The regular meeting of the City Council of the City of Auburn convened at 8:00 P.M.
in the Council Chambers of the City Hall.
The meeting was called to order by Mayor Gaines.
Councilmen present: Kline, Sonnemann, Fitzsimmons, Blakeney and Nickson.
APPROVAL OF MINUTES
It was moved by Blakeney, seconded by Kline, that the Minutes of Sept. 2, 1969 Council
Meeting be approved as mailed.

PUBLIC HEARINGS
Mayor Gaines declared Public Hearing open on Resolution No. 37~, for creating a local
improvement district for the purpose of constructing and installing sanitary sewers
along 8th Street N.E. from Auburn Way North to Harvey Road, "F" Street N.E. from 7th to
8th Streets N.E., "W Street N.E. from extension of 6th Street N.E. to 8th Street N.E.,
"K" Street N.E. from 8th Street N.E. to Harvey Road, 9th Street N.E. from "I" to "K"
Streets N. E.
From the audience the following people posed various questions with regard to the proposed
L.I.D., Al Buser, Al Cummings, Steve Lone, Francis Krone, Mr. Nicholson, Frank Bray, Ken
Calkins, Ed Eaton, Fred Kludsikofsky specifically with regard to how the resolution type
L.I.D. is instituted, interest rate and period of time for payment of the assessment.
Warren Grey, Assistant City Engineer, replied the Engineering Department received requests
which resulted in the instituting of the Resolution L.I.D.
City Clerk Williams read letters of protest regarding proposed L.I.D. #374.
It was moved by Kline, seconded by Blakeney, that the Public Hearing be closed.

improvement district be tabled for further study.
Mayor Gaines declared Public Hearing open on preliminary plat of "Wooding First Addition."
It was moved by Blakeney, seconded by Nickson, that the Public Hearing be closed.

First Addition" be accepted subject to Street and Utilities Committee recommendations.

It was moved by Sonnemann, seconded by Blakeney, that Public Hearing be closed.

Gardens Division No.3 be accepted subject to removal of the stub of 17th Street from
the Plat and the lots be reconsidered per plat.

Mayor Gaines declared Pbblic Hearing open on final assessment roll for L.I.D. No. 223
(water mains, 37th Street S.E., 41st Street S.E. and 0 Street S.E.).
City Clerk Williams read letter from George A. Schuler, requesting the public hearing
be continued until the next regular Council Meeting, October 6, 1969, for correction
of assessment roll to be forwarded to property owners affected.

George Muttart and Mrs. Olson, asked about assessment for L.I.D. No. 219, from
audience.
It was moved by Blakeney, seconded by Nickson, that the Public Hearing be closed.

It was moved by Kline, seconded by Fitzsimmons, that final assessment roll for
L.I.D. No. 219 be confirmed and the City Attorney be directed to draw up the
neeessary ordinance approving and confirming the assessments and assessment roll.

CORRESPONDENCE
City Clerk Williams read letter from Ronald D. Craig, 2605 Forest Ridge Drive S.W.,
Auburn, Washington, regarding gravel pit operation on the Muckleshoot Indian property.
Robert Edelman, 2705 Forest Ridge Dr., S.E., Auburn, Washington, from audience,
read letter of transmittal for petition with 356 signatures of citizens of Auburn
regarding gravel removal operation, and presented petition to City Clerk as official
record of this meeting.
The following persons, from audience, voiced complaints and request for action
against Mr. Segale in the gravel removal operation: Mrs. Roger Lewayne, Arthur
Lawrence, Mr. Berzone, Del Nelson, Dave Camburn.
It was moved by Blakeney, seconded by Kline, that the City Attorney be instructed
to proceed on abatement of public nuisance violation.

