Donald Pi3.ulson of 44 5th Street H.E. stated that he ,vas concerned ¡vith the environment i1nd Urbi1n C1:isis. The Mayor stated that the women of this country who have e""!~!aged in a business career have contr.ibuted immeasurably to the economic and social ¡veIl being of these Uni ted States of America and it is high time':! that this Nation and particularly this communi ty pay triIJute to -chose ¡,-¡omen ¡yho have engaged in a business éareer. Mayor Kersey complimented the Campfire Girls in the area for their efforts -and concern for providing and planting tulips and daffodils in the landscape p.Ianter rings along Auburn Way North. The Campfire Girls contributed half of the bulbs, ¡.¡hich they had purchased from money their group had earned, and the City províded the rem~inder of the bulbs. The Mayor stated that the flo;.¡er plantings ¡,-,i-I.1. add to the livin] environ~ent and enjoyment of all our citizens. 4~ AUBURN, WASHINGTON MONDAY OCTOBER 16, 1972 Nayor Kersey announced that at 11:00 A.M. on Saturda.y, October 21, 1972, Auburn ~vill be having their annual Veteran's Day Parade and it will be the largest parade the Ci ty has ever had. Ci ty. The Hay-or announced that he had re.ceived a copy of the proposed !-Tetro~Sewer Contract on Thursday, October 12, 1972. Mayor Kersey suggests that this contract be referred to the Public fvorks Department for further study. Nayor Kersey announced that he and the Council had :r:eceivecl information on Referendum No. 258; ¡.¡hich pertains to Dog Racing, and asked that each Councilman study the infor- mation and use their o¡vn discretion when it is time to vote on this particular referendum. NT. George Fiori, Jr., the Ci ty Attorney Pro-Tem, ¡.,iLL bring up the Revenue Se..,er Bond later in the meeting and Hayor Kersey recommends passage on the ordinance ~.¡hich ¡lill pertain to same. The Mayor announced that there_will be a No Host Dinner at the Elks Club on Saturday, October 21, 1972, and the Guest Speaker ¡vill be Admiral James Russell. COUNCIL COf.1l1ITTEE REPORTS LICENSE AND ORDINANCE COMMITTEE - CHAIRNAN GAVEY The License and Ordinance Cow~ttee met on Wednesday, October 11, 1972, at 7:30 P.M. Discussion was held on the Parental Responsibility Ordinance and on the advice of the ci ty Attorney, the Com.mi ttee recommends to the Ci ty Council that the City Attorney and the Police Department review the possibility of prosecuting violations of State Law on contributing to the delinquency and dependency of a minor, rather than adopting a new Parental Responsibility Ordinance at this time. If this approach does not prove to be sound after an experimental period, then reconsideration to the adopting of the Parental Responsibility Ordinance can be given. The City Attorney was instructed to review the City's curfew ordinance and to make recommendations on updating it and oV8rcoming problems with involvement. This ordinance and informacion will be presented to the Student Council and Parent, Teacher, Student Association for their commen ts and recomlnendations. The Commi ttee also recommends to the City Council the updating of the City's Ordinance Book and recommends that the City Attorney be instructed to include a budget item of between $8,000 and $10,000 in his departmental budget for this item. Discussion ",¡as held on the proposal of placing Fiberglas Benches around the City. This item will be discussed further at the next Committee meeting on Wednesday night, October 18, 1972. If this matter is approved, it t.¡ill necessi tate a change in the existing Ci ty Ordinance. The" H" Street N. r.¡. vacation ",¡as discussed and again the Commi ttee questions the east-¡"rest connection between "H" Street (in the vicinity of approximately 6th Street N.vl.) and "C" Streets N.N., and therefore took nó action at this time. "c Street N.W. from approximately 8th N.W. northerly to 15th Street N.W. will soon be open for traffic and it is the Commi ttee' s recommendation that the speed limi t from' 3rd Street S.W. northerly to West Main Street of 30 M.P.H. remain as is. The Com7Úttee further recommends the speed limit of 25 M.P.H. from West Main northerly to the bc~ginning of the 400 block be raised to 30 M.P.H. and the balance of "e" Street N.fl. (400 block north to 15th) be 40 M.P.H. The Committee discussed the request from I Glenn L. An offer of $100.00 was made to purchase the furniture and furnishings of the Hotel Creen offices. The Finance Commi t tee recomrnends acceptance of this offer. NOTION CARRIED An information letter from Mr. Sims of Blyth Eastman Dillon Co. to Mr. James Gay, attorney was read, announcing the scheduled sale on November 9, 1972 of $1,000,000.00 in City of Auburn Water Sewer Revenue Bonds. PLANNHrG, BEAUTIFICATION & BUILDING CODES COMMITTEE - CHAIRHliN DARLING The Planning, Beautification & Building Codes Committee met on October 10, 1972, at 7:30 P.M. The Committee reviewed the request of Mr. Schuler to purchase materials necessary to complete beautification projects, such as the intersection of Howard .. Road and Auburn Way pouth. By purchasing the materials now, the City personnel could perform the installations after the first of the year. It was recommended that the staff present to the Committee a detailed cost estimate and submit it to the Comœ~ttee at its next meeting. The C01TŒnittee also discussed the 1973 budget and recommends further consideration of the Department of Planning and Community Development be given to possible reduction of items such as the elimination of any or part of the Beautification Funds, new automobiles, and P.E.P. employees. Consideration must be tempered with the impact that reductions might have on required services performed by the Department. George Schuler presented layout p.lans for a mini-mall concept that "'lOuld consist of a one-,.¡ay traffic lane ¡vi th the remainder of the existing right- of-¡.¡ay landscaped that would be oriented toward holiday activi ties and provide a li ving environment to the enjoyment of the downto¡.¡n shopper. The CO!!1mi ttee reques ted the Planning Department to investigate cost estimates and methods of financing. possibl financing could be a community effort; i.e., service clubs, Chamber of Commerce, and individual commercial firms. The Planning Department should also investigate the different landscaping possibilities, such as types of trees, shrubs, layout and a water fountain.
