HomeMy WebLinkAbout01-03-1972 :308 AUBURN, WASHINGTON MONDAY JANUARY 3, 1972 The regular meeting of the City Council of the City of Auburn convened at 8:00 P.M., in the Auburn City Council Chambers. The meeting was called to order by Mayor Kersey. Councilmen present: Councilmen Kline, Sonnemann, Shaughnessy, Darling, Holman and Fiedler. Councilman Nickson was absent. APPROVAL OF MINUTES It was moved by Holman, seconded by Fiedler, that the December 20, 1971 Council Minutes be approved as mailed. MOTION CARRIED I PUBLIC HEARINGS Mayor Kersey declared public hearing open on application of Karl Keller to rezone from Unclassified to Heavy Commercial (C-3) a parcel of land located at the Northeast corner of the intersection of "A" Street SE and Ellingson Road (2836 "A" St. S.E.) It is the recommendation of the Planning Commission the approval of this application because it conforms to the intent of the Comprehensive Plan by providing commercial activities at the intersection of major arterial streets and, further with consideration given that the South 30 feet of subject property be dedicated for street purposes, thereby completing the 60 foot right-of-way for the future development of 41st Street S.B. It was moved by Fiedler, seconded by Holman, that the Public Hearing be closed. MOTION CARRIED It was moved by Sonnemann, seconded by Shaughnessy, that the Planning Commission recommen- dations be concurred with and the rezoneP granted and the City Attorney be instructed to prepare necessary ordinance. ROLL CALL VOTE: All Councilmen voting YES. CORRESPONDENCE MOTION CARRIED City Clerk Williams read letter from Boundary Review Board advising of Notice of Public Hearing on King County Water District No. 64 and proposed annexations #5 and #6, Files No. 344 and 358. Mayor Kersey requested the letter be filed with copy to Public Safety Committee. I BID OPENINGS Bids were opened at 11:00 A.M., January 3, 1972 on Call for Bids for Police ¥ehicles with bids submitted as follows: For two four-door sedan Detective units: VALLEY MOTORS BOTHELL MOTORS HOYT MOTORS The above bids include sales tax. $7,223.79 8,095.44 8,828.94 It is the recommendation of the Chief of Police that the bid of Valley Motors be accepted for two four-door units at $7,223.79, including sales tax. For two two-door sedan Detective Units: WITHOUT AIR WITH AIR VALLEY MOTORS HOYT MOTORS BOTHELL MOTORS The above bids include sales tax. $ 5,251 . 70 5,363.74 6,058.54 $5,923.70 6,067.10 6,679.34 It is the recommendation of the Chief of Police that the bid of Valley Motors be accepted I for two two-door units with air for $5,923.70. It was moved by Sonnemann, seconded by Fiedler, that the bid for two four-door units be awarded to Valley Motors at the cost of $7,223.79 including sales tax. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED It was moved by Sonnemann, seconded by Fiedler, that the bid for two two-door units with air be awarded to Valley Motors at the cost of $5,923.70, including sales tax. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED RECOMMENDATIONS The following items were submitted by the Director of Public Works for Council approval: AUBURN, WASHINGTON MONDAY JANUARY 3, 1972 ßO~) Segregation of assessment #1, L.I.D. No. 191, total assessment $116,164.97. It was moved by Kline, seconded by Sonnemann, that segregation of assessment 1 and lA be approved. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Pay Estimate No.9 to C. J. Rockey Co., Inc., for $34,896.85 for construction of St. Imp. 120, 12th st. S. E. It was moved by Sonnemann, seconded by Fiedler, that Pay Estimate No. 9 be approved for payment in the sum of $34,896.85. I ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Pay Estimate No.1 to M.A. Segale, Inc. for Water Imp. 76 (15th St. N.E./N.W. water line) for $26,120.06. It was moved by Shaughnessy, seconded by Holman, that Pay Estimate No.1 to M.A. Segale, Inc., for $26,120.06 be approved for payment. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Pay Estimate No. 4 to Brown Construction Co. for wading pool at Les Gove Park construction for $4,038.93. It was moved by Darling, seconded by Fiedler, that Pay Estimate No. 4 to Brown Construction Co. for $4,038.93 be approved for payment. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED Request for authority to advertise for bids for installation of a 36" sanitary sewer under proposed SR 167 (Valley Freeway) North of SR 18 in accordance with City of Auburn Comprehensive Sanitary Sewer Plan. It was moved by Shaughnessy, seconded by Darling, that the Director of Public Works be authorized to advertise for bids for installation of a 36" sanitary sewer under proposed SR 167 (Valley Freeway) North of SR 18. I ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED PROCLAMATIONS, APPOINTMENTS AND ANNOUNCEMENTS Mayor Kersey announced that January 10, 1972 the newly elected Councilmen will be given the oath of office by Judge McLeod after seating of the new Councilmen a public workshop meeting will be conducted and presentation of proposed improvement of SR 18 by the Department of Highways. Mayor Kersey announced that the City Clerk's office will remain open until 8:00 P.M., January 7, 1972 for voter registration. COUNCIL COMMITTEE REPORTS FINANCE COMMITTEE - KLINE Councilman Kline, reporting for Finance Committee, stated the Committee reviewed the Voucher and Transfer List and the Committee recommend approval for payment in the amount of $892,953.02. PUBLIC SAFETY COMMITTEE - SONNEMANN I Councilman Sonnemann reported the Committee had discussed the disposition of Engine #2 by loaning same to the Washington State Historical Museum for display purposes. It was moved by Sonnemann, seconded by Holman, that the Fire Chief be authorized to loan Engine #2 'to the Washington State Historical Society for display purposes subject to the approving legal opinion of the City Attorney of the details and with the understanding this can be removed at anytime by the City of Auburn. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED COMMITTEE ON COMMITTEES - SONNEMANN Councilman Sonnemann reported the Committee on Committees met on the matter of proposed resolution on Committee on Committees and same to be reviewed and introduced at the next Council Meeting. UTILITY COMMITTEE - SHAUGHNESSY The Utility Committee reviewed bids received by the Washington State Highway commission 310 AUBURN, WASHINGTON MONDAY JANUARY 3, 1972 for sanitary sewer crossing Sign Route #167 - North of Sign Route #18, and it was recommended the City should advertise for this work to accomplish the job. ~ It was moved by Shaughnessy, seconded by Darling, that the puyallup River Basin Sewage General Plan be approved. MOTION CARRIED The Committee reviewed underground electrical service to property owners on 37th Street N. W., and the Committee recommended that at least two weeks notice be given to the property owners that service will be discontinued to those who have not connected up to underground electrical service. The Committee denied request for adjustment of water bill submitted by Glenn Bayes, for the reason connection was improper and not the responsibility of the City. I PLANNING, BEAUTIFICATION AND BUILDING COMMITTEE - DARLING Councilman Darling announced the Committee will meet at 7:30 P.M., January 13, 1972. LICENSE, ANIMAL CONTROL AND CIVIL DEFENSE COMMITTEE - FIEDLER Councilman Fiedler reported the Committee held a meeting on December 21, 1971 and a meeting on January 3, 1972 with regard to changes in animal control and further informa- tion will be forthcoming at some future date. ORDINANCES AND RESOLUTIONS ORDINANCE NO. 2608 It was moved by Fiedler, seconded by Holman, that Ordinance No. 2608 entitled "AN ORDINANCE OF THE: CITY OF AUBURN, WASHINGTON, AMENDING CODIFIED AUBURN CITY ORDINANCE 6.04.210 CHANGING THE EXPIRATION DATE OF DOG LICENSES" be introduced and adopted. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED APPROVAL OF VOUCHERS AND TRANSFERS It was moved by Kline, seconded by Holman, that the voucher approval and department list I in the sum of $892,953.02 be approved for payment. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED MISCELLANEOUS BUSINESS City Clerk Williams read Zone Change Application from Thomas A. Ribling for zone change from R-2 to C-3, property located Harvey Road and 14th Street N.E. It was moved by Fiedler, seconded by Sonnemann, that Zone Change Application be referred to Planning Commission for recommendation. MOTION CARRIED City Clerk Williams read Preliminary Plat of Vali-Hi submitted by Maury Hood, P.E. It was moved by Fiedler, seconded by Kline, that the Preliminary Plat be referred to the Planning Commission. MOTION CARRIED Councilman Kline moved for adjournment at 8:35 P.M.
