HomeMy WebLinkAbout07-20-1970 ~() AUBURN, WASHINGTON MONDAY JULY 20, 1970 The regu1qr meeting of the City Council of the City of Auburn convened at 8:00 P.M. in the Council Chambers of the City Hall. The meeting was called to order by Mayor Kersey. Councilmen present: Councilman Kline, Sonnemann, Shaughnessy, Fitzsimmons, Fiedler and Nickson. Councilman Holman excused. APPROVAL OF MINUTES It was moved by Shaughnessy, seconded by Fiedler, that the Minutes of July 6, 1970 Council Meeting be approved as mailed. MOTION CARRIED CORRESPONDENCE City Clerk Williams read letter from Water Pollution Control Commission regarding Sanitary Sewer Improvement No. 10 and Sewer Lagoon Surface Aerators. Mayor Kersey requested the letter be filed with copy to Engineering Department. City Clerk Williams read letter from Water Pollution Control Commission regarding Great Western Addition and Sewer Extension. Mayor Kersey requested the letter be filed with copy to Engineering Department. City Clerk Williams read request for landscape screening deletion from Beaudoin Association. Brief discussion followed by Councilmen, Paul R. Beaudoin and John E. Thompson, representing Beaudoin Associates. It was moved by Fiedler, seconded by Nickson, that the request for landscape screening deletion be denied. 1/ ~ q MOTION CARR I ED City Clerk read letter of protest of Commercial Zone on South side of East Main ~etween "B" and Auburn Way, from Mary Jean Sonnemann. Mayor Kersey requested the letter be referred to the Street Committee. City Clerk read Special Property Use Permit Application from Don W. Shephard for gravel removal permit, property located SW of 15th St. N.W. and West Valley Highway. It was moved by Kline, seconded by Sonnemann, that the application from Don W. Shephard be referred to the Planning Commission and Street Committee for recommenda- tion. r-,.¡OTION CARRIED City Clerk Williams read Special Property Use Permit Application from Mark A. Hedman, for professional offices, property located at 1214 G St. S.E. It was moved by Kline, seconded by Nickson, that the request of Mark A. Hedman be referred to the Planning Commission for recommendation. AUDIENCE PARTICIPATION George Schuler, Planning Director, presented brief resume about the beautification program and presented slides before and after illustration of the program and plans for the City of Auburn. Mr. Schuler thanked Mrs. Idamae Schack, Leo M. LeBlanc and Mrs. J. Doherty for their assistance in the beautification plans. Mayor Kersey thanked those who participated in the preparation of the plans for the beautification program. Councilman Fiedler presented Jasuko Shiraishi, Kesko Izumi and Keiko Nogachi, visiting from Japan in a teenage group taking part in the YNCA Teenage Program, the young ladies were photographed with the Council. BID OPENING Bids were opened at 11:00 A.M., July 16, 1970, on Call for Bids for Street Imp. 121 and LID 244, street construction on 21st Street S.E., with bids submitted as follows: I I I I I I AUBURN, WASHINGTON C. It is the recommendation of the Public Works Director, Pat Nevins, that the contract be awarded to C. J. Rockey Construction Co. It was moved by Sonnemann, seconded by Shaughnessy, that the contract be awarded to C.J. Rockey Construction Co., and upon signing of the contract the bid bonds of the unsuccessful bidders be returned. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED RECOMMENDATIONS PLANNING DEPARTMENT RECOMMENDATIONS The following items were submitted to call for Public Hearing by the Planning Director: The request of Earl Harding to rezone from R-4 (Multiple Family Dwellings) to C-l (Light Commercial), a parcel of land on the West side of North Division Street between 2nd and 3rd Streets N.W. (Application No. 12-70) It was moved by Sonnemann, seconded by Nickson, that Public Hearing be held at 8:00 P.M., August 3, 1970 on request of Earl Harding. MOTI ON CARR I ED ENGINEERING DEPARTMENT RECOMMENDATIONS The following items were submitted by Director of Public Works, Pat Nevins, for approva1: Pay Estimate No.2 to Morris Construction Co. for $21,285.79 for L.I.D. 238 (Street Construction CSt. N.E. from 30th to 37th) . It was moved by Sonnemann, seconded by Shaughnessy, that Pay Estimate No.2 to Morris Construction Co. for $21,285.79 for L.I.D. 238 be paid. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARR I ED Change Order No.3 to Dale Madden Const. Co. for St. Imp. 104 for $542.90, construction joint to sidewalks. It was moved by Fiedler, seconded by Nickson, that Change Order No.3 to Dale Madden Const. Co. for $542.90 be approved. