The meeting was called to order by Mayor Kersey. Councilmen present: Kline ~ S onnemann ~ Shaughnessy ~ Fitzsimmons ~ Holman ~ Fiedler and Nickson. APPROVAL OF MINUTES It was moved by Sonnemann~ seconded by Fiedler~ that the Minutes of May 18~ 1970 Council Meeting be approved as mailed. MOTION CARRIED PUBLIC HEARINGS Mayor Kersey declared public hearing open on Final Assessment Roll for L.I.D. No. 239 (sanitary sewers~ manholes and side sewers on Scenic Drive between the West boundary of the plat of Forest Villa No.3 and Hemlock Drive.) It was moved by Fiedler~ seconded by Nickson~ that the Public Hearing be closed. MOTION CARRIED It was moved by Kline~seconded by Sonnemann~ that Final Assessment Roll for L.I.D. No. 239~ sanitary sewers~ manholes and side sewers on Scenic Drive between the West boundary of the plat of Forest Villa No. 3 and Hemlock Drive~ be approved and confirmed and the City Attorney be instructed to prepare necessary ordinance approving and confirming the assessment and assessment roll. ROLL CALL VOTE: Councilman Fitzsimmons not present to vote: Councilmen Kline~ Sonnemann~ Shaughnessy~ Holman~ Fiedler and Nickson voting YES. MOTION CARRIED Mayor Kersey declared public hearing open on request of Francis E. Ballard and Gene Colburn to rezone from R-3 to C-3~ a parcel of land lying between 13th and 14th Streets S. E. (Application No. 8-70.) The Planning Commission recommend to the City Council denial of the C-3 classification but approval of C-l classification to include the following provisions: 1. That prior to the issuance of a building permit or any development occurring on said property of a commercial nature~ that the owner will submit to the Planning Commission and City Council for their approval~ modification, or rejection~ a plot plan showing thereon the following: a. The size and location of all driveways used for ingress and egress to the property. b. Location of exterior yard lighting. Said lighting shall be so designed 50 as to direct all lighting away from adjacent properties. c.. The size and location of landscape areas. d. Any other information such as building location and size~ sign location and size~ storm sewer drainage plan and other information necessary for the Planning Commission and City Council to review the total development of the hereinabove described property. 2. That prior to any construction occurring on the hereinabove described property they will construct a 6 foot high cyclone type fence with redwood inserts for screening purposes along the East boundary line adjacent to the alley. Said fence to be reduced to 3 feet 6 inches in height~ 15 feet back from its intersection with the street right-of-way lines of 13th and 14th Streets S. E. 3. That a Public Hearing will be called for to review same. It was moved by Fiedler~ seconded by Sonnemann~ that Public Hearing be closed. MOTION CARRIED It was moved by Nickson~ seconded by Kline~ that the Planning Commission recommendations be concurred with and zone to C-l. It was moved by Sonnemann~ seconded by Kline~ that C-3 zoning be granted as requested with the recommendatiors·of the Planning Director imposed. MOTION CARRIED ROLL CALL VOTE ON MOTION AS AMENDED: Mayor Kersey declared Public Hearing open on request of Mobil Oil Company~ c. S. McConnehey and R. C. Thornton to rezone from R-3 with a S.P.U. for a gas station to C-3~ a parcel of land lying at the Southwest corner of the intersection of East Main Street and "M" Street S. E. (Application No. 9-70) I The Planning Commission recommend to the City Council the approval of this request because of its conformance with the Comprehensive Land Use Plan to include the follow- ing provisions: 1. That a 6 foot high cyclone type screen fence with redwood inserts should be installed along the South and West property lines of the parcel requesting reclassification. Said fence to be reduced to 3 feet 6 inches in height~ 15 feet back from its intersection with the street right-of-way lines of Main Street and "M" Street S. E. 2. That all exterior yard lighting shall be so designed so as to direct all lighting away from adjacent properties. Mr. C. H. Wuesthoff~ representing Mobil Oil Co.