
CSt. N. E. from 35th st. N.E. to 37th st. N.E., be confirmed and the City Attorney be
directed to draw up the necessary ordinance approving and confirming the assessments and
assessment roll.

regarding L.I.D. No. 219, sanitary sewers, advising plans and specifications for subject
project are approved. -
Mayor Gaines requested the letter be filed with a copy to the City Engineer.
City Clerk Williams read application for cabaret license from Richard M. Laybourn, for
teenage dances at VFW Hall, 4th and Auburn Way South.
Mayor Gaines requested the application for cabaret license from Richard M. Laybourn, for

It was moved by Blakeney, seconded by Nickson, that Special Property Use Permit Applica-

Mrs. Robert DoMi, f rom audience, requested a petition signed by 201 persons be submitted

RECOMMENDATIONS
The following items were submitted by Fred Poe, Director of Public Works, for approval: I
Change Order No. 1 for L.I.D. No. 223 to Argentieri Construction Co. for &265.46.
It was moved by Sonnemann, seconded by Blakeney, that change order No.1 for L.I.D. No.
223 to Argentieri Construction Co. for $265.46 be approved.

voting YES.

Progress Estimate No. 3 (Final) to Argentieri Construction Co. for L.I.D. No. 223
(water - 37th St. S. E., D St. S. E., 41 St. S. E. and A st. S. E.) for $1,034.98.
It was moved by Sonnemann, seconded by Blakeney, that Progress Estimate No.3 (Final) for
L.I.D. No. 223 (water - 37th st. S. E., D st. S.E., 41st st. S.E. and A st. S.E.) to
Argentieri Construction Co. for $1,0~4.98 be paid, and that the project be accepted by
the City of Auburn as completed and that the retained percentage amounting 1;.0 $2,856.22
including sales tax, be paid in 30 days provided no liens or claims are filed and clear-
ance is secured from the State Tax Commission and the Department of Labor and Industries.

the City Attorney be authorizÌld¿to draw up the necessary ordinance for the fonnation of
L.I.D. No. 232 and that authorization be granted to advertise for bids for street, water

RecODmendation on award for pump and motor control center, Well No.2.
It was the re oommendation of Fred Poe, City Engineer, that bid be awarded to Disco Indus-
trial Sales Company for $9,509.50, including Washington Sales Tax, and the bid be aWarded
to Allis-Chalmers for $3,088.98 including Washington Sales Tax for the pump and motor
contrel center.
It was moved by Kline, seconded by Fitzsimmons, that bids of Worthington Corporation and
Layne & Bowler, be rejected for failure to meet the specifications.

It was moved by Kline, seconded by Fitzsimmons, that the bid be awarded to Disco Indus-
trial Sales Company for $9,509.50, including Washington Sales Tax for the pump and motor
for Well No.2, and the City Attorney be instructed to prepare the necessary contract,
and the Mayor and City Clerk be authorized to sign the contract with Disco Industrial
Sales Company.

ANNOUNCEMENTS, PROCLAMATIONS AND APPOINTMENTS
Mayor Gaines announced that the Valley Regional Planning Commission now hold their meetings
on the 2nd Thursday of each month to accommodate conflicting dates of the Suburban MAyors.
Mayor Gaines announced the slllll.ina.r for Valley Regional Planning Commission will be held on
May 21, 1969 at 7: 30 P.M. in Room 8 of the Performing Arts Building, Green RiverCómmunity
College. He urged all Councilmen and staff members to attend this seminar if possible.
Mayor Gaines proclaimed May 18 through 24, 1969 as Auburn Head Start Week.
Mayor Gaines appointed Dave Morgan, Jim Strecher, Joþ Versolinko, Bob Caldwell and Dick
Christoferson to the Airport Zonin~ Board. ofJ.~eals.
It was moved by Kline, seconded by Nickson, that the appointment of Dave Morgan, Jim
Strecher, John Versolinko, Bob Caldwell and Dick Christoferson to the Airport ~o~_

Mayor Gaines announced the appointment of Don R. Kirkman, Iver C. Iversen, Tom Mattson,
Glenn R. Pfieffer, ani Allen Courter to the Citizens Advisory Committee on Sewer Lagoon to
meet with the Utilities Committee.
OLD BUSINESS
It was moved by Nickson, seconded by Sonnemann, that request of Archie Meade & Don-Mar, Inc.
for a SPU for gravel removal on property located East of R Street and North of Auburn Way
South (on East Hill) <application No. 6-69) be brought from the table.
MOTION CARRIEI;
Mr. Nickson then asked Mr. Ronald C. Craig to read the letter submitted to the Council,
objecting to the SPU request.

