The meeting was called to order by Mayor Kersey. Councilmen Present: Councilman Kline, Sonnemann, Shaughnessy, Darling, Holman, Fiedler and Nickson. APPROVAL OF MINUTES It was moved by Darling, seconded by Shaughnessy, that the Council Minutes of November 16, 1970 Council meeting be approved as mailed. MOTION CARRIED PUBLIC HEARINGS Mayor Kersey declared Pub!ic Hearing open on Final Budget for City of Auburn for 1971. Mr. George Sagaser, representing Citizens Group for Comprehensive Plan asked if there were funds budgeted to enable new legislation with regard to gravel removal permits and violations thereof. Mayor Kersey advised Mr. Sagaser that the budget does make allowances for such expenditures as may be required to handle expenses to carry out the procedures covered by our ordinances and laws. It was moved by Fiedler, seconded by Sonnemann, that the Public Hearing be closed. MOTION CARRIED It was moved by Kline, seconded by Holman, that a vote of confidence that the findings of the work shop in total be approved. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED It was moved by Kline, seconded by Nickson, that the changes to the 1971 budget as worked out be incorporated in the 1971 budget in total. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED It was moved by Kline, seconded by Nickson, that the 1971 Budget as amende by the previous motion be adopted and the City Attorney be directed to prepare nesessary ordinance. ROLL CALL VOTE: All Councilmen voting YES. HOTION CARRIED CORRESPONDENCE City Clerk Williams read the following items: a. Special Property Use Permit Application from Ed R. Berg, for revision of SPU for property located at 2301 F St. S. E. and 2217 F st. S. E. ~. Special Property Use Permit Application from Reuben Gaenz for SPU for Boarding Home for property located at 24th Street N. E. East of I Street N. E. It was moved by Fiedler, Seconded by Nickson, that item a and b above be referred to the Planning Commission. MOTION CARRIED RI€OMMENDATIONS The following items were submitted for approval by Pat Nevins, Director of Public Works: permission to call for bids on St. Imp. 101, 15th St. N.E./N.W. construction. It was moved by Nickson, seconded by Holman, that the Director of Public Works be authorized to call for bids on St. Imp. 101. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Permission to call for bids on construction of LID 250 (K St. N. E. ßtreet and sanitary sewer construction). ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Pay Estimate No.1 (final) to C. J. Rockey Co. for Sanitary Sewer Improvement #12 (relocation of sewer, senior high school area) for $2,163.66. It was moved by Holman, seconded by Nickson, that Pay Estimate No. 1 (final) to C. J. Rockey Co. for $2,163.66 be approved for payment and the City accept the contract as complete, and that the retained percentage amounting to $227.75, including sales tax, be paid in thirty days provided no liens or claims are filed and clearance is secured from the State Tax Commission and the State Department of Labor and Industries. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED I Pay Estimate No. 3 to Rome Company for airport hangar construction for $9,707.96. It was moved by Kline, seconded by Sonnemann, that Pay Estimate No. 3 to Rome Company for airport hangar construction of $9,707.96 be approved for payment. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Pay Estimate No. 4 (street construction portion) and No. 5 (HUD por- tion) on Street Improvement 115 (4th St. N. E. Construction) to Cascade Asphalt Paving Co. for $33,255.98. It was moved by Nickson, seconded by Sonnemann, that Pay Estimate No. 4 and No.5 (HUD portion) for $33,255.98 to Cascade Asphalt Paving Co., be approved for payment. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Pay Estimate No.2 to C. J. Rockey, Inc. for LID 251 (Street cons- truction 5th St. N. E. & N.W. & Division No.) for $4,349.63. I It was moved by Holman, seconded by Nickson, that Pay Estimate No. 2 to C. J. Rockey, Inc. for $4,349.63 be approved for payment. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Pay Estimate No.2 to C. J. Rockey, Inc. for LID 240 (Hemlock S. E. and 21st S. E. street, water and sewer construction) for $7,867.10. It was moved by Nickson, seconded by Holman, that Pay Estimate No. 2 to C. J. Rockey, Inc., for $7,867.10 be approved for payment. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Pay Estimate No.4 to C. J. Rockey Co., Inc. for St. Improvement 121 (21st St. S. E.) for $47,501.08. It was moved by Nickson, seconded by Darling, that Pay Estimate No.4 to C. J. ROckey, Inc. for $47,501.08 be approved for payment. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Pay Estimate No. 5 (street portion) and No. 2 (HUD portion) for LID 236 (street and water construction 14th St. N. E. area) to Cascade Asphalt Paving Co. for $48,333.59. It was moved by Nickson, seconded by Holman, that Pay Estimate No.5 for LID 236 to Cascade Asphalt Paving Co. for $48,333.59 be approved for payment. I ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Authorization for Mayor and City Clerk to sign agreement with Robert Zanoni as designer for alteration and remodeling of fire station. It was moved by Kline, seconded by Sonnemann, that the City Attorney be instructed to prepare necessary resolution authorizing the Mayor and City Clerk to sign agreement with Robert Zanoni as designer for alteration and remodeling of fire station. It was moved by Sonnemann, seconded by Shaughnessy, that the Director of Public Works be authorized to call for bids for alteration and remodeling of fire station. MOTION CARRIED PROCLAMATIONS, ANNOpNCEMENTS AND APPOINTMENTS Mayor Kersey announced that on Friday evenings from 9:00 to 12:00 P.M. any teenager, regardless of membership or not, is welcome to go to the YMCA to use the facilities. COUNCIL COMMITTEE REPORTS AIRPORT COMMITTEE - KLINE Counc~lman Kline, reporting for Airport Committee, stated the committee had reviewed a letter of application from Lillian Kitchell to operate the proposed restaurant at the airport and discussed with Mrs. Kitchell in person her application and further consideration of this matter will be given. Councilman Kline reminded that December 8 is the deadline for applications for a proposed restaurant at the airport. FINANCE COill1ITTEE - KLINE Councilman Kline, reporting for the Finance Committee, stated the commit- tee had reviewed the City Treasurer's request for authority to invest $400~000,OO in Treasury Surplus Funds in certificates for a period of ninety days. It was moved by Kline, seconded by Holman, that the City Treasurer be authorized to invest the sum of $400,000.00 in Treasury Surplus Funds in certificates for a period of ninety days. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED It was moved by Kline, seconded by Fiedler, that Mayor Kersey be author- ized to engage the services of Mr. Fulwiler as labor consultant for the City of Auburn. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED It was moved by Kline, seconded by Fiedler, that the Park and Recreation Director be required to submit at least 30 days prior to hiring, a list of Slli~er recreation leaders to the Mayor and Council. (CÐ~rected 12/21/70) MOTION CARRIED PUBLIC SAFETY - SONNEMANN Councilman Sonnemann, reporting for Public Safety Committee, stated the Committee is making a survey with regard to a 4th class insurance rating and the Committee has requested Chief Calkins to present a timetable with estimates and the deficiency points to arrive at a Class 4 insurance rating by July 1, 1972. UTILITY CO~~ITTEE - SHAUGHNESSY Councilman Shaughnessy, reporting for Utility Committee, stated the Committee heard a review and report from representatives from Northwest American with regard to computer controlled utilities. PLANNING, BEAUTIFICATION AND BUILDING COMMITTEE - DARLING Councilman Darling, reporting for Planning, Beautification and Building Committee, stated the Committee conferred with Sprout Engineers with regard to beautification of Auburn Way North and Jay Dougherty and Mrs. Schack will meet with the design commission. (Amended 12/21/70) The Park Board requested to have Ronald Craig as their representative to the Planning, Beautification and Building Committee. Councilman Darling announced that the City Attorney will be looking into the ordinances we have on special property use permits. (Amended 12/21/70) 140 AUBURN, WASHINGTON MONDAY DECEMBER 1, 1970 MUNICIPAL BUILDING COMMITTEE - HOLMAN Councilman Holman, reporting for Municipal Building Committee, stated the Committee