City Clerk Williams read letter from Washington State Council of county and City
Employees regarding financial aid to Counties and Cities.
Mayor Gaines requested the letter be referred to the Code and Ordinance Committee.
City clerk Williams read letter from Robert L. Wubbena, Secretary, Board of
Certification, Department of Health, State of Washington, regarding Everett
Effland.
Mayor Gaines apologized to Jerry Kessee for not having Mr. Effland present to be
presented with the Certificate of Competency and asked Jerry Kessee to present the
certificate to Everett Effland in behalf of the Mayor and Council and extend their
congratulations.
AUDIENCE PARTICIPATION
Mr. Leonard Brusse, from audience, applauded the completion of the Municipal Airport.
Mr. Tom Crawford, from audience, requested the Council not act too hastily on
awarding of airport facilities, with regard to concessions.
Mrs. Sara Lockwood, from audience, asked about petition which was submitted at the
September 2, 1969 Council Meeting, with regard to police protection and considera-
tion being given for additonal police personnel in the 1970 Budget.
Mrs. Lockwood was advised that consideration would be given to request of Chief
of Police Darby for additional police personnel, Councilman Kline suggested Mrs.
Lockwood research on auxiliary police and report back to the Council at a future date.

PLANNING COMMISSION RECOMMENDATIONS
The Planning Commission request Public Hearing be called on the request of Wells
B. McCurdy to rezone from A-l to M-l, a parcel of land situated at the N.E. corner of
the intersection of the West Valley Highway and Boyd Road (17th Street S.W.)
(Application No. 21-69)
It was moved by Blakeney, seconded by Nickson, that Public Hearing be held on request·

The following items were submitæed by Fred W. Poe, Director of Public Works, for Council
approval:
Progress Estimate No.1 to Cascade Asphalt Paving Co. for street improvement
No. 104 (Howard Road overlay) for $10,899.41.
It was moved by Sonnemann, seconded by Nickson, that Progress Estimate No.1 to
Cascade Asphalt Paving Co. for Street Improvement No. 104 (Howard Road overlay) for
$10,899.41 be paid.

Progress Estimate No.2 (Final) to United States Steel Corp. for Golf Course
Fence for $329.28.
It was moved by Fitzsimmons, seconded by Blakeney, that Progress Estimate No.2 (Final)
to United States Steel Corp. for Golf Course Fence for $329.28 be paid, and the
project be accepted by the City as completed and that the retained percentage amounting
to $329.28, including sales tax, be paid in thirty days provided no liens or claims I
are filed and clearance is secured from the State Tax Commission and the Department of
Labor and Industries.

Co. for $1,256.38 for additœonal connection to new 16 inch main.
It was moved by Sonnemann, seconded by Kline, that Change Order No.1 for Water

It was moved by Nickson, seconded by Blakeney, that Public Hearings be held on final
assessment rolls on L.I.D. 225 and 226 at 8:00 P.M., November 3,1969, and for L.I.D.
222 for November 17, 1969.

Pass Resolution authorizing mayor to sign application to H.U.D. for application
for grant for improvements to the water system.
It was moved by Fitzsimmons, seconded by Blakeney, that the City Attorney be directed I

PROCLAMATIONS, APPOINTMENTS AND ANNOUNCEMENTS
Mayor Gaines announced the appointment of Keith Patrick Nevins of Moses Lake, Wash-
ington as the Public Works Director to replace Fred W. Poe, and asked Council
approval and confirmation.
It was moved by Nickson, seconded by Kline, that the appointment of Keith Patrick
Nevins as Public Works Director be confirmed and ratified.

City Clerk Williams read Proclamation by Robert E. Gaines, declaring and proclaiming
September 15, 1969 as Hazel Sweet Day.
COUNCIL COMMITTEE REPORTS
FINANCE COMMITTEE - KLINE
Councilman Kline, reporting for the Finance Committee, stated the Finance Committee
met at 4:00 P.M., September 15,1969 at which time the Finance Director requested
authority to purchase L.I.D. Warrants as follows:

It was moved by Kline, seconded by Nickson, that the Finance Director be authorized
to purchase L.I.D. Warrants as listed above.

AIRPORT COMMITTEE - KLINE
Councilman Kline, reporting for the Airport Committee, stated the Committee had
considered applications for rental services at the Municipal Airport and it was
the recommendation of the Committee that Seattle Flight Service be chosen to
operate a Flying School, Aircraft Charter, Aircraft Rental, and instruction in
Aircraft.
It was moved by Kline, seconded by Sonnemann, that Seattle Flight Service be
chosen for a period of one year to operate a Flying School, Aircraft Charter,
Aircraft Rental and instruction in Aircraft, and after one year evaluation will
be made regarding additional opportunity.

