The regular meeting of the City Council of the City of Auburn, convened at 8:00 P.M. in the
Council Chambers of the City Hall.
The meeting was called to order by Mayor Kersey.
Councilmen present: Kline, Sonnemann, Shaughnessy,.Fitzsimmons, Holman, Fiedler and Nickmon.
APPROVAL OF MINUTES
Councilman Sonnemann stated there should be correction made in the minutes of January 19,
1970, Page 8, as follows:
The 4th paragraph should read:
"On each parcel the petitioners shall pay their pro-rated share of a traffic
control device at the intersection of Harvey Road and 8th Street N. E., costs shall
be 25% of the total installation costs, but not to exceed the sum of $5,000.00 each."

The 6th paragraph should read:
'~hat a ten foot wide green belt be provided along the West property line of that
portion of the property lying South of 8th St. N. E. and that a 5 foot wide green
belt be provided along the West property line adjacent to "K" St. N. E. on that
portion of the property lying North of 8th St. N. E. That screening shrubbery be
planted and caused to grow a minimum height of 10 feet. "
The 7th paragraph should read:
"That dedication be made of both North and South half for widening of 8th Street N.E.
and that petitioners will improve 8th Street N. E., and that turning radius previously
provided be dedicated on Harvey Road and that a 6 foot high cyclone type screen fence
with redwood inserts be provided along the West side of both parcels of land, said
fence to be constructed adjacent to the East edge of the green belt area."
It was moved by Sonnemann, seconded by Nickson, that the Council Minutes of January 19,
1970 be approved as corrected above and mailed.

PUBLIC HEARINGS

Mayor Kersey declared Public Hearing open on Final Assessment Roll for L.I.D. No. 227 for
water mains in the Academy Area East of the City of Auburn.
It was moved by Fiedler, seconded by Kline, that the Public Hearing be closed.
MOTION CARRIED
It was moved by Fiedler, seconded by Kline, that Final Assessment Roll for L.I.D. No. 227
be approved and confirmed and the City Attorney be directed to draw up necessary ordinance
approving and confirming the assessment and assessment roll.
ROLL CALL VOTE: All Councilmen voting YES.

Mayor Kersey declared Public Hearing open on Final Assessment Roll for L.I.D. No. 228
for sanitary sewer in Academy Area East of the City of Auburn.
It was moved by Shaughnessy, seconded by Nickson, that Public Hearing be closed.
MOTION CARRIED
It was moved by Fiedler, seconded by Fitzsimmons, that Final Assessment Roll for L.I.D. No.
228 be approved and confirmed and the City Attorney be directed to draw up the necessary
ordinance approving and confirming the assessment and assessment roll.

Mayor Kersey declared Public Hearing open on request of Dean M. Rockey to rezone from
R-2 to a S.P.U. for professional office purposes, a parcel of land on the West side of
Harvey Road approximately 150 feet South of 12th Street N. E. (Application No. 27-69)
The Planning Commission recommend to the City Council the approval of this request and
that the plot plan on file be made a part of this Ordinance.
Dean M. Rockey represented by Bob Kuzmer in audience.
It was moved by Kline, seconded by Sonnemann, that the Public Hearing be closed.

It was moved by Kline, seconded by Shaughnessy, that the City Attorney be instructed to
prepare the necessary ordinance granting rezone request of Dean M. Rockey to S.P.U. from
R-2 for professional office purposes and subject to dedication of five feet on the West
side of the property for street purposes.

Mayor Kersey declared Public Hearing open on request of John D. Wadkins to rezone from
R-5 to M-2, a parcel of land lying on the East side of "A" Street S. E. in the 3400 block
and containing 3.4 acres. (Application No. 28-69)

The Planning Commissi~n recommend to the City Council the approval of this request because
it complies with the Comprehensive Land Use Plan and it corresponds with the zoning on the
properties adjacent to this parcel of land.

It was moved by Sonnemann, seconded by Kline, that the Planning Commission recommendations

granting rezone request of John D. Wadkins.

Mayor Kersey declared Public Hearing open on request of S.M. and George Murakami, to
rezone from A-1 to M-1, a parcel of land lying East of the West Valley Highway and North
of 15th Street S. W. (Application No. 29-69)
The Planning Commission recommend to the City Council the approval of this request because
it complies with the Comprehensive Land Use Plan and it corresponds with the zoning on the
properties adjacent to this parcel of land.
It was moved by Sonnemann, seconded by Nickson, that the Public Hearing be closed.

