The meeting was called to order by Mayor Kersey. Councilmen present: Councilman Kline, Sonnemann, Shaughnessy, Holman, Fiedler and Nickson. Councilman Darling was excused. APPROVAL OF MINUTES It was moved by Holman, seconded by Nickson, that the Minutes of January 4, 1971 Council Meeting be approved as mailed. MOTION CARRIED I BID OPENINGS Bids were opened January 12, 1971 on Call for Bids for LID 250 (street and sanitary sewer on K St. N.E. between 8th St. N.E. & Harvey Road) with bids submitted as follows: BIDDER C. It is the recommendation of the Director of Public Works that award of con- struction of LID 250 be made to C. J. Rockey Company on their low bid of $12,057.85 plus $297.55 sales tax, total $12,355.40. It was moved by Sonnemann, seconded by Shaughnessy, that the recommendation I of the Director of Public Works be approved and the contract for LID 250 be awarded to C. J. Rockey, on his total bid of $12,355.40 including sales tax, and the bid bonds of the last three unsuccessful bidders be returned immediately, and upon signing of a contract the bid bond of the second and third bidders be returned. It was moved by Sonnemann, seconded by Shaughnessy, that the recommendation of the Director of Public Works be approved and the bid be awarded to Feder- al Construction Co. on their low bid of $9,779.70 including tax and the bid bonds of all except the three lowest bidders be returned, and upon signing of the contract the bid bonds of the two remaining bidders be returned. Frost Construction Co. for construction of LID 253 on their low bid of $14,311.65 including sales tax. It was moved by Shaughnessy, seconded by Fiedler, that the recommendations of the Director of Public Works be approved and the contract be awarded to W. C. Frost Construction Co. for construction of LID 253 on their bid of $14,311.65 including sales tax, and the bid bonds of all but Slayton & Sons, Morris Construction Co. and W. C. Frost Construction Co. be returned immediately, and upon signing of the contract that the bid bonds of the two remaining low bidders be returned. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED RECOMMENDATIONS The following items were submitted by the Director of Public Works for Council approval: Change Order No.4 to C. J. Rockey Co., Inc. for St. Impr. 121 (21st St. S. E.) for increase of $646.75, calling for additional surfacing for gravel driveways, construction of special catch basin and addi- tional work required to reconstruct water services not contemplated in o~iginal contract. It was moved by Holman, seconded by Fiedler, that Change Order No.4 to C. J. ROckey Co., Inc. for $646.75 be approved. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Pay Estimate No.5 to C. J. Rockey Co., Inc. for St. Impr. 121 (21st St. S. E. for $5,317.05. It waSdmGved by Sonnemann, seconded by Nickson, that Pay Estimate No. 5 to C. J. It was moved by Kline, seconded by Fiedler, that Public Hearing be held at 8:00 P.M., Tuesday, February l6, 1971 on LID 240 and LID 25l. It was moved by Kltne, seconded by Sonnemann, that creationgof LID 254 be approved and the City Attorney be instructed to prepare necessary ordinance creating and establishing Local Improvement District No. 254. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Creation of LID 255, construction of sanitary sewer on 29th St. S.E~. bet!RJen "F" and "M" Sts. It was moved by Nickson, seconded by Sonnemann, that creation of LID 255 be approved and the City Attorney be instructed to prepare necessary ordinance creating and establishing Local Improvement District No. 255. MONDAY COUNCIL COMMITTEE REPORTS AIRPORT COMMITTEE - KLINE Councilman Kline, reporting for Airport Committee, stated the Committee reviewed the plan for streets submitted by the Planning Department of the Lone property and it was determined there would be no difficulty with regard to street dedication. The Committee has not reached a decision on the selection of an operator for the cafe at the Airport and consideration is still being given to the matter. FINANCE COMMITTEE - KLINE Councilman Kline, reporting for Finance Committee, stated the Committee considered the request of the City TreaSBrer to purchase the following LID Finance warrants of the City of Auburn: Garbage Fund Street Fund General Cumulative Fund LID Guaranty Fund $ 9,001.78 Hi,7l8.22 Reserve l2,379.62 2,86l.07 $39,960.69 It was moved by Kline, seconded by Sonnemann, that the Finance Director be authorized to purchase LID Finance Warrants as listed in the total sum of $39,960.69. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED COMMITTEE ON COMMITTEES - SONNEMANN Councilman Sonnemann, reporting for Committee on Committees, stated the Committee had given consideration and deliberation was given to the recommendations for appointments to the boards, committees and commissions and it was moved by Sonnemann, seconded by Shaughnessy, the Council en- dorse the appointments of the Mayor. MOTION CARRIED It was moved by Sonnemann, seconded by Shaughnessy, that Roy Kurle be appointed for five years on the Board of Adjustments to succeed himself. MOTION CARRIED UTILITY COMMITTEE - SHAUGHNESSY Councilman Shaughnessy, reporting for Utility Committee, stated the Committee have reviewed the written report from George Schuler, Planning Directof, with regard to LID for sanitary sewer on 29th St. S.E. from "F" to "M" Streets S.E., LID 255, and that Rohr Aircraft Company be exempt from the assessment for same. The Committee and staff should go ahead with reviewing use of fire hydrant and control the use of fire hydrants should be implemented immediately. MUNICIPAL BUILDING COMMITTEE - HOLMAN Councilman Holman, reporting for Municipal Building Committee, stated he had visited the Cemetery to look over the new reception center under construction and the work is getting along nicely, and it will be a credit to the community. The Cemetery Board, Board of Directors and staff have done an excellent job. PLANNING, BEAUTIFICATION AND BUILDING CODES COMMITTEE - DARLING Councilman Fiedler, reporting for Chairman Darling, stated the Committee is continuing to work on the gravel mining permits. Councilman Fiedler advised that bids will be opened on February l, 1971 on the Tree Ring Planters for the Auburn Way North Beautification. STREET AND ENGINEERING COMMITTEE - NICKSON Councilman Nickson, reporting for Street and Engineering Committee, stated the Committee reviewed the list of storm drain projects and the Committee recommends approval of only one and deferred action on two others pending discussion with regard to priorities. 160 AUBURN, WASHINGTON MONDAY JANUARY l8, 1971 The Committee authorized the staff to spend funds not to exceed $l,OOO.OO for signalized intersection No. 236 (l7th & "M" Streets S.E. and Auburn Way South) to improve the efficiency of subject intersection. GOLF COURSE COMMITTEE - NICKSON Councilman Nickson, reporting for Golf Course Committee, stated the Com- mittee had reviewed a letter dated December 17, 1970 from Guido S. Peluso, with regard to changes in the yearly green fees at the Golf Course and it is the recommendation of the Golf Course Committee that the resolution changing green fees for the Auburn Municipal Golf Course be approved. OLD BUSINESS I It was moved by Kline, seconded by Sonnemann, that the request of Seattle Cascade Land Corporation to rezone from R-3 to C-l, a parcèl of land lo- cated at 932 Auburn Way South, South of 9th Street S.E., be brought badk to the table for discussion. MOTION CARRIED It was moved by Kline, seconded by Nickson, that motion on request of Seattle Cascade Land Corporation rezone be withdrawn. Councilman Fiedler advised he was opposed to the rezone request. MOTION CARRIED It was moved by Sonnemann, seconded by Holman, that the recommendations of the Planning Commission be conferred with and the rezone request of Seattle Cascade Land Corporation be granted subject to the Planning Com- mission recommendations, and the City Attorney be instructed to prepare necessary Ordinance granting rezone from R-3 to C-l. MISCELLANEOUS BUSINESS Mr. Ralph Blakeney, from audience, voiced objection to the raising of green fees at the Auburn Municipal Golf Course with regard to Senior Citi- zens, stating the fees under Resolution No. 447 were prohibitive for the Senior €itizens. It was moved by Nickson, seconded by Sonnemann, that Resolution No. 447 be reconsidered, and action taken be vetoed. MOTION CARRIED I It was moved by Kline, seconded by Nickson, that Resolution No. 447 be referred to the Golf Course Committee for reconsideration and recommenda- tion. It was moved by Shaughnessy, seconded by Sonnemann, that rezone request of Auburn Public School District No. 408 be referred to the Planning Commission.
