The regular meeting of the City Council of the City of Auburn convened at B:oo P.M. in the
Council Chambers of the City Hall.
The meeting was called to order by Mayor Gaines.
Councilmen present: Kline, Sonnemann, Bailey, Blakeney, Darling and Nickson.
APPROVAL OF MINUTES
It was moved by Blakeney, seconded by Sonnemann, that the Minutes of the Council Meeting
of July 7, 1969 be approved as mailed.
Councilman Bailey not present for voting. MOTION CARRIED
PUBLIC HEARINGS
Mayor Gaines declared Public Hearing open on request of Clair Sabo to rezone from R-2 to
R-4, property located at the S. VJ. corner of 22nd and "D" st. S. E. (Application #17-69)
The Planning Commission recommend to the City Council that this request be granted
inasmuch as it conforms to the Comprehensive Land Use Plan of the City of Auburn with the
following provision:
1. That the density be restricted to twenty-five (25) units per acre.
It was moved by Blakeney, seconded by Nickson, that the Public Hearing be closed.
Councilman Bailey not present for voting.
MOTION CARRIED
It was moved by Sonnemann, seconded by Nickson, that the recommendations of the Planning
Commission be concurred with and the density be restricted to twenty-five (25) units
per ~cre, and the City Attorney be instructed to draw up the necessary ordinance granting
rezone.
Councilman Bailey not present for voting.

MAYOR Gaines declared Public Hearing open on request of White River Valley Veterans of
Foreign Wars to rezone from Unclassified to a S.P.U. for lodge facilities, property
located at "M" St. S. E. and 37th st. S. E. (Application No. 20-69)
The Planning Commission recommend to the City Council that this request be denied because
it does not conform to the Comprehensive Land Use Plan of the City of Auburn and because
of the intense opposition displayed at the public hearing by the residents of that area.
It was moved by Blakeney, seconded by Sonnemann, that the Public Hearing be closed.
Councilman Bailey not present for voting.
MOTION CARRIED
It was moved by Blakeney, seconded by Nickson, that the request of White River Valley
Veterans of Foreign Wars to rezone from Unclassified to a S.P.U. for lodge facilities be

The Planning Commission recommends to the City Council that this request be approved
inasmuch as it conforms to the Comprehensive Land Use Plan of the City of Auburn.
It was moved by Nickson, seconded by Darling, that the Public Hearing be closed.
Councilman Bailey not present for voting.
MOTION CARRIED
It was moved by Blakeney, seconded by Kline, that the recommendation of the Planning
Commission be concurred with and the City Attorney be instructed to draw up the necessary

Mayor Gaines declared the Public Hearing open on request of Clay M. Potter to rezone
from R-2 to S.P.U. for property located at 515 "M" St. N.E. for the purpose of
professional offices. (Application No. 19-69)
The Planning Commission recommends to the City Council that this request be apnroved

Mayor Gaine,s. declared the Public Hearing open on request of Myron Toler for consider-
ation of the Preliminary Plat of Lundstrom's First Addition. (Application No. P-3-69)
The Planning Commission recommends to the City Council their approval of this prelimin-
ary plat as it conforms to the Subdivision Ordinance No. 2204.
It was moved by Blakeney, seconded by Kline, that the Public Hearing be closed.
Councilman Bailey not present for voting.
MOTION CARRIED
It was moved by Kline, seconded by Blakeney, that the Preliminary Plat of Lundstrom's
First Addition be approved.

Mayor Gaines declared Public Hearing open on request of Herbert Elving for consideration
of the preliminary plat of Robin Wood Addition (Application No. p-4-69)
The Planning Commission recommends to the City Council their approval of this preliminary
plat providing a satisfactory agreement is made with the City Engineer in regards to the
sanitary sewers and storm sewers.
It was moved by Kline, seconded by Sonnemann, that Public Hearing be closed.
Councilman Bailey not present for voting.

It was moved by Kline, seconded by Nickson, that the preliminary plat of Robin Wood
Addition be returned to the Street and Utility Committee and the City Engineer for
further study and to come before the next Council Meeting, August 4, 1969.

City Clerk Williams read letter from Alfred E. Cowles, Executive Secretary, Washington
State Board Against Discrimination.
Mayor Gaines requested the letter be referred to the City Attorney and the Code and
Ordinance Committee.
City Clerk Williams read letter from Washington State Highway Commission, regarding notice
of Public Hearing for a combined design and limited access hearing for the follo\v.ing
project: SR 167, MP 11.13 to MP 13.66, Pierce County Line to Auburn, 17th St. S. W.,
hearing to be held 10:00 A.M. on July 31, 1969 in Pacific Elementary School Gymnasium,
101 Third Avenue East at Pacific, Washington.
Mayor Gaines requested the City Clerk post notice of the public hearing on the bulletin
board for those who might be interested.
City Clerk Williams read letter from Department of Health, regarding water mains, Great I
Western Addition Division No.1.
Mayor Gaines requested the letter be filed with a copy to the Engineering Department.
City Clerk Williams read letter from Department of Health, regarding \vater Main Exten-
sion, L.I.D. No. 227.
Mayor Gaines requested the letter be filed with a copy to the City Engineering Department.
City Clerk Williams read letter from George A. Schuler, regarding project agreement
between the City of Auburn and the Washington State Interagency for Outdoor Recreation.
Mayor Gaines askêd this matter be held over to Old Business.

