ROLL CALL Councilmen present: Councilmxl Gavey, Son~~~ann, Shaughnessy, Darling, Fiedler and Lea. Councilman Holman excused. APPROVAL OF MINUTES I It: ,¡as moved by Sonnemann, seconded by Fiedler, that the Minutes of Sept9Ti0er 18, 1972, be approved as mailed. PUBLIC HEARINGS Mayor Kersey declared Public Hearing open on the request of Jimmy J. Harkey for consideration of a Preliminary Plat to be known as GREEN RIVER VILLAGE NO. 3 located on the East side of "¡,¡" Street NE bettveen 23rd and 25.th Streets ;Œ. (APPLICATION P-4-72 C\J X ~ 1-:> c:~ o The Planning Commission recom~end the approval of this preliœJnary plat r9quest as it conforms to the requirements of the City Zoning and Subdivision Codes. It {vas moved by Fiedler, seconded by Lea, that the Public Hearing be closed. NOTION CARRIED It was moved by Gavey, seconded by Fiedler, that the request of Jimmy J. (Application 1]-72) I Thé Planning èommission recommend approval because this request conforms to the Comprehensive Land Use Plan and existing development plan of the area. It was moved by Fiedler, seconded by Sonnemann, that the Public Hearing be closed. MOTION CARRIED It was moved by Sonnemann, seconded by Shaughnessy, that the request of Paul Benton to rezone from R-4 to C-l be approved and the City Attorney be directed to draw up the necessary ordinance. E., to satisfy Urban Arterial Board audit, changing 970 cubic yards of unclassified excavation paid for under Clearing & Grubbing to unclassified excavation. No monies involved. It ¡vas moved by Sonnemann, seconded by Shaughnessy, that the Change Order to C. J. Rockey Company, changing 970 cubic yards of unclassified excavation paid for under Clearing & Grubbing to unclassified excavation to satisfy the Urban Arterial Board be appro~'ed. Bonjorni, an attorney and member of the Auburn Juvenile Court CO,,"c:u' t.te, \::110 r.,roiced his opinion regarding the Parental Re5ponsib.i1i ty Ordinance. He stated that he feels very negati v-ely about this ordinance because it could place a tremendous burden on innocent parents and that the ordinance might be used more as a sv¡ord than a shield through indiscriminate enforcement. Mr. Bonjorni asked tllat each merr.ber of the Council carefully reconsider this ordinance before adopting it as la;v. Aft.er MI'. Bonjorni made his presentation, each councilman voiced his opinion on'ce again and several of the opinions had changed. It. was moved by Shaughnessy, seconded by Lea, that Ordinance No. 2657 Responsibility - be tabled indefinitely for further study. MOTION CARRIED Chairman Gavey announced that the next License and Ordinance Conmdttee Meeting will be on· October 11, 1972, at 7:30 P.M. in the Coffee Room of City Hall. He also requested that a letter be sent to Mr. Bonjorni thanking him for attending the Council Meeting a.'1d invi ting him to the License and Ordinance Comn1i ttee Meeting on Òctober ll, 1972. He also requested letters to be sent to Radio KASY and the Auburn Globe-News advising them of the next Committee Meet.ing. It was moved by Sonnemann, seconded by Fiedler, that the Public Works Director be autho.rized to call for quotes on the insulation of a pump house and small heater at the Golf Course. ROLL CALL VOTE: All Coullci1men voting YES. l"'10TION CAP..R.IED It was moved by Fiedler, seconded by Lea, that a delay be made for relocating the fence, revisions to the sprinkler system, widening the roadway, and relocating the fire hydrant at Fulmer Field at a cost of $18,735.10. f10TION FAILED Cha.Ü·man Sonnemann reflected that the estimated cost of $18,735.10 is certainly more than the Coœ<171i ttee feels should be expended; therefore, the Corrmi ttee ><1ill study this matter further. The next regularly scheduled Committee Meeting t~ll be postponed until Monday, October 9, 1972, at 8:00 P.M. UTILITY AND AIRPORT CONNITTEE - CHAIRl1AN SlIliUGHNESSY The utility and Airport Committee met on September 2.I, 1972, at 7:30 P.M. The Committee recommends the purchase of tapes as training aids for supervisors. If the tapes are of' value as training tools, the proc¡ram ,'¡ould be continued. The proposal is that the millagE; collected would take care of these items. fi'e, in the Ci ty of Auburn, pay the millage like e~eryone else. r-le_should be enti tled to services equalling 'the amount that is paid, as should everyone. No one is against imrnunizatio:l programs for comminicable diseases." No one is against the insractio!7. of certain employees and foods. It is the many otl1er items that brings up the question of costs and who should pay and the amount that should be paid. There are many items listed among the personal heal th costs of which we also have questions about. This group includes such prograœs ås alcoholism vlhich is no:;., fW1ded through a state mandated program. There is a great question in my mind about duplication of other services and of who the services are given to. First, we have a State ¡'lelfare Program which together with the Federal programs furnish IrOnies to people in need. Almost all of these services are provided to apparently only thos,e on welfare éù'"1d since they are being given checks each month, I believe this' to be a duplication. Some of these services are being furnished to all peoples, as I understand it, regardless of the fact that they may be able to afford it. This is entirely improper as it urges people to accept the h,elp of others when they can afford to help themselves. I I approve of the decisions made that a King COUIlty Heal th Department should be the proper method tQ adopt and that an advisory board should be established.
