N.OTION CARP..IED AUDIENCE PARTICIPATION Jim Strecker, or 412 Pike N.E., stated that Dario Cugini, Jim Ewing and he met with the Street Committee sometime ago in regard to a parking & dead end alley problem on the East side or town and they· are waiting for some response to this matter. Councilman Sonnemann replied that the parking & dead end alley problem was discussed at the last Street Committee Meeting and will be discussed more fully with the City Attorney. Everyone involved will be given notice ·~hen this item is to be discussed again. AUBURN, WASHINGTON MONDAY OCTOBER 15 ~ 1973 22~> COUNCIL CONNITTZE REPORTS PUBLIC SAFETY COMMITTEE - CHAIR~~V GAVEY Th~ Public Sarety Committee met at 7:40 P.M. on October 9, 1973. A Public Hearing was held on the outside audible alarm ordinance and a brier report was given on the history or the ordinance. Six citizens were against the ordinance and fo~r citizens r·.;~:'6 £'O.J.: I.-Ì1C o.L"']1.n::,:__,-e in i \.-.,::i ;;l.~'r:-;;'l-c form. Mr. Roger Cortland, of Residential Alarm S~stems Inc., spoke on how alarm syste~s operate and the various types of alarms that are available. After discussion the general opinion of the audience was to allow outside audible alarms ir they shut ofr autoIi!atically after four to rive ~inutes - this also would apply to automobile alarms. Last ¡,¡eek the Soroptomist Club applied ror a Liquor License for a onetime event. The appli cation ¡,¡as approved. Councilman Gavey stated that he had received a letter from the Chier of Police in regard to Ordinance 2753 (Bicycle Ordinance). It was pointed out that approximately 425 bicycles have been registered since the ordinance went into errect a short time ago and the Chier of Police believes that by the end of the year, approximately 75% of all bicycles in the area will be registered. ~ OC """ "":) ~. C: The next Public Safety Committee Meeting will be held on November 14, 1973, at 7:30 P.M. Further discussion on the Outside Audible Alarm Ordinance will be on the agenda. STREET COMMITTEE - CHAIR.!.'tJAN SONNENANN The Street Committee met at 7:30 P.N. on October 3, 1973. The COmmŒttee discussed the Auburn Valley Lions Club request to install a covered bench at the bus stop on Auburn 'day South, rvest side, North or Cross Street. Since this request involves private property, it is not necessary ror the Street Commi.ttee to give permission on this request. The Street Committee did ask that ~~e Lions Club contact the Metro Bus System for further information as to design and uniformity. The Street Committee reviewed and discussed b~e 1990 Transportation System Plan presented by the Puget Sound Governmental Conrerence and round that those people working with PSGC t-¡ere not farni1ar with our streets or city layout. The Committee suggested that a letter be directed to the puget Sound Governmental Conference criticizing the Conference relative to the apparent lack of field examination. There was considerable discussion on the Sanitary Sewer LID ror 22nd, 23rd, 24th, and 25th Streets S.E. - M Street to R Street. The ComTittee determined that because of the unstable condi tion of the streets wi thin these right-of-t.,ays, it is inadvisable to participate at this time. The changes in the Netro Bus Routes were reviewed and approved. The Committee reviewed a map indicating the location of luminaires to be turned off or otherv-lÍse rendered inoperative during the emergency relating to conserving or energy. Councilman Sonnemann pointed out that à letter has been sent to pugetpower in regard to this matter and he also stated that lights would not be turned off in resi.dentia1 areas (most or the cutbacks will take place on well lit arterial streets). A sidewalk construction delay request was granted under certain speciried conditions for Donald E. Richard of 1925 DOgvlood Dri've S.E. The next Street Com~ttee Meeting will be October 17, 1973, at 7:30 P.M. UTILITY COMMITTEE - CHAIRMAN SHAUGHNESSY The Utility ComTittee met at 7:30 P.M. on October 4, 1973. The Committee reviewed a request for a water bill adjustment for Mrs. James Weese or 226 Hi Crest Drive. The request ¡·¡as disapproved because a break had occurred in the service line bett.,een the meter and the house and there ,.,as no indication the Ci ty. System or meter had been at faul t. A request from R. K. George Schuler presented :he ~aster Plan ror the Airport (this is the same plan that has been subffiitted to F.A.A.). The ."lJ.irp:x:::-: Cormnittee approved the plan as submitted. Nr. Schuler also reported that he is in a position to discuss Air Rights ~äth property o;mers beC2use the key property o"mer is back in town. A letter r~ceived from Myron Massey and dated September 4, 1973, was discussed and the ?lanninq D:"rector was directed to meet with Mr. Massey in regard to an alternate offer (as ~er Mr. Schulers letter to the Mayor dated September 13). The alternate ofrer does not involve Mr. Masseys property located between 17th and 21st Street S.E. The Co~~t=ee discussed the day-to-day Gasoline Contract with Standard Oil Company and é!greed that this is the best we can do until suppliers get approval for price rises. Mr. Chipperrield was authorized to raise the price of gasoline to maintain the same ~¿rk up, i~~ediate1y upon notice of price increases. This item will corne up later as R=solution No. 598. The possib~lity of Revenue Bonds was discussed by the Airport Cowmittee. The Staff ;·:as again askõ:d to review the costs for additional hangars. ,- The Budqet. ~'¡as revie,,,ed very through1y. At t.he ~~r~drt Committee Meeting, it was moved by Darling that we reopen the 1973 Budget for the purpose or adjusting the 1973 Airport Budget, to reflect a more accurate estimate cf revenu~s and expenditures, thereby reflecting a more accurate amount to be raised 5Y taxation. L. Scy1er, in regard to Police unit 29 (1967 Chevrolet) which has developed engine problems. The Chier stated L~at this vehicle does not warrant repair and he recommends that this vehicle be disposed of through public auction. It was moved by Gavey, seconded by Shaughnessy, that the Chief or Police be given authority to dispose of unit 29 through public auction. ROLL CALL VOTE: All Councilmen voting YES. MOTION CARRIED I Councilcan Darling stated that. the Council was told that the Preliminary Budgets Vlould be ready by this date dJ.,d he asked ¡.,hen he might expect his copy of the Budget. Mayor Kersey stated that he received his copy on Friday and the City Clerk stat.ed that there are just a few pages to be xeroxed and the Budgets should be ready by tomorro;.¡ . Bruce NcNichael, of Radio KAS?, stated that he "rou1d like to call attention to the fact that this is the last evening Hal Millen would be present at our Council Meetings. Mayor Kersey st.ated that he is aware of this fact and he wishes him well on the ne¡·r job and stated that l1r. Millen has dO!le a very fine job of reporting City Gover~7.ent and he will be receiving a letter very shortly. There being no further business t.o come before the Council, Mayor Kersey adjourned the ilieeting at 9:10 P.M.
