The meeting was called to order by Mayor Kersey. Co uncilmen present: Councilman Kline, Sonnemann, Shaughnessy, Fiedler and Nickson. APPROVAL OF MINUTES It was moved by Kline, seconded by Shaughnessy, that the Minutes of October 5, 1970 Council Meeting be approved as mailed. I CORRESPONDENCE MOTION CARRIED City Clerk Williams referr~d to letter from R. L. Ainsworth, Enumclaw, Washington, and all Councilmen had copies of letter, with regard to speed limit on residential streets. Mayor Kersey requested the letter be filed. City Clerk Williams read letter from King County Council regarding amendment to Resolution No. 34569. Mayor Kersey requested the letter be filed with copy to Engineering Department. City Clerk Williams read letter from Boundary Review Board regarding proposed incorpor- ation City of Federal Way., advising of public hearing at 7:30 o'clock P.M., November 5, 1970, Room 402, King County Courthouse, Seattle, Washington. Mayor Kersey requested the letter be filed. City Clerk Williams read the following: d. Zone Change Application from Seattle Cascade Land Corporation, to rezone property from R-3 to C-l, property located at 932 Auburn Way South. e. Special Property Use Permit Application from Christine U. Lamereaux, for boarding hause, property located 1111 4th Street N. E. I f. Special Property Use Permit Application from C. E.Bolin, Pastor, Green River Baptist Chapel to construct additional unit. It was moved by Nickson, seconded by Fiedler, that items d, e, and f, be referred to the Planning Commission. Councilman Kline, reporting for Finance Committee, stated the Committee had discussed at length the bids received on the reception center building construction and it is the recommendation of the Finance Committee that the bid awardal be made inasmuch as the Cemetery has sufficient funds to contruct the reception center and meet the needs of the Cemetery and the project is financially feasible. It was moved by Kline, seconded by Nickson, that the bid of Kurle Construction Co. be accepted and the contract awarded on their total bid of $34,328.85 and immediately the bid bonds of all but the three low bidders be returned and upon consummation of a contract that the bid bonds of the two remaining bidders be returned and that the Mayor and City Clerk be authorized to sign the contract with Kurle Construction Co. ROLL CALL VOTE: All Councilmen voting YES. I It was moved by Nickson, seconded by Sonnemann, that we accept the bid of Jerri Cleveland in the sum of $400.00 for the 1967 Ford, and accept the bid of Joseph Kempston in the sum of $111.11 for the 1962 Lancer, and that the bids for the 1968 Ford be rejected and the matter of disposal of the 1968 Ford be referred to the Street Committee. ROLL CALL VOTE: All Councilmen voting YES. It was the recommendation of the Parks and Recreation Department that Valley Supply Co-op be awarded the contract for the installation of a sprinkler system at Fulmer Field on their I low bid of $6,672.97, including state sales tax. It was moved by Kline, seconded by Nickson, that the bid for Fulmer Field Sprinkling System be awarded to Valley Supply Co-op in the sum of $6,672.97, including state sales tax, and immediately the bid bonds of all except the three low bidders be returned and upon consummation of a contract the remaining two bid bonds be returned and the Mayor and City Clerk be authorized to sign the contract. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED RECO:MMENDATIONS The following items were submitted by the Director of Public Works for Council Approval: Change Order No.1 to C. J. Rockey Co., Inc. for LID 251 (5th & Division sts. No. Construction) for increase of $214.35. It was moved by Nickson, seconded by Sonnemann, that Change Order No.1 to C. J. Rockey Co., Inc. for $214.35 be approved. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Change Order No.3 to Cascade Asphalt Paving Co. for LID 236 (14th St. N. E. area construction) for increase of $1,508.84. It was moved by Nickson, seconded by Sonnemann, that Change Order No. 3 to Cascade As- I phalt Paving Co. for $1,508.84 be approved. ROLL CALL VOTE: A;; Councilmen voting YES. MOTION CARRIED Pay Estimate No.2 to Rome Company for Airport Hangar Construction for $19,415.91. It was moved by Nickson, seconded by Sonnemann, that £fi.;¿ Estimate No. 2 to Rome Company for Airport Hangar Construction for $19,415.91 be approved for payment. MOTION CARRIED PROCLAMATIONS, APPOINTMENTS AND ANNOUNCEMENTS City Clerk Williams read Proclamation declaring November 11, 1970 as Veterans' Day in the City of Auburn and Mayor Kersey so proclaimed. 1 1- I AUBURN. WASHINGTON MONDAY OCTOBER 19, 1970 125 City Clerk Williams read invitation from Aukeen District Court Staff for dedication ceremonies and open house of the new Court facilities from 2:00 P.M. to 5:00 P.M., October 30, 1970. City Clerk Williams read invitation from AFS International Scholarship Committee and Foreigh Exchange Club, to a reception for Elisabeth Persson from Stockholm, Sweden, from 2:00 to 5:00 P.M. on October 27, 1970. COUNCIL COMMITTEE REPORTS FINANCE COMMITTEE - KLINE Councilman Kline, reporting for Finance Committee, stated the committee had discussed the bids on the cemetery reception center as reported under Bid Openings and that the Committee had discussed the preliminary budgets and printing requirements and normal in- depth study of the budget will be made at future meetings. AIRPORT COMMITTEE - KLINE Councilman Kline, reported the Committee had met with Pete Blood of