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Pay Estimates No. 10 and 11 (final) to Dale Madden Const. for St. Imp. 104 (R St. Bridge), No. 10 for $9,971.06 and No. 11 (final) for $1003.30. It was moved by Kline, seconded by Sonnemann, that Pay Estimates No. 10 and 11 (final) to Dale Madden Const. Co. for $9,971.06 and $1,003.30 be paid, and the City accept the project as complete, and that the retained percentage amounting to $35,596.28, including sales tax, be paid in thirty days provided no liens or claims are filed and clearance is secured from the State Tax Commission and the D~partment of Labor and Industries. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Request to advertise for the sale of four vehicles. It was moved by Fiedler, seconded by Kline, that the Director of Public Works be authorized to advertise for the sale of four vehicles individually or a group. MOTION CARRI ED PROCLAMATIONS, APPOINTMENTS AND ANNOUNCEMENTS Plans are underway to have an Auburn Fun Days celebration on August 29, 1970 to provide a day of entertainment. 88 AUBURN, WASHINGTON t~ONDAY COUNCIL COMMITTEE REPORTS JULY 20, 1970 AIRPORT COMMITTEE - KLINE Councilman Kline reported that preliminary plans are being made for a Dental Conven- tion to be held June 21 - 23, 1971, and request has been made for the use of the Auburn Municipal Airport, for approximately four to six hundred participants from allover the United States. The Committee considered the invoice from Archie Fry in the sum of $1,388.00 for services rendered on Hangar specifications and it was moved by Kline, seconded by Nickson, that the sum of $1,388.00 be paid. ROLL CALL VOTE: All Councilmen voting YES MOTI ON CARR I ED I FINANCE COMMITTEE - KLINE Councilman Kline, reporting for Finance Committee, stated the Committee considered the expenditure for modification to windows for electrical and ventilation systems and it was moved by Kline, seconded by Fiedler, that the Department of Public Works, Finance and General Administration, each to expend the sum of not to exceed $2300.00 for modification to windows for electrical and ventilation systems. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED ANNEXATION AND HOUSING COMMITTEE - SONNEMANN Councilman Sonnemann announced the Annexation and Housing Committee will meet the 30th day of July if there is any business to consider. FIRE COMMITTEE - SHAUGHNESSY Councilman Shaughnessy announced the Fire Committee will meet July 21, 1970 at 7:30 P.M., at the Fire Hall. POLICE AND LICENSE COMMITTEE - FIEDLER Councilman Fiedler announced the Blood Mobile will be accepting donations from 12:00 I Noon until 5:30 P.M., July 21,1970 at the Auburn Fire Station. The Police and License Committee will meet on Thursday, July 23, 1970 at 7:30 P.M., and that the Police budget will be taken up at that time. OLD BUSINESS Ordinance No. 2469, tabled July 6, 1970. MOTION CARRIED NEW BUSINESS I City Clerk Williams read request of Pat Nevins, Director of Public Works, for approval of Creation of LID No. 251, Street & Curb & Gutter construction on 5th N.~. between 1st alley West of "A" Street N.E. and the Westerly boundary of the Plat of New Auburn Addition, and North Division St. between 5th St. N.E. and the North boundary of the Plat of the New Auburn Addition- It was moved by Fiedler, seconded by Nickson, that L.I.D. No. 251 be created and the City Attorney be instructed to prepare necessary ordinance. MOTION CARRIED City Clerk Williams read request for authorization for the Public Works Director to call for bids on L.I.D. 251, with bids to be opened July 30, 1970. MOTION CARR I ED ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2477 It was moved by Nickson, seconded by Fiedler, that Ordinance No. 2477, entitled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, GRANTING A SPECIAL PERMIT FOR THE USE OF CERTAIN PROPERTY SITUATE WITHIN THE CORPORATE LIMITS OF THE CITY OF AUBURN, FOR AN ADDITION TO EXISTING DENTAL CLINIC. L. 660 FUNDS AND EDA FUNDS IN CONJUNCTION WITH GRAVITY SANITARY SEWER LINES TO SERVE AL60NA AND PACIFIC." be introduced and adopted. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED MISCELLANEOUS BUSINESS City Clerk Williams read Special Gravel Removal Permit Application submitted by Robert M. Smythe for Bonanza Investment Co. It was moved by Sonnemann, seconded by Kline, that Special Gravel Removal Permit Application for Bonanza Investment Co. be referred to the Planning Commission. MOTION CARRI ED City Clerk Williams read letter from City Attorney regarding claim for damage settle- ment offer in Claim No. 93-104-424, Claimant Marshall Derry in the sum of $400.00. It was moved by Fitzsimmons, seconded by Kline, that the City accept the settlement offer as outlined by the City Attorney. ROLL CALL VOTE: All Councilmen voting YES.