~ stated that Mobil Oil Company did plan on removing the existing station and replace same with a new station. It was moved by Fiedler~ seconded by Shaughnessy~ that the Public Hearing be closed. MOTION CARRIED It was moved by Nickson~ seconded by Holman~ that the Planning Commission recommenda- tions be concurred with and request of Mobil Oil Company~ C. S. McConnehey and R. C. Thornton be approved. I ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED CORRESPONDEN'CE City Clerk Williams read letter from Bill Johnson~ Manager~ Chamber of Commerce, re- garding the Balloon Flying Contest and Annual Plant Swap Festival. Mayor Kersey requested the letter be filed. City Clerk M.lliams read Zone Change Application from Sidney E. Lewis~ for zone change fromR-2 to R-5~ property located North of 26th Street N. E. West of the Green River vicinity of proposed "M" Street N. E. extension. It was moved by Kline~ seconded by Fiedler~ that the Zone Change Application from Sidney E. Lewis be referred to the Planning Commission. MOTION CARRIED City Clerk Williams read letter from Department of Health~ regarding water main exten- sions for L.I.D. 236~ approving plans and specifications for this project. City Clerk Williams read application for For-Hire Driver's License from Tammy Alexander Burden. I Mayor Kersey requested the letter be filed with copy to Engineering Department. Mayor Kersey requested the application for For-Hire Driver's License from Tommy Alexander Burden be referred to the Police and License Committee. AUDIEN'CE PARTICIPATION Mr. Bob Thornton~ from audience~ thanked the Council and Mayor for their cooperation and congratulated the Mayor and Council for doing a good job~ and for their cooperation with the Jaycees and their participation in the reception for DSA. RECOMMEJ:iJDATION S The following items were submitted by Pat Nevins~ Director of Public Works~ for Council I I I AUBURN ~ WASHINGTON 67- MONDAY JUNE l~ 1970 consideration and approval: Authorization for the Mayor and City Clerk to sign resolution for application for H.U.D. Grant No.2. It was moved by Kline~ seconded by Shaughnessy~ that the Mayor and City Clerk be authorized to sign resolution for application for H.U.D. Grant No.2. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Creation of L.I.D. 244 curb and gutter on M St. S.E. between a point 110 ft. N. of 21st to 22nd Streets S. E. 100% of the abutting property owners signed the petition. Preliminary assessment roll and engineer's certification enclosed. It was moved by Kline~ seconded by Fiedler~ that the City Attorney be instructed to prepare necessary ordinance creating L.I.D. 244. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Authorization to hold public hearing on City of Auburn Six-Year Street Plan on June l5~ 1970. It was moved by Nickson~ seconded by Holman~ that Public Hearing be hold on June 15~ 1970 at 8:00 P.M.~ on Auburn's Six-Year Street Plan. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Authorization for Mayor and City Clerk to sign resolution covering contract with Washington State Highway Commission~ Agreement No. 2731~ regarding construction of access to Jeff's Orphanfs Home to 15th St. N.W. in conjunction with Valley Freeway Construction. It was moved by Holman~ seconded by Sonnemann~ that the Mayor and City Clerk be author- ized to sign resolution covering contract with washington State Highway Cammission~ Agreement No. 273l~ regarding construction of access to Jeff's Orphan's Home, to 15th St. N. W. in conjunction with Valley Freeway construction. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Change to existing refuse contract with R. S. T. Disposal as per April 29~ 1970 Utility Cammittee meeting. It was moved by Kline~ seconded by Fitzsimmons~ this matter be referred back to the Utility Committee for recommendations. MOTION CARRIED COUNCIL COMMITTEE REPORTS FINANCE COMMITTEE - KLINE Councilman Kline~ reporting for the Finance Committee~ stated the Committee discussed payment of insurance premium for the umbrella policy procured for the City of Auburn. It was moved by Kline, seconded by Holman~ that the sum of $14~785.00 be transferred from General Administration GSA Development Fund to pay for the insurance premium of the umbrella policy. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED The Finance Committee discussed the request of the Utility Department to expend the sum of approximately $928.25 for the purpose of fencing Well #2 which was referred back to the Utility Cammittee for consideration and recommendation. The Finance Committee recorrunend the Utility Department expend the approximate sum of $2~000.00 to fence West Hill Reservoir from unexpended funds for the Sewage Lift Station. It was moved by Kline~ seconded by Nickson~ that the Utility Department be authorized to spend the sum of $2~000.00 to fence West Hill Reservoir from unexpended funds for the Sewage Lift Station. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Councilman Kline reported the collection of property taxes is proceeding as anticipated by City Clerk and Treasurer at time of preparation of the 1970 budget. The Cammittee considered the request of the City Treasurer to invest $500~000.00 Treasury Certificates on temporary investment. =-68 AUBURN ~ WASHINGTON MONDAY JUNE l~ 1970 It was moved by Kline~ seconded by Nickson~ that the City Treasurer be authorized to invest the sum of $500~000.00 in Treasury Certificates. MOTION CARRIED The Finance Committee reviewed the request of the Airport Committee to expend funds from the sale of Limited G. O. Bonds and concurred with the Airport Committee. AIRPORT COMMITTEE - KLINE Councilman Kline~ reporting for the Airport Committee~ reviewed the minutes of the meeting of May 20th and May 28th~ at which time extension of the Auburn Flight Service Lease for a period of six months at the current rental rate and conditions of the existing lease and it was moved by Kline~ seconded by Holman~ that the Flight Service Lease of the Auburn I Flight Service be extended for a period of six months~ and the City Attorney be instructed to draw up the necessary lease extension with the prevailing rate of payment. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Councilman Kline reported the Airport Committee recommends the priorities be approved for utilization of the limited general obligation bond as follows: Priority No.1: Additional hangars to house single engine aircraft and light twin engine aircraft~ approximately $90~000.00. Priority No.2: That the fuel facilities and ramp area expansion per prior planning~ approximately $7~583.16. ~ Priority No.3: That maintenance hangar building be constructed and combination flight school and dealership be constructed at an approximate cost of $60~000.00 and $52~000.00 respectively. It was moved by Kline~ seconded by Holman~ that priorities be authorized for the Airport Committee to implement priorities l~ 2 and 3. ROLL CALL VOTE: Councilmen Kline~ Sonnemann, Shaughnessy~ Fitzsimmons~ Holman~ and Nickson~ voting YES. Councilman Fiedler voting NO. MOTION CARRIED The Airport Committee discussed proposal from Archie Fry~ architect for architectural services for 17 unit storage hangar~ priority No. l~ for the cost of $3~000.00 and supervision and inspection of the construction at an hourly rate of $12.00 per hour. I It was moved by Kline~ seconded by Nickson~ that the City Attorney be authorized to prepare necessary agreement for architectural services and the Mayor and City Clerk be authorized to sign agreement with Archie J. Fry for architectural services to supplement Priority #1. ROLL CALL VOTE: Councilmen Kline~ Sonnemann~ Shaughnessy~ Fitzsimmons~ Holman and Nickson voting YES. Councilman Fiedler voting NO. MOTION CARRIED HOUSING ADVISORY AND ANNEXATION COMMITTEE - SONNEMANN Councilman Sonnemann reported the Committee had considerable discussion regarding the street naming policies and practices. The staff was instructed to check into this and to establish some kind of policy in the future. The Committee had some discussion regarding the Uniform Building Code and further report will be had on this in the future. STREET ~ EN'GINEERING~ PLANNING & EQUIPMEN'T REN'TAL COMMITTEE - SONNEMANN The Committee discussed undergrounding power wires from west Main street and would further discuss this project as the June 10 meeting. I The Committee discussed the agreement between the City of Auburn and Lone Brothers con- cerning the dedication of right-of-way f:o¡r> 15th street N.E. & N.W.