Auburn C.i ty Council Chambers.
CALL TO ORDER
The meeting was called to order by Mayor Kersey.

It was moved by Dar~ing, seconded by Holman, that the April 18, 1972 Counci1.Minutes be
amended as follows: Page 6, paragraph 4, line 2 should have inserted after owner of
record (regarding the violation being commi tted on the Dr.<D. rY. Shephard's property) and
mail it certified mail, return receipt requested

Mayor Kersey declared Public Hearing open on request of the City of Auburn for the
purpose of hearing and determining whether or not a portion of Howard Road at 21st and
"R" Streets S.E. within the corporate limits of the City of Auburn, shall be vacated.

Mayor Kersey declared Public Hearing open on request of Broadway Holding Company, Joe Feist,
-and Lyman Ketchan, for a Special Property Vse Permit for gravel removal from land parcels
located vlest of West Valley Highlvay, near 15th Street Sr-l, in Jovi ta Heights. (Application
No. 4-72)
The Planning Commission recommend the approval of this request provided that all the
recommendations and requirements as contained in the Planning Director's letter (517-72-155)
be incorporated in the ordinance and that undercutting of design grades to modify finished
slopes be permitted provided a soils report prepared by a soils engineer or geologist
licensed in the State of Washington be submitted at the request of the Planning Department
and approved by the Director of Public Works and the Director of the Planning Department.
Gene Williams, City Clerk, read letter from T. E. Mathews regarding S.P.V. 2-72, S.P.U. 4-72
and S.P.V. 5-72. Mathews, as an adjoining property owner, requests consideration given on
agrèement of installing city water and sewage systems thru these properties for proper
development of area.
C. R. Branson, representing Broadway Holding Company~ Joe Feist and Lyman Ketcham, feels
prior recommendation in this request limited the removal of gravel and plan now submitted
IconfOrnt5 to ordinance of City of Auburn and he request it be granted under stipu1ation'of
Planning Con~ission. .

Stan Kasperson, appearing in behalf of Mr. Mathews, Paul and Irving Ivarsen, ex-pressed
concern for proper steps for the protection of Mr. Mathews property and possible provisions
for utili ties and that safeguards be inserted in the permi t with as many restrictions and
safeguards possible for protection of the adjoining property owner.
D. L. Paulson and Melvin Ekre asked about the slopes and believed 100 foot setbacks would
provide a safeguard.
Lyman Ketcham bel.ieves this is a logical plan to mine gravel and enhance property. The
recommcnÔa ti.Ç}/l would be an important d!,!yelopment to the Ci ty of Auburn and surrounding area.

Questions and answers by Council and petitioners fo11mved. F.ied1er asked Mr. Branson if
his clientsl"oul(~ be inteJ:ested in entering into an agreement for a L.I.D. for improvements.
Mr. Branson indicated that if improvements became logical they would not be opposed to a
L.I.D. and the plan is to move fill ma~erial to the Auburn 400 Site.
Fiedler moved that Council approve this application provided that all recQwmendations as
provided in Planning Director's letter (517-72-155) be incorporated in ordinance and that

petitioners cooperation and of their heirs, successors and assigns in participating in
any L.I.D. during the life of this SPU where it canbè shown according to law that subject
L.I.D. will benefit the property of the petitioners and reserve to the petitioners their
legal limitations according to the laws of the State of Washington."

West Valley Highv/ay North, to rezone from Unclassified to M-l (Light Industrial).
(Application No. 7-72)
The Planning Comnission recommend the approval of this request provided that the owners
enter into an agreement with the City of Auburn which will specify that no further deve10pmen
occur on the property until a storm drainage plan is approved by the Public Works Department
for the property requesting reclassification that will provide rel~ef for the storm water
that is being retained on the adjacent properties because of the dam created by the
installation of the existing fill material and ·that a 6-foot cyclone fence'wlth redwood
inserts be installed around all open storage areas.
Earl pitts, Vice President of Venture Construction Company, would like to work with
Engineering and Public Works in solving drainage problem and 6-foot cyclGne fence.

AIRPORT COMMITTEE - DARLING REPORTING IN THE ABSENCE OF CHAIRMAN SHAVGHNESSY
Discussion and request to rent the alternate portion of the building now under construction I
(approximately 600 square feet) - Office Space, Aero Aviation. Discussion of xi tsap
County Airport Master Plan. Pat Nevins expressed the need of such a study for the Airport
Utility. Councilman Lea was present at meeting and presented second draft for Advisory Board
for Airport vti1i ty. Discussion of Commi ttee Members followed.
FINANCE COMMITTEE - CHAIRMAN HOLMAN
Discussion on Auburn Drug Information and Rehabilitation Program. Mayor Kersey pointed out
that the contract required the payment by the Ci ty of Auburn öf- $21,650.00 ..'or the calendar
year of 1972, and this amount had been included in the 1972 budget. Finance Comndttee recommend
the proposed contract be accepted subject to revie¡.¡ by Council. Voucher approval list and
Departmental expenditure.report were reviewed in detail and the Committee recommends the payment
of the bills. Discussion on restoring $5,000.00 to the Library budget for book purchase.
Finance committee does not feel the restoration should be made. Request City Clerk be authorized
to sign an amendment to the group policy with North American Life Insurance Company.
It was moved by Holman, seconded by Darling, that the City Council enter into a contract
with the Drug Program, sum not to exceed $21,650.00.