It was moved by Kline, seconded by Fitzsimmons, that until such time as a permanent
tiedown area can be developed, and in view of the limited time until opening and
cost involved, Committee directed Airport Supervisor Bob Chipperfield to rent space
along the hangar area to tie down aircraft, tiedown rate to be at the following
rate $6.00 for the remainder of Sept. and $17.00 per month thence payable in advance.
Aircraft owners will provide their own tiedown stakes and rope and assume all risk
involved should their aircraft blow over. Airport Supervisor has the right to notify
plane owner that he does not consider an aircraft suitably secured, and if the owner
fails to correct the situation within 4ß hours and if the Airport Supervisor feels
that this endangers other aircraft, he may secure the aircraft and bill the owner
the cost involved.

POLICE AND LICENSE COMMITTEE - SONNEMANN
Councilman Sonnemann, reporting for Police and License Committee, stated the
committee is still considering the addition to the animal shelter.

ANNEXATION COMMITTEE - SONNEMANN
MONDAY
SEPTEMBER 15, 1969
The Annexation Committee held a public meeting on the proposed annexation to Auburn of
an area North of and adjacent to Auburn City Limits, and it was moved by Sonnemann,
seconded by Nickson, that a second petition be allowed to be circulated and the
petition shall include that each property owner shall pay their pro-rata share of the
City's outstanding bonded indebtedness.

MUNICIPAL BUILDING COMMITTEE - KLINE
Councilman Kline, report for Councilman Darling on the Municipal Building Committee, I
stated a Citizens for Municipal Building Committee has been formed and the following
members are on that committee: Fred Poe, Chairman, Dave Botting, Ed Cavanaugh, Datio
Cugini, John Darnell, Glen Garberg, Dr. Art Gunderson, Roy Gustaves, Gene Kasper,
Joe Koch, Al Larsen, Mel Lindbloom, Harry Romberg, Don Rottle and Dave VanHoose. The
Committee will meet at 8:00 A.M., at Washington Mutual Savings Bank on September 18,
and donations to assist in the promotion of the issue may be sent to "Citizens for
Municipal Building" P.O. Box 399, Auburn, Washington, 98002.
UTILITIES COMMITTEE - FITZSIMMONS
Councilman Fitzsimmons reported the committee recommend providing for the issuance
and sale of not to exceed $1,870,000.00 par value of water and sewer revenue bonds
in one or more series to obtain the funds with which to pay cost of said system or
plan, creating a special fund to provide for fue payment å said bonds if necessary
and authorizing the issuance of interest-bearing warrants drawn upon the "Water-
Sewer Construction Fund" of the City pending the issuance and sale of such bonds.
DEPARTMENT HEAD REPORTS
Mr. Chipperfield, Manager of the Municipal Airport, thanked the departments for all
the held to prepare the airport for opening day.
OLD BUSINESS
Request of Virgil H. and Clarence S. Swanson, to rezone from R-2 to NS and R-4,
tabled under Public Hearings, August 18, 1969, Council Meeting, was discussed at
this time.

Mr. Bob Keever appeared in behalf 0 petitioners.
Discussion followed regarding plans and modification of the Swanson Rezone.
It was moved by Kline, seconded by Fitzsimmons, that the request of Virgil H. and
Clarence S. Swanson to rezone from R-2 to NS and R-4, be tabled until December 1,1969.

Bids were opened at 11:00 A.M., September 11,1969 on Call for Bids for L.I.D. 229 for
street construction and water main in Northeast section of the City of fuburn on Pike
NE between 8th and 12th Streets with bids submitted as follôws:

City Clerk Willia~s read letter from group of citizens residing on Third Street S.E.
with regard to a stop sign at the end of N Street where it intersects at Third Street.
Mayor Gaines requested the letter be referred to the Street Committee.
City Clerk Williams read letter from Rottle's Department Store, Inc., regarding alley
behind store on the north side of Main Street.
Mayor Gaines requested the letter be referred to Street Committee.
City Clerk Williams read letters from Water Pollution Contro1 Commission and State
Department of Health regarding Sewer Extensions for Great Western Addition, L.I.D.
No. 230 and L.I.D. 231, and L.I.D. No. 229, water main extension.
Mayor Gaines requested the letters be filed with copies to Engineering Department.
City Clerk Williams read letter from Jerry W. Moyer and T. L. Bremer, E & T Avionics,
16047 SE 130th, Renton, Washington 98055 regarding mobile avionics service at the
Auburn Airport.
Mayor Gaines requested the letter be referred to the Airport Committee.