~ and the Committee recommend the Mayor and City Clerk be authorized to sign the agreement with the amendment to the agreement as recommended by the Street Committee. It was moved by Sonnemann, seconded by Shaughnessy~ that the Mayor and City Clerk be authorized to sign the amended agreement with Lone Brothers for street dedication of right- of-way for 15th 'st. N. E. á.nd N. W. MOTION CARRIED FIRE COMMITTEE - SHAUGHNESSY Councilman Shaughnessy~ reporting for Fire Committee~ stated the Committee had met with Mr. O'Clair from the Washington Surveying and Rating Bureau to discuss the recent rating I I I AUBURN ~ WASHINGTON MONDAY JUNE l~ 1970 69- and deficiency points and Councilman Shaughnessy reported the City of Auburn could progress to a 4th class rating possibly within three years. UTILITY COMMITTEE - FITZSIMMONS The Committee discussed the construction of cyclone fencing arolmd the West Hill Reser- voir and around Well No. 2~ and the Committee recommend the contract be awarded to Claire Trudeau on quote of $884.05~ plus sales tax. It was moved by Fitzsimmons~ seconded by Shaughnessy~ that the contract be awarded to Claire Trudeau on quote of $884.05 plus sales tax for fence around Well No.2. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED It was moved by Fitzsirrunons~ seconded by Shaughnessy~ that the contract be awarded to San Jose Steel Company and quotation of $2~48 per lineal foot and $95.00 for an 8-inch gate~ plus sales tax. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED It was moved by Fitzsimmons~ seconded by Shaughnessy~ that the Mayor and City Clerk sign the modified Golf Course Lease covering liability limits of insurance. MOTION CARRIED POLICE AND LICENSE COMMITTEE - FIEDLER Councilman Fiedler~ reporting for Police and License Committee~ stated the Committee had discussed the ordinance on solicitors and peddlers and the corrunittee recommend intro- duction and adoption of this ordinance. It was moved by Fiedler~ secon ded by Holman~ that Ordinance No. 2463 entitled "AN ORDINANCE OF THE CITY OF AUBURN ~ WASHINGTON ~ REPEALING AUBURN CITY ORDINANCE NO. 199 AS AMENDED BY ORDINANCE NO. 433 PASSED IN 1922 (CHAPTER 5.29.020 OF THE CODIFIED ORDINANCES OF THE CITY OF AUBURN); ORDINANCE NO. 711 (CHAPTER 5.30 OF THE CODIFIED ORDINANCES OF THE CITY OF AUBURN); ORDINANCE NO. 747 (CHAPTER 5.34 OF THE CODIFIED ORDINANCES OF THE CITY OF AUBURN); AND ESTABLISHING AN ORDINANCE DEFINING A "SOLICITOR" J LICEN'SE REQUIRE- MENTS THEREFORE, FEES THEREFORE, REQUIREMENTS FOR ISSUANCE OF SOLICITOR'S LICEN'SES AND REVOCATION THEREOF ~ ESTABLISHING PENALTIES FOR VIOLATION OF THIS ORDINANCE AND DEFINING THOSE EXEMPT FROM THE PROVISIONS OF THIS ORDINANCE II be introduced and adopted. MOTION CARRIED RESOLUTION NO. 412 It was moved by Holman~ seconded by Fitzsimmons~ that Resolution No. 412 entitled "A RESOLUTION OF THE CITY OF AUBURN ~ WASHINGT(]iJ ~ AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE~ ON BEHALF OF THE CITY OF AUBURN, WASHINGTON~ AN APPLICATION TO THE DEPART- MENT OF HOUSING AND URBAN DEVELOPMENT FOR FEDERAL ASSISTANCE FOR PUBLIC WORKS AND FACILITY TYPE PROJECTS PERTAINING TO WATER SYSTEM IMPROVEMENTS. MOTION CARRIED RESOLUTION NO. 414 It was moved by Kline~ seconded by Sonnemann~ that Resolution No. 414 entitled "A RESOLUTION OF THE CITY OF AUBURN ~ WASHINGTON, AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK TO EXECUTE~ ON BEHALF OF THE CITY~ AGREEMENT NUMBERED 2731 BETWEEN' THE CITY AND THE STATE OF WASHINGTON, DEPARTMENT OF HIGHWAYS ~ FOR THE CONSTRUCTION OF ACCESS TO JEFF'S ORPHAN'S HOME TO 15TH STREET N. MOTION CARRIED APPROVAL OF VOUCHERS AND TRANSFERS It was moved by Kline~ seconded by Nickson~ that voucher approval and department list in the sum of $143~667.64 be approved for payment. MOT ION CARRIED MISCELLANEOUS BUSINESS I Mayor Kersey reported on a recent meeting with the Highway Department~ members of the State Senate~ Traffic Committee~ County Councilmen~ and City of Auburn Councilmen. City Clerk M.lliams read application for "For Hire Driver's" License from William Elliot Buck. Mayor Kersey requested the application be referred to the Police and License Committee. Mrs. Rose Henrick~ read letter regarding gravel for freeway representing group calling themselves "People Against Weyerhaeuser Strip". Bruce Durocher spoke in behalf of the people against Weyerhaeuser strip regarding the I I I AUBURN ~ WASHIN GTON 71_ MONDAY JUNE l~ 1970 Soos Creek Gravel Issue. There was brief discussion period by the Councilmen regarding the gravel issue. It was moved by Fiedler~ seconded by Holman~ that there being no further business to come before the Council~ the meeting adjourn at 10:07 P.M.