Aviation General concerning tying down aircraft near the maintenance facility and the space is to be used only for aircraft that are being repaired. The Committee discussed with Bill Shannon and Casey Millett with regard to establishing a restaurant at the airport and further discussion will be held relative to this proposal. Discussion held relative to the shortened working day at the Airport and the seasonal change in daylight hours the airport would go back on a winter schedule the end of October and Mr. Chipperfield would make necessary reduction in part-time help working hours. The Committee discussed attendance of the Airport Supervisor to participate in ~ashington Airport Managers Association and recommend Mr. Chipperfield attend the organizational conference at Moses Lake, Washington, October 21, 1970. The Committee decided that the Airport Committee Chairman, Robert C. Kline, Jr., would attend the monthly meeting of the Washington State Aeronautics Commission on October 10, 1970, and did present to the Commission an application for State Aid to Airporta~ Mr. Chipperfield reports 70% occupancy of the two new hangar facilities and 67% leased of the light twin hangar. PLANNING, BEAUTIFICATION & BUILDING CODES COMMITTEE - FIEDLER Councilman Fiedler, reporting for Chairman Darling, who was absent, said the Chamber of Commerce Beautification Committee submitted two suggested City Ehtrance signs. The one preference of both committees is a placard outlining Washington State and mounted from support arms projecting from an aggregate finished concrete pylon. The Committee considered request of Oil Heat Institute of Washington for a Building Code change regarding requirements for heating apparatus in some group "F" occupancies and reviewed suggested changes contributed by C. W. Smith, Chief Building Inspector and Ed Henderson, Fire Marshall, and the City Attorney will draw up the necessary ordinance for presentation at the next Council Meeting. The Committee reviewed letters from Consultants regarding the Auburn Way North Beautifi- cation Project and it was moved by Fiedler, seconded by Nickson, that upon approval of the Urban Design Commission and the Planning, Beautification and Building Code Committee, that the Mayor and City Clerk be authorized to sign an agreement with Sprout Engineers for an amount not to exceed $1800.00 from the budget of the Planning Department, for Step #1. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED The Committee is continuing study of Standard Mining's West Hill gravel operation and there will be a report in the future. GOLF COURSE COMMITTEE - NICKSON Councilman Nickson, reported for the Golf Course Committee, stating the Committee recommends approval of final payment in the amount of $2,336.67 to D. A. Hogan & Associates for engineering services on the Automatic Irrigation System for the Municipal Golf Course. The Committee recommends approval of the payment of $1,540.00 to Torp Peluso for use of equipment during the Golf Course Construction. The Committee further recommends a tree planting program be implemented for golf course beautification and that white silica sand be purchased for sand traps. 126 AUBURN, WASHINGTON MONDAY OCTOBER 19, 1970 NEW BUSINESS Bids were opened at 11:06 A.M., October 19, 1970 on Call for Bids for one cself~propelled mower equipped with flail type mower head with one bid submitted by Sahlberg Equipment Co., Inc., in the sum of $10,426.50 including sales tax. The above bid was accompanied by bid bond. Mayor Kersey read letter received from Sahlberg Equipment, Inc., with an offer to deduct $150.00 plus sales tax for accepting the machine with the present color of Omaha Orange, and delivery could be made immediately, and the bid price revised would be $9,780lO0 plus $489.00 sales tax, for a total of $10,269.00.' It was moved by Kline, seconded by Nickson, that the City of Auburn accept the bid of I Sahlberg Equipment, Inc., and the Mayor be authorized to purchase the flail-type mower at the purchase price of $10,269.00 including sales tax. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2498 It was moved by Fiedler, seconded by Nickson, that Ordinance No. 2498 entitled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, REPEALING ORDINANCE NO. 2412 (WHICH ESTABLISHES THE AUBURN BOARD OF ADJUSTMENTS) AND ENACTING A NEW ORDINANCE RELATING TO AND PROVIDING FORTlliHEsÆPPOINTMENT OF A BOARD OF ADJUSTMENTS OF THE CITY OF AUBURN, DEFINING THE POWERS ANDLIDUTtES OF SAID BOARD AND A PROCEDURE TO BE FOLLOWED BY SAID BOARD AND THE MEANS OF APPEAL FROM THE DECISIONS THEREOF." be introduced and adopted. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED MISCELLANEOUS BUSINESS City Clerk Williams read letter from Boundary Review Board, regarding approval of pro- posed annexation of White River Valley Homes #2, Boundary Review Board File No. 263. It was moved by Sonnemann, seconded by Fiedler, that the City Attorney be instructed to I prepare necessary ordinance annexing White River Valley Homes #2 property to the City of Auburn. MOTION CARRIED City Clerk Williams read Zone Change Application from Frank K. Lone to rezone from M-l to C-3, property located at 15th Street N. E. and Auburn Way North. It was moved by Fiedler, seconded by Sonnemann, that the request for zone change of Frank K. Lone be referred to the Planning Commission. MOTION CARRIED There being no further business to come before the Council it was moved by Kline, seconded by Nickson, that the meeting be adjourned at 9:07 P.M.
