The meeting was called to order by Mayor Gaines. Councilmen present: Kline, Sonnemann, Bailey, Fitzsimmons, Blakeney, Darling and Nickson. APPROVAL OF MINUTES The following correction should be made in the July 21, 1969 Council Minutes: 1st paragraph, top of page 6, "It was moved by Nickson, seconded by Darling, that the plat on Division #1 - Great Western Addition be referred to the Planning Commission until the improvements have been installed to city specifications or the necessary performance bond has been posted". should be deleted from the July 21, 1969 Council Minutes. Motion was withdrawn. I It was moved by Blakeney, seconded by Nickson, that the Minutes of the Öouncil Meeting of Jù1y 21, 1969 be approved as corrected above and mailed. MOTION CARRIED CORRESPONDENCE City Clerk Williams read letter from J. N. Shaughnessy, Vice President of Shaughnessy & Company, Inc., regarding "B" Street N. H., just North of 37th Street. Mayor Gaines requested the letter be'~eferred to tþe Street Committee and a copy to Engineering Department. City Clerk Williams read letter from R. McLeod, Acting Chief, Real Property Division, General Services Administration, regarding water reservoir portion of the GSA Center purchase. Mayor Gaines requested the letter be filed, and the deed is on file and the property does now belong to the City of Auburn. AUDIENCE PARTICIPATION George McLaughlin, 3330 M Place S. E., from audience, asked if the request of White River Valley Veterans of Foreign Wars to rezone from Unclassified to a S.P.U. would be brought up. I It was moved by Nickson, seconded by Sonnemann, that the request of \ihite River Valley Veterans of Foreign Wars to rezone from Unclassified to a S.P.U. for lodge facilit~es be brought from the table. MOTION CARRIED Mr. George Schuler, Planning Director, stated he was in receipt of a letter request, dated July 22, 1969, from Clifford L. Manning, White River Valley Veterans of Foreign Wars, requesting the application of White River Valley Veterans of Foreign Wars to rezone fram Unclassified to a S.P.U. for lodge facilities be withdrawn. It was moved by Kline, seconded by Bailey, that the letter requesting withdrawal of White River Valley Veterans of Foreign Wars application to rezone from Unclassified to a S.P.U. for lodge facilities, property located at "M" St. S. E. and 37th st. S. E. (Application No. 20-69) be approved. MOTION CARRIED Mr. Ewing, 220 R Street N. E., from audience, requested the Council continue with street improvements and the residents request patro1ing by the Police Department of M Street to 6th štreet N. E. Mayor Gaines requested Chief of Police Darby have the Police properly patrol the designated street. I RECOMMENDATIONS PLANNING COMMISSION RECOMMENDATIONS Forest Ridge Townhouses No~ The request of United Homes Corporation for consideration of the final plat of Forest Ridge Townhouse No.2. The Planning Commission recommends the final plat be accepted and the Chairman and Secretary be instructed to sign the face of the plat and the final plat of the aforesaid addition be forwarded to the City Council for their consideration because it conforms to the preliminary plat on file and conforms to the elements of our subdivision ordinance. It was moved by Kline, seconded by Blakeney, that the final plat be denied. I I I AUBURN, WASHINGTON MONDAY 106 AUGUST 4, 1969 It was moved by Nickson, seconded by Darling, that the final plat of Forest Ridge Town- house No. 2 be tabled pending receipt of a covenant requiring the property owner guarantee the parking areas will be correctly marked and painted and make certain the parking restrictions are enforced. Blakeney opposed. MOTION CARRIED It was moved by Kline, seconded by Nickson, that rules of order be suspended With to enable people to be heard. MOTION CARRIED After considerable discussion regarding final plat of Forest Ridge Townhouse No. 2 it was moved by Blakeney, seconded by Bailey, that the final plat of Forest Ridge Townhouse No. 2 be removed from the table. MOTION CARRIED It was moved by Kline, seconded by Blakeney, that the motion to deny the final plat be withdrawn. It was moved by Blakeney, seconded by Fitzsimmons, that the final plat of Forest Ridge Townhouse No.2, request of United Homes Corporation, be accepted provided the restric- tions and covenant be incorporated with the property owner guaranteeing the parking areas will be correctly marked and painted and the parking restrictions are enforceQ. MOTION CARRIED The Planning Commission request Public Hearing be scheduled on the request of Virgil H. and Clarence S. Swanson to rezone from R-2 to NS and R-4, approximately 20 acres of land lying East of "M" Street N.E. and South of 22nd Street N.E. (Application No. 14-69) It was moved by Nickson, seconded by Sonnemann, that Public Hearing be held on request of Virgil H. and Clarence S. Swanson at 8:00 P.M. on August 18, 1969. MOTION CARRIED ENGINEERING RECOMMENDATIONS 1. Progress Payment No.4 to Sprague's Inc., for landscaping for the Auburn Municipal Golf Course for $8,874.18. It was moved by Kline, seconded by Nickson, that Progress Payment No.4 to Sprague's, Inc., for landscaping for the Auburh Municipal Golf Course for $8,874.18 be paid. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED 2. Progress Payment No.3 to Sprague's, Inc., for Irrigation System for the Auburn Municipal Golf Course for $23,707.09. E. to approximately 750 feet South thereof, on F St. N.E. from 8th st. N. E. to approximately 400 feet South thereof, on K st. N.E. from 8th st. N.E. to Harvey Road, on 9th st. N.E. frocr K st. N.E. to approximately 400 feet West thereof and on Harvey Road from 10th st. N.E. to approximately 400 feet South thereof. It was moved by Fitzsimmons, seconded by Nickson, that the City Attorney be directed to prepare necessary resolution to form an L.I.D. for sanitary sewers on 8th St. N. E. from Auburn Way North to Harvey Road, H street N. E. from 8th st. N. E. to approximately 750 feet South thereof, on F st. N. E. from 8t~ St. N. COUNCIL COMMITTEE REPORTS AIRPORT COMMITTEE - KLINE Councilman KI ine reporting for Airport Committee stated the inclement weather had caused an extension of time amounting to I I days; however, the airport wi I I be com- pleted about the lOth of September and the underground fuel operations wi I I be completed and working. There wi I I be an Airport Committee Meeting at 7:00 P.M. August 6, 1969 for the purpose of going over the bids to provide fuel at the airport. FINANCE COMMITTEE - Kline Councilman Kline, reporting for Finance Committee, stated the Finance Committee had met July 31, 1969, and the City Treasurer requested authority to purchase LID Finance War- rants as fol lows: Water Fund Fire Rei ief & Pension Fund Fire Dept. Finance Warrants as listed above. MOTION CARRIED The Finance Committee discussed and recommend sale of Water-Sewer Construction Finance Warrants in the amoun t of $1,000,000.00. It was moved by Kline, secdnded by Fitzsimmons, that the City Clerk be authorized to cal I for bids to be opened 2:00 P.M. August 15, 1969 for sale of Water-Sewer Construction Finance Warrants in the amount of $1,000,000.00, such warrants to be redeemed from proceeds of a Water-Sewer Revenue Bond Issue to be solå at a later date, with bids obtained on both a six month and twelve month redemption basis. MOTION CARRIED The Finance Committee further discussed payment of certain bi lis more often than once per month, particularly projects approved by the City Engineer, and payments involving discount and tax returns, etc. It was moved by Kline, seconded by Darl ing, that the Finance Officer be authorized I the administrative discretion to enable payment more than once a month of certain items, including payments involving a discount, payment of tax returns, etc., with date deadl ines, payments on Public Works projects as approved by the City Engineer. MOTION CARRIED LICENSE COMMITTEE - Sonnemann Councilman Sonnemann, reporting for License Committee, stated the Committee had reviewed applications for taxicab I icenses and it was the decision of the Committee that a taxicab I icense be granted to Chuck Ba¡'ley provided he meets all the requirements of the newly amended ordinance. MOTION CARRIED STREET, ENGINEERING AND PLANNING COMMITTEE - Blakeney Councilman Blakeney, reporting for Street, Engineering and Planning Committee, stated the Committee held a meeting on July 23, 1969, and a meeting wil I be held Wednesday, August 6, 1969 at 7:30 P.M. CODE AND ORDINANCE CO~^ITTEE - Nickson Councilman Nickson, reporting for Code and Ordinance Committee, stated changes that had been discussed for Animal Control Ordinance, and a newly drafted ordinance would be prepared for consideration of the Council. The Committee discussed the letter from Washington Board Against Discrimination and the letter has been referred to the City Attorney for legal recommendation. The Committee recommend changes in the ordinance with regard to details of the office of City Attorney. The Committee further recommend changes in requirement of license renewal of pool- room licensing. DEPARTMENT HEAD REPORTS Mr. John Hurt, Water Department Supervisor, reported in a recent cleaning the public had been asked to curtai I usage and that he would like to express his appreciation to the citizens of the City for their complete cooperation. OLD BUSINESS Mr. Fred Poe, City Engineer, reporting on prel iminary plat of Robin Wood Addition which had been referred to the Street and Utility Committee and City Engineer and had been discussed and cons~red with regard to storm drainage and it was the recommendation a Hold Harmless Covenant signed by the developer to hold the City harmless of any damages from storm sewer or sanitary sewer floods. It was moved by KI ine, seconded by Blakeney, that the Preliminary Plat of Robin Wood Addition be approved subject to an agreement to hold harmless the City of Auburn for damages caused by flooding of the sanitary sewers, storm sewers or water ponding on portions of the plat and dedicated right-of-way, and to extend the streets to serve al I lots within the plat, and subject to approval by the City Attorney. MOTION CARRIED NEW BUSINESS It was moved by KI ine, seconded by Blakeney, that Ira F. Hurlburt and Company, be retained to represent the City of Auburn in negotiations for all employees of the City in 1970 at a fee not to exceed $3,800.00.
