HomeMy WebLinkAbout04-20-1970 46 AUBURN, WASHINGTON MONDAY APRIL 20, 1970 The regular meeting of the City Council of the City of Auburn convened at 8:00 P. M., in the Council Chambers of the City Hall. The meeting was cálled to order by Mayor Kersey. Councilmen present: Kline, Sonnemann, Shaughnessy, Fitzsimmons, Holman, Fiedler, and Nickson. APPROVAL OF MINUTES It was moved by Shaughnessy, seconded by Nickson, that the minutes (April 4, 1970) on Page 10, under Other Business should read that the agreement be corrected as per the Council's wishes of the previous week. MOTION CARRIED I City Attorney Bereiter called attention to the error in estimated cost of item in Valley Freeway crossinªs last two paragraphs, Page 4, Council Minutes of April 6, 1970 Council Minutes be corrected from $130,684.00 to $130,710.25. It was moved by Fiedler, seconded by Holman, that the amount of $130,684.00 be corrected to $130,710.25 in Paragraph one and two from bottom of page 4. MOTION CARRIED It was moved by Nickson, seconded by Kline, that the minutes be corrected to read under Paragraph 3: "That M. A. Segale, Incorporated will conduct its operations on the IndiBn lands during the hours of 7:00 A.M. to 10:00 P.M., Monday through Saturday, and except for routine maintenance -pf facilities and eqúipment," of the Memorandum of Agreement, Paragraph 2, Page 9, Council Minutes, April 6, 1970. MOTION CARRIED It was moved by Nickson, seconded by Kline, that the minutes of the April 6, 1970 Council Meeting be approved as corrected. MOTION CARRIED CORRESPONDENCE I City Clerk Williams read letter from Robert B. McLean, M. D., City Health Officer re- garding sewage problem. Mayor Kersey advised this matter has been referred to the Committee and action is being taken at this time. AUDIENCE PARTICIPATION Roberta Morley, City Archivist, presented to the Mayor a key from the Governor of the Prefecture, Japan. Mr. Cliff Webb presented the Mayor with a letter from the Sister City, Kasugo-cho with greeting from Kasugo-cho. Mr. Carl Jorgenson and Dr. J. M. Howell, from the Auburn Academy, from audience, spoke in regards to the action taken at the Utilities Committee Meeting with regard to lighting at the academy. Discussion followed with Councilmen and Mr. Jorgenson and Dr. Howell with regard to lighting and costs of same for underground wiring. It was moved by Nickson, seconded by Kline, that the appeal of the Auburn Academy from the decision of the Utility Committee be denied. MOTION CARRIED BID OPENING I Bids were opened at 11:00 A. City Clerk Williams read letter from Director of Public Works, requesting delay in awarding bids for L.I.D. No. 238 for two weeks. It was moved by Nickson, seconded by Ho~an, that awarding bids for L.I.D. No. 238 be delayed until May 4, 1970. MOT ION CARRIED It was moved by Kline, seconded by Sonnemann, that the bid bonds of Kearney Bros., Inc., Bigstone Corporation, Coulee Construction Co., Inc., Pacific Paving Co., Inc., Moss Construction & Engineering Co., and Butler Construction & Engineering Co. be returned to unsuccessful bidders listed. I MOTION CARRIED Bids were opened at 11:00 A. M., on April 17, 1970 for sale of three electrical transformers, with one bid submitted by Puget Sound Power and Light for $420.00 plus sales tax $21.00, for a total of $441.00. City Clerk Williams read letter from E[rector of Public Works asking authorization to accept proposal as offered by Puget Sound Power and Light Company. It was moved by Fitzsimmon s, seconded by Nickson, that the proposal of Puget Sound Power and Light Company for the purchase of three electrical transformers for $441.00 be accepted. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED RECOMMENDATIONS The Planning Department submitted the final plat of Lone's 2nd Addition lying between lOth Street N. E., 13th st. N. E., "0" Street N. E. and the Green River, for acceptance. (Application No. P-7-68) The Planning Commission recommend the acceptance of the final plat of Lonems 2nd Addition. Also that the Chairman and Secretary of the Planning Commission be instructed to sign said final plat. I It was moved by Holman, seconed by Kline, that the final plat of Lone's 2nd Addition lying between lOth Street N. E., 13th Street N. E., "0" Street N. E. and the Green River be accepted. MOTION CARRIED The following items were submitted for approval and consideration from the Director of Public Works: Segregation of assessment for correction of legal description for L.I.D. "0. 