AUBURN, WASHINGTON

The regular meeting of the City Council of the City of fuburn, convened at 8:00 P.M.
in the Council Chambers of the City Hall.
The meeting was called to order by Mayor Gaines.
Councilmen present: Kline, Sonnemann, Bailey, Fitzsimmons, Blakeney, Darling and Nickson.
APPROVAL OF MINUTES
It was m~ed by Blakeney, seconded by Kline, the minutes of November 3, 1969 Council
Meeting be adopted as mailed.

PUBLIC HEARINGS
Mayor Gaines declared Public Hearing open on L.I.D. No. 222, Final Assessment Roll for
providing curb and gutter and a portion of the widening and pavying on Auburn Way North
from 15th Street N.E. to 40th St. N.E.
It was moved by Kline, seconded by Nickson, that the Public Hearing on L.I.D. No. 222 on
Final Assessment Roll, as of November 17, 1969, of the Auburn City Council, be considered
illegally constituted and record be stricken of any remarks of person or persons regard-
ing this public hearing.
MOTION CARRIED
It was moved by Kline, seconded by Nickson, that the Public Hearing on L.I.D. No. 222 be
held at 8:00 p.m., December 15, 1969.

Mayor Gaines declared public discussion open on matter of gravel removal.
Mayor Gaines asked City Attorney to bring the Council and public up-to-date on the
litigation now in process against Segale, Inc.
Mr. Kenneth Ingalls, Attorney, representing Segale, Inc., spoke briefly on the proceedings
instituted by the City of Auburn.
Mr. Ronald Craig, 2605 Forest Ridge Drive, spoke in behalf of citizenry petitioners and
reiterated the wishes of the petitioners IIwe do not wish to have a gravel operation there. 11

Mr. Bud Chase, representing East Hill Development Co., spoke with regard to zoning and
the gravel removal operation and stated Mr. Segale has done a good job.
The Councilman gave brief comments regarding allegations made, suggestions were made
with regard to appointing a committee of the citizens and a count of hands of eight
citizens to voluntarily serve on the citizens committee.
Mayor Gaines announced that Mr. Kersey, Mayor Elect, will appoint a committee and naming
Ronald Craig to serve on the committee.
Mr. Kenneth Ingalls suggested that the committee to be appointed by citizens not exceed
three persons and suggested three Councilmen serve on a committee.
Mayor Gaines closed the discussion of the public present on the matter and stated he
felt there were some guide lines presented he~e= and thanked the citizens for attending
the meeting.
CORRESPONDENCE
City Clerk Williams read letter from Boundary Review Board regarding proposed annexation
of Academy Area.
Mayor Gaines requested the letter be turned over to the Annexation Committee.
City Clerk Williams read letter from Water Pollution Control Commission and State
Department of Health regarding L.I.D. 232, sanitary sewer extensions 28th St. N.E.
Mayor Gaines requested the letters be filed with copy to Engineering Department.

City Clerk Williams, read letter from Dick Wisenburg, President, Auburn Jaycees,
challenging the Mayor and City Councilmen to a Donkey Basketball Game.
Mayor Gaines stated that in behalf of the City Council he has accepted this invitation
and insisted the City Council appear and specifically the newly elected Councilmen and
Mayor to appear, and specifically invited the Chief of Police and Fire Chief to participate,

City Clerk Williams read Zone Change Application from John D. Wadkins and Estella
B. Wadkins, for change of zoning classification from R-5 to M-2, property located
at 3426 IIAII Street S. E.
It was moved by Sonnemann, seconded by Nickson, that zone change application from
John D. Wadkins and Estella B. Wadkins be referred to the Planning Commission.
MOTION CARRIED
City Clerk Williams read letter of resignation as a member cr the Library Board
effective on or before January 1,1970 from Forest E. Kimmerle.
It was moved by Kline, seconded by Blakeney, that the resignation of Forest Kimmerle
be accepted.
It was moved by Bailey, seconded by Blakeney, that the Mayor write a letter in behalf
of the City Council in appreciation for diligent service on the Library Board.

