APPROVAL OF MINUTES It ¡,¡as moved by Fiedler, seconded by Sonnemann., tha.t the Council Minutes of August 21, 1972 be corrected on page 2, line 3 changing Tuesday, September 5, 1972 to Monday, September 18, 1972. MOTION CA.."ŒIED It was moved by Fiedler, seconded by Sonnemann, that the Council Minutes of August 21, 1972 be approved as corrected. MOTioN CAP.RIED CORRESPONDENCE The Ci ty Clerk read a letter from George A. Schuler , Planning Di rector, regarding the segregation of Assessment No.2, L.I.D. No. 198. (Reference 517-72-443) It ¡vas moved by Fiedler, seconded by Holman, that the segregation of assessment" L.I.D. No. 198, be approved as follows: Assessment No.2 to J. J. Harkey Co. of Kent for $2881.29 (216.72 FF Street @ $6.50 = $1408.68 and 216.72 FF San. Sewer @ $6.795 = $1472.61) and Assessment No. 2B to Auburn School District #408 of Auburn for $1619.07 (121.78 FF Street @ $6.50 = $791.57 and 121.78 FF San. Sewer @6.795 = $827.50). MOTION CARRIED AUDIENCE PARTICIPATION Len Chapman, Director of Parks & Recreation, stated that the Park Board met last Thursday evening and discussion was held on Brannon Park. The Master Plan for Brannon Park was presented and accepted by the Park Board and the Park BOard recommends Council approval on this matter. Mr. Chapman introduced Mr. Bob Bignal, O.R.B. Consultant, who presented the Master Plan to the Council. The Park Board asks that the Council concurs with the Master Plan and the application made for matching funds in the amoLmt of $150,000 from the State and Federal Government and $50,000 from the Ci ty of Auburn (together totaling $200,000) be approved. Detailed discussion from merr.bers of Council followed. Mr. James Harkey of 32555 107th Avenue SE opposed the construction of the street and parking lot on 26th Street SE. Nr. Harkey had been told ¡,¡hen he planned and buil t his apartments that a street would not be constructed in thatarea¡ therefore, the proposed plan does not meet with his approval. It was moved þy Fiedler, seconded by Holman, that Council approve the Park Board recom..rnendations for the l1aster Plan of Brannon Park as presented by O.R.B. Consultants. NOTION CARRIED PROCLAMATIONS, APPOINTtlENTS AND ANNOUNCEMENTS j'-layor Kersey announced that The Black fvatch Highland Regiment of Auburn ¡'lent to Spokane and put on an exhibi tion last Saturday evening. The group ~,¡on tr,¡o First Place Trophies in the B Division - grading ¡,¡as based on their music, marching, and personal appearance. The cost of travel expenses, instruments, uniforms, etc., were covered by parents and donations this yea~but next year the group will have financial problems unless citizens and other civic groups can help raise money.. COUNCIL COÞU1ITTEE REPORTS LICENSE AND ORDINANCE COMt1ITTEE - CHAIRMAN GAVEY The License and Ordinance Commi ttee meeting scheduled for September 13, 1972, t,¡i11 be postponed until a later date. The City Attorney has been instructed to give a copy of Ordinance No. 2657 - Parental Responsibility - to the Juvenile Court for their infor- mation and suggestions. STREET AND ENGINEERING COMNITTEE - CHAIRMAN SONNEMANN The Street and Engineering Committee met at 7:30 P.M. on August 23, 1972. Discussion held pertaining to the meeting on August 22 with the property owners living on 5th HE: opposite Fulmer Field. Various problems resulting from the athletic events, traffic parking, etc.; and in particuiar slm.¡ pi tch evening games were mentioned. Regarding the Fifth street Northeast, "K" to "11", parking problem - the Committee recorr.mends to the council the dedication of ten feet the length of the park property for street purposes. Committee requests this matter be put on the Agenda for the next Council Meeting, September 18, 1972, along with a cost survey. Chris Brown, representing Enplan Corporation, gave a report on the Topics Study being conducted by his firm. The Topics Report is in the final stages of completion and will soon be presented to the Com~ttee. The City of Renton will very shortly be disposing of a considerable number of traffic signals and related equipment, by sealed bids or some other means. The Comœittee requests the Council to authorize possible acquisitiop of such equipment. MOTION C.llRRIED The Co~mittee requests that after the Public Hearing on Resolution No. 533, relating to the proposed vacation of street right-of-way si tuate on a portion on "H" Street ~w beb.¡een 6th Street NW and 15th Street NW within the corporate limits of the City of Auburn, the resolution be referred to the Street Committee before Council takes any action. The scheduled meeting for September 6, 1972, will be cancelled so members of the Com~ittee can attend the Suburban Mayors Association Meeting. UTILITY AND AIRPORT COMMITTEE - CHAIRI~N SHAUGHNESSY The Utility and Airport Com~ittee met at 7:30 P.M. on August 24, 1972. Discussion was held on the sani tary Se¡'fer project on East l1ain Street and i t ~"as decided that the IJrolfi_ is premature because of the technical proble[~ involved at this timè. Discussion also held on the proposed revisions to the Water & Sewer Ordinance and this informqtion was passed on to the Finance Department. 'TYIO delat¡s for underground wirinq ¡.¡ere granted: on9 at 1540 23rd Street SE, Huston B. Johnson and one at 736 28th St. SE. Both of the requests for a delay of underground ¡.;iring ~vere granted ~vith the stipulation that the property mmers ¡yould sign an agreement for a future L.I.D. in their area. MOTION CARRIED Mayor Kersey announced that Wednesday evening, September 6, 1972 the Suburban Mayors Association will meet at the Doubletree Inn. Mayor Kersey also announced that Monday, September 11, 1972, an Executi ve Meeting ~vill be held and a discussion ¡¿,ill be held on the possibilitjes of a new City Hall.