Mr. Nickson then asked Mrs. Robert Dowd. to read the letter she had submitted to the Coundl,
objecting to the SPU request.
Mr. Nickson then asked Mr. Kenneth Ingalls, Attorney for Archie Meade & Don-Mar, Inc., in
support of SPU request.
Mr. Nickson then reiterated his opposition to the request for SPU for gravel removal and
stated the objections were based on two things; one, that this zoning is poor and not in
an appropriate location, and two, that this will tend to blight the area.
Mr. Sonnemann stated he would suggest the request be denied.
Mr. Blakeney stated he was against the SPU request in this area.

Mr. Kline stat~d he was opposed to this particular petition.
Mr. Bailey praised Mr. Segale in his operation in this area. The will of the people has
been very strongly expressed and I seconded the motion to deny this request for an SPU.
Mr. Darling praised Mr. Segale and favors denial of the request.
Roll Call Vote was then taken on the tabled motion to deny the request for SPU for gravel
removal by Archie Meade & Don-Mar, Inc.; motion tabled at May 5, 1969 Council Meeting.

COUNCIL COMMITTEE REPORTS
FINANCE COMMITTEE - KLINE
Councilman Kline, reporting for Finance Committee, reported the Finance Committee met at
4:30 P.M. May 19, 1969 and the City Treasurer had requested authorization to invest monies
from the Current Expense Fund in the sum of $275,000.00 and from the Street Fund the sum
of $75,000.00, in United states Government obligation bonds.
It was moved by Kline, seconded by Darling, that the City Treasurer be authorized. to
invest in United states Government obligation bonds from the Current Expense ~d in the I
amount of $275,000.00 and from the street Fund the sum of $75,000.00.
ROLL CALL VarE: Councilmen Kline, Sonnemann, Bailey, Fitzsimmons, Blakeney, Darling
voting YES.

Councilman Kline reported on discussion the Finance Committee had on the matter of the
city paying vendors for goods and services once a month, not including payroll services,
for which claims are filed by the 25th of the month, and payment to be made not later
than the 10th of the month following.
It was moved by Kline, seconded by Blakeney, that the Finance D~partment be authorized
to. pay vendors for goods and services that have filed claims by the 25th of the month
not later than the lOth of the month following, with exception of payroll services.
Councilman Sonnemann voting NO.

Counc~n Kline, reporting further for the Finance Committee, stated city participa-
tion in L.I.D.'i was discussed at length.
It was moved by Kline, seconded by Blakeney, that the Department of Public Works obtain
from the responsible Council Committee, authorization for City Participation in L.I.D's
prior to creation of the L.I.D., and that the Finance Committee be notified in advance
of dollar amounts approved by the Council Committee.

AIRPORT COMMITTEE - KLINE
Councilman Kline, reporting for Airport Committee, stated the Committee recommends
introduction and adoption of Ordinance No. 2349.
ANNEXATION COMMITTEE - SONNEMANN
Councilman Sonnemann, reporting for Annexation Committee, announced the committee had
met on May 13, 1969, and discussed the proposed annexation of a portion of property
lying between the John Reddington Road and the Green River.

UTILITY COMMITTEE - FITZSIMMONS
It was moved by Fitzsimmons, seconded by Blakeney, that the City Engineer be authorized
to call for bids for construction of a 6-foot high chain link fence for a portion of the
golf course, approximately 2500 feet, at approximate cost of $6,000.00.
Councilman Bailey not present for voting.
Councilman Sonnemann voting NO.