The above bids did not include sales tax, the bids were accompanied by Bid Bond.
It is the recommendation of the Asst. City Engineer we concur with the architect's
recommendation to award the contract for four hanger buildings to General Builders,
Inc., Tacoma, Wash. for a total sum of $180,579.00 not including sales tax.
It was moved by Bailey, seconded by Fitzsimmons, the contract for four hanger
buildings be awarded to General Builders, Inc., Tacoma, Washington.

It was moved by Kline, seconded by Bailey, the Mayor and City Clerk be authorized to
sign the contract with General Builders, Inc., Tacoma, Washington, subject to
approval of the City Attorney.

It was moved by Kline, seconded by Nickson, that the contract for construction of
L.I.D. 229 be awarded to L.D.L. Land Development Constr. Co. for a total of
$47,810.50 not including sales tax, in accordance with bids submitted on Sept. 11,
1969, and the Mayor and City Clerk be authorized to sign the contract.

A resolution approving and accepting Comprehensive Water and Sewer Plans.
It was moved by Kline, seconded by Fitzsimmons, that the City Attorney be instructed
to prepare necessary resolution approving and accepting Comprehensive Water and Sewer
Plans.

A resolution that funds in the amount of $120,000.00 will be included in the
1970 Operating Budget to cover the cost of installing water and sanitary
sewer crossings under S.R 167 in accordancw with City of Auburn Comp~ehensive
Plans.
It was moved by Fitzsimmons, seconded by Blakeney, that the City Attorney be instructed
to prepare necessary resolution that funds in the amount of $120,000.00 will be
included in the 1970 Operating Budget to cover the cost of installing water and
sanitary sewer c~ossings under S.R. 167 in accordance with City of Auburn Compre-
hensive Plans.

prepare necessary ordinance fixing the amounts of tax levies for the year 1970.

City Clerk Williams read Proclamation declaring the period of September 29 through
October 3, 1969 as "Oil Heat Week ", which was so proclaimed by Mayor Gaines.
Mayor Gaines announced there would be a special meeting Wednesday, October 1, 1969,
at 8:00 P.M. for all candidates for Council and Mayor ~ogether with Mayor and Council,
all Department Heads to meet and discuss any city problems.

ORDINANCE NO. 2389 - AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, FIXING THE AMOUNTS
OF TAX LEVIES NECESSARY TO RAISE THE AMOUNTS OF ESTIMATED EXPENDITURES OF THE CITY OF
AUBURN FOR THE YEAR 1970 LESS THE AMOUNTS ESTIMATED REVENUES FROM SOURCES, OTHER THAN
TAXATION, INCLUDING AVAILABLE SURPLUS, AND SUCH EXPENDITURES AS ARE TO BE MET FROM BONDS
AND WARRANT ISSUE, LOCAL IMPROVEMENT GUARANTY FUNDS AND CUMULATIVE RESERVE FUNDS, AND
THE EXPENDITURES FOR SALARIES AND WAGES, MAINTENANCE AND OPERATION AND CAPITAL OUTLAY
OF AND FOR THE FREE PUBLIC LIBRARY OF THE CITY OF AUBURN, ALL FOR THE YEAR 1970.

adopted.

& COMPANY, TOGETHER WITH A COMPREHENSIVE WATER SYSTEM ANALYSIS AND MASTER PLAN FOR THE
CITY OF AUBURN AS PREPARED BY STEVENS, THOMPSON AND RUNYAN, INC.
It was moved by Kline, seconded by Fitzsimmons, that Resolution No. 382 be introduced
and adopted.

RESOLUTION NO. 383 - A RESOLUTION OF THE CITY OF AUBURN, WASHINGTON, PROVIDING FOR
THE INCLUSION OF THE SUM OF $120,000.00 IN THE CITY OF AUBURN IS 1970 OPERATING BUDGET
TO COVER THE COST OF INSTALLING WATER AND SANITARY SEWER CROSSINGS UNDER S.R. 167 IN
ACCORDANCE WITH THE CITY OF AUBURN IS COMPREHENSIVE PLANS.
