APPROVAL OF MINUTES It ¡vas moved by Darling, seconded by Lea, that the Minutes of October 16,1972, be appro~ed as mailed. PUBLIC HEARINGS The City Clerk read a letter from Pat Nevins, Director of Public Works, dated October 19, 1972, regarding the final assessment roll for LIDs 259 and 260. Mayor Kersey mentioned th~ letters that had been received from Robert L. Pautz of 501 12th Street SE, A~nie McDonald of 529 12th Street SE, Robert Sauter of l762~ SE 224th,. Thomas A. Bondebagen of 525 12th Street SE, and Mrs. Owen Campbell Jr. of 11613 SE 323rd Place, all of whom objected to LID 259 or 260. Hearing no objections from the audience, it was moved by Fiedler, seconded by Holman, that LIDs 259 and 260 be combined into one Public Hearing. HOTION CARRIED Mayor Kersey declared Public Hearing open on Final Assessment Roll for LID 259, excavation, ballasting, curb and gutter, storm drainage and asphaltic concrete surfacing on 12th Street S.E. from "A" to "N" Streets S.E. and on Final Assessment Roll for LID'260, underground utilities on 12th Street S.E. from "A" to "M" Streets S.E. I I ¡ i Robert Sauter, Robert L. Pautz, Annie MCDonald, Thomas A. Bondebagen, Dave Fugit of 515' 12th Street SE, and Larry Popp of 431 12th Street SE - all of these people voiced their objections regarding the final assessment roll for LIDs 259 and 260. They stated that they understood they would be credited for any existing curb and gutter and they feel it is unfair to "pay twice" for having the ¡ÿork done. Discussion by Council follol.¡ed. It was moved by Gavey, seconded by Fiedler, that the Public Hearing be closed. NOTION CARRIED It was moved by Fiedler, seconded by Sonnemann, that the Fin~l Assessment Roll for LID 259 be confirmed and approved and the City Attorney be instructed to draw up the necessary ordinance. ROLL CALL VOTE: Councilman Fiedler, Lea, Sonnemann, Shaughnessy, Darling and Holman voting YES. Councilman Gavey voting NO. NOTION C¡'.RRIED It ;,¡as moved by Fiedler, seconded by Sonnemann, that the Final Assessment Roll for LID 260 be confirmed and approved and the City Attorney be instructed to draw up the necessary ordinance. NOTION CARRIED PROCLA~~TIONS, APPOINTMENTS AND ANNOUNCEMENTS -'- -."- '.fhe Mayor announced that the Utility Committee wi1.l meet at 7:30 P.lL, Thursday, November 9, 1972, and a gentleman from the Department of Eco.logy ¡vill be in attendance. 50 AUBURN, WASHINGTON MONDAY NOVEMBER 6, 1972 COUNCIL COMMITTEE REPORTS LICENSE AND ORDINANCE COMMITTEE - CHllIRM!1N GAVEY I 1 - I The Street Committee met on October l8, 1972, at 7:30 P.M. Discussion was held çoncerning ¡ the fiberglass bench proposal and the Committee directed the City Attoney to prepare ordinance revisions to allow these advertising benches to be placed in the City. The ¡ Ci ty Attorney will have an ordinance prepared for the next meeting. The COffii71Íttee ì received from the retail trades division of the Auburn area Chamber of Commercea request tq (1) Turn" B" Street S.E. from H¿l.Ín to the alley into a 1i ttle mall park and planting a Christmas tree in the area so that Auburn can have a permanent tree on the site (2) Getting electricity to the trees in the middle of the street on Auburn Way South for the tçýO blocks from Main Street southerly. They feel that if these trees could be decorated with lights during the Christmas season, this would add greatly to the City's Christmas program. This also could be used during other times for a lighted effect. The Planning and Beautification CorrùTlÍ ttee had previously approved this project in a letter written by George Schuler. The Street Com~~ttee also approves this plan and recommends that the City Attorney prepare necessary ordinances to eliminðte parking and established truck loading zones as required. They further recommended approval to the Council of the proposal and suggested that it be implemented !.¡ith "c" curbing or similar material for the annual Christmas usage of the area and that the area be designed for wheel chair access and drainage be provided to be as unobtrusive as possible. Leroy Jones of 905 4th Street N.E. commended everyone for their concept of a mini-mall but suggests that a larger area and different location be used so that the mini-mall concept could be utilized and accommodate the citizens of Auburn to a better extent. (The Planning and Beautification Commi ttee will meet on November 14, 1972, at 7:30 ;P.M.) The Committee recommends that Jack Lange be allowed to attend the .2J.Pr'l}1. ¡vorkshop in Portland, Oregon on December 6 and 7. The next License and Ordinance Committee meeting will be at 7:30 P.M., Nove,TIber 15, 1972. The LEFF Board met at 10:00 A.H. on nctober 30/ 1972. Lamere2UX in regard to Century House. Chris U. Lamereaux spoke on behalf of Century House and stated that she would like to have the request of a modification and amendment to ResOLution No. 262 which ¡'1Ould allow a recreation room 24 feet x 32 feet to be. added on the Site (Century House) for the residents. It ~vas moved by Fiedler, seconded by Holman, that this request be granted and the amendment provide app:r:oval for a recreation room approximately 24 feet x 32 feet be constructed on the sitepioviding the implementation of the agreement be left to the discretion of the Planning Director.