182. It was moved by Nickson, seconded by Sonnemann, that segregation of assessment for correction of legal description for L.I.D. No. 182 be approved. MOTION CARRIED Pay Estimate No. 8 to Dale M. Madden Construction Co. for st. IMP. 104, PH. I (R ST. Bridge) for $12,900.46. It was moved by Kline, seconded by Fiedler, that Pay Estimate No. 8 to Dale M. Madden Construction Co. for $12,900.46 be paid. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Payment of retainage to General Builders, Inc., for $17,366.91 for construc- tion of airport hangar buildings. I It was moved by Kline, seconded by Holman, that General Builders be paid the sum of $12,366.91 of the retained amount. ROLL CALL VOTE: All Councilmen voting YES. Councilman Fiedler voting NO. MOT ION CARRIED Pay Estimate No.4 to Cascade Asphalt Paving Co. for St. Imp. 106 PH II (37th Sf-cO Nc.E./N. W.) for $7,358.03. It was moved by Fitzsimmons, seconded by Fiedler, that Pay Estimate No.4 to Cascade Asphalt Paving Co. for $7,358.03 be paid. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Authorization to hold Public Hearing on LID 239 for final assessment roll on June 1, 1970. 48 AUBURN, WASHINGTON MONDAY APRIL 20, 1970 It was moved by Fitzsimmons, seconded by Holman, that Public Hearing be held on LID 239 on Final Assessment Roll at 8:00 P.M. MOTION CARRIED PROCLAMATIONS, APPOINTMENTS AND ANNOUNCEMENTS Mayor Kersey announced the Clean-up Program was a.success and the program will continue. COUNCIL COMMITTEE REPORTS AIRPORT COMMITTEE - KLINE It was moved by Kline, seconded by Holman, that the City Clerk be instructed to draft a letter and the Mayor be authorized to sign, that the City will dispense no further sums to General Builders until the two remaining deficiencies have been corrected; namely, I until the locks are keyed correctly and the corner brackets installed. MOTION CARRIED Councilman Kline reported briefly regarding the Washington State Aeronautics Commission and our request for a grant with regard to installation of runway lights and it was moved by Kline, seconded by Fitzsimmons, that Gordon and Cross, Electrical Engineers, be authop ized to prepare necessary bid forms, plans and specifications and upon completion the City Engineer be authorized to call for bids for installation of runway lights at the Auburn Municipal Airport. MOTION CARRIED FINANCE COMMITTEE - KLINE Councilman Kline, reporting for Finance Committee, stated the Committee had considered the request for recommendation on sources of funds to purchase dump trucks, inasmuch as the cost of the dump trucks is $4,088.95 over the amount budgeted. It was moved by Kline, seconded by Nickson, that the additional sums of $4,088.95 be paid from the snow and ice control budget. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED The Committee considered the request of the Utility Committee on the selection of a I company to issue a perspectus and initiate the sale of $1,000,000.00 of water-sewer bonds. It was moved by Kline, seconded by Fitzsimmons, that Blyth & Company, Inc., be retained for a fee of $3,000.00 to prepare a perspectus for the sale of $1,000,000.00 in water- sewer bonds and to include a recommendation on any necessary adjustment in the utility rates to make the bond issue saleable. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED It was moved by Kline, seconded by Holman, that the City Clerk be authorized to call for bids for an automobile for the Mayor and Administrative Officials of the City, said bids based on specifications submitted by the Mayor, the cost of said car not to exceed $3,000.00 including tax and license with bids to be op~ed at 11:00 A.M., April 30, 1970. MOTION CARRIED STREET, ENGINEERING, PLANNING & EQUIPMEJ:iJT RENTAL COMMITTEE MINUTES - SONNEMANN Regular meeting will be held on Wednesday, April 22, 1970 and Councilman Sonnemann will advise with regard to AÈnexation and Housing Cammittee Meeting. GOLF COURSE COMM:ITTEE - FITZSIMMONS Councilman Fitzsimmons reported the plans are still progressing for opening of 18 holes on June 6, 1970 and the course is progressing well. I UTIIÆ'I'Y C0MMITTEE - FITZSIMMONS The Utility Committee discussed the possibility of an LID for water and sewer on 8th Street, and it was suggested a resolution LID be instituted with regard to the report from the Health Officer and condition existing at Clay Street and Western Avenue. MUNICIPAL BUILDING COMMITTEE - HOLMAN Councilman Holman reported on the Municipal Building Committee with regard to site for new building, and further study and discussion will be held with regard to placing the matter on the ballot at least 90 days prior to setting a date for election. ORDINANCE, LEGISLATIVE, CONFIRMATION & POLICY COMMITTEE - NICKSON Councilman Nickson reported that discussion and study has been conducted on an obscenity AUBURN, WASHINGTÅ“ JOIONDAY APRIL 20, 1970 .C,L ordinance and rock festival ordinance and both matters were held for further study by the Committee. The Committee considered the recommendation of Mayor Kersey for the appointment of Jim Sprenger to the Library Board and Neil Richards to the position of Associate Park Board Member and Earl Clark to the position of Park Board Member from Associate Park Board Member. It was moved by Nickson, seconded by Fiedler, that the Mayor's appointment of Jim Sprenger to the Library Board be confirmed and ratified. MOT ION CARRIED I It was moved by Nickson, seconded by Fiedler, that the Mayor's appointment of Neil Richards to the position of Associate Park Board Member be confirmed and ratified. MOTION CARRIED It was moved by Nickson, seconded,iby Fitzsimmons, that the Mayor's appointment of Earl Clark from Associate Park Board to Park Board Member be confirmed and ratified. MOTION CARRIED Mayor Kersey advised the Council and staff that he has received at least three calls complimenting the Cemetery Department, the Police Department and the Fire Department for a job well done. OLD BUSINESS The matter of the request of Johnny and Juanita Vicente to rezone from A-I to M-l, was discussed. It was moved by Nickson, seconded by Holman, that the request to rezone for Johnny and Juanita Vicente from A-I to M-l be tabled pending possible changes in the Comprehensive Plan in that area. MOT ION CARRIED It was moved by Fiedler, seconded by Sonnemann, that the Mayor and City Clerk be author- ized to sign agreement in the matter of City of Auburn vs. Northern Pacific Railway Company for the widening of 37th Street N. W. and the installation of Railroad Crossing Signals. I MOT ION CARRIED ORDINANCES AND RESOLUTIONS RESOLUTION NO. 398 - A RESOLUTION OF THE CITY OF AUBURN, WASHINGTON, AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK TO SIGN, ON BEHALF OF THE CITY, AN AGREEMENT NUMBERED 2711 BETWEEN THE CITY AND THE STATE OF WASHINGTON, DEPARTMENT OF HIGHWAYS FOR THE CONSTR- UCTION OR IMPROVEMENT OF SR 167, 15TH STREET S. W. TO WEST MAIN STREET, FOR AN &<):TlMATED COST OF $130,710.25. It was moved by Kline, seconded by Shaughnessy, that Resol~tion No. 398 be tabled. MOTION CARRIED Mayor Kersey asked Mr. Cliff Webb to give a report on White Cane Days. Mr. Webb gave a report on the progress of the White Cane Drives and the things that had been accomplished at the University Hospital from the funds derived from the drive. MISCELLANEOUS BUSINESS City Clerk Williams read application for For-Hire Driver's Licenses from William Eugene Vincent and Elizabeth Cecelia Wilburn. I It was requested by Mayor Kersey the requests for For-Hire Driver's Licenses from William Eugene Vincent and Elizabeth Cecelia Wilburn be referred to the License Committee. There being no further business to come before the Council at 10:19 P.M., it was moved by Nickson, seconded by Fitzsimmons, the Council Meeting adjourn.
