Mayor Kersey declared Public Hearing open on the final assessment roll No. 258.
It was moved by Fiedler, seconded by Gavey, that the Public Hearing be closed.

be confirmed and approved and the City Attorney be instructed to draw up the necessary
ordinance.

Councilman Fiedler questioned the City Attorney as to whether another Public Hearing
,muld be necessary. The ci ty littorney stated that the matter had previously been
before the Ci ty Council and had been referred back to the P.Ianning Comrnission. . The
applicant had negotiated ,,,ith the Planning Cowmission and an agreement had been reached
¡'jayor Kersey stated that since no persons were hear to speak against the rezone and
no one spoke against it at the Public Hearing held November 1, 1972, he would call
for a vote 011 the previous motion.

Nayor Kersey announced that Councilman Ray Sonnemann had been appointed to serve on
the L.E.F.F. Board and will be serving in place of Councilamn Richard Fiedler for
the balance of his appç:.intment ¡¡hich vÚll expire March 1, 1974.
Mayor·Kersey còngratülated Ronald Hoffer, a City employee in the Engineering Departwentl
on his ab i.1 í ties for ob taining an a¡.¡ard from the Ins ti tute for the CertiFication of
Engineering Technicians which is sponsored by the Na-tional Society of Professional
Engine,?rs.
Nayor Kersey announced that 106 units öf blood \v'ere given during the Blood· Drive
on llugust 17, 1972~ and he congratulated !-Irs. Richard Fiedler ror her help and.
a·ssistallce ¡'lith this particular program.

The License and Ordinance Committee met at 7:30 P.M. on August 16, 1972. Discussion
on N. A. Magnuson's application for a Motor Vehicle Wrecker's Permit was held and
tlJ.e perrni t v7as granted by th Commi ttee. The redrafted ordinance creating criminal
liability of parents for knowingly allowing their minor children to violate criminal
and traffic laws ¡-vas recommended by the Commi ttee to the Ci ty Council ror introduction
only.
It was moved by Gavey, seconded by Shaughnessy, that Ordinance No. 2657 entitled

STREET AND ENGINEERING COMI1ITTEE - CHAIR11AN SONNEMANN
The Street and Engineering Committee met at 7:30 P.M. on August 9, 1972. A drawing
was reviewed by the Committee relating to the request by Jon Hanna for a driveway
openigg at 8th Street S.E. and Auburn Way South (AC 13). The Committee approves the
request if the staff concurs with the corrected drawing.

It was moved by Darling, seconded by Holman that the Council authorize the Planning

A detailed discussion was held by the Council regarding the cost of the appraisal and/or
acquisi tion of airspace rights at the airport.
Councilman Holman called for the previous motion.

PLANNING, BEAuTIFICATION & BUILDING CODES COMMITTEE - CHAIRMAN DARLING
1he Planning, Beautification & Building Codes Committee met on August 15, 1972, at
7:30 P.N. Mr. Chapman bl."iefed the Committee on the maintenance problelftSl such as
watering and the care of trees that have been planted along certain streets. The trees
aréi' J::;eing neglected by the property OvmeL'S, which results in the Parks Department taking
the responsibility for the maintenance. It had originally been planned that the property
O~1Tners would maintain the trees on their property b.ut this is ,not being done by ...approx~
75% of the ovmers. l1r. Chapman and Mr. Holt w'ill draft a proposed policy and form
g~idelines which would establish and define the City's conwitment and responsibilities
to local tree planting projects. The Beautification Committee of the Chamber of Commerçe.

The Finance Cormnittee met at 7:30 P.M. on August 17, 1972. Discussion t1aS held

Reserve Fund, and to budget rr.oney into that fund annually - The COll'.m.í ttee expressed a

or sale at public auction for the two motorcycles.

Public advertising had not succeeded in selling the old NCR Billing machine, together
.vi th some peripheral equipment, so the Commi ttee concurs that the equipment should be
sold at vlhatever price possible, in any ¡'lay possible.

of this equipment by the best methods possible.

lWl'fICIPliL BUILDING AND EQUIPMENT MAINTENANCE COMMITTEE - CHAIRMAN LEA
'The Com-ni ttee met on August 2, 1972, at 7 :30 P.M. The Commi ttee reviewed the priority
list and inspected some 19 pieces of equipment. The units inspected were high maintenan
equipment due either to design or age. It is the recommendation of the Department
of Public Works that high maintenance equipment be replaced in the interest of eliminati
dc¡~~-time and excessive maintenance and operation costs. No·conclusions were reached.

Ordinance No. 2613 - Mr. Gaines stated that the businessmen in the area are very much
oppossed to having to come dmvn every yeai to record their businesses. He feels this

stated his· opinions regarding this business license ordinance as stated in his