RECOMMENDATIONS
PLANNING COMMISSION RECOMMENDATION
The Planning Commission request Call for Public Hearing on the request of United
Homes Corporation for consideration of the preliminary plat of Forest Knoll, located
West of Dogwood Street S.E. and South of Scenic Drive. (Application No. P-6-69).
It was moved by Kline, seconded by Blakeney, that Public Hearing be held at 8:00
P.M., December 15, 1969 on the request of United Homes Corporation for consideration
of the preliminary plat of Forest Knoll located West of Dogwood Street S.E. and
South of Scenie Drive.

ENGINEERING RECOMMENDATIONS
The following items were submitted by Pat Nevins, Director of Public Works for
Council Approval:
Segregation of assessment for L.I.D. No. 208B.
It was moved by Blakeney, seconded by Nickson, that the segregation of assessments
for L.I.D. No. 208B in the amount of $5,298.58 be approved.

Authorization to call for bids for golf course utility building.
It was moved by Blakeney, seconded by Fitzsimmons, that the Public Works Director
be authorized to call for bids for golf course utility building.

Pay Estimate No.5 (final) to Slead-Tonnsen Const. Co. for L.I.D. 227 (water
mains-Auburn Academy Area) for $2,850.28. Excise Tax and engineer's certificatæon
of acceptance enclosed. Total amount of contract $45,671.00. Total paid to date
(including Pay Estimate No.5) $48,852.08, $2,103.68 of which is the amount of
Sales Tax mot included in original contract amount.
It was moved by Kline, seconded by Sonnemann, that Pay Estimate No.5 (final( to
Slead-Tonnesen Const. Co. for L.I.D. 227 (water mains-Auburn Academy Area) for
$2,850.28 be paid, and the project be accepted by the City as completed, and that
the retained percentage amounting $4,885.21, including sales tax, be paid in thirty
days provided no liens or claims are filed and clearance is secured from the State
Tax Commission and the Department of Labor and Industries.

Engineer's acceptance and excise tax reports on St. Imp. 104 overlay job
(cascade Aspahtt Paving Co.) for detour route. Total cost $12,099.34.
Contract amount $14,628.00.
It was moved by Nickson, seconded by Blakeney, that the City accept the project on
St. Imp. 104 overlay job by Cascade Asphalt Paving Co. for detour route as complete
that the retained percentage amounting to $1,209.93 including sales tax, be paid in
thirty days provided no liens or claims are filed and clearance is secured from the
State Tax Commission and the Department of Labor and Industries.

Change Order No.1 to Spragues, Inc. for Golf Course Irrigation construction
in the sum of $14,070.14.
It was moved by Fitzsimmons, sêeonded by Blakeney, that Change ORDER No.1 to Spragues,
Inc. for the sum of $14,070.14 be paid, subject to approval of the Golf Course Committee
and the Public Works Department.
ROLL CALL VOTE: All Councilmen voting YES.

PROCLAMATIONS, APPOINTMENTS AND ANNOUNCEMENTS
Mayor Gaines announced the City is in the process of Clean-up Week in the City of Auburn.
Mayor Gaines announced a reception will be held at the Washington Mutual Savings Bank
on Wednesday from four to six in honor of Mayor Elect, Stanley Kersey.

Mayor Gaines extended an invitation to the new Councilmen, Mayor Elect, and Councilmen
and the staff and wives to attend the Association of Washington Cities District Meeting
at the Auburn Elks Club at 7:00 P.M., on Wednesday evening, November 19, 1969.
COUNCIL COMMITTEE REPORTS
AIRPORT COMMITTEE - KLINE
Councilman Kline, reporting for Airport Committee, stated a meeting was held on November
13, 1969 at 7:30 P.M., at which time discussion was held on the FAA proposed Terminal
Control Area, including the Auburn Airport in said area and it would be requested a
meeting be held with the Seattle Office of the FAA concerning this proposal.
Protest letter from Auburn Flight Service on the rental rate set by theCommittee was read
and a letter will be forwarded and a meeting set up for discussion on this matter if
necessary.
Terry Bremer and Jerry Moyer appeared concerning the establishment of an Aircraft radio
repair facility at the airport. The committee agreed to provide accommodations and the
parties agreed to pay the rental amount of $150.00 per month for the space and pay two
months rental in advance.

