The regular meeting of the City Council of the City of Auburn convened at 8:00 P.M.,
in the Auburn Ci ty Council Chambers.
The meeting was called to order by Mayor Kersey.
Councilmen present: Councilman Gavey, Sonnemann, Shaughnessy, Darling, Holman,
Fiedler and Lea.
APPROVAL OF MINUTES
It was moved by Darling, seconded by Sonnemann, that the April 10, 1972 Council Minutes
be approved as mailed.

PUBLIC HEARINGS
Mayor Kersey declared Public Hearing open on request of Harold Quist to rezone from
A-1 (Agriculture) to M-1 (Light Industrial) a parcel of property located North of
30th Street N.W. and East of "B" Street N.W. (Application No. 6-72)
The Planning Comndssion recommend the approval of this request provided that the owner
give consideration to the dedication of the additional 20 feet of right-of-way for a
60-foot street.
It was moved by Holman, seconded by Lea, that the Public Hearing be closed.
MOTION CARRIED
It was moved by Darling, seconded by Holman, that the Planning Commission recommendations
be concurred with and that the City Attorney be directed to prepare necessary ordinance
granting rezone from A-1 (Agriculture) to M-1 (Light Industrial) with consideration
given to the dedication of the additional 20 feet of right-of-way for a 60-foot
street.
ROLL CALL VOTE: Councilman Gavey, Shaughnessy, Darling, Holman, Fiedler, Lea voting YES.
Councilman Sonnemann voting NO.

CORRESPONDENCE
City Clerk Pro-tem Osborn read letter from Schneider, Smythe, Salley and Van Sic1en
regarding extension of time period for Bonanza Investment Company, SPU Permit granted
by Ordinance No. 2534, from April 1, 1972 to August 1, 1972 for removal of existing
stockpile of gravel and fill materials from its old processing site.
Discussion by Council followed. It was moved by Darling, seconded by Holman, that the
letter be referred to the Planning Commission

1972 at 8 P.M.

No.4, L.I.D. No. 209 be approved.

AUDIENCE PARTICIPATION
Mayor Kersey mentioned the Young Generation Club. The club will be selling buttons
for $1 for the Summer Olympics.

It was moved by Fiedler, seconded by Gavey, to suspend rules of order and have License &
Ordinance Committee Report previous to Audience Participation.
MOTION CARRIED
Councilman Gavey reported that the License and Ordinance Committee recommended that
Ordinance No. 2613 show these changes. Section 7 (a) (1) (a) should read June 30 instead
of June 31. Section 7 (a) (1) should be $3.00 on and after June 1, 1972 and $5.00 per
year on and after January 1 of each year thereafter. It was suggested that a new section
be added to Section 7.
Discussion from the audience followed concerning the Animal Control Ordinance: Mr. & Mrs. 1-
P. F. Morgan of 1407 G Street S.E., Ralph Beers of 1123 4th Street N.E., and Del Heisserman
of 1605 1st Street N.E.believe our Animal Warden is doing an excellent job and is very
cooperative. Margaret Dowd of 2205 Dogwood S.E., Diana Berthon of 2705 Alpine S.E.,
Kathy George of 1112 14th N.E., Dorthy Hansen of 311 F Street S.E., Avis Hansen of 606 22nd
S.E., John Versolinko of 15 E Street S.E. and Wayne Goodburn of 121 E. Main believe the
license fee's are unreasonable, they do not like the idea of an officer or animal warden
coming on their property; feel there should be leash laws for mean and vicious children as
for animals, and they wanted to know what their rights are as citizens regarding these
problems.
Del Heisserman of 1605 1st Street N.E. questioned an over extended water bill, this matter
will be discussed by the City Attorney and Finance Director.
BID OPENINGS
Bids were opened April 10, 1973, 11:00 A.M., for construction of parking areas and basketball
court paving in Fulmer Field and Scooter Brown Park in the City of Auburn, with bids
submi tted as follows:

