HomeMy WebLinkAbout05-04-1970 50 AUBURN, WASHINGTON MAY 4, 1970 MONDAY The regular meeting of the City Council of the City of Auburn convened at 8:00 P.M., in the Council Chambers of the City Hall. The meeting was called to order by Mayor Kersey. Councilmen present: Kline, Sonnemann, Shaughnessy, fitzsimmons, Holman, Fiedler, and Nickson. APPROVAL OF MINUTES It was moved by Fiedler, seconded by Sonnemann, that the minutes be approved as mailed. MOTION CARRIED PUBLIC REARIN GS I Mayor Kersey declared Public Hearing open on Final Assessment Roll for LID 233, (water mains on Knickerbocker Drive from Aaby Drive to end of Hi-Crest Drive). It was moved by Fiedler, seconded by Nickson, that the Public Hearing ne closed. MOTION CARRIED It was moved by Sonnemann, seconded by Shaughnessy, that the Final Assessment Roll for LID 233, water mains on Knickerbocker Drive from Aaby Drive to end of Hi-Crest Drive, be approved and confirmed and the City Attorney be instructed to draw up the necessary ordin- ance approving and confirming the assessment and assessment roll. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED CORRESPONDENCE City Clerk Williams read application for massage parlor license from Hilda D. WoIfe. Mayor Kersey requested the application of Hilda D. Wolfe be referred to the Police and License Committee. City Clerk Williams read letter from Forward Thrust Committee regarding May 19th bond issue and Statement of Support. Discussion and explanation followed with regard to Forward Thrust and benefits thereof. I It was moved by 'Sonnemann, seconded by Nickson, that the Auburn City Council endorse the Forward Thrust Bond Issue pertaining to storm water control facilities, community center facilities, public safety and health facilities. MOTION CARRIED Councilman Sonnemann announced there would be a public meeting held at the High School in the Little TJìeater for questions and answers on Forward Thrust, Wednesday, May 6, 1970. BID OPENING Bids were opened at 11:00 A.M., April 28, 1970 on Call for Bids for Vibrating Roller with bids submitted as follows: BIDDER AIR MAC, INC. COX MACHINERY SAHLBERG EQUIPMENT BASIC BID $3,777.90 3,824.10 4,074.21 ALTERNATE (TRADE-IN) $3,577.90 3,574.10 3,824.21 The above bids did include sales tax and the bids #9re accompanied by Bid Bonds. It is the recommendation of the Public Works Director, Pat Nevins, that award to Cox Machinery Company on their low bid for purchase of one vibrating roller for the Street Division for $3,574.10, including sales tax and including trade-in, be made. MOTION CARRIED It was moved by Nickson, seconded by Kline, that the bid bonds of the unsuccessful bidders be returned upon signing of contract with Cox Machinery Company. MOTION CARRIED Mayor Kersey announced that one bid was submitted on Call for Bids to be opened at 11:00 A.M., April 30, 1970, with one bid being submitted by Bothell Chevrolet for $2,986.43 including sales tax and license The matter was deferred until Committee Reports. AUBURN, WASHINGTON , MONDAY MAY 4, 1970 5L RECOMJYlENDATIONS The following items were submitted for Council consideration and approval by the Director of Public Works: Pay Estimate No.2 (final) to Bigstone Corporation for LID 237 (water mains on B St. S. E. between 29th and 31st St. S.E.) for $134.22. It was moved by Kline, seconded by Sonnemann, that the City accept the project as complete on LID 237 and that Pay Estimate No. 2 (final) to Bigstone Corporation for $134.22 be paid and that the retained percentage amounting to $282.94, including sales tax, be paid in thirty days provided no liens or claims are filed and clearance is secured from the State Tax Commission and the Department of Labor and Industries. I ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED The problem of elevation of the street has been resolved. Therefore, recommend the contract for "C" Street N .E. be awarded to Morris Construction Co. on their bid of $74,975.38 which includes Alternate No.1 and sales tax of $219.00. It was moved by Nickson, seconded by Sonnemann, that the contract for "C" Street N. MOTION CARRIED AlÍl.thorizatj.on for City Attorney to prepare resolution for sewer construction on Western Avenue. Barbara Campbell, 415 Western Avenue N. W., from audience, spoke with regard to the sewage problem in this area. It was moved by Fitzsimmons, seconded by Kline, that the City Attorney be instructed to prepare necessary resolution for sewer construction on Western Avenue and a copy of the letter from the City Health Officer be sent to the property owners regarding the sewage problem in this area, and that the City Attorney prepare necessary resolution for water in the same area, that a Public Hearing be held at 8:00 P.M., June 15, 1970. I ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Authorization for City Attorney to prepare resolution for sewer and water con- struction on 8th st. N. E. area. It was moved by Fitzsimmons, seconded by Kline, that the City Attorney be authorized to prepare resolution for sewer and water construction on 8th st. N. E. Area. ROLL CALL VOTE: All Councilmen voting YES. MOT ION CARRIED Authorization to Call for Bids on LID 236, water, street, and sanitary sewer on 14th St. N. E., Harvey Road to Green River Road, I St. N. E. from 14th to 22nd and from Auburn Way No. to I st. on 17th. It was moved by Kline, seconded by Fitzsimmons, that the City Clerk be authorized to Call for Bids on LID 236 when the plans and specifications are prepared by the Engineering Dept. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Authorization to Call for Bids on st. Imp. 115 (4th st. N. E. from Auburn Way North to M St. N. E.) street widening improvements. It was moved by Sonnemann, seconded by Holman, that the Department of Public Works be authorized to Call for Bids on Street Improvement 115. I ROLL CALL VOTE: All Councilmen voting YEJ. MOTION CARRIED Authorization to Call for Bids on LID 240 (street, water, and sanitary sewers on Hemlock St. and 21st Sts. S.E.). It was moved by Fitzsimmons, seconded by Nickson, that the Public Works Department be authorized to Call for Bids on LID 240. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Authorization to Call for Bids on 3 tennis courts for the Parks & Recreation Department to be constructed in Les Gove Park. It was moved by Fitzsimmons~ seconded by Fiedler, that Public Works Department be authorized to Call for Bids for two (2) tennis courts with alternate of three (3) tennis courts for the Park and Recreation Department for Les Gove Park. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED 52 AUBURN , ~IASHINGTON MONDAY MAY 4, 1970 Authorization for the Mayor and City Clerk to sign Boeing Sewage Disposal Contract. Mayor Kersey requested the matter be held until Ordinances and Resolutions during the meeting. Authorization for the Mayor and City Clerk to sign agreement with the State Highway Department for sanitary sewer crossings along Sign Route 167 (Valley Freeway). It was moved by Fitzsimmons, "seconded by Holman, that the State Highway Department be authorized to draw up an agreement for crossings for Valley Freeway. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Approval of segregation to correct legal on No. 21, LID 234. I It was moved by Nicksan, seconded by Fiedler, that approval of segregation to correct le- gal on No. 21, LID 234 be approved. MOT ION CARRIED Authorization for Mayor and City Clerk to sign agreement with the State of Washing- ton for maintenance of certain streets to be constructed in relation to the Vall ey Freeway. Mayor Kersey requested this item be taken up under Ordinances and Resolutions during Council Meeting. PROCLAMATIONS, APPOINTMENTS, AND ANNOUNCEMENTS City Clerk Williams read proclamations for Poppy Day, Senior Citizens Month, Fire Serv- ice Recognition Day, and Chamber of Commerce Week, and Mayor Kersey did so proclaim. COUNCIL COMMITTEE REPORTS AIRPORT COMMITTEE - COUNCILMAN KLINE Councilman Kline reported on meeting that preparation of necessary bid documents to call for bids to install runway lighting is 50% complete and work will proceed on same. The next meeting of the Airport Committee will be May 7, 1970 at the Airport office. FINANCE COMMITTEE - COUNCILMAN KLINE I Councilman Kline, reporting for Finance Committee, reviewed the minutes of the Finance Committee meeting. It was moved by Kline, seconded by Nickson, that the amount of $74.10 over the budgeted amount for t he Vibratory Roller be paid from snow and ice removal budget. The Committee reviewed the police car bids and there is sufficient money in the budget to purchase the cars on Washington State Patrol Bid. The bid relative to the Mayor's car was reviewed. It was moved by Fiedler, seconded by Holman, that the one bid received by the City from Bothell Chevrolet be rejected. ROLL CALL VOTE: Eouncilmen Fiedler, Sonnemann, Shaughnessy, Fitzsimmons and Holman vot- ing YES. Councilman Kline abstained, Councilman Nickson voting NO. MOTION CARRIED It was moved by Fiedler, seconded by Sonnemann, that a car be purchased for the Mayor of the City from the bids received from the Washington State Patrol. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED I Councilman Kline reported a letter had been received from Bonneville Power Administration with regard to Trust Agreement and unexpended sums for work at the Airport, in accord- ance with Resolution No. 368. It was moved by Kline, seconded by Nickson, that the Mayor and City Clerk be authorized to sign the amended trust agreement with Bonneville Power Administration. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED The Committee considered the request of the City Treasurer to purchase for Fire Relief and Pension Funds $11,652.26 in L.I.D. Warrants. It was moved by Kline, seconded by Sonnemann, that the City Treasurer be authorized to AUBURN, WASHIN GTON MONDAY MAY 4, 1970 53 þhrchase L.I.D. Warrants in the sum of $11,652.26. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED The Committee considered the request of the City Treasurer to purchase $300,000.00 in 90-day 6 3/4% certificates. It was moved by Kline, seconded by Nickson, that the City Treasurer be authorized to purchase $300,000.00 in 90-day 6 3/4% certificates. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED I The Committee considered the request of the Fire Department to repair the engine in the fire truck in the approximate amount of $2,100.00 with funds from maintenance and repair and balance from wages portion of the budget. It was moved by Kline, seconded by Sonnemann, that the Fire Department be authorized to expend the sum up to $2,100.00 to replace engine in the fire truck with funds from maint-- enance and r~pair and balance from wages portion of the Fire Department budget. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED The Committee considered the request of the Historical Society to rent desk and office space for City Archivist at a rate of $150.00 per quarter. It was moved by Kline, seconded by Fïedler, that the City rent a desk and office space for use of the City Archivist for three months. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED It was moved by Kline, seconded by Fitzsimmons, that the Mayor and City Clerk be author- ized to sign an agreement with Blythe and Co. to prepare a prospectus for the sale at public bid of $1,000,000.00 and that Shefelman, Gay and Moch, Bond Consultants, be authorized the fee of $3,500.00 for services for the proposed sale of Limited G. O. Bonds for the purpose of refinancing the Golf Course Construction and Airport Construction. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED I STREET, ENGllIEERllIG, PLANNllIG & EQUIPMENT RENTAL COMMITTEE - COUNCILMAN SONNEMANN Councilman Sonnemann, reported a new ordinance on driveways is being written based on A.P.W.A. standards for the Committee's review. The Committee reviewed request of Public Works Director for proposal to be submitted for EDA for funds. It was moved by Sonnemann, seconded by Fiedler, that the Public Works Director be authorized to submit EDA proposals for construction work with the City. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED It was moved by Sonnemann, seconded by Fiedler, that the Mayor and City Clerk be author- ized to sign agreement with Jeff's Orphan Home for road access. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED FIRE COMMITTEE: COUNCILMAN 8RAUcæNESSY Councilman Shaughnessy reported the Cammittee is reviewing the Washingtan Survey Bureau recommendation and rating and will report back in the fubure. UTILITY COMMITTEE - COUNCILMAN FITZSIMMONS I 80uncilman Fitzsimmons, reporting for the Utility Committee, stated the Golf Course is proceeding with plans to open for 18 holes on June 6. ~'I1B Committee reviewed the draft of the new sewage Bo eing Disposal Contract effective March 12, 1970. It was moved by Fitzsimmons, seconded by Holman, that the Mayor and City Clerk be author- ized to sign the contract with Boeing Company for sewage disposal contract. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED POLICE AND LICENSE COMMITTEE -COUNCILMAN FIEDLER Gguncilman Fiedler reported the Committee had reviewed the application for For-Hire Driver's Licenses from Elizabeth Cecelia Wmlburn and it was moved by Fiedler, seconded by Nickson that the application for For-Hire Driver's License for Elizabeth Cecelia Wilburn be approved. MOTION CARRIED 54 AUBURN, WASHINGTON MONDAY MAY 4, 1970 It was moved by Fiedler, seconded by Sonnemann, that the purchase of five police-cars from the bid of the Washington State Patrol be approved. Claims warrants #693 through #939. Payroll warrants #1256 through #1889. Total Payroll $125,220.85. MISCELLANEOUS BUSINESS City Clerk Williams read letter from Donald Drew, regarding S. W. corner, Harvey Road and N. E. 8th Street. Mayor Kersey requested the letter be referred to Mr. Schuler. Mr. Schuler, Planning Director, advised the Council it is the desire of the Planning Department to proceed with this zoning. It was moved by Sonnemann, seconded by Kline, that the City Attorney be authorized to prepare ordinance contingent upon the agreement with regard to parcel North of 8th st. N. E. and Harvey Road. ROLL CALL VOTE: All Councilmen voting YES.