Wrrtten report from John Kelly, City Finance Director was read informing the Committee
that a double entry bookkeeping system has been set up for the Airport to account revenues
and expenses of the airport.
The next meeting of the Airport Committee will be held on Tuesday, November 25, 1969.
ANNEXATION COMMITTEE - SONNEMANN
Councilman Sonnemann, reporting for the Annexation Committee, recommended approval of
Academy Area and it was moved by Sonnemann, seconded by Bailey, that the City Attorney
be instructed to prepare necessary ordinance for annexation of the Academy Area.

PARK BOARD COMMITTEE - BAILEY
MONDAY
NOVEMBER 17, 1969
Councilman Bailey, reporting for the Park Board Committee, said the equipment at the
GSA property, including pumphouse equipment, should be declared surplus.
It was moved by Bailey, seconded by Blakeney, that the equipment at GSA property
purchased by the City of Auburn be declared surplus and the City Clerk be authorized
to advertise for bids for sale of surØlus equipment.

GOLF COURSE COMMITTEE - FITZSIMMONS
It was moved by Fitzsimmons, seconded by Blakeney, that Engineering Estimate No.7
to Sprague, Inc., for the sum of $12,348.10 be paid, subject to approval of the
Golf Course Committee and Engineering Department.
ROLL CALL VOTE: All Councilmen voting YES.
MOTION CARRIED
STREET COMMITTEE - BLAKENEY
It was moved by Blakeney and seconded by Nickson, that the City Attorney be instructed
to prepare necessary ordinance restricting and limiting truck speed on Howard Road
to 25 m.p.h.
ROLL CALL VOTE: Councilman Blakeney, Darling, Nickson, Bailey and Fitzsimmons,
voting YES.
Councilman Kline and Sonnemann voting NO.
MOTION CARRIED
Councilman Darling had no report for either Fire Committee or Municipal Building
Committee but took this opportunity to remark about his term of office on the Council
and respect for his fellow Councilmen and Mayor and wished the newly elected officials
good luck.
CODE AND ORDINANCE COMMITTEE - NICKSON
Councilman Nickson, reported for Code and Ordinance Committee, stated it was the
recommendation of the Committee that Ordinance No. 2408 and 2409 be introduced only.
Councilman Nickson explained Ordinance No. 2412 regarding Board of Adjustments and
the Ordinance will clarify members and duties of the Board of Adjustments.
OLD BUSINESS
It was moved by Fitzsimmons, seconded by Blakeney, that Pay Estimate No.5 to Spragues,
Inc., for Golf Course Irrigation in the amount of $5,281.44 be removed from the table
and approved for payment, subject to approval of the Golf Course Committee and
Engineering Department.
ROLL CALL VOTE: All Councilmen voting YES.

NEW BUSINESS
Councilman Kline stated that as far as he could recall this is the first Council that
served full two year terms without resignations and met their obligations and that is
a commendable thing.
Mayor Gaines announced that Mayor Elect Kersey will be sworn in at the next Council
meeting under new business, with new Councilmen.
It was moved by Sonnemann, seconded by Bailey, that the City Attorney be instructed
to prepare necessary ordinance increasing the salary of the City Councilmen pay to
$100.00 per month.
Following brief discussions and opinions by members of the Council, Councilman
Kline requested a roll call vote be taken.
ROLL CALL VOTE: COUNCILMAN SONNEMANN AND BAILEY voting YES.
COUNCILMEN FITZSIMMONS, BLAKENEY, NICKSON AND KLINE VOTING NO.
MOTION FAILED
Councilman Sonnemann submitted his resignation from the ~ard of Adjustments.

Sonnemann be accepted and the Mayor write a letter of thanks for years of fine service.

ADJACENT TO THE EASTERLY MARGINAL LINE OF THE EXISTING CITY LIMITS OF THE CITY OF AUBURN,

It was moved by Sonnemann, seconded by Kline, that Ordinance No. 2407 be introduced and

Mayor Gaines called attention to the Council the request of the Flood Control Department
for signature on the Water Shed Work Plan Agreement.
It was moved by Nickson, seconded by Fitzsimmons, that Mayor Gaines be authorized to sign
the Water Shed Work Plan Agreement.
