ROLL CALL Councilmen present: Councilman Gave'), Sonnemann, Shaughnessy, Darling, Hoiman, Fiedler and Lea. APPROVAL OF MINUTES It ¡vas moved by Fiedler, seconded by Holman, that the Minutes of November 20, 1972, be approved as mailed. PUBLIC HEARINGS I Mayor Kersey declared Public Hearing open on the Final Budget fOT the City or Auburn 1973. Robert Gaines, representing the Auburn Area Chamber of Commerce, voiced his objections to the cut-back in dues· ror the City of Auburn's membership with-the Charr.ber of Com~erce_ The City Attorney stated that he had been advised by the State Auditor's Office and Attorney Generalis Office that the·City's me,~ership should be limited" to one membership. It ¡"as moved by Fiedler, seconded by Holman, that the Public Hearing be closed. FI0TION CARRIED Mayor Kersey declared Public Hearing open on the Development Plans of Kenneth H. Marshall on the East side of "A" Street SE, beÖ"een 16th and 17th Streets SE. The Planning Commission recommends the approval of the modified plans, provided that in the event the alley abutting on the East side of said property is vacated prior to construction of a building on this property, the proposed gas and retail structures and driveways would be moved eight feet (8') East to the new property line. In addition, the owner should sign an Agreement agreeing to participate in any local improvement district (LID) for street improvement on "A" Street SE or 16th Street SE, both of ."hich are abutting subject property. I Verne Whiting of 107 16th Street SE and Robert Erickson of 111 16th Street SE both stated that they are not against Kenneth Marshall developing the area but they are concerned ..,i th the dust problem. Both gentlemen stated that the dust from the street already is almost unbearable and ¡vi th more traffic the prob_lem ¡.,ould be impossible. Ho....'ard Grilley of 1512 A Street SE stated that he is also in favor of the development of the area but he is concerned with the litter that might result. Discussion by the Council followed. Councilman Darling stated that the otmer would be responsible for the dust oiling, not the City. Councilman Sonnemann mentioned that he ..'as inter,,-!sted in the statement from Mr. Whiting ~"hich indicates that the dust p.roblem is already unbearable and he suggests that the people in the area get together and form an LID. Councilman Lea stated that he did not feel any business should be allowed to come into an area and create an unbearable environmental impact. It was moved by Fiedler, seconded b~ Holman, that the Public Hearing be closed. Councilman Darlinq stated that he feels the involved property owners s"hould knot" that ~r a sewel is installed by LID, the cost to the property or,.mers ¡'/Ould be more than the estimated $20 per front foot as quoted earlier by the Planning Director, George Schuler. He has given information to the Mayor and the Mayor will dis tribute copies to other meJ71.bers of Co unci I. Councilman, Darling would like to c~ll ;¡ttention to the information on revenue sharing ¡'lhich ¡"as discussed at the Convent~on. Councilman Darling stated tha t he and the other three Councilr::en visi ted the neighboring ci ties of SpeerJ.;,¡ay, Beach Grove and LaWTence and spent some time talking wi th· '7arious ci ty officials. NOTION CARRIED The Departmental Expendi ture Report was revie¡,ved by the Corrmittee and the T.TOucher approval list was recom~ended for approval. PUBLIC SAFETY COMMITTEE ,.... CHAIRMAN FIEDLER The Public Safety Committee met on November 21, 1972,'at 7:30 P.M. Discussion was held pertaining to the letter received from Chief Calkins which outlined the policies ,and procedures regarding an aide car. The Corrmi ttee adopted the policies and procedures for the time when Auburn will have an Aide Car. C~ief Scyler discussed various types of burglar alarms and asked that an ordinance be created to control the installation of alarms in the Police Department. Councilman Fiedler thanked the Ci ty for making his trip to Indianapolis for the National League of Cities Convention possible. He stated that his main interest at the convention revolved around Land Use Planning. He ~'as not successful at changing any laws pertaining to Land Use Planning but he did make people aware of Regional Planning. MUNICIPAL BUILDING AND EQUIPMENT NAINTENANCE COUlIIITTEE - CllAIRNliN LEA The next Municipal Building and Equipment Maintenance Com~ittee Meeting will be on December 19, 1972, at 7:30 P.M. DEPARTMENT HEAD REPORTS Jack Bereiter introduced Jerrene Johnson, his Legal Secretary, and was pleased to see her attendance and interest in Council proceedings. NOTION CAP~"9.IED I1ISCELLANEOUS BUSINESS Councilman Gavey stated that he enjoyed the National League of Cities Conference in Indianapolis and he will make a report and distribute copies to the Mayor and Council. Gene Williams read a letter from John C. Owens, President of the White River Valley Historical Society, requesting the approval of the Council to place a log cabin adjacent to their museum, according to Planning Coowússion recommendations. It was moved by Sonnemann, seconded by Gavey, that the White River Valley Historical Society be allowed to place the log cabin adjacent to their museum, following the recommendations of the Planning Commission. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED There being no further business, the meeting was adjourned by Mayor Kersey at 9:45 P.M.