Councilman Fitzsimmons:i reporting further for Utility Committee, stated the Committee
recommends a study be done by Hill, Ingman, Chase & Co., regarding costs for a separate
sewage treatment facility compared to Metro for consideration by the City.
It was moved by Fitzsimmons, seconded by Kline, that the City Engineer be instructed to
contact Hill, Ingman, Chase & Co. to bring back an estimate of cost for a study òt
separate sewage treatment facility.
Councilman Bailey not present for voting.

STREET COMMITTEE - BAILEY
Councilman Blakeney reported there will be a committee meeting on Wednesday, May 21, 1969
at 7:30 P.H. in the Engineering Department.
MUNICIPAL BUILDING COMMITTEE - DARLING
Councilman Darling, reporting for the Municipal Building Committee, stated the Public
Meeting had been held on May 13 for the purpose of reviewing an alternate site for the
new City Hall and it was the recommendation of the Committee the new City Hall be built
on property bordered by First Street Southeast, Second Street Southeast,~ànd South
Division Street.
It was moved by Darling, seconded by Nickson, that we accept the recommendation of the
Municipal Building Committee that the new City Hall be built on property bordered by
First street Southeast, Second Street Southeast, and South Division Street, providing that
soil testing proves the site suitable for construction of the building.
Mayor Gaines stated he did not feel the Committee has been fair in this selection am felt
the Les Gove Site or the School Administration Buildings would be a better selection.
It was moved by Kline, seconded by Blakeney, that the Municipal Building Committee be
directed to further investigate a site for a new City Hall.

Mayor Gaines stepped down as Mayor into the audience and Mayor Protem Kline recognized
Robert E. Gaines from auiience, who spoke on the Municipal Building as a private citizen
and pointed out the Les Gove site would be more suitable for future expansion. Mr. Gaines
fùrther stated he did not think the Committee had taken a long and far enough look into
the future.
Mayor Gaines returned to the Chair and asked for a vote on the Motion that the Municipal
Building Committee be directed to further investigate a site for a new City Hall.
Councilman Blakeney voting YES. Councilmen Kline, Sonnemann, Fitzsimmons, Darling and
Nickson voting NO. Councilman Bailey was not present to vote.
MOTION FAILED
vote was then taken on motion to accept the recommendation of the Municipal Building
Committee on the site selection.

CODE AND ORDINANCE COMMITTEE - NICKSON
Councilman Nickson, reporting for Code ani Ordinance Committee, stated the Committee
recommends introduction and adoption of Ordinance No. 2349.
Myron Toler had contacted Mr. Nickson, with regard to Ordinance No. 2338 and it was the
recommendation of the Committee that there be no action on Ordinance No. 2338 until
communication has been received from the Auburn Employees' Association.
NEW BUSINESS
Mayor Gaines announced that the Association of Washington Cities had forwarded corres-
pondence with regard to selection of voting delegates from the City of Auburn for the
Association Convention.

OF CURB AND GUTTER, STORM DRAINAGE, WATER MAINS AND FIRE HYDRANTS, SANITARY SEWERS AND
ASPHALT PAVING ALONG A PORTION OF 28th STREET N. E. BETWEEN "I" STREET N. E. AND THE EAST
LINE OF THE swi OF SECTION 6- 21 -5, WITHIN THE CORPORATE LIMITS OF THE CITY OF AUBURN:
CREATING AND ESTABLISHING LOCAL IMPROVEMENT DISTRICT NO. 232, PROVIDING FOR THE METHOD OF
ASSESSMENT IN SAID DISTRICT AND THE MODE OF PAYMENT THEREOF, AND CREATING A LOCAL IMPROVE-

City Clerk Williams read Speciä1 PFöperty Use Permit Application from White River Veteran's

Mayor Gaines requested the application be referred to the Planning Commission.
City Clerk Williams read preliminary plat of Lundstrom's First Addition to the City of
Auburn, submitted by Myron Toler, Professional Land Surveyor.
Mayor Gaines requested preliminary plat of Lundstrom's First Addition to the City of

City Clerk Williams read letter from The Boeing Company, regarding completion of Boeing
Advanced Management Program, and thanking the Mayor and City Council and Staff for their