CORRESPONDENCE
Mayor Kersey requested correspondence listed a, b, and c on the agenda be filed, and that
items d, e and f be considered under Council Committee Reports.
BID OPENINGS
Bids were opened at 11:00 A. M., January 26, 1970 on Call for Bids for Airport Lighting,
with bids submitted as follows:

The above bids were accompanied by Bid Bonds, the bids did not include sales tax.

It is the recommendation of the Public Works Director to award contract for Auburn Municipal
Airport lighting of runways to North Coast Electric Co., on their bid (not including
alternate) for $4,679.33 plus $233~57 tax = $4,889.90 total.
It was moved by Kline, seconded by Fiedler, that the contract for Auburn Municipal Airport
Lighting of runways be awarded to North Coast Electric Co. on their bid of $4,889.90 in-
c1ud ing sales tax, for providing materials.
ROLL CALL VOTE: All Councilmen voting YES.

RECOMMENDATI ONS
The following items were submitted for approval by the City Council from Public Works:
Authorization to call for Public Hearing on the assessment roll for LID 231 to be
held March 16, 1970 and LID 234 to be held April 6, 1970.
It was moved by Sonnemann, seconded by Nickson, that Public Hearing on LID 231 be
held 8:00 P.M., March 16, 1970, and Public Hearing on LID 234 be held April 6, 1970
at 8:00 P.M. MOTION CARRIED

provement 106 PH II (37th St. N. E./N.W. street construction).
It was moved by Sonnemann, seconded by Fiedler, that with recommendation of the Street Com-
mittee, Change Order No.2 to Cascade Asphalt Paving Co for increase of $1,071.64 be
approved.

Change Order No.2 to LDL Land Development Co., Inc. for increase of $477.00 for
L.I.D. 229 (street and water main construction in Plat of Meadowood & Pike N. E. to
12th N. E.).
It was moved by Sonnemann, seconded by Fiedler, that with the recommendation of the Street I
Committee, Change Order No.2 to LDL Land Development Co., Inc. for increase of $477.00
be approved.

Pay Estimate No.4 to LDL Land Development Co., Inc. for $6,248.55 for L.I.D. No. 229
(street and water main construction in Plat of Meadowood & Pike St. N. E. to 12th N.E.)
It was moved by Fitzsimmons, seconded by Nickson, that Pay Estimate No.4 to LDL Land
Development Co., Inc. for $6,248.55 be paid.

Creation of L.I.D. 241, sanitary sewer construction, 17th S. E. from Auburn Way
South to R St., R St. S.E. to 21st St. S. E.
It was moved by Fitzsimmons, seconded by Shaughnessy, that creation of L.I.D. 241, sanitary
sewer construction, be approved.
ROLL CALL VOTE: All Councilmen voting YES.
MOTION CARRIED
Acceptance of L.I.D. 230 (sanitary sewers Lea Hill area). Certificate of insurance
and $1,000.00 retainer held in Clerk's office until completion of work When weather
permits.

It was moved by Fitzsimmons, seconded by Shaughnessy, that L.I.D. 230 be accepted by the
City.

COUNCIL COMMITTEE REPORTS
AIRPORT COMMITTEE - KLINE
Councilman Kline, reporting for the Airport Committee, stated the Committee approved the
traffic pattern for air traffic as presented by the Planning Director, George Schuler; the
Committee acknowledged the withdrawal of George Moate as an applicant for a commercial
business location, and advised that Art Burnett will be invited to the February 5, 1970
meeting to present his proposal for a maintenance and service facility.
The Committee discussed the Change Order in the Hangar contract to provide additional
downspouts of the building and the Committee recommends Change Order No.4 to General
Builders, Inc., for increase of $1,488.00 for 24 additional roof drains and down-spouts
be approved.
It was discussed with regard to tiedown rings to be installed in the hangar floors to
secure aircraft against wind damage, requiring approximately 204 rings and the committee
approved installation of these rings.

It was moved by Kline, seconded by Fitzsimmons, that Change Order No.4 to General
Builders, Inc., for increase of $1,488.00 for 24 additional roof drains and downspouts
be approved.