The above bids were accompanied by bid bonds; the above bids include sales tax.
It was the recommendation of the Director of the Parks and Recreation Board that the low I
bidder, Fred Hintz Construction Company be awarded the contract for a total of $7,680.50
plus Washington Sales Tax of $384.03, total $8,064.53.
It is the recommendation of the Director of Public Works that the contract for paving
at Fulmer Field and Scooter Brown Park be awarded to Fred Hintz Construction Company on
their low bid of $8,064.53.
It was moved by Sonnemann, seconded by Shaughnessy, that the contract be awarded to
Fred Hintz Construction Company and upon signing of contract the Bid Bond of unsuccessful
bidder be returned.
ROLL CALL VOTE: Councilman Sonnemann, Shaughnessy, Darling, Holman, Fiedler, Lea voting YES.
Councilman Gavey voting NO.

RECOMMENDATIONS
The following items were submitted by the Planning Director, George A. Schuler, to call for
Public Hearing to be held May 1, 1972:
The request of Elmer Spencer, Ray Terlicker and Frank Pfulg, for a Special Property Use
permit for gravel removal from land parcels West of West Valley Highway and South of
Peasley Canyon Road. (Application No. 2-72)
The request of Broadway Holding Company, Joe Feist, and Lyman Ketcham, for a Special I
Property Use permi t for gravel removal from land parcels located West of West Valley Highway,
near 15th Street S.W., in Jovita Heights. (Application No. 4-72)
The request of M. R. Mastro and Joe M. Feist for a Special Property Use permit for gravel
removal for a land parcel West side of West Valley Highway near 15th Street S.W. (Application
No. 5-72)
The request of Venture Construction, Inc., 28802 West Valley Highway North, to rezone from
Unclassified to M-l (Light Industrial). (Application No. 7-72)
It was moved by Fiedler, seconded by Shaughnessy, that Public Hearing be held at 8:00 P.M.

It was moved by Holman, seconded by Sonnemann, that pay estimate No. 12 to C. J. Rockey
Co., Inc., for $17,177.16 be approved for payment.

Change Order 1 to Tri-State Construction, Inc. for increase of $1,691.97 covering
hydrant relocation, dewatering and removal of concrete box culverts on St. Imp.
122, West Main Street project HUD portion, Water Imp. No. 74.
It was moved by Shaughnessy, seconded by Darling, that Change Order 1 to Tri-State
Construction, Inc. for $1,691.97 be approved.
ROLL CALL VOTE: All Councilmen voting YES.
MOTION CARRIED
Pay Estimate No.6 (final) to Tri-State Construction, Inc. for $2,528.80 for
water portion of St. Imp. 122, West Main Street project, HUD, Water Imp. No. 74.
It was moved by Shaughnessy, seconded by Holman, that the project be accepted by the
City as complete and Pay Estimate No.6 (final) to Tri-State Construction, Inc. for
$2,528.80 be approved for payment and the retained percentage amounting to $7,613.57
be paid in thirty days provided no liens or claims are filed and clearance is secured
from the State Tax Commission and the Department of Labor and Industries.

construction at Les Gove Park.
It was moved by Darling, seconded by Lea, that the project be accepted by the City
as complete and Pay Estimate No. 5 (final) to Brown Const. Co. for $594.93 be approved
for payment and the retained percentage amounting to $1,942.06 be paid in thirty days
provided no liens or claims are filed and clearance is secured from the State Tax
Commission and the Department of Labor and Industries.

Authority to Call for bids for painting inside of Lea Hill Reservoir tank.

call for bids for painting inside of Lea Hill Reservoir tank be approved.

PROCLAMATIONS, APPOINTMENTS AND ANNOUNCEMENTS
Mayor Kersey proclaimed May 1 as Law Day USA and Loyalty Day.
Mayor Kersey announced Operation Litter Control - April 22 thru May 7. Saturday,
April 22, the Boy Scouts of America and students will be cleaning up our town.
Mayor Kersey complimented the Elk's Club on their assistance with Youth Programs and
complimented Wilbur Nichols on his successful year as Exalted Ruler and presented him
with the unique shovel presented by members of the Elk's Lodge.