RECOMMENDATIONS
ENGINEERING RECOMMENDATIONS
1. Authorization of Mayor and City Clerk to sign agreement with Northern Pacific
Railway Company for roadway easement subject to approval of the City Attorney.
It was moved by Blakeney, seconded by Nickson, that the Mayor and City Clerk be authorized
to sign agreement with Northern Pacific Railway Company for roadway easement subject to
approval of the City Attorney.

2. Authorization to advertise for bids for a 2 inch asphalt concrete overlay on
Howard Road for Street Improvement No. 104.
It was moved by Blakeney, seconded by Sonnemann, that the City Engineer be authorized

Improvement No. 104.

PROCLAMATIONS t APPOINTMENTS AND ANNOUNCEMENTS
Councilman Blakeney reported that Mayor Gaines had been re-elected as a Board of Director
at the Association of Washington Cities Convention.
COMMITTEE REPORTS
AIRPORT COMMITTEE - KLINE
Councilman Kline, reporting for the Airport Committee, stated the work at the Municipal
Airport is progressing satisfactorily.
STREET, ENGINEERING AND PLANNING COMMITTEE - BLAKENEY
Councilman Blakeney, reporting for the Street, Engineering and Planning Committee, reported
the Committee would like to delay action on the speed limit ordinance until the Auburn
Police Department reports on the present traffic use on Auburn Way North and Oravetz Road.
Councilman Blakeney, reporting further, stated the Committee had reached the conclusion
that those properties on 1st Street N. E. Resolution L.I.D. where straight curb exists
be allowed $1.00 per foot credit and where curb and gutter exists a credit equal to the
cost of the new curb and gutter be allowed, both with respect to the estimated $12.00 per
front foot assessment.
It was moved by Blakeney, seconded by Sonnemann, that the City Attorney be directed to
draw up the necessary ordinance to proceed with this Resolution L.I.D. on 1st Street N.E.
Councilman Blakeney reported the next meeting of the Street, Engineering and Planning
Committee will be held July 23, 1969 at 7:30 P.M.
CODE AND ORDINANCE CO~lliITTTEE - NICKSON
Councilman Nickson, reporting for Code and Ordinance Committee, gave a short resume
on the Optional Municipal Code and the Committee recommends the non-chartered provision
of the new law.
It was moved by Nickson, seconded by Darling, that a resolution be prepared by City
Attorney signifying our intention as a non-chartered code city under the new Optional
Municipal Code.
MOTION CARRIED
Councilman Nickson reported the Code and Ordinance Committee are still studying the
animal control ordinance and the committee will look into the present licensing of pool
rooms within the City of Auburn.

DEPARTMENT HEAD REPORTS
Mr. George Schuler, Planning Director, reminded the Council and public of the Community
Service Panel to be held at 9:00 A.M., July 23, in the Auditorium of the School Adminis-
tration Building, where the City of Auburn Workable Program will be reviewed and dis-
cussed by members and staff of the City of Auburn and representatives from the Seattle and
San Francisco offices of the Department of Housing and Urban Development.
Mr. George Schuler explained the request for authorization for the Mayor and City Attorney
to sign the agreement between the City of Auburn and the Washington State Interagency for
Outdoor Recreation for Cedar Lanes Park.

It was moved by Blakeney, seconded by Bailey, that the Mayor and City Attorney be
authorized to sign the agreement with the Washington State Interagency for Outdoor
Recreation.

It was moved by Blakeney, seconded by Bailey, that Resolution No. 366 be brought from
the table.

City Clerk Williams read petition to the Auburn City Council in opposition to the form-
ation of L.I.D. Resolution No. 366 signed by 16 residents on First Street Northeast
between "J" and "L" Streets.
Vote on previous motion tabled that the City Attorney be instructed to prepare necessary
ordinance to create resolution L.I.D. as authorized by Resolution No. 366.
Councilman Blakeney voting YES.
Councilmen Darling, Nickson, Kline, Sonnemann and Bailey voting NO.
MOTION NOT CARRIED
It was moved by Nickson, seconded by Kline, that the Final Plat on Division #1 - Great I
Western Addition - be removed from table.
Councilman Sonnemann voting NO.
MOTION CARRIED
It was moved by Nickson, seconded by Sonnemann, that the final plat of Great Western
Addition - Division #1, be tabled until applicant has completed and installed the im-
provements or posts the necessary bond thereof.
MOTION CARRIED
It was moved by Nickson, seconded by Blakeney, that Ordinance No. 2361 be brought off
the table.

City Clerk Williams read letter from the Auburn Globe-News and the merchants of Auburn,
requesting permission to conduct an annual Sidewalk Sale and Appreciation Days, July 24,
25, and 26.
It was moved by Blakeney, seconded by Sonnemann, that the merchants be permitted to
conduct an annual Sidewalk Sale and Appreciation Days, July 24, 25, and 26.
MOTION CARRIED
Councilman Bailey, at this time, announced that he did not plan to file for a second term
on the City Council. The pressures of Job and a growing family preclude his snending the
required time. Councilman Bailey expressed his gratitude to the many people of the
community, the staff, Denartment Heads and the Council.
Mayor Gaines commented "it certainly was Auburn's loss".
There being no further business to come before the Council, it was moved by Sonnemann,
seconded by Darling, the meeting adjourn at 9:10 P.M.