FINANCE COMMITTEE - KLINE
Councilman Kline, reporting for Finance Committee, stated the Council Committee of the
Whole met to discuss Outside Employees Wage Contract, the Firemen's 1970 Wage Contract
and wages for the balance of the City Employees.
Mr. Kline reported on the recommendations which was presented to the City Council with
regard to cuts to provide funds to meet the additional wage demands of the City Employees.

It was moved by Kline, seconded by Holman, that the Fire Fighters Local #1352 Wage Agree-
ment as presented to the Council be approved and the Mayor and City Clerk be authorized
to sign the agreement, effective 2/2/70.
ROLL CALL VOTE: Councilmen Kline, Sonnemann, Shaughnessy, Holman and Nickson voting YES.
Councilmen Fitzsimmons and Fiedler voting NO.
MOTION CARRIED
It was moved by Kline, seconded by Nickson, that the Council approve the agreement presented
to the Council by the Teamsters Local Union No. 910 for Outside Employees and the Mayor and
City Clerk be authorized to sign the agreement, effective 2/2/70.

STREET, ENGINEERING, PLANNING AND EQUIPMENT RENTAL COMMITTEE - SONNEMANN
Councilman Sonnemann, reporting for Committee, stated the City Engineer reported that an
additional $10,000,000.00 has been added to the proposed bond issue onForward Thrust
Störm Sewer Bond Issue.
Councilman Sonnemann reported that George Schuler is proceeding with negotiations of
right-of-way acquisition for 15th Street N. W. & N. E.
FIRE COMMITTEE - SHAUGHNESSY
Councilman Shaughnessy, reporting for the Committee, stated the Committee had met on
January 22, 1970 to discuss the impact of the proposed labor contract.
POLICE AND LICENSE COMMITTEE - FIEDLER
Councilman Fiedler, reporting on Police and License Committee stated that the Committee
is checking license applications as they come in.

It was moved by Fiedler, seconded by Sonnemann, that the application for a Second-Hand
Dealer's License from Charles Wheeler be approved.
MOTION CARRIED
It was moved by Fiedler, seconded by Nickson, that application for Massage Operator
or Massage Parlor Attendant's License from Hilda Dorothy Wolf be approved.

License from Gordon E. Apker be approved.

NEW BUSINESS
City Clerk Williams read correspondence from John W. Kelly, Finance Director, advising
that the agreement between the City of Auburn and Manson Drug Store for collection of
utility bills has expired, and suggesting the Council authorize the Mayor and City Clerk
to enter into another agreement for a period of five years.
It was moved by Fitzsimmons, seconded by Hòlman, that the City of Auburn enter into an
agreement for five years for collection of utility bills and the Mayor and City Clerk be
authorized to sign agreement.
ROLL CALL VOTE:
All Councilmen voting YES.

MISCELLANEOUS BUSINESS
Councilman Holman remarked at this time that the Public Works Department and Planning
Department of the City of Auburn have done a terrific job and they deserve a vote of
appreciation.
Councilman Holman read a proposed statement or letter with regard to environmental problems
facing us which he would like sent to Governor Evans, Senator Jackson, Senator Magnuson,
State Senator Durkan, Representative Shinpoch, Grant, Cunningham, County Executive John
Spellman, the Mayors of all Valley cities, the King County Planning Commission, and the
Regional Planning Commission, pledging our help and cooperation to find a solution to
environmental control problems.
It was moved by Kline, seconded by Shaughnessy, that the City Council approve the letter
of Councilman Holman, and the Mayor and City Clerk sign the letter and forward same to
the Governor and named representatives of state, federal and county.

City Clerk Williams read letter from Bothe11 Chevrolet-Cadillac, Inc., advising they will
vacate the premises purchased by the City on February 7, 1970.
Mayor Kersey asked that the letter be filed.
City Clerk Williams read application for taxi-cab operator's license from Auburn Cab
Co., Inc.
Mayor Kersey requested application be referred to the License Committee.
City Clerk Williams read zone change application of Johnny Q. Vicente and Juanita P.
Vicente, to rezone from A-1 to M-1, property located at 1020 32nd Place N. E.
It was moved by Sonnemann, seconded by Nickson, that application of Johnny Q. Vicente and