COUNCIL COMMITTEE REPORTS
LICENSE AND ORDINANCE COMMITTEE - GAVEY
Committee discussed changes to Ordinance 2613.
It was moved by Gavey, seconded by Fiedler, that the City Attorney draw up amended Ordinance
2613 to reflect changes.
ROLL CALL VOTE: All Councilmen voting YES.

Discussion on pioneer Elementary School PTA.
It was moved by Gavey, seconded by Fiedler, that the bicycle registration fee be waived
in conjunction with their bike safety program.

The Committee discussed non-profit solicitors licenses.
STREET AND ENGINEERING COMMITTEE - SONNEMANN
Councilman Sonnemann announced the Committee will meet April 19 at 7:30 P.M.
UTILITY AND AIRPORT COMMITTEE - SHAUGHNESSY
Discussion on water rate analysis - answered questions currently being finalized. Next
meeting will be Thursday, April 20 at 7:30 P.M. in the Public Works Conference Room.
Discussed letter from Lawrence Price with regard to septic tank requirements being changed I
in ordinance. The Committee denied the request.
The next meeting will consider Airport Business; considerable discussion regarding Legislation
Airport Advisory Committee.
PLANNING AND BEAUTIFICATION COMMITTEE - DARLING
The Leased Housing Program was discussed. Mrs. B. Wegsteen, Housing Authority of the
County of King, briefed the Commi ttee concerning subject program.
The Senior Citizen Housing was reviewed and it was decided to retain local control of
Senior Citizens Rights.
The Committee reviewed the letter from George Skarich, Executive Secretary, to Pacific
Northwest Golf Association members, concerning "open space" tax relief.
Following review of C. Weehler's memo concerning monthly gravel inspection, the Comndttee
recommended approval of Mr. Smythe's letter request in behalf of Bonanza Investment
Company.
It was moved by Darling, seconded by Fiedler, that the Planning Director be instructed to
send a letter to the owner of record and mail it certified mail, return receipt requested
expressly advising him of the violation and ordering him to cease and desist. Send c.c.
of the letter to the State Department of Natural Resources for their information and
action.

FINANCE COMMITTEE - HOLMAN
Councilman Holman reported that shower installation in the M. & o. Building was approved.
The City Treasurer gave a report on the funds available for investment purposes ($100,000
from street fund and $50,000 from arterial street fund.
Councilman Holman moved, Darling seconded, that the Council authorize the distribution
of this investment.

PUBLIC SAFETY COMMITTEE - FIEDLER
Meeting will be held Tuesday evening.
Discussion concerning Blood Drive. The Blood Drive is this month for King County and
donated blood will go to the Community Concern. Citizens can give blood at the Fire
Station on April 20, Thursday, from 1 P.M. to 7 P.M.
Hal Millen of the Auburn Globe News announced that a man who is soon having Open Heart
Surgery will need 15 pints of Type A negative blood for surgery and another 30 pints
will be needed later.
MUNICIPAL BUILDING AND EQUIPMENT MAINTENANCE COMMITTEE - LEA
Approval of M. & o. Building shower installation.
LIBRARY COMMITTEE - LEA
Discussion of heating pumps and request money in budget be held in reserve for heat
pump installation.
Mrs. Harrell will go on Coffee with Radio KASY, April 22.
Next meeting to be held April 26 at 7:30 P.M. in the Library.
NEW BUSINESS
Councilman Gavey moved that the City Attorney update the City Code Book to reflect
changes outlined in House Bill 223 regarding hitchhiking. The motion was seconded
by Fiedler.
ROLL CALL VOTE: Councilmen Gavey, Sonnemann, Shaughnessy, Holman, Fiedler, Lea voting
YES.
Councilman Darling voting NO.

The Mayor requested that we send a letter to Mr. Sidney E. Smith, Secretary, Washington
State Department of Social and Health Services regarding new legislation requiring
cities to establish alcoholic rehabilitation programs. The letter would advise Mr. Smith
that the City of Auburn has a budget of $7500 which would more than handle the Senate
Bills. The motion was moved by Councilman Fiedler, seconded by Gavey.