requested the Mayor to authorize the Public Works Director to call for quotes formally for the remodeling to be done at the M & 0 BUild- ing and this authorization has been given. LICENSING COMMITTEE - FIEDLER Councilman Fiedler, reporting for Police and License Committee, stated the Committee will meèt at 7:30 P.M., December 3, 1970. STREET AND ENGINEERING COMMITTEE - NICKSON I Councilman Nickson, reporting for Street and Engineering Committee, stated that at the Committee meeting held November 18, 1970, guests from the State Highway Department were present and reviewed the overall six- year program and anticipated program for the future and cut-backs antici- pated for the next six years. The Committee reviewed the request of the Chamber of Commerce to close B Street South of Main Street for the Christmas season. It was moved by Nickson, seconded by Sonnemann, that B Street South;,of Main Street be closed during the Christmas season at request of Chamber of Commerce. NEW BUSINESS Consideration to extend fire zone 1 approximately North 1 block and to the South 1 block. It was moved by Kline, secorD.ed by Shaughnessy, that Public Hearing be held on December 21, 1970 at 8:00 P.M., for consideration of extending fire zone 1. MOTION CARRIED ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2507 I It was moved by Kline, seconded by Fiedler, that Ordinance No. 2507 en- titled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, PROVIDING FOR THE REZONING OF CERTAIN PROPERTY IN THE CITY OF AUBURN, CHANGING THE ZONING CLASSIFICATION THEREOF FROM R-3 TO C-3" (Frances E. Ballard and Gene L. Colburn) be introduced and adopted. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED ORDINANCE NO. 2508 It was moved by Nickson, seconded by Holman, that Ordinance No. 2508 en- titled "AN ORDINANCE OF THE CITY OF AUBURN, WASHINGTON, AMENDING AUBURN CODIFIED ORDINANCE NO. 9.22.200 (14) AND ADDING A SUB-SECTION (28) TO SAID AUBURN CODIFIED CITY ORDINANCE NO. 9.22.200 PERTAINING TO DESIGNATION OF TWO-HOUR NONMETERED PARKING ZONES" be introduced and adopted. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED ORD INANCE NOt, 2509 It was moved by Kline, seconded by Sonnemann, that Ordinance No. 2509 en- titled "AN ORDINANCE OF THE-CI'rY OF AUBURN, WASHINGTON, ADOPTING THE BUDGET I FOR THE CITY OF AUBURN, WASHINGTON, FOR YEAR A.D. 1971~ be imtroduced and adopted. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED RESOLUTION NO. 441 It was moved by Sonnemann, seconded by Fiedler, that Resolution No. 441 entitled "A RESOLUTION OF THE CITY OF AUBURN, WASHINGTON, AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK TO SIGN, ON BEHALF OF THE CITY, AN AGREEMENT BETWEEN THE CITY AND ROBERT A.AZANONI, DESIGNER, FOR THE DESIGN OF AN ADDITION AND FOR THE REMODELING OF THE FIRE STATION" be introduced and adopted. ROLL CALL VOTE: All Councilmen voting YES. ROLL CALL VOTE: All Councilmen voting YES. MIDIDION CARRIED APPROVAL OF VOUCHERS AND TRANSFERS It was moved þy Kline, seconded by Nickson, that the Voucher approval and Department List in the sum of $214,870.48 be approved for payment. Claims Warrants Nos. 2456 through 2726--$212,272.23 and HUD Warrant No. 2650--$2,598.25; total amount $214,870.48. Payroll Warrants in the amount of $134,961.86 --warrants Nos. 4310 through 4754. MISCELLANEOUS BUSINESS City Clerk Williams read request from City of Auburn's Utility Division for a Special Property Use Permit for fill matèrial removal on a portion of the West Hill watershed property. It was moved by Shaughnessy, seconded by Sonnemann, that a Public Hearing before the Planning Commission be held on Special Property Use Permit request for fill material removal on a portion of the West Hill watershed property and that a Public Hearing be held at 8:00 P.M., December wI, 1970 on said request. MOTION CARRIED City Clerk Williams read Zone Change Application from Fred L. Brannon for change in zoning classification from R-4 to C-l, property located at Corner of 28th and I Street N. E. It was moved by Fiedler, seconded by Sonnemann, that Zone Change Applica- tion from Fred L. Brannon be referred to the Planning Commission. MOTION CARRIED There being no further business to come before the Council, it was moved by Kline, seconded by Fiedler, the Council meeting adjourn at 8:50 P.M